Beside its international protection of refugees in Mali, UNHCR main objective for this particular program is to find durable solutions for returning Malian former refugees as well as internally displaced persons. The volunteer will be working in the Repatriation Unit based at the main office in Bamako with missions in the entire Northern regions of Mali. In the implementation of the programme, UNHCR works together with the government of Mali, specifically the line ministry (Ministè;re de la Solidarité, de l’Action Humanitaire et de la Reconstruction du Nord), also occasionally with officials from countries of asylum in the context of tripartite agreements; with implementing partners, and other UN agencies. UNHCR has field offices in Tombouctou, Gao, and Mopti and plans to open new offices in Niafunke and Menaka as soon as feasible. During the performance of his/her tasks under the assignment the UNV will be interacting not only with all but also with beneficiaries, UNHCR staff and partners in countries of asylum.

Task description

Under the direct supervision of the Senior Protection Officer the UN volunteer will undertake the following tasks: Monitor the implementation of the voluntary return operation through consultations, regular field visits and monitoring tools, suggesting amendments to the plan as necessary. Ensure that activities are implemented in accordance with the voluntary repatriation strategy, with a view to ensuring that the return is voluntary and takes place in safety and dignity. Gather and analyze data related to return movements and conditions in areas of return for planning, evidence-based advocacy and protection interventions. Ensure that specific needs of vulnerable categories of returnees are duly addressed during the return movement. Monitor and advise implementing partners on activities related to return. Actively participate in inter-agency coordination processes and mobilize partners’ political and financial support, to ensure complementary interventions to voluntary repatriation/return program Comply with UNHCR’s policy priorities, such as those related to persons with particular vulnerabilities Identify, monitor and advise implementing partners on on-going activities related to return. Mainstream AGD in all areas of work and ensure the full participation of returning refugees in matters relating to their own protection Liaise with other UNHCR country offices and other key partners in the region to ensure appropriate cross-border cooperation and a harmonized voluntary repatriation process. When working with national staff or (non-)governmental counterparts, the incumbent should set aside dedicated time for training, coaching, mentoring and capacity development.

Living conditions and remarks

Mali is a country that is currently trying to recover from a conflict in its northern part. The whole territory is a non-family duty station. This position is based in Bamako, whose living and security conditions are satisfactory however due to the recent events in Bamako the security phase has been increased to SLS 4 (Substantial - as per UN security classification). The candidate will be entitled to R&R after every 8 weeks. To enter Mali, a valid passport is required. A visa is also compulsory, except for nationals of ECOWAS member states (Economic Community of West African States), Morocco and Tunisie. Nationals of other countries should contact the representation of Mali in their country of residence for those who do not have a Malian representation in their country of residence, the visa can be issued at Bamako airport. In all cases, a Note Verbale will be issued with the aim of facilitating the visa issuance for the selected UN Volunteer. The yellow fever vaccine is compulsory and a vaccination card should be brought with you for Malian health authorities’ check at the airport. The selected UN Volunteer must attend, from the beginning of the assignment, all security-related trainings, which are compulsory for all UN personnel.

Task description

Under the direct supervision of Head-of-Office UNHCR Field Office Mopti, the UN Volunteer will undertake the following tasks: • Ensure that UNHCR’s policies, standards and procedures are constantly and coherently applied in the Area of Responsibility (AoR) covering i.e the regions of Mopti, Bandiagara, Douentza, San and Segou. • Ensure that the needs of persons of concern in the AoR are assessed and analyzed in a participating manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning. • Ensure that protection incidents and gaps in assistance are immediately identified and addressed. • Identify vulnerable groups or individuals who may need special attention or special arrangements and make recommendations on the needs of different groups of refugees. • Assess protection and assistance needs of refugees and asylum-seekers in the region and monitor implementation of refugee assistance programmes. • In co-ordination with implementing partners, handle the reception, registration and provision of assistance to persons of concern to UNHCR. • Provide inputs for project submissions and periodic narrative and financial reports for the annual programme. • Develop and maintain relations with local authorities ensuring smooth negotiations in all aspects of UNHCR's mandate for the benefit of refugees. • Monitor the security situation in the area and intervene as appropriate with the local authorities. • Participate in needs assessment as a member of the Multi-Functional team • In close coordination with programme and project control, monitor project implementation and provide feedback on the progress to the relevant units/sections • Undertake other relevant duties as required. * He/She is the focal point for issues related to Gender-Based Violence (VBG) and the Prevention of Sexual Exploitation and Abuse (PSEA), and as such he/she will be responsible for strengthening prevention activities and holistic care of survivors with special attention to the negative consequences against women and girls and on reproductive health.

Mopti, also known as "The Malian Venice", has a population of 2,037,330 and is located 650 km north of Bamako, Mali. Although it is possible to get to Mopti by road, air travel is more air travel is more common with UNHAS and UN Mission (MINUSMA) humanitarian flights. Mission (MINUSMA)... Mopti has two main seasons that fall between the dry and rainy seasons. There are few hotels recommended by the United Nations Department of Safety and Security (UNDSS). There are no guest houses, but private accommodations could be rented provided they meet provided that they meet UN security standards. There are small supermarkets and stores, and many goods exist on the local market. Otherwise, expatriates also buy from Bamako. Insecurity in the Mopti region is moderate (security classification The security situation in the Mopti region is moderate (UN security classification: Phase 5). Despite the precarious security situation in many parts of the region, Mopti-Sévaré (the duty station) is a secure city with a low level of presence of international forces, with a low level of threat to humanitarian staff, who conduct all Conduct all activities in a peaceful manner. Under the direct guidance of the Supply and Logistics Manager, the incumbent manages the logistics operations of a complex emergency with significant impact on program delivery, services, supply and logistics, processes, and systems, requiring advanced professional technical mastery and expertise in support of operations and program objectives. Accountable for effective planning, contracting, procurement, distribution, inventory management of UNICEF's supplies, in support of the Country Programs

How can you make a difference?

Key function, accountabilities, and related duties/tasks

1.     Provide rapid and relevant responses to evolving logistics needs and situations facing children and families, including emergency situations, with a priority on achieving value for money.

1.1  Responsible for logistics and supply planning through coordination with Operations and Programme Sections.  Provides technical advice on specifications, supply and logistics arrangements facilitating cost-effective, efficient procurement, customs clearance, inventory management and distribution of supplies and equipment, in support of the country programme implementation.

1.2  Develops logistics component of the country’s emergency response, including systems for storage and distribution of supplies to all project sites.

2.     Ensure sound, accurate logistics management systems, procedures and documentation as well as regular, accurate reporting to maintain the highest level of integrity, standards and accountability.

2.1  Establish and maintain contacts with the Supply Division in Copenhagen on supply procurement and shipping policies.  Interprets and advises the country office on policies and procedures impacting on offshore and local procurement and delivery.  Maintains links with Copenhagen on transnational shipments, deliveries, claims and appropriateness of supplies.

2.2  Act as secretary and adviser to the CRC.  Establish and maintain a system of contacts with customs and port/airport immigration authorities at national ports of entry on the clearance of UNICEF supplies, in keeping with established protocol.

2.3  Oversee the overall preparation of appropriate documentation: cash and supply requisitions, purchase orders, long term arrangements, CRC submissions etc.

2.4  Ensure preparation of the supply status reports required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc.

2.5  Regularly create and communicate accurate inventory tracking, inventory aging and incoming supplies information.

3.     Ensure that effective support UNICEF and Government capacity-building efforts are provided in order to enhance efficient, effective and timely supply delivery,

3.1  Plan, design and conduct training for UNICEF's staff/consultants and counterparts in supply management, customs clearance, distribution and inventory management of supplies and equipment in order to maximize supply delivery. Provide effective coaching to the staff/consultants as required.

4.     Supervise and manage effective procurement, local and/or offshore, with a goal to attain lowest cost without sacrificing quality.

4.1  Conduct local procurement through issuance of tenders, bid adjudication and contract management..  Conduct market research, identify and recommend potential local suppliers.  Gather and maintain data on and evaluate local supply sources' overall performance, (competitive pricing, cost-effectiveness, product quality and timely delivery,).  Monitor and assess supply operations and control mechanisms and advises on appropriate actions to take.

4.2  Monitor progress of offshore and/or regional procurement through regular contacts with the Action Office(s). 

4.3  Communicates and reports quality issues with respect to supplies and/or service agreements.

5.     Collaboration and Partnership

5.1  Coordinate with the Programme Section on logistical planning, providing technical advice on transport specifications and supply administration as well as providing advice on supply requirements in the development of the supply component of the Country Programme.

5.2  Provide advice to the Country Office and Government on offshore and/or local procurement policies and procedures, delivery and utilization of UNICEF supplies and equipment; coordinate with the Supply Division, Copenhagen, on supply policy and/or activities.

5.3  Team with the Programme Section and other members of the Operations Section to facilitate procurement as well as efficient customs clearance, storage and distribution of supplies and equipment.

5.4  Develop and maintain partnership and collaborative relations with UNICEF, Government, UN, and bilateral counterparts in supply and logistics activities including distribution, monitoring supply inputs, and inventory.

5.5  Inform Programs of slow-moving inventory, upcoming field distributions or deliveries, incoming materials and quality issues to ensure maximum use of available transportation, warehousing space, manpower and other resources.

Understanding of development and humanitarian work. Emergency experience an advantage. Health supply chain management experience an advantage.
  • Developing country work experience and/or familiarity with emergency is considered an asset.

The Security Specialist reports to Chief of Field Office and maintains a close working relationship with the Country Office and the Country Security Manager. The Security Specialist is responsible for advising the Chief of Field Office on their security duties and responsibilities in accordance with UN and UNICEF Security Management Systems. The Security Specialist contributes to the UNICEF mandate through strong security risk analysis, advice, and relevant mitigation. The Security Specialist manages, on behalf of the Chief of Field Office, all security activities in support of the country.

 

The Security Specialist implements and manages security activities at the duty station in close coordination with all members of the UN Security Management System (UNSMS) including the UN Department of Safety and Security (UNDSS) as well as NGO partners in line with the Saving Lives Together (SLT) policy. As a member of the UN Security Cell, contributes to the development of assessments, procedures and guidelines including Security Risk Assessments (SRAs), Country Minimum Operating Security Standards (MOSS), and the country specific Security Plan.

1. Security Risk Management and Planning

  • Advise the Chief of Field Office in the execution of his/her duties with regards to the safety and security of UNICEF personnel and eligible family members, premises, and in accordance with UN and UNICEF Security Management Systems. Attend as an observer, all Area Security Management meetings, assist the UN Department of Safety and Security (UNDSS) as appropriate and participate as a member of the security coordination cell established by UNDSS.
  • Provide advice on technical security requirements contained in the UN Security Plan, Minimum Operating Security Standards (MOSS), Residential Security Measures (RSM), and other relevant policies, guidelines, and assessments and monitor their implementation. Provide technical oversight for contracted security providers.
  • Prepare, maintain, and update UNICEF security documentation including security contingency plans and provide the Chief of Field Office and the Office of the Security Coordinator (OSC) with mandatory reports in accordance with UNICEF security reporting guidelines. This includes the monitoring/reporting on security compliance and the submission of all Security Incident Reports (SIRs).

2. Safety and Security Services

  • Monitor the security situation and provide independent and comprehensive security analysis with the goal of identifying trends and predicting the specific conditions that would impact on the safety and security of UNICEF personnel, eligible family members, premises assets and resources.
  • Implement security activities in support of UNICEF operations and participate, coordinate and/or undertake security risk management for all locations where UNICEF personnel and eligible family members are present.
  • Ensure that UNICEF personnel are kept informed of matters affecting their security and the actions to take in the event of an emergency including those identified in the UN Security Plan as it relates to UNICEF.
  • Ensure there is an effective and functioning communications system for security management within UNICEF that this is fully integrated into the UN Emergency Communications System.
  • Coordinate with UNDSS to ensure all UNICEF personnel undertake all mandatory security training/briefings and participate in all security related contingency exercises. Conduct security surveys of international personnel residences in accordance with the Residential Security Measures (RSM).

3. Programmatic Security Information Analysis

  • Collect information, provide specific analysis, advice, and support to programme planning and implementation. Conduct analysis to fully understand the issues that have an impact on the delivery of UNICEF programmes particularly in areas deemed security compromised.
  • Work closely with the UNICEF programme and communication personnel in country to integrate all relevant analysis into the planning and implementation of all country programmes.
  • Participate in civil-military coordination meetings for advocacy for access.

EDUCATION

Assistante Technique: Prise en Charge a Domicile (PECADOM)

Le Mali a bénéficié des  ressources de la Série 6 et 10 du Fonds mondial pour le programme Paludisme. Grâce à cet apport du Fonds mondial, et des autres partenaires au développement du Mali, la lutte contre le paludisme connaît un regain d’intérêt avec la mise en place des stratégies novatrices et efficaces telles que : l’utilisation desCombinaisons Thérapeutiques Antipaludéennes à base d'Artémisinine (CTA) en remplacement de la chloroquine, la Pulvérisation Intra domiciliaire (PID), la distribution de masse de Moustiquaire Imprégnées d’Insecticides a Longue Durée (MILD) et la protection des femmes enceintes par le Traitement Préventif Intermittent (TPI) basée sur la Sulfadoxine Pyriméthamine (SP). Pour cette subvention, la prise en charge effective sera renforcée par une approche communautaire intégrée comportant l’utilisation des Tests de Diagnostic Rapide(TDR) et le traitement précoce par les CTA. Toutes ces interventions seront soutenues par une mobilisation sociale et un système de suivi et évaluation.

Au Mali, il existe plusieurs faiblesses dans le système communautaire et qui affectent les résultats en matière de lutte contre le paludisme.  Il s’agit de l’absence de politique et de directives pour la prise en charge au niveau des ménages, l’insuffisance de ressources humainesà tous les niveaux pour la prise en charge, l’insuffisance de supervision des Relais Communautaires;la faible responsabilisation des communautés dans les activités de lutte contre le paludisme ; la faible capacité des organisations de la société civile (ONG et Associations) dans l’organisation locale des communautés à agir et dans l’appui à la prise en charge des cas de paludisme ;le recours tardif des populations aux soins de santé à cause des croyances et attitudes de la population, l’insuffisance dans la référence/évacuation des cas de paludisme grave du village au Centre de Santé Communautaire(CSCom) et l’irrégularité et l’insuffisance des activités de communication au niveau communautaire parmi d’autres.

Pour adresser ces faiblesses à travers la subvention en cours, PSI/Mali recrute, au profit du Programme National de Lutte contre le Paludisme (PNLP), un Conseiller Technique Prise en Charge A Domicile (PECADOM) pour l’assister dans la mise en œuvre de la subvention consolidée Paludisme du Fonds mondial pour une durée de 45 jours. Le conseiller technique reportera à la Direction du PNLP et sera basé dans les locaux du PNLP.

RESPONSIBILITES:

  • Concevoir et proposerles documents cadres et les orientations des activités du PNLP au niveau communautaire ;
  • Conseiller la Direction du PNLP et les instances du Ministère de la Santé dans le cadre des soins essentiels au niveau communautaire;
  • Proposer des mesures organisationnelles et techniques susceptibles d’améliorer la prise en charge du paludisme, le suivi-évaluation, le rapportage  et la coordination entre les partenaires du programme au niveau communautaire ;
  • Renforcer les capacités du système de santé à répondre à la demande communautaire dans le cadre de la PECADOM;


RESULTATS ATTENDUS

  • Les documents cadres et les orientations stratégiques de la PECADOM en rapport avec la politique des Soins Essentiels dans la communauté (SEC) validés au niveau communautaire sont disponibles;
  • Les orientations techniques et opérationnelles susceptibles d’améliorer la mise en œuvre et les capacités de coordination du PNLP dans le cadre de PECADOM sont proposées ;
  • Un plan de travail et une stratégie permettant la mise en œuvre des activités de la PECADOM conformément au plan d’action de la proposition du Fonds mondial est fait ;
  • La quantification des besoins en intrants (CTA, TDR, MILD, Goutte Epaisse/frottis mince) au niveau communautaire est réalisée par le PNLP en collaboration avec son comité de quantification;
  • Un mécanisme efficace de travail avec les partenaires techniques et financiers, ainsi que ceux de la mise en œuvre de la prise en charge au niveau communautaire, est défini; 
  • Un système de coordination englobant les mécanismes de suivi évaluation, de rapportage du niveau communautaire vers les CSComs est proposé et validé; 

QUALIFICATIONS: 

  • Diplôme de Santé Publique ou équivalenteavec une expérience confirmée d’au moins 10 années dans l’appui à des Programmes de Lutte contre le Paludisme en Afrique
  • Une compétence en planification et gestion des programmes de santé (mise en œuvre et suivi) est requise ainsi que des capacités analytiques et de communication permettant de travailler avec les partenaires et de développer, expliquer et mettre en œuvre les approches et stratégies d’accélération des programmes pays
  • Une expérience de travail en équipe et de développement des mécanismes de travail entre personnes de nationalité et de culture différentes
  • Une expérience dans la mise en œuvre des politiques et stratégies de lutte contre le paludisme notamment la mise à échelles des CTA, TDR et des MILD est requise, ainsi que des capacités à transférer les compétences
  • Une connaissance avérée en informatique (Excel, Access, épi info) 
  • Une excellente connaissance du français parlé et écrit et une bonne maîtrise de la langue anglaise

Dans la première phase de la Série 6, il y avait deux récipients principaux (RP), dont le Programme National de Lutte contre le Paludisme (PNLP) rattaché au Ministère de la Santé. L’évaluation de la mise en œuvre de la Phase 1 de la subvention de la Série 6 Paludisme a permis de constater les insuffisances structurelles du PNLP, notamment en termes de programmation, de mise en œuvre, de suivi et de rapportage des résultats. Le système actuel de suivi-évaluation ne permet pas de rapporter les résultats programmatiques de manière fiable et dans les délais, à cause des difficultés dans la collecte de données de qualité à partir du premier échelon du système de santé. Suite aux problèmes identifiés par l’Inspecteur Général du Fonds mondial, PSI/Mali a été retenue comme RP et le PNLP comme sous récipiendaire  (SR). 

Pour adresser des difficultés que le PNLP a rencontrées durant la Phase 1, le Secrétariat du Fonds mondial a recommandé le recrutement d’un assistant technique, au niveau régional et sous - régional, pour appuyer les orientations du programme et améliorer ses capacités de coordination et de mise en œuvre.

Dans ce cadre, PSI/Mali recrute, au profit du PNLP, un Conseiller Technique Managérial pour l’assister dans la mise en œuvre de la subvention consolidée Paludisme du Fonds mondial pour une durée de deux ans.  Le conseiller technique reportera au Directeur du PNLP et sera basé dans les locaux du PNLP.

RESPONSIBILITES:

  • Concevoir et proposer le cadrage des orientations des activités du PNLP ;
  • Conseiller la Direction du PNLP et les instances du Ministère de la Santé ;
  • Proposer de mesures organisationnelles et techniques susceptibles d’améliorer la mise en œuvre, le suivi-évaluation, le rapportage et la coordination entre les partenaires de mise en œuvre du programme ;
  • Proposer les orientations techniques et opérationnelles susceptibles d’améliorer la mise en œuvre et les capacités de coordination du PNLP ;
  • Elaborer, en concertation avec la Direction du PNLP, un plan de travail et une stratégie permettant la mise en œuvre des activités conformément au plan d’action retenu pour la mise en œuvre de la subvention consolidée, en cohérence avec celui des autres partenaires du programme ;
  • Assister au suivi du plan d’action approuvé;
  • Appuyer le PNLP, en étroite coordination avec la PPM (Pharmacie Populaire du Mali) dans la quantification des besoins en intrants (CTA, TDR, Kits de paludisme grave, et MILD) ;
  • Proposer les moyens pour améliorer la prévision des besoins aux différents échelons de la mise en œuvre du programme ;
  • Assister a l’élaboration des plans détaillés d’approvisionnement et de distribution des CTA, Tests de Diagnostic Rapide (TDR), kits de paludisme grave, MILD et insecticides des différentes sources de financements acquises;
  • Définir  un mécanisme efficace de travail entre les différentes divisions du PNLP ;
  • Assister à l’élaboration et au suivi d’un plan de travail interne trimestriel au niveau du PNLP
  • Définir  un mécanisme efficace de travail entre le PNLP et les partenaires techniques et financiers dans la mise en œuvre des activités du plan stratégique nationale du PNLP; 
  • Appuyer le PNLP dans  la mise en place de la base de données (logiciel, production des outils de collecte et dotation des structures) ;
  • Former le personnel du PNLP sur la planification, l’exécution, le suivi et le rapportage des résultats (cadre de performance) ;
  • Assister le Direction du PNLP dans ses interactions avec les instances nationales du Ministère de la Santé, les Partenaires Techniques et Financiers du Programme, le Fonds mondial, et l’Agent Local de Fonds (LFA) qui assure la vérification des données relatives à la mise en œuvre des activités de la subvention ;
  • Accompagner la mise à échelle de la collecte électronique des données dans le cadre de la subvention, en prenant en compte les résultats de l’évaluation d’octobre 2013 ;
  • Assister à la mise en œuvre de toutes les recommandations de l’évaluation du PNLP par le RP ainsi que celles de l’atelier MESST
  • Fournir les avis techniques et l'expertise requis selon le besoin au PNLP et aux instances du Ministère de la Santé.

DESCRIPTION
CARE Mali seeks Project Director for an Integrated Rural Program to Improve Nutrition & Hygiene project. This project is expected to run for 5 years. This project, funded by USAID, will expand integrated Nutrition and Water, Sanitation and Hygiene programming in Mali. This program is in response to the humanitarian crisis evolving from a complex emergency as well as the long term development challenges in Mali and aims to build resilience for optimal health outcomes, especially of women and children.  The Project Director will be based in Bamako.
POSITION SUMMARY
The Project Director has overall responsibility for high quality program implementation, achievement of project deliverables, timely reporting, management of staff, donor and host country relationships, fiduciary oversight etc. The Project Director serves as CARE’s key liaison to USAID, government counterparts, local organizations, other stakeholders and program partners.  
S/He will conduct the following:
  • Ensures a high level of communication and close working relationships with USAID and national-level institutions. Provides overall leadership and strategic direction to the program.
  • Oversees planning, quality assurance and supervises program monitoring, evaluating, and reporting.
  • Ensures quality and timely submission of all project deliverables.  Provides cross-sectoral strategic direction in technical areas including nutrition, agriculture, WASH, hygiene, and sanitation, and behavior change communication.
  • Ensures that appropriate technical support is provided to health districts, centers and associations, and relevant civil society organizations are involved in implementation.
  • Ensures that the design, implementation, monitoring and evaluation, and progress of all program activities are in accordance with strategies and standards and meet the goals and objectives of communities, USAID, and the Government of Mali.  Oversee implementation of a common monitoring, evaluation and learning system among all partners and analyze the data it generates to inform project management, technical programming and development of best practices and applied research. Oversee the implementation of operations research.
  • Ensures that cross-cutting themes such as gender equity, Multiple Use Water Services (MUS), and climate change are fully integrated into WASH and water resource management programming.  Maintain effective relationships with other USAID implementing partners and work to ensure cross-project alignment of annual workplans and WASH technical approaches. 
  • Oversees hiring, management, and development of staff to ensure a diverse, skilled, and productive workforce and create a culture of integrity across the project.
  • Provides mentoring, coaching, and supervision for direct reports and senior team members. 
  • Provides oversight and consolidation for the financial management and reporting for the program, including the submission of timely and accurate performance and financial reports. Monitor budget utilization and ensures proper financial management and utilization of funds. 
  • Facilitates reflection and documentation of lessons learned and best practices within the coalition and outside it such that all participating institutions, USAID, and constituent communities may realize improved WASH outcomes. Organizes learning and sharing opportunities between program and external stakeholders on a regular basis.  Uses problem-solving and consensus-building skills and ability to promote coordination among diverse interests and institutions.
REQUIRED:
  • Masters degree or higher in relevant field, PhD preferred
  • Minimum of 15 years overseas, senior leadership experience as COP, Country Director, or comparable position in the field of international development.
  • At least 5 years’ experience managing large USG budgets
  • Familiarity with USAID’s reporting, procurement, and project management policies and procedures.
  • Professional experience in working with USAID-supported cooperating agencies, donors, USAID missions, and international counterpart organizations; as well as other USG agencies a plus
  • Demonstrated experience working in partnership with international donors and agencies
  • Multiple language skills (English, French (required), and Bamabara) are a plus.
  • Excellent interpersonal and cross cultural skills.
  • Technical proficiency in nutrition agriculture, water supply, sanitation, and/or hygiene, and behavior change communication program design, implementation, and monitoring and evaluation.
  • Demonstrated experience managing similarly complex projects in West African countries, especially the Sahel, involving multi-million dollar budgets, coordination with multiple programs, operations research, and managing partner institutions.
  • Demonstrated knowledge of the cross-sectoral application of WASH strategies to improve health, livelihoods and nutrition.
  • Demonstrated knowledge and application of state-of-the-art WASH practices and approaches. Knowledge and prior application of participatory methodologies.
  • Strong leadership, analytical and organizational skills.
  • Demonstrated skills in quickly assessing priorities and opportunities and managing a variety of activities with attention to detail.
  • Proven ability to convene/chair high profile meetings. Understanding of USAID procurement processes, procedures, and grants management.
  • Strong MS Office skills, including Word and Excel.
  • Strong written and oral presentation skills in English.

CARE Mali seeks a Chief of Party to lead the proposed USAID-funded Behavior Change Communication/ Social Marketing for Improved Health Outcomes in Mali project.  The anticipated project will focus on strengthening the demand for health services in nine priority regions.  The project’s priority activities will include expanding and deepening maternal, newborn, and child health services; supporting the development of malaria control interventions; and strengthening overall health system capacity.  The Chief of Party will be based in Bamako.

POSITION SUMMARY
The successful candidate will manage the development of a Behavior Communication Change program, enumerating strategies that encourage health-seeking behavior and uptake among marginalized populations (women and children).  S/he will provide overall leadership and management for the team to assess community needs and guide project development of relevant and appropriate strategies.  Under her/his strategic direction, the project team will identify ways to promote community-led health service quality improvement.  Ultimately, the Chief of Party will enable the team to build the capacity of the national health system by establishing and reinforcing processes and measuring change before and after program intervention.
The successful incumbent will collaborate with USAID staff, counterparts, and the home office to develop and scale-up interventions, manage the documentation of activity results, create monitoring and evaluation plans, and oversee data collection and analysis. All activities under the Chief of Party’s supervision will ensure gender-, age-, and other demographic-appropriate messaging.  Gender-sensitive interventions may include social marketing, mass media, community mobilization, and other related strategies. The project will complement other USAID efforts in Mali.  The position is contingent upon award and funding.
Specific duties and responsibilities include the following:
  • Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project workplan.
  • Identify behavior change interventions, in conjunction with the Technical Lead, to select and scale-up best practices.
  • Guide team members to fulfill the project’s strategic goals and objectives.
  • Report against the project’s baseline targets.
  • Manage the project’s operational, financial, and administrative aspects. 
  • Facilitate the project team’s implementation of national and local level communication campaigns.
  • Build partnerships among national- and community-level actors.
  • Function as the primary liaison between USAID, the Ministry of Health, local organizations, and other partners and stakeholders.
  • Create management systems in line with CARE standard operating procedures, consistent with project needs.
  • Design and oversee an annual project cycle in accordance with the USAID annual planning cycle. 
  • Work with staff and partners to translate project goals and objectives into implementable strategies and plans.
  • Direct and oversee planning and budgeting processes. Prepare quarterly and annual project activity reports, as specified in the contract.
  • Maintain internal control.
  • Supervise the performance of all long term and short term advisors, consultants, and staff. 
  • Clarify roles, delegate responsibilities to senior staff, and clearly communicate expectations for staff contribution to project activities.
  • Manage and supervise project staff and partners in the identification of all the project’s technical assistance needs, development of suitable scopes of work, recruitment of consultants, and execution of technical assistance contracts.
  • Maintain productive working relationships with USAID clients, project partners and key counterparts, and reports to the Portfolio Manager in CARE’s home office.
  • Build community awareness of positive health behaviors through BCC marketing techniques.

REQUIRED
  • Master’s, MD, or PhD in health, health communication, health marketing, or relevant field.
  • At least ten years’ experience in USAID-funded maternal, newborn, and child health, and/or malaria, programs required.
  • Demonstrated understanding of causal pathways of health behavior.
  • Experience working in Mali and knowledge of Mali’s health priorities strongly preferred.  West Africa experience required.
  • Strong written and verbal communication skills.
  • Fluency in both English and French required.
  • Excellent interpersonal and cross cultural skills.
