Purpose of consultancy

The international consultant shall support the development of a national strategy and action plan for digital health and the Digitalization of the Health Information System in Tunisia while emphasizing advocacy and sensitization, the strategy should be aligned with the National health policy (Projet de la Politique Nationale de Santé à l’horizon 2030, PNS) pillars and components for maximum impact. 

Background

The global demand for and use of digital health interventions has grown exponentially in recent years. During the COVID-19 pandemic, digital health solutions were deployed for contact tracing, managing healthcare resources, and disseminating credible health information. The Global Strategy on Digital Health 2020-2025, endorsed during the Seventy-third World Health Assembly, details the strategic objectives and framework to advance digital health for strengthening health systems and improving health for all. In Tunisia, several assessments of the health information system (HIS) and digital health have been conducted. Many activities are being implemented with the support of different stakeholders to improve the HIS and implement digital health initiatives.

There is a need to develop a National Digital Health Strategy for Tunisia, informed by the Global Strategy and developments in the digital health landscape. An international consultant is being sought to work with the WHO CO and the WHO Eastern Mediterranean Regional Office (EMRO) to support the MOH in the development of the national strategy and an integrated action plan. The international consultant will provide strategic guidance and technical support to articulate the vision and shape the technical content of the national strategy, drawing on international best practices, tools, and lessons learned. The international consultant will work in close collaboration and coordination with a national consultant who is also being recruited for this project.   

Deliverables

The international consultant will work under the overall guidance of the WHO CO Tunisia and EM/RGO/SID/RAI and ISH, EMR/UHC/HS, to provide support to the MOH and other national stakeholders in the development of the National strategy on digital health and Digitalization of Health Information System Health Information System. The international consultant will work in close coordination and collaboration with the national consultant. The expected outputs and deliverables are described below. 

Output 1: Develop a national strategy for digital health and Digitalization of Health Information System

Deliverable 1.1: Lead a process to support the MOH and national stakeholders to draft the national strategy based on the existing assessments and the results of the workshop in June 2023 on “the Development of a National Strategy & Action Plan for Digital Health and Digitalization of the Health Information Systems.”

Deliverable 1.2: Compile relevant international best practices, tools, and lessons learned for presentation to the MOH and national stakeholders and facilitate a process of integrating international experiences during the development of the national strategy, as relevant and appropriate to the Tunisian context.

Deliverable 1.3: Lead the drafting of the national strategy, in consultation and coordination with the MOH team to ensure ownership of the final product and supported by the national consultant. 

Output 2: Develop an integrated Action Plan for Digital Health and Digitalization of the Health Information System

Deliverable 2.1: Provide technical leadership and support to the development of an integrated action plan including, a communication plan for advocacy and sensitization, expected outcomes, activities, roles and responsibilities, and implementation steps.

Deliverable 2.2: Provide technical support and guidance to the national consultant to determine the estimated cost and resources for the implementation of the action plan considering ongoing projects supported by the different partners.

Deliverable 2.3: Lead the drafting of the integrated action plan, in consultation and coordination with the national consultant and the MOH team. 

Output 3: Facilitate a workshop on National Strategy & Action Plan for Digital Health and Digitalization of the Health Information Systems

Deliverable 3.1: Design and co-facilitate the workshop in collaboration with the national consultant and in consultation with MOH.

Deliverable 3.2: Review the detailed report of the workshop to be written by the national consultant and suggest how the key findings and recommendations can inform the development of the national strategy and action plan.

Deliverable 3.3: Finalize and submit a revised draft of the National Strategy & Action Plan for Digital Health and Digitalization of the Health Information System based on key findings and recommendations of workshop participants, in consultation with MOH and national stakeholders. 

Education

Essential: Master’s degree in digital health, health information systems, health policy, public health or related field from a recognized university.

Desirable: Doctorate degree in the above areas. 

Experience

Essential: Minimum 10 years of experience in digital health, health information systems, health strategic planning or a related area. Demonstrated experience developing high-level strategic documents for international agencies and for governments in low- and middle-income countries.

Desirable: Experience working with international organizations, including WHO and other UN agencies. 

Skills/Knowledge

Essential:  Excellent communication, coordination, and project management skills. Excellent knowledge and skills in digital health, health information, health strategy planning and report writing.

Desirable: Persistence in following up, tact, and diplomacy to work with international personnel. 

Languages

Advanced written and spoken fluency in French and English is essential

The consultant will work remotely with support from the WHO CO, including the convening and organization of meetings and workshops.

Context:

Under the direct supervision of the IOM Chief of Mission (CoM), and in close coordination with the Heads of Units, the Programme Support Unit Coordinator will primarily be responsible for the management and coordination of Programme Support Unit activities including project conceptualization, proposal development, monitoring, and evaluation, and supporting internal and external communication for IOM projects/programmes.

Core Functions / Responsibilities:

1.   Manage and oversee the day-to-day activities of the Programme Support Unit (PSU), including supervising and providing guidance to PSU staff in the reporting, the development of concept notes or proposals, and monitoring and evaluation, and communications and public information, cognizant of IOM framework, strategies, systems, and templates as well as the requirements from various donor countries.

2.   Coordinate and provide substantive support for fund raising efforts, including proactive donor liaison and relationship building, overseeing mapping, and tracking of donors to identify new funding opportunities, and the development of new programs and projects in coordination with Heads of Units including resource management, the Chief of Mission, the relevant program managers, the Regional Office as well as partners’ organizations in the public/private sectors.

3.   Support the Chief of Mission and Heads of Units on inter-agency coordination, support and ensure coordination of the UN Network on Migration to establish IOM’s strong leadership role in the area of migration, in coordination with the Resident Coordinator’s Office and partner agencies.

4.   Act as the Liaison and Policy Focal Point and respond to and/or coordinate inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, partner agencies, implementing partners, etc.

5.   Support the Resource Management Unit to coordinate with Project Managers with donor contract management through guiding and coordinating the administrative and budgetary aspects of new and ongoing projects, including advising on activation, processing, endorsement, records-keeping and submissions on PRIMA in line with specific IOM internal requirements and procedures.

6.   Provide substantive support to Head of Units and Programmme/Project Managers where needed on consolidating information and inputs for requests managed by the PSU, and for liaison with Regional Office (RO) and Headquarters (HQ) and relevant IOM country offices, with authorities, United Nations agencies, Non-Governmental Organizations, Government and other stakeholders.

7.   Support the Organization’s project management actions by preparing and reviewing project funding submissions, proposals, and appeals, as well as supporting Units and Resources Management with submission of General Agreements (GAs), Memorandum of Understanding (MoUs), Letter of Agreements (LoAs), and other types of contracts when necessary.

8.   Assist in ensuring on-time and accurate planning, organization and implementation of the Reporting and Monitoring and Evaluation (M&E) workplans by Programmme/Project Managers (PM), including updating of the project, reporting and contract schedules for all IOM Tunisia projects.

9.   Prepare policy briefings in relation to the CoM’s liaison functions for the Government of Tunisia, senior partners, visiting delegations and donors, liaising with respective programme managers for related organizational events and partner United Nations Country Team (UNCT) organizations.

10. Strengthen the development of knowledge base within the mission including working with PMs to strengthen systems for collecting data/information needed for the drafting of regular progress reports being submitted to the donor and Headquarters to ensure the requisite deadlines are met.

11. Coordinate and oversee the development and dissemination of communications, reports, information products (infographics, info sheets etc) and various media resources based on key messages and concerns in the context of Tunisia.

12. Revise and oversee the strategic direction and implementation of the mission’s external communication strategy, including the utilization of social media communication tools (including but not limited to Twitter, Facebook, IOM website) to increase awareness of IOM’s work in Tunisia, regionally and globally.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

   Master’s degree in Political or Social Science, Migration, International Relations, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or

   University degree in the above fields with seven years of relevant professional experience.

Experience

   Demonstrated experience in coordinating projects and providing policy support;

   Demonstrated experience in donor liaison; and,

   Experience in liaising with governmental authorities, other national/ international institutions and Non-Governmental Organisations (NGOs).

Skills

   In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organisation; and,

   Knowledge of UN and bilateral donor programming.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written).

Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting transformation towards more efficient, inclusive, resilient and sustainable agri-food systems for better production, better nutrition, better environment and better life, leaving no one behind. FAO's Country Office for Tunisia (FAO-TUN) is responsible for developing, promoting, overseeing and implementing projects   addressing food, agriculture and rural development priorities in the country. It develops and maintains collaboration with institutions working in Tunisia.

The Joint Programme 'Accelerating Progress towards Rural Women’s Economic Empowerment (JP RWEE) is a fiveyear programme implemented through a partnership between FAO, IFAD, UN Women and WFP. The programme generates synergies that capitalize on each Agency's mandate, comparative advantages and institutional strengths to generate lasting and large-scale improvements in the lives of rural women. The programme aims to secure the livelihoods, rights and resilience of rural women in the context of sustainable development and Agenda 2030 and focuses on four key outcomes for rural women: (1) improved food security and nutrition; (2) increased incomes to sustain livelihoods and build resilience; (3) increased voice and agency for full leadership and participation in rural communities and governance structures, and (4) more gender-responsive policy environment for the economic empowerment of rural women.

The joint programme in Tunisia is part of the global JP RWEE initiative, currently being implemented in five countries worldwide through the Multi Partner Trust Fund modality. The implementation of the JP in Tunisia is managed through the lead agency FAO, and overseen by a National Steering Committee, consisting of senior representatives of the four participating agencies and government representatives. Implementation of the programme is monitored and supported by a Technical Working Group, consisting of technical focal points of each of the four agencies.

A Programme Management Unit, situated within the lead agency (FAO), consisting of the National Coordinator and the MEAL Coordinator oversees the management and implementation of the programme and its M&E system and collaborates closely with JP RWEE stakeholders.


Reporting Lines

The MEAL Coordinator will work under the overall supervision of the FAO Representative in Tunisia and the day to day supervision of the JP RWEE National Coordinator to whom she/he will report and will also have accountability to the Global M&E Specialist, based in WFP’s headquarters in Rome. He/she will liaise closely with the participating agencies to ensure high quality M&E is in place for the programme.


Technical Focus 

Rural development, economic empowerment, food security and nutrition, livelihoods, women’s empowerment and gender equality.


Tasks and responsibilities

The MEAL Coordinator is responsible for ensuring the implementation of the M&E system across the JP RWEE in Tunisia. He/she will work in close collaboration with the technical focal points and M&E officers of the four participating agencies to ensure the implementation of the approved M&E plan. He/she will provide leadership and technical support on M&E and carry out training in response to identified needs and gaps. He/she will liaise closely with the global M&E Specialist and ensure the technical quality of the M&E system for the JP RWEE in Tunisia. He/she will also participate in and contribute to global level learning forums in order to enable cross fertilization and the sharing of good practice on a wider scale, as well as participating in coordination processes organized by the Global Coordination Unit as required.

The MEAL Coordinator is based within the lead agency and collaborates closely with the four participating agencies.


-    Programme Implementation 
•    Oversee the implementation of the JP RWEE M&E plan and ensure the implementation of timely and quality MEAL activities , providing technical guidance, ensuring programme quality and enabling timely and accurate reporting on indicators; 
•    Oversee the implementation of programme baselines and endlines including the provision of technical support to ensure they are implemented to a high quality standard (including review and approval of survey tools, data collection and sampling methods); 
•    Develop indicator guidelines for output level indicators (in addition to existing outcome level indicator guidelines); 
•    Review and compile baseline and endline reports, ensuring they are of the standard required;  
•    Review and consolidate the M&E plan on an annual basis as part of the annual work plan submission and ensure M&E activities are adequately budgeted for; 
•    Identify any challenges in the implementation M&E system/plan and, with the global MEAL specialist, take the required action to ensure they are addressed; 
•    Support in monitoring synergies, integrated approaches and partnerships within the joint programme;
•    With the National Coordinator, lead on the review of programme progress through quarterly review meetings; 
•    Support evaluation processes (mid-term and final evaluations) and any other assessments.

-    Technical Support
•    Provide technical MEAL leadership for the programme, including ensuring appropriate, quality data collection, analysis and use; 
•    Work closely with the participating agencies to ensure that MEAL becomes an integral element of project implementation leading to enhanced quality and accountability;
•    Carry out frequent field visits to assess programme quality and monitoring systems; 
•    Provide feedback to field monitoring reports and ensure that action plans are included and followed up; 
•    Participate in technical working group meetings and JP RWEE coordination platforms. 

-    Reporting
•    Review donor bi-annual and annual reports submitted by the participating agencies, with specific focus on the performance indicator reporting; 
•    Compile and consolidate performance indicator progress as part of the donor reports and for submission to the global coordination unit;
•    Contribute to the review of narrative reporting on results within reports and ensure strong programme analysis based on indicator progress;  
•    Provide any other internal reports and updates as requested; 

-    Learning 
•    With the National Coordinator, lead on developing a culture of learning across the programme, ensuring that learning is consistently used to drive improvements in programming; 
•    Lead on the analysis of monitoring data and provide recommendations for programme adaptation as necessary;
•    Lead on the development and implementation of knowledge management and learning plans, ensuring that evidence based learning is captured and used within the participating agencies;
•    Lead on the documentation of good practices. 

-    Capacity Building 
•    In close collaboration with the global M&E Specialist, identify gaps in capacity and carry out training in M&E for participating agency and implementing partner staff as required (e.g. data collection methods, data analysis, data quality assurance and result-based management); 
•    Prepare training materials as needed; 
•    Provide ongoing technical support. 

-    Accountability
•    Ensure that functioning complaints response mechanisms are in place for the programme and included in reporting;
•    Check the implementation of CRM mechanisms during field visits; 
•    Provide suggestions for CRM improvement as needed;

Other
•    Undertake any other duties as requested.

Mission and objectives

UNHCR, the UN Refugee Agency, works to safeguard the rights and well-being of refugees all over the world. UNHCR's purpose is to ensure that everyone can exercise the right to seek asylum and find safe refuge from war and persecution. UNHCR also protects stateless people.

Context

• Effective and timely support is provided to the formulation of a clear and coherent protection and solutions-oriented strategy, which incorporates a thorough age, gender and diversity analysis and reflects the Organization’s global, regional and country level priorities. • AGD sensitive analysis of community risks and capacities provides the essential basis for all of UNHCR’s work. • The participation of persons of concern is assured through continuous assessment and evaluation using participatory, rights and community-based approaches, which inform protection and assistance programming and ensure that UNHCR meets its commitments to accountability to persons of concern. • National protection capacities are improved through direct engagement, research and ad-vocacy with all relevant external interlocutors. • Protection incidents and needs are immediately identified and addressed through direct intervention, advocacy and public exposure. • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for development during the as-signment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Task description

Under the direct supervision of Head of Field Office the UN Volunteer will undertake the following tasks: • Be fully informed about community structures and the protection and security situation of the population of concern and develop strong links with a cross-section of members of refugee/Internally Displaced Persons (IDPs)/stateless communities, using an Age, Gender and Diversity (AGD) approach; • Through relationships with persons of concern and network of partners stay abreast of political, social, economic and cultural developments that have an im-pact on the protection environment and provide advice to senior management. Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS; • Ensure through direct action and advocacy with more senior protection staff that the necessary resources are allocated to enable community work to identify and address protection and assistance gaps; • Assist in supporting consultative process with government counterparts at local levels, partners and persons of concern to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and SGBV, and solutions approaches; • Provide technical guidance and support to UNHCR and partners and implement and oversee Standard Operating Procedures (SOPs) on all community-based protection related issues; • Support the design, implementation and evaluation of protection centered and Solu-tion oriented programming with implementing and operational partners guaranteeing that community-owned activities are integrated; • Support communities in establishing representation and coordination structures • Promote confidence building and conflict resolution among populations of concern, authorities and host communities; • Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. In operations applying the humanitarian cluster system, contribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the affected populations. • Support the Operation's work to ensure the protection strategy is fully integrated into the Country Operations Plan, the UN Development and Assistance Frame-work (UNDAF), the Humanitarian Country Team’s common humanitarian action plan where applicable; • Contribute to the Protection team's information management component which: provide disaggregated data on populations of concern and their problems; re-searches, collects and disseminates relevant protection information and good practices to enhance protection delivery and provide technical advice if necessary; • Ensure participatory, community-based protection and AGD approaches are included in, strategies and plans in the country operation; • Ensure community understanding of UNHCR's commitment to deliver on ac-countability and quality assurance in its response; • Support persons of concern to develop structures that enhance their participation and protection. • Monitor and support cases residing in UNHCR shelter facilities in the south through community-based interventions, while enhancing communication and engagement with local communities (CWC). • To effectively manage and address complaints and ensure a robust feedback mechanism in the south. It is crucial to implement an efficient system for handling and following up on feedback. • To be the Focal Point for all counselling (Individuals and Group sessions) and technically supervising the CBP associate. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Living conditions and remarks

This position is based in Zarzis, Southern Tunisia, where UNHCR Field presence along with a partner`s office is located. It will be important for the UN Volunteer to understand and respect traditions and customs of the country. Geography and climate Tunisia, the smallest country on the North African coast, has the most diversified economy in the region. With a population of slightly over 10 million and about 60% living in urban locations, it has one of the highest standards of living on the continent. Tunis is the capital of the country and the largest city (population of approximately two mil-lion in and outside the city proper). It is located just six miles (ten kilometers) from the Gulf of Tunis, and sits on the shores of a lake that connects with the Mediterranean Sea. Being a small country, all destinations within Tunisia can be reached in a day's drive. Tunisia is bor-dered in the southeast by Libya and in the west by Algeria. The coastline between the city of Bizerte and the border of Algeria has secluded beaches, small bays, and steep cliffs. It is al-so marked by small villages. Southern Tunisia, where the Sahara begins, is semi-desert. In some parts, there are oases with giant palm trees and small market gardens. Tunisia has a Mediterranean climate. Along the coast of northern Tunisia, summers are hot and dry, and winters are warm and rainy. Yearly rainfall in this coastal region is about 17 inches (43.18 cm). The mountain ranges typically experience more annual rainfall, about 34 inches (86.36 cm). In the northwest, there is occasional snowfall in the mountains. In south-ern Tunisia, it is hotter and drier. There is little rainfall, especially along the edge of the Saha-ra Desert, and some areas of the desert will not get rain for years. Central Tunisia is charac-terized by varying weather patterns. Language The official language of Tunisia is Arabic. French is also widely spoken. About one percent of the population speaks Berber. English is be-coming another language spoken by many Tunisians. Other European languages, such as Italian, are also spoken in commercial and tourist areas of the country. Public transportation In addition to the private taxi services, the state run public transport system reliable and cost effective. Safety and security All of the rules you would follow in any foreign country apply. The crime rate is low, but there have been cases of theft in resort hotels, mostly due to staff leaving attractive items in plain view. Walking alone during daylight hours is permitted, but the buddy system is required for walking at night and you must always carry communication (mobile phone). Tunisia is still undergoing a critical period of democratic and social transition. Regular security advice is therefore sent systematically by UNDSS and UNHCR security staff.)
