Context

Under the overall supervision of the Director, and the direct supervision of the Social and Human Sciences (SHS) Programme Specialist (PS), the UNV will support the SHS portfolio in intercultural dialogue, youth engagement and peacebuilding. The incumbent will work closely with other team members to support projects undertaken by SHS whilst seeking synergies across activities as well as new opportunities for collaboration with external partners.

Task description

Under the direct supervision of the Programme Specialist for Social and Human Sciences the UN Volunteer will undertake the following tasks: Assist the SHS Unit in planning, managing, implementing, monitoring, and reporting on key programme/project activities in the areas of intercultural dialogue, youth engagement and peacebuilding. Proactively and in a self-directed manner conduct research on potential partners and co-designers as part of the collaborative process leading to the development of project proposals. Assist Unit in liaising with national stakeholders to facilitate effective delivery of projects and activities. Assist dissemination of information on SHS initiatives to ensure project visibility; extend, engage, and reinforce networks, engage new and diverse stakeholders, and foster partnerships. Assist in drafting of memos, reports, and other project related and administrative correspondence. Attends meetings and take minutes in technical group as requested by the PS and/or Director. Perform any other administrative and project related duties as deemed necessary by immediate supervisor or the Director of UNESCO Jakarta Office.

The position will be based in the Jakarta, capital of Indonesia and home to the Association of Southeast Asian Nations (ASEAN) Secretariat, where basic living needs, including accommodation, banking facilities, medical facilities and telecommunications/internet services are readily available. All staple foods such as rice, bread, meat, vegetables, fruits, salt, sugar, cooking oil, etc. can be found in the markets, along with basic hygiene products and household supplies, including variety of imported goods. Almost all items can also be ordered for delivery (from grocery to cooked food to household essentials) through various mobile applications. Jakarta has numerous good restaurants as well as plenty of attractive malls and shopping centres, making it one of the most vibrant cities to live in South-East Asia. Jakarta’s climate is generally hot and humid, with the Indonesian wet and dry seasons dividing the year in two. Average temperature is in the upper 30°C range year-round, and the rainy season lasts between November and March. The most used means of transportation are taxi or local bus. Mobile phone is the most reliable tool to communicate, and internet services are readily available at the apartment complexes. ATMs are located on every other street in Indonesia and international cards can usually be used to withdraw Indonesian Rupiah.

OVERVIEW OF THE FUNCTIONS OF THE POST 

Under the overall authority of the Regional Director of the UNESCO Regional Office for Southern Africa, the general guidance from the Team Leader (Education for Health and Wellbeing, ESA) and the direct supervision of the National Project Officer (Education for Health and Wellbeing), the Associate National Project Officer provides technical and programmatic support, and assists in the planning, implementation and monitoring of Education for Health and Wellbeing activities in Zimbabwe. The incumbent will be responsible for the effective planning, implementation, and monitoring of UNESCO’s work on Education for Health and Wellbeing through the Our Rights, Our Lives, Our Future (O3) Programme, and the Unified Budget, Results and Accountability Framework (UBRAF) in Zimbabwe. The incumbent will also be responsible for supporting the Senior National Project Officer (Education for Health and Wellbeing) in the implementation and monitoring of the O3 PLUS project for the realization of positive health, education, and gender equality outcomes for young people in Higher and Tertiary Institutions (HTEIs) in Zimbabwe. S/he will be responsible for providing technical expertise on key themes including comprehensive sexuality education (CSE), sexual and reproductive health, inclusion, gender, and school-related gender-based violence, school health and HIV.

UNESCO envisions a world where all learners thrive. The Associate National Project Officer should contribute to improved health and education outcomes for all learners through support to national education sectors and other key stakeholders to adopt a comprehensive approach to school health and well-being. This in turn will contribute to achievement of the SDGs, particularly those at the nexus of education, health and gender. Specifically, the incumbent shall:

Programme and Technical support for the O3 Programme

  • Assist the Senior National Project Officer in the implementation of the Zimbabwe Chapter of the O3 and O3 plus programs to support improved education, gender, and health outcomes for all learners and young people.
  • Identify opportunities for UNESCO engagement in policy development in comprehensive sexuality education (CSE) and other health issues including HIV prevention and gender-based violence (within the framework of the UNESCO Strategy on Education for Health and Well Being, national strategies, and the UNAIDS division of labor).
  • Conduct advocacy with policymakers (ministers; parliamentarians, councilors) religious, traditional and community leaders to strengthen implementation of the ESA Ministerial Commitment and advancing legal and policy reforms for the protection of children and young people.
  • Facilitate a process of strategic planning within UNESCO for engagement in these opportunities.
  • Support UNESCO programming on health education, in collaboration with other staff working on Education for Health and Wellbeing, with particular emphasis on interventions supporting national efforts towards scaling up comprehensive sexuality education, gender and school-related gender-based violence, HIV prevention.
  • Initiate the development of programs that enhance the Government of Zimbabwe’s education sectors’ ability to protect children against school-related gender-based violence (sexual violence & harassment in school settings).
  • Facilitate the provision of technical support to the Ministry of Education and other national partners especially in curriculum development, teaching and learning materials development.

Scale up and strengthen the delivery of Comprehensive Sexuality Education (CSE)

  • Support the capacity building of curriculum developers, teachers and teacher educators, including teachers of learners with disabilities to deliver gender and social norms transformative CSE and school violence prevention, including through ICT based solutions.
  • Assist in the development and dissemination of good quality teaching and learning digital and non-digital resources on gender and social norms transformative CSE and school violence prevention. 
  • Support the growth of the CSE Community of Practice for teachers and other CSE practitioners in Zimbabwe. 

Promote the establishment of safer, healthier, and inclusive schools and community environments

  • Support relevant line ministries (education and health) in the development, review and implementation of policies, and interventions on school health including but not limited to learner pregnancy prevention & management, HIV & STIs prevention, menstrual health hygiene, and related thematic areas.
  • Build school community understanding of and support for gender and social norms transformative-CSE, SRHR and school violence prevention through community-based interventions. 

Strengthen program implementation through evidence generated from monitoring, evaluation, research, and learning

  • Commission research on CSE and school violence to deepen evidence and support data driven and evidence -based decision making at legislative, policy and planning level.
  • Strengthen the capacity of the education sector to report and use generated data for planning and decision-making.
  • Contribute to advocacy efforts at country level, to advance use of the evidence and strengthen joint UN and national responses to CSE, SRGBV, HIV, and related thematic areas.

Long Description

Programme and technical support for the O3 PLUS project

  • Contribute to the implementation of the O3 PLUS project in higher and tertiary education institutions in Zimbabwe, particularly supporting and overseeing the work of Cluster Coordinators.
  • Support the institutionalization of CSE and SRHR in HTEIs in Zimbabwe through policies and curriculum.
  • Support ongoing efforts to develop and implement national CSE frameworks for students in Higher and Tertiary Education Institutions.
  • Support the capacity building of the Higher and Tertiary Education Institutions (HTEIs) to deliver quality and effective CSE through training of health care workers, lecturers, tutors, and peer educators/mentoring programs.
  • Coordinate and liaise with all SRH/CSE/GBV stakeholders to ensure wide coverage of programme service delivery for increased uptake and impact.
  • Support the development, implementation and effective enforcement of laws and policies to protect students from sexual and gender-based violence that they may encounter in and around campus.
  • Contribute to the establishment of a knowledge-sharing platform, providing an opportunity for institutions to collaborate, network, share knowledge and provide collective suggestions on issues related to health and well-being, practice and programs and evidence-based research.
  • Support operations research, monitoring & evaluation around CSE/SRH for young people in higher and tertiary education institutions to enhance evidence-based planning and implementation of programmes.

Planning, budgeting, Monitoring and Evaluation, and reporting

  • Support strategic planning and budgeting for UNESCO engagement in SRHR programming in Zimbabwe, in line with UNESCO’s commitments as a UNAIDS Cosponsor.
  • Contribute to timely programme implementation, monitoring and evaluation, and reporting for the O3 and O3 PLUS projects.
  • Ensure timely narrative and financial reporting on elements from the national O3 and O3 PLUS projects and budget portfolio falling under the incumbent's responsibility, both within UNESCO and to external donors as appropriate.
  • Plan, commission and supervise various research pieces to inform the work on education for health and well-being in Zimbabwe. 

Representation and partner relations

  • Represent UNESCO in appropriate coordination forums, such as the UN Joint Teams on HIV and AIDS, national coordination forum on Adolescent Sexual and Reproductive Health, interagency meetings, and thematic meetings.
  • Build and sustain effective close working partnerships with relevant government ministries and departments, civil society organizations, and academia to reinforce cooperation and enhance UNESCO work on education for health and wellbeing programmes in Zimbabwe.

Academic qualifications

  • An Advanced University Degree (Master's or equivalent) in the field of Education, Social Sciences or Public Health. 

Work Experience

OVERVIEW OF THE FUNCTIONS OF THE POST 

The Global Education Monitoring Report (GEM Report) is an editorially independent, authoritative, evidence-based annual report that monitors progress in education in the Sustainable Development Goals (SDGs), which were adopted as part of the 2030 Agenda for Sustainable Development. The Report is funded by a group of governments, multilateral agencies and foundations, and published annually by UNESCO since 2002 to serve the international community. It is widely recognized as an indispensable technical and advocacy resource supporting the achievement of SDG 4, which aims to ensure “inclusive and equitable quality education” and promote “lifelong learning for all” by 2030. With its renewed mandate, established in the Incheon Declaration of the World Education Forum in May 2015, the annual GEM Report series identify effective education policies and analyses major education themes.

Under the overall authority of the Assistant Director-General for Education (ADG/ED), and the supervision of the Director of Global Education Monitoring Report (GEM), the incumbent will be responsible to lead the monitoring function and the writing of substantive parts of the Report. The incumbent will manage a team of researchers and analysts contributing to the Report. In particular, the incumbent’s main accountabilities will include the following: 

•    Lead the GEMR monitoring function and contribute to the overall development of the Report.
•    Draft an outline for the monitoring part of the Report.
•    Directly manage a team of researchers and analysts, and provide research supervision to at least five members of the research team, including in support of the Spotlight project.
•    Commission external research in agreed areas.
•    Develop innovative ideas for quantitative data analysis for education monitoring and policy analysis.
•    Undertake relevant quantitative and analytical work on a wide range of issues.
•    Draft chapters of the Report.
•    Contribute to the editing of the final Report.
•    Coordinate the quantitative online resources of the report: SCOPE, VIEW and WIDE.

OVERVIEW

A-Background

UNESCO is the specialized agency of the United Nations responsible for leading the Global Education Agenda 2030 through the Sustainable Development Goal 4 (SDG 4) within the framework of the 2030 Agenda for Sustainable Development. The UNESCO Regional Bureau for Education in Latin America and the Caribbean (OREALC/UNESCO Santiago) mission is to lead, monitor, and provide technical support to the countries in the region through each of its lines of action.

OREALC/UNESCO Santiago pursues a dynamic applied research agenda to inform education policies and policy dialogue across the Latin American and Caribbean (LAC) region. Its largest and most longstanding research initiative is the ERCE (Regional Comparative and Explanatory Study). ERCE is a large-scale regional student assessment program, led by UNESCO’s LLECE*  that measures learning outcomes in Mathematics, Language, and Sciences across LAC countries, also identifying contributing factors. As part of the ERCE study LLECE also conducts comparative studies on curriculum, on socio-emotional competencies, and on school and context learning correlates.

Another important research focus in OREALC is teachers and the teaching profession which is integral to UNESCO's LAC regional strategy in this domain and to the advancement of SDG4.

B. Objectives

OREALC/UNESCO Santiago is presently seeking an education researcher-principal investigator (PI) to lead/support its research program, including  ERCE and related LLECE´s studies, and research related to the teachers’ and teaching profession line of action. 

C. Functions:

Under the authority of the Director of OREALC/UNESCO Santiago, and the supervision of the Chief of Education and LLECE’s coordinator, the contract holder will perform the following duties:

Teachers and teaching of  profession line of action (approx. 50% of time dedication)

Under the supervision of the Chief of Education:

-Contribute to the analysis of policies related to teachers, their education, and professional development and the teaching profession at the regional and Chilean level, through document review, systematization of experiences, qualitative and quantitative information collection, and monitoring of national and regional instruments and regulations.

-Advise and guide the development of current and future research projects led by the OREALC/UNESCO Santiago office.

-Design a comprehensive research framework considering both assessment metrics and qualitative studies and supervise the data collection processes, ensuring integrity, accuracy, and timeliness.

-Oversee budgeting and resources allocation for the study and ensure ethical considerations are maintained throughout the research process. 

-Collaborate with education institutions, teacher associations, and policymakers.

-Organize and facilitate workshops, webinars, and focus group discussions.

-Analyse global and regional trends in teacher training, retention, and professional development.

-Facilitate cross-team collaboration within the office, ensuring synchronization between the student assessment and teacher-focused studies as well as developing detailed reports, policy briefs, and recommendations based on research findings.

-Support the development of the regional teacher strategy of OREALC/UNESCO Santiago and its implementation plan, in line with relevant global and regional strategies for the area. 

-Liaise with relevant external collaborating partners in the section's projects related to teacher policy, supporting the definition of the terms of collaboration, necessary deliverables, and promoting successful management and implementation.

REQUIRED QUALIFICATIONS

-Postgraduate studies (PhD, or equivalent) in Education, Pedagogy, Sociology, Anthropology, Economics, Social Sciences, Public Policy, or another related discipline. 

-More than 7 years of extensive previous experience in research (qualitative, quantitative, or both) at a comparative and international level.

-Proven experience in the design, monitoring, implementation, and analysis of large-scale international education studies.

-Proven substantive work experience in project coordination and management (design, content, planning and execution of activities, technical support and supervision, evaluation, progress reports and budgets).

-Proven substantive work experience in teacher policies and frameworks, teacher training (pre-service and in-service), teacher practices and teacher working conditions in Latin American and Caribbean countries.

-Experience in international resources mobilization and stakeholder engagement.

-Superior skills in self-management, teamwork, and interpersonal relationships.

-Experience in synthesizing and publishing technical materials, with demonstrated ability to manage the analysis and systematization of quantitative and qualitative results.

BENEFITS AND ENTITLEMENTS

Leave Annual leave Annual leave shall be granted at the rate of 2½ days for each completed month of service, which is credited to the individual from the first day of his/her contract. The annual leave entitlement must be taken in full during the contract period, however up to 10 days can be carried forward if the contract is renewed. Compensation shall not be paid for unused leave at the end of the contract; and contracts must not be renewed solely for the purpose of allowing the SC contract holder to take unused annual leave from a previous contract. If UNESCO terminates the contract of an SC holder before its expiry date, and he/she has any unused accrued annual leave, the contract holder shall take such leave before he/she is separated. If exigencies of service do not allow any such leave to be taken before separation, compensation for any untaken annual leave shall exceptionally be paid. In the event of the SC holder’s resignation, any untaken annual leave shall be taken before the separation; under no circumstances shall compensation be paid for untaken accrued annual leave. If termination is the result of the contract-holder’s improper conduct or violation of any term of the contract, the SC may receive financial compensation for any untaken accrued annual leave.

Sick Leave SC holders are entitled to 2 (two) working days of paid sick leave per completed month of service, equivalent to 24 days (including certified and uncertified sick leave) per complete year of service. The total amount of sick leave shall be credited on the first day of their contract. During the first 2 (two) years of contract, up to 24 days of unused sick leave may be carried forward if the contract is extended. To qualify for paid sick leave, absences of more than three consecutive working days taken by SC contract holders must be supported by a medical certificate. Medical certification is also required after three uncertified sick leave days in any 6 month period.

Maternity leave SC contract holders are entitled to 16 weeks maternity leave, subject to provision of a medical certificate from a qualified practitioner which indicates the expected date of confinement. Once the period of maternity leave has started, no SC contract holder shall be separated during the period of maternity leave: the contract must be extended to cover the full period of maternity leave. For the purposes of this entitlement, maternity leave should not start less than 2 weeks before the expected date of childbirth and finish not less than 10 weeks after the expected date of childbirth.

Social Security SC contract holders are not eligible for participation in UNESCO’s Medical Benefits Fund or UN Joint Staff Pension Fund, nor are they covered by UNESCO’s Staff Compensation Plan*. *except for former staff members already participating in either or both MBF/Pension Fund. The social security arrangements for the SC contract-holder must be clearly set out in the SC contract, whether they are registered in a local scheme or receiving an additional payment for registering in a private medical and/or pension scheme. The arrangements must be drawn to the attention of the individual before the contract is signed. The contract holder must provide the proof of affiliation to local or private social security scheme.

OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the Assistant Director-General for Education (ADG/ED), the functional authority of the Director of the UNESCO Multi-sectoral Regional Office in Dakar and the Head of Education sector, and the direct supervision of the Responsible of SDG4 monitoring and planning Cluster, the incumbent will support the monitoring of education policies, the analysis and education planning in relation with SDG4 and the processes of the education transforming. In particular, the incumbent will: 

Programme Design and Management:

  • Assist in the coordination, planning, monitoring and implementation of the Office’s Programme on the SDG4 monitoring and planning with a focus on the monitoring of education policies, analysis and education planning, and the education transformation.
  • Assist in the development, the support and the monitoring of programmes and strategies about the Sustainable Development Goal 4 (SDG4-Education 2030), the UN Development Assistance Frameworks (UNDAF) and UNESCO Country Strategy (UCS) documents, with a mainstream in areas of education policy, analysis, planning and management.

Policy Advice and Technical Assistance:

  • Initiate and develop policy advice, methodological tools and technical assistance to Ministries of Education and other key stakeholders to implement regional and country-level programme activities, in particular in areas of analysis, planning, monitoring of education policies related to the education transforming and SDG4.
  • Develop, implement and monitor research activities, technical assistance projects, capacity development programmes and related funding proposals on policy and technical issues pertinent to education system analysis, education planning, monitoring of education policies related to the education transforming and SDG4.
  • Support members states in the preparation of sectoral reviews by strengthening their capacities and aiming to reinforce policy dialogue and the monitoring of education policy and ensure UNESCO's participation in these sectoral reviews.
  • Support member states in the processes of GPE funding.


Knowledge Management:

  • Develop the knowledge base and implement dissemination strategies, aimed at expanding and communicating UNESCO's programs on SDG4 monitoring (regional SDG4 coordination group for West and Central Africa) and on education transformation.
