Mission and objectives
The Office of the UNHCR was established on 14 December 1950
by the UN General Assembly. The agency is mandated to lead and co-ordinate
international action to pro-tect refugees and resolve refugee problems worldwide.
Its primary purpose is to safe-guard the rights and well-being of refugees. It
strives to ensure that everyone can exer-cise the right to seek asylum and find
safe refuge in another State, with the option to return home voluntarily,
integrate locally or to resettle in a third country (www.unhcr.org).

Task description
Under the direct supervision of Head-of-Office UNHCR Field
Office Mopti, the UN Volunteer will undertake the following tasks: • Ensure
that UNHCR’s policies, standards and procedures are constantly and coherently
applied in the Area of Responsibility (AoR) covering i.e the regions of Mopti,
Bandiagara, Douentza, San and Segou. • Ensure that the needs of persons of
concern in the AoR are assessed and analyzed in a participating manner and
using an Age, Gender and Diversity (AGD) perspective to form a firm basis for
planning. • Ensure that protection incidents and gaps in assistance are
immediately identified and addressed. • Identify vulnerable groups or
individuals who may need special attention or special arrangements and make
recommendations on the needs of different groups of refugees. • Assess
protection and assistance needs of refugees and asylum-seekers in the region
and monitor implementation of refugee assistance programmes. • In co-ordination
with implementing partners, handle the reception, registration and provision of
assistance to persons of concern to UNHCR. • Provide inputs for project
submissions and periodic narrative and financial reports for the annual
programme. • Develop and maintain relations with local authorities ensuring
smooth negotiations in all aspects of UNHCR's mandate for the benefit of
refugees. • Monitor the security situation in the area and intervene as
appropriate with the local authorities. • Participate in needs assessment as a
member of the Multi-Functional team • In close coordination with programme and
project control, monitor project implementation and provide feedback on the
progress to the relevant units/sections • Undertake other relevant duties as
required. * He/She is the focal point for issues related to Gender-Based
Violence (VBG) and the Prevention of Sexual Exploitation and Abuse (PSEA), and
as such he/she will be responsible for strengthening prevention activities and
holistic care of survivors with special attention to the negative consequences
against women and girls and on reproductive health.

Requirements
Required experience
3 years of experience in . Work experience with refugees
and/or other people of concern in a protection capacity required • At least 3
years of professional work experience at the national and/or international
level working with refugees and IDPs or other relevant programmes; experience
with UNHCR is an asset, as is experience working in the UN or other
international development organization . Desirable Qualifications and Skills :
Knowledge of UN policies and procedures • Excellent oral and written skills;
excellent drafting, formulation, reporting skills; • Accuracy and
professionalism in document production and editing. Computer skills: Office
Package (excellent knowledge of Word, good knowledge of Excel and Power Point)
and Internet browsing.

Living conditions and remarks
Mopti, also known as "The Malian Venice", has a
population of 2,037,330 and is located 650 km north of Bamako, Mali. Although
it is possible to get to Mopti by road, air travel is more air travel is more
common with UNHAS and UN Mission (MINUSMA) humanitarian flights. Mission
(MINUSMA)... Mopti has two main seasons that fall between the dry and rainy
seasons. There are few hotels recommended by the United Nations Department of
Safety and Security (UNDSS). There are no guest houses, but private
accommodations could be rented provided they meet provided that they meet UN
security standards. There are small supermarkets and stores, and many goods
exist on the local market. Otherwise, expatriates also buy from Bamako.
Insecurity in the Mopti region is moderate (security classification The
security situation in the Mopti region is moderate (UN security classification:
Phase 5). Despite the precarious security situation in many parts of the
region, Mopti-Sévaré (the duty station) is a secure city with a low level of
presence of international forces, with a low level of threat to humanitarian
