As the United Nations lead agency on international development, UNDP works in 170 countries and territories to eradicate poverty and reduce inequality. Our work is concentrated in three focus areas; sustainable development, democratic governance and peace building, and climate and disaster resilience.

Context

Further, under UNDP’s Climate Hub, the “Climate Promise” initiative is the world’s largest offer of support to countries on NDC enhancement and has contributed to an increase of climate mitigation and adaptation ambition. One of the most critical challenges to countries in designing and delivering their NDC targets is an effective data and transparency system. The ability to track, monitor and report on progress directly informs an understanding and ability to advance ambition in subsequent NDC revisions. As such, data and transparency have become critical workstreams within the Climate Promise. Under the Climate Promise, the Government of Belgium has approved a contribution of 1.2 million euros to provide capacity building support on data and transparency to lusophone and francophone countries and foster south/ south exchanges. The project, “Enhancing climate transparency in developing countries – a contribution to the Climate Promise”, has as a primary objective to provide targeted countries with effective governance and enabling environment over time, to accelerate and scale NDC implementation, by providing streamlined support and capacity building on data and transparency. This will be delivered at the country and regional level with a focus on francophone and lusophone countries.

Task description

The Programme Support Specialist will support the Programme Analyst in delivering the project’s expected activities while following UNDP financial and administrative rules and procedures. The primary objective of the Project Support Specialist is to provide support in various administrative and operational tasks to facilitate the smooth execution of project activities, including providing UNEP GSP team with data and information requested for the CBIT platform and reporting purposes. The specialist will contribute to the achievement of project goals and outcomes by ensuring high quality administrative and operational support to the coordination of travel arrangements, procurement processes, budget/financial monitoring, and event organization. The incumbent will report to the Project Manager and will work in close collaboration with other project staff and consultants. Support to the delivery of Climate Transparency related activities under the Climate Policy and Strategies Team, as part of the Climate Hub is also anticipated. Duties and Responsibilities (a)Proactively assist in the planning, organization and delivery of ECT project activities as defined in the ECT workplan and as dictated by the management team (b)Oversee the day-to-day operations of the ECT project; including procurement processes, travel and logistics, financial and administrative tasks, as requested (c)Prepare, develop and institute processes to ensure proper preparation, clearance and archiving of all procurement, payments and travel documents, results and other deliverables and results for evaluation, audit and reporting purposes (d)Coordinating reporting processes with the Programme Analyst to ensure on-time and complete donor reporting as dictated by the project oversight plan (e)Assist in data collection and processing for communications, knowledge sharing and outreach purposes; including providing UNEP GSP team with data and information requested for the CBIT platform and reporting purposes (f)Support the preparation of the projects’ recruitment and procurement plans; coordinate the selection process of technical experts to be hired by the Project according to the rules and procedures established by UNDP (g)Tracking, monitoring and reporting on the use of project and other allocated resources; providing financial authorizations; creation of requisitions; receipts; and communication with UNDP-HQ and COs on financial matters as required.

The UN Volunteer will be based in Istanbul, the largest city in Turkey where everything is available including education, health services, accommodation and entertainment. There is a lively and large group of international community. Istanbul airport has direct connections with all European and global cities. Istanbul is a Security level 2 (Low) duty station. Living Conditions for Istanbul: Turkey is an upper middle-income country, with highly-urbanized cities and well developed infrastructure systems. Most of Turkey is assessed to be at security level 1-Minimal. Security level 2 Low applies to Ankara and Istanbul. Seismic activity remains one of the primary hazards in Turkey. Turkey’s population of nearly 81 million is almost entirely Muslim. Turkish is the official language. English predominates as the second language. The post will be located in Istanbul, which has a population of around 15M people, and straddles the European and Asian continents. Istanbul is a UN Hub for the Europe and Central Asia Regional Offices of several UN agencies, including UNDP, UNFPA, UN Women among others. There is a lively and large group of international community. Istanbul International Airport and Sabiha Gokcen Airport have direct connections with all European, Central Asian and global cities. Task description

Within the delegated authority and under the supervision and guidance of the Monitoring and Evaluation Specialist, the UN Volunteer, Data and Analytics Specialist will: · Collaborate with stakeholders to support the rollout and effective implementation of the Eurpe and Central Asia (ECA) Child Rights Monitoring (CRM) framework. o Identify and assess indicators from the diverse data sources in line with their relevance, quality, and accessibility. o Ensure regular documentation of CRM indicator framework in line with their relevance, quality, and accessibility o Consolidate feedback received from stakeholders and reflect those in all relevant documents · Develop and execute plans for specific data initiatives to enhance the availability and disaggregation of data pertinent to child rights. o Propose innovative strategies and solutions to address data collection, analysis, and reporting challenges within the child rights domain. o Support in data landscape and action plan document projects o Perform exploratory data analysis to identify trends, patterns, and outliers that can provide valuable insights and lead or contribute to respective write-ups or reports. o Develop and implement data models, algorithms, and statistical analyses to solve complex business problems. o Stay up-to-date with industry trends, best practices, and emerging technologies in data analysis. o Lead the content management of Regional Office for Europe and Central Asia (ECARO) CRM SharePoint and TransMonEE website. · Interpret and communicate findings from data analysis to non-technical stakeholders clearly and compellingly. · Identify opportunities for data-driven process optimization and provide actionable recommendations. · Regularly monitor and evaluate the progress of data initiatives, identifying areas for improvement and implementing necessary adjustments. · Contribute to capacity-building efforts to strengthen the organization's data literacy and analytical skills. Background of the position:

The war in Ukraine has triggered one of the fastest-growing refugee emergencies in history, and the largest since World War II in Europe. The escalation of the conflict has caused civilian casualties, destruction of civilian infrastructures, including health facilities and maternities, disruption of Sexual and Reproductive Health (SRH)
services and supply chain, and led to an increase in Gender Based Violence (GBV) including Conflict-Related Sexual Violence (CRSV).

Over one year into the conflict, support is still needed to the UNFPA country offices and implementing partners in Ukraine, Moldova and Belarus, and stakeholders and local CSOs in refugee-receiving countries, in response to the war. UNFPA’s Regional Office for Eastern Europe and Central Asia (EECARO), based in Istanbul, is called to play a bigger role in the humanitarian response and has established a humanitarian team under EECARO’s leadership and management. The main objectives are to coordinate and provide tailored technical and operational support with a focus on UNFPA mandated areas of responsibility for GBV and SRH, as well as humanitarian coordination with UN agencies at both the national and regional levels.

This regional humanitarian team is composed of several specialists, including Sexual and Reproductive Health (SRH), Gender Based Violence (GBV) in Emergencies, and Communications, under the overall leadership of EECARO Regional Director and the supervision of EECARO Regional Humanitarian Coordinator (RHC). The unit may later be strengthened with other profiles based on the evolving context, needs and capacity.

The objective of the consultancy:

The incumbent will be responsible for providing technical support and expertise in grants proposal and reports writing to the regional Humanitarian Team, and support UNFPA Country Offices in terms of grant management and reporting as needed. The primary objective is to ensure timely and high-quality reporting on humanitarian
programmatic activities.

Scope of Work

Under the overall supervision of UNFPA EECARO Regional Director, direct supervision of the regional humanitarian coordinator, the Grant and Report Writing Consultant will work closely with all colleagues of the regional humanitarian team (especially the regional SRHiE and GBViE specialists and the specialists dedicated
to humanitarian response the EU countries, and the programme associate), as well as the regional communication advisor and specialist, the resource mobilization and partnership team, the Disability Inclusion in Humanitarian Response Specialist and other regional advisors and specialists.

Expected outputs include:

Grant Management

  • Contribute to overall coordination of the Humanitarian Team proposal development to donors for new and ongoing grants for the RO
  • Compile sitreps and donor reports for all RO-led grants with inputs from and in collaboration with EECARO units, COs and relevant stakeholders ensuring a harmonized and streamlined approach.
  • Analyze compliance of reporting requirements and needs of all relevant RO and CO teams and Humanitarian Team-led grants
  • Finalize all reports for timely submission to donors
  • Support analysis of humanitarian funding trends for SRH and GBV
  • Assist with the reporting to OCHA and UNHCR-managed Financial Tracking System.
  • Draft humanitarian proposals including donor proposals, emergency funds, flash appeals and others when necessary.
  • Support the team with the production of grant and funding proposals as required.

Reporting

  • Develop reporting mechanisms and systems to capture programmatic outputs, outcomes, and impact, ensuring compliance with UNFPA and donor requirements.
  • Consolidate inputs from relevant stakeholders to prepare accurate and comprehensive reports on UNFPA's humanitarian interventions.
  • Support the development of standard reporting templates, and tools for use by field offices and implementing partners.
  • Conduct regular data quality assessments to ensure the accuracy, consistency, and integrity of reported information.

  • Compile inputs from all UNFPA colleagues in order to contribute to the drafting of the 2024 Regional Refugee Plan for Ukraine led by UNHCR.
  • Final report emphasising the support rendered to EECARO & Country Offices, key findings, guidance, materials, and tools developed, lessons learned, and recommendations for knowledge management, grants, and reporting in the EECA (Eastern Europe and Central Asia) region (31st Dec. 2023).

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The Grant Proposals and Report Writing consultant will work closely with all colleagues from the humanitarian team as well as colleagues from the Communication team and the Resource Mobilization and Partnerships team, under the supervision of the Regional Humanitarian Coordinator.

Frequent discussions will be held to note progress throughout the contract, and a tracking sheet will be used to document progress against ToR deliverables and deadlines.

Consultant would be required to provide regular updates on completed tasks, and monthly progress reports towards achievement of the set deliverables.

Supervisory arrangements:

Consultant will work under the overall guidance of the Regional Humanitarian Coordinator.

Expected travel:

Qualifications and Experience:

  • Min 5 years of relevant experience in reporting, fundraising, grants management, or monitoring and evaluation, preferably in a humanitarian context. Strong understanding of the humanitarian sector, including key donors, funding mechanisms, and reporting requirements.
  • Excellent verbal and written communication skills.
  • Fluency in English is essential. Working knowledge of other languages spoken in Eastern Europe and Central Asia is an asset.

Climate action: Türkiye organized a National Climate Council in 2022 which resulted in key actions by the Ministry of Environment, Urbanization and Climate Change towards its global climate commitments. As the first step, a separate Presidency on Climate Change was established to design and implement the national programmes and policies. Parallel to the national road map, a youth platform was initiated by the Minister - Youth Climate Envoys, with a representative from each university’s Climate Change Club. In 2022, the youth climate envoys participated in key national and international policy-level discussions and four youth climate envoys represented Türkiye in COP27 with the technical and financial support of UNICEF-The first-time youth were part of government delegation to COP28. The Climate Change Presidency and UNICEF Türkiye Office are together collaborating to develop a road map for COP28 in consultation with young people to make sure the strongest presence of them in all steps and result document of the event. Youth participation: n communities all over Turkiye, youth are already mobilising, creating change through innovations and demanding action from all of society. The Local Council’s of Youth (LCOY’s) are expected to galvanise youth action and through them offer opportunities to sustain and scale up youth action with stakeholders including municipalities, private sector and public institutions. Task description

Within the delegated authority and under the supervision of the ADAP Programme Officer, the UNV ADAP Assistant will: • Contribute to the design and implementation of environment and climate change-related ADAP programs. • Contribute to the design and implementation of the COP 28 youth engagement strategy, preparations with MOEUCC, DKM and youth climate envoys and follow up the post COP28 steps (national and international). • Contribute to the coordination of ADAP youth climate focused platforms including Climate Activists (DKM), MOFSS Regional Climate platform and Youth Climate Envoys • Support to administrative and financial follow-up for CSO partners working on climate change and environment • Provide support to Youth foresight initiative • Support to administrative and financial follow-up for Climate Change CSO partners and youth networks • Compiling data from adolescent and youth climate action engagement programs, environmentally relevant data, international platforms, governmental and CSO partners. • Any other related tasks as may be required or assigned by the supervisor. OBJECTIVES OF THE PROGRAMME

DESCRIPTION OF DUTIES

In the context of the WHO Health Emergencies Incident Management System (IMS) and the Cluster Approach, at the country level, the incumbent will support the coordination of the Heath Cluster team during all phases of emergencies in the affected areas, by developing rosters and of participating response agencies in association with the health cluster IMO team and other health partners. Under the direct supervision of the Cluster Coordinator, the incumbent shall perform the following tasks:

1. Liaise with the Health Cluster Coordinator the initiatives to build the Health coordination and response capacity of the national and local government, partners and civil society.

2. Provide support and coaching to partners to collect, collate, manage and analyse health data relevant to the crisis.

3. Maintain up to date inter-country (at the Whole of Syria level) information from WHO and partners including contact lists, regional 4Ws, Governments' contacts etc.

4. Contribute to the drafting and development of all relevant documents including Cluster Bulletins, project proposals, reports, dashboards etc.

5. Document and share best practices, key lessons learnt and recommendations for improvement.

6. Help to review and monitor on monthly basis the humanitarian health situation, analyse response gaps and make appropriate recommendations to fill the gaps and improve coordination both at national and sub-national levels.

7. Support the design, planning, implementation and reporting of joint health cluster initial and ongoing needs assessments and surveys, as well as follow-on more in-depth health sector assessments, as needed.

8. Assist the Health Cluster /Sector Coordinator in the development of the health response strategy in line with the results of the needs assessment exercise.

9. In close collaboration with the WHO surveillance officer, help mobilize health partners to contribute to the Early Warning and Response Network EWARN in their areas of intervention.

10. Liaise with national counterparts and the IMO team to regularly collect, analyse and document health cluster /sector information from the conflict affected areas.

11. Provide regular updates and briefings to the Health Cluster and partners and WHO team, on the Health status of the affected people, the joint response activities, achievements, challenges and recommendations. Perform any other duties as assigned by the supervisor within established cluster guidelines.

REQUIRED QUALIFICATIONS

Education:

Essential: A university degree (Bachelor's level or above), in public health, medicine or international relations, social sciences or management or related field, from an accredited/recognized institute.

Desirable: Postgraduate studies or specialized training in emergency management, international aid or humanitarian principles.

Experience:

Essential: At least five years of relevant experience, at national and international levels, in developing and promoting collaborative partnerships in emergency and humanitarian relief operations, including experience in coordinating health programmes in chronic and acute, sudden-onset emergencies.

Desirable: Relevant work experience in WHO, other UN agencies, relevant nongovernmental, health cluster partners or humanitarian organizations.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1421 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

Task description

Under the direct supervision of the ECA Operations Manager and HRBP, the National UNV will be responsible for the following tasks: HR Support • Drafting terms of references of individual consultants and staff by gathering inputs from the project teams; • Support Operations staff in administrative activities relating to the selection process of personnel; • Coordinating the recruitment process under the supervision of HRBP and relevant Project Team; • Note taking during the panels and preparation of interview panel reports; • Supporting the communication process with candidates during the whole recruitment process; • Compiling all the documents for review of the HR Team/Manager for submission; • Support in HR services relating to internship programme and act as the Intern Focal Point for the region • Conduct inductions for the Interns in RO. • Support monitoring and filing of HR Learnings ; act as the focal point for the UN Women mandatory courses compliance for the RO and COs • Supporting HR Communications and Updating Databases: Drafting Weekly Internal HR Updates, sharing international vacancy announcements regularly, ensuring the ECARO and HQ Vacancy Tracker Tables (Recruitment Matrixes) are up to date • Support in arranging bi-monthly regional HR Meetings and other HR webinars, taking notes and action points during the meetings. • Posting vacancy announcements for ECA Regional Office • Updating and submitting the Personnel Validation List through OneApp on monthly basis. Required experience

3 years of experience in administration support, procurement, HR, or logistic support service is required • Experience in Administration, Procurement and HR, preferably within the UN system • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required. • Knowledge in UN processes, policy and procedures is an asset • Knowledge of UN Operations business processes an advantage • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in gender equality, volunteerism as a mechanism for durable development, and the UN system.

UNV Entitlements in a Nutshell for National UN Volunteer (Specialist): • Current Volunteer Living Allowance (VLA) is USD 1225. Upon demonstrated experience in the area, additional expertise differential might be applicable. • 100% health, life and dismemberment coverage by CIGNA. As per UN’s diplomatic mission status, it is not included in National Security Institution’s (SGK) system but can be initiated on private basis. • Entitlement to annual Leave at the rate of 2.5 working days per completed month of volunteer assignment • Entry allowance for covering relocation expenses • Exit allowance upon completion of service • Several learning opportunities This is a full time is assignment in UN Women Office in Istanbul. The volunteer should be either residing in Istanbul or willing to relocate.
