2Job Purpose:
 Under the supervision of the Director of Internal Audit and in consultation with other internal audit team, the IT Auditor is responsible for performing information systems audit work. Among others, she/he will be responsible for examining and evaluation the Commission’s IT strategies, operation and control. She/He will also provide technical assistance for the audit team to undertake audit processes in IT environment.

2.   Major Duties and Responsibilities:

a.    Assist in the development and on going maintenance of the departmental IT audit plan,

b.   Contribute to the development of the Annual Internal Audit Plan and develops new and improved procedures and techniques related to internal controls over systems and technology.

c.    Participate in the formulation of information technology strategies, policies and plans,

d.   Use and develop knowledge of audit principles, control objectives, and methods of investigation and testing, including use of software query and analysis tools.

e.    Design and conduct audits of automated information systems and information technology in all areas of the Commission. Review projects with significant Information Technology content,

f.     Review and test controls in IT systems and functions to ensure the integrity and security of information and continuity of operations.

g.    Draft clear and relevant recommendations, present it for review,

h.   Communicate audit results and recommendations to all levels of management through oral presentations and written reports and follow up their implementation,

i.     Perform any other duty as may be assigned.

3.   Educational Qualification and Experience Required:

Candidates must have at least a Bachelor’s Degree in accounting, computer science, and/or management information systems and have a firm grasp of technology and security concepts.  A professional qualification such as the Certified Information System Security Auditor (CISA) or the Certified Information System Security Professional (CISSP) Certified Public Accountant (CPA), Certified Internal Auditor (CIA) designation or equivalent from a recognized Institution is highly desirable.

IT Auditor must have at least 5 years of relevant working experience in auditing, of which at least 3 years should be in IT auditing and/or should have a strong exposure of information technology application and security areas.

4.    Other Relevant Skills:

·        Hands-on experience with various programming languages, computer operating and database management systems is highly desirable.
·        Working knowledge of data analysis;
·        Management experience, excellent interpersonal skills, ability to organize and motivate others, and to work in a multi-cultural environment;
·        Excellent drafting and reporting skills;
·        Good communication and negotiating skills;
·        Good planning and organizational skills.

5.    Language Requirement:

  2. To formulate appropriate policies and plans of action and develop programmes and project proposals, from a Customs perspective, on trade liberalization and trade policies within the RECs, and on the improvement of the performance of African countries in global trade;
  3. To advise the Commissioner through the Director of the Department on the Critical areas of Customs Unions in Africa, with special focus on Trade Facilitation and Regional Integration
  4. To coordinate the operations and lead the Secretariat of the Customs Network so as to build networks and fosters partnerships with Member States, Regional and sub-Regional bodies, Inter governmental and intergovernmental organizations and the private seector on matters pertaining to Customs, Trade Facilitation and Regional Integration.
  5. To direct substantive inputs into servicing of meetings, seminars, workshops and training of the Division.

Specific deliverables
  1. Representing the University in all forums as its Chief Executive;
  2. Facilitate the signing of MOUs with Host Universities, Host Countries, and Lead Thematic Partners and African Union Commission;
  3. Coordinate the development of a corporate plan for the operationalization of the PAU and ensure it is translated into appropriate, and realistic goals and objectives that are delivered harmoniously and successfully;
  4. Prepare and present the PAU activity report;
  5. Ensure the implementation of the decisions of the African Union Summit of Heads of State and Government with regard to PAU;
  6. Facilitate the required co-ordination between Directors of PAU Institutes;
  7. Coordinate the selection of the PAU Satellites centers;
  8. Liaison with the African Union Commission, Vice chancellors of Host Institutions, and Lead Thematic Partners
  9. Supervising staff of the Interim Coordinating Committee (ICC). and take responsibility for the performance review;
  10. Coordinate the establishment of Rectorate and recruitment of Rectorate staff;
  11. Coordinate the student recruitment process, award of scholarships, and smooth relocation to respective Institutes;
