The role:
To provide high level continuous operational support, assist in the development of the response strategy at the country level and assist in a broad range of services to facilitate the delivery of humanitarian response, the establishment of a firm foundation for recovery and transition to longer term development.There are two positions available.
The position provides assistance to operational support that covers 3 main areas:
  • Assisting Country Offices - Provide additional capacity to ensure smooth delivery of humanitarian programmes in countries responding to the Syria crisis. Identify the need for and source additional support in operational, technical or other support functions.
  • Coordinating with stakeholders - Ensure effective liaison between and brokerage of operational support, TA and efficient information dissemination and management. Acts as focal point for information.
  • Supporting program quality - Monitor and review and key documents, adherence to agreed processes and deliverables and implementation of agreed decisions, liaising closely with other regional functions especially Regional Program Operations, Program Development & Quality and Regional Humanitarian functions. Assisting Senior Humanitarian Advisor on initiatives and act as a sounding board for decisions and actions supporting key stakeholders.
Qualifications and experience:
  • University Degree in Social Science, Humanitarian studies or related field
  • Substantial experience in supporting and/or delivering humanitarian programmes for an international organisation, including in a senior level in the field
  • Significant demonstrated project management experience

The role
Risk reduction and resilience (in both natural disaster settings and man-made contexts including conflict) help to secure the delivery and sustainability of our work, protect the development gains, as well as keep children and their communities safe. Save the Children (SC) in the Middle East and Eurasia (MEE) is rolling out new approaches to risk reduction and resilience, based on our years of experience of working in MEE and in line with Save the Children International's (SCI) global strategy for disaster risk reduction (DRR) and climate change adaptation (CCA).
Save the Children is recruiting a Regional Disaster Risk Reduction and Resilience Adviser to support Country Offices in embedding DRR / CCA approaches and thinking within country strategic and programme planning, as well as support the development and implementation of current and future DRR & CCA projects in the region. The adviser will support the further development and rollout of new conflict-sensitive and community-based risk reduction approaches across the region and work to increase the uptake and incidence of children's and community participation in risk reduction and resilience work in the MEE. This position will work closely with Save the Children members and the DRR/CCA Global Working Group to further strengthen DRR/CCA and resilience in Save the Children's programmes, policies and strategies.
Externally, the role will facilitate the implementation of child-centred risk reduction and resilience activities throughout the region, also engaging in key advocacy initiatives, building networks and representing the organization to strategic regional partners.

Qualifications and experience
Essential:
  • Masters Level degree in Development, Disaster Management, Risk Management, Climate Change Adaptation, Environmental Studies, Social Science or other university degree in a relevant discipline
  • 8 years of experience in humanitarian and DRR programming or a relevant professional area
  • Strong track record in DRR, CCA and resilience fundraising.
  • Demonstrable analytical skills particularly concerning development and humanitarian interventions in complex contexts of risk, especially in conflict affected fragile states and displacement settings
  • Knowledge and experience of disaster risk reduction and/ or climate change adaptation methods at the community level (ideally with children) and with local authorities.
  • Experience in training or capacity building with diverse groups
  • Experience of DRR policy and advocacy activities and knowledge of regional and global DRR and climate change policy arena
  • Demonstrable knowledge of child safeguarding and protection in participation
  • Communication skills including the ability to distil technical information for a non-specialist audience; and the ability to write policy and technical briefings. Strong spoken and written English is essential.
  • Strong interpersonal skills including the ability to negotiate, motivate and persuade groups and individuals towards new ways of thinking and acting
  • Demonstrable planning skills including the ability to think creatively and innovate and to set priorities; develop manageable work plans in a multi-country context and evaluate progress
  • Experience of quantitative and qualitative research techniques
Desirable:
  • Experience of working and living the Middle East Eurasia region preferred.
  • Language skills applicable to the MEE: Arabic would be an advantage
  • Experience of development or humanitarian work in an urban context will be an advantage

DESCRIPTION
CARE seeks a Senior Gender Specialist to contribute technical expertise to a USAID-funded, multi-year project that supports gender equality and female empowerment in addressing the social, political, and economic challenges Jordanian women encounter.  This goal – and its associated objectives, intermediate results, tasks, and activities – are predicated on USAID’s definition of gender equality, elucidated in the Agency’s Gender Equality and Female Empowerment Policy.
 This project’s goal, reflecting USAID/Jordan’s Special Development Objective for gender equality and female empowerment, is manifest in three components: The first relates to expanding social dialogue on gender equality, the second to strengthening advocacy for female empowerment, and the third to improving services for women and girls.  USAID expects that, “as positive changes in discriminatory social norms and practices are promoted, and adocacy and policy reforms for women’s issus are strengthened, then female empowerment and gender equality will be enhanced” (RFA, 7).
 The Senior Gender Specialist plays a critical role in implementing activities under the three components.  S/he will report to the COP and ideally will be a highly qualified Jordanian. This person should have a minimum of 12 years of professional experience – if an expatriate, her/his professional experience should be primarily overseas.
REQUIRED QUALIFICATIONS
  • A minimum of 7 years of experience of work on gender related projects in the region, demonstrating a unique understanding of the Jordanian context on gender related issues and female empowerment.
  • Master’s degree in gender-related studies or related field.

This project’s goal, reflecting USAID/Jordan’s Special Development Objective for gender equality and female empowerment, is manifest in three components:
The first component relates to expanding social dialogue on gender equality.  The Senior Component Leader will manage results-based delivery of this component by (i) facilitating a wide‐range of community dialogue activities and events; (ii) integrating gender‐sensitive messages in implementing partner events/materials; and (iii) increasing awareness and outreach on women’s rights and gender equality.
The second pertains to strengthening advocacy for female empowerment.  The Senior Component Leader will ensure this is achieved by i) building the capacity of Government of Jordan (GOJ) and non‐governmental organizations (NGOs) to strengthen mainstreaming of gender‐equality principles; (ii) strengthening the capacity of USAID and implementing partners to identify and reduce gender‐based gaps between males and females as an outcome of their programs; (iii) supporting advocacy efforts for policy and legislative reforms; and (iv) conducting in‐depth research and building the capacity for research.
The third emphasizes improving services for women and girls, especially for women, such as victims of GBV, rural women and women with disabilities, who experience barriers to accessing services. This component will be achieved principally through the integration of USAID Gender Program activities into other programs and projects across USAID’s portfolio.
Direct program implementation under this solicitation will focus mainly on components one and two. Substantial parts of component three will be achieved through other USAID activities and interventions.
The Senior Component Leader plays a critical role in implementing activities under the three components.  The ideal candidate will have experience in disemminating gender-transformative messages, while working on similar advocacy projects with USAID, and assisting service providers to more effectively target their business (or government) products and services to the diverse demands women and girls may have.
Specific duties and responsibilities include:

COMPONENT 1
  • Facilitate dialogue opportunities.
  • Collaborate with existing USAID partners to incorporate gender‐sensitive messages and issues into their events and trainings.
  • Strengthen activities that address gender equality and female empowerment.
  • Avoid the term “gender”, viewed as a Western concept.
  • Use everyday words and phrases that promote changes and attitudes while respecting culture, religion and Arab traditions.
  • Understand why people behave the way they do.
  • Conduct results-based monioring: systematically and rigorously monitor and evaluate the social dialogue program.
COMPONENT 2
  • Identify potential GOJ and CSO partners poised to carry out USAID Gender Program interventions.
  • Work with the USAID Civic Initiatives Support Program.
  • Serve as a resource for USAID/Jordan staff and USAID implementing partners.
  • Ensure that, to the greatest extent possible, all USAID/Jordan programming fulfill the Agency’s gender equality goals.
  • Work with local communities, selected NGOs, think tanks, and research institutions.
  • Disseminate findings from targeted, in‐depth research and analyses.
COMPONENT 3
  • Support and create sustainable safe spaces for women and girls, especially those living in compacted urban and peri‐urban communities in the northern governorates, where the majority of Syrian refugees reside.
  • Engage women and girls locally.
  • Focus on programming in the country’s poverty pockets (Tafileh and Ma’an).
  • Establish partnerships with the private sector and civil society.

DESCRIPTION
CARE is currently seeking a Safety and Security Manager (Syrian Response). The Safety and Security Manager (Syrian Response) is responsible for the coordination of operational safety and security across country offices to related CARE’s Syrian emergency response.  This position is based in Jordan, with a significant period of time spent visiting country office locations and providing support to other members of CARE’s Emergency Response Team.
Whilst supporting the overarching mission objective of the CARE Safety and Security Unit, providing the safest possible working environments for CARE field staff, the Safety and Security Manager (Syrian Response) will, through sound risk and threat analysis, standardized implementation of SOPs and contingency plans, work with staff, partners, communities and counterparts to reduce operational security risks to the lowest possible level.  Supporting this aim, the Safety and Security Manager (Syrian Response) will be responsible for; information management and sharing, the provision of routine and timely assessments and incident reports to the Regional Safety and Security Manager and the Country Directors within the sub region.  
The Safety and Security Manager (Syrian Response) will coordinate with CARE’s Country Offices to ensure that staff are informed of security and safety issues, mentoring and where necessary building capacity to ensure that staff understand and follow SOPs and local security procedures.  The Safety and Security Manager (Syrian Response) will report non compliance issues to the Regional Safety and Security Manager and Country Directors.
Responsibilities:
Planning and Preparation
  • Ensuring the monitoring of the security environment in operational areas, updating and detailing risk assessments as required. 
  • Ensuring that routine and incident reports either through regular reporting lines to the Country Directors or directly to the Regional Safety and Security Manager where required.  
  • Supporting the development of a safety and security culture that is enhanced by sound procedures and practices.
  • Preparing strategic oversight activity plans for RSM inc, Annual Operating Plan (AOP) and guidance framework, goals and activities plans.
  • Assist Country Office to prepare detailed work and activity plans inc: Annual work plans; capacity development plans for Implementation Partners; safety and security budgets for proposals; and training plans. 
  • Developing and maintaining a strong contextual understanding of the areas of operations in consultation with Emergency staff, Senior Managers and Country Directors.
  • The Safety and Security Manager (Syrian Response) must ensure Country Offices develop the Safety and Security Management Plan, using the CARE International template and that all CARE facilities are included in the plan and the plan is kept current to any changes.
  • Assisting the Country Offices to prepare for major events and critical incidents where safety is concerned. 
  • Conducting safety awareness training in accordance with CARE policies and procedures for Country Office staff and implementation partners.
Procedures and Protocols
  • Maintain consolidated security information trees and disseminate security flash alerts and advisories across the sub-region as and when required.
  • Review and monitor SOPs, supporting the development of new procedures to match security challenges and operational realities as they present. 
  • Attend regional security network meetings and sharing key outcomes.
  • Reporting non compliance of procedures or security breaches to the Regional Security Manager and Country Representative.
  • Ensure briefing materials are prepared in local languages.
  • Implementing and maintaining CARE International Safety Protocols and develop/maintain appropriate safety operating procedures and minimum standards as prescribed by the current environment in which programs are being implemented and staff are residing.
  • Working with the Country Security Committees to ensure that agreed minimum standards are adhered to across the sub-region.
  • Ensuring that the Country Security Committees are aware of non-compliance with agreed safety standards and those obstacles toward maintaining the standards are reported and acted upon by Country Office management.
Support in a Crisis
  • Advise Country Office’s on contingency planning for major events and critical incidents and ensure standardization in accordance with CI safety and security policy
  • Support the Regional Security Manager with the preparation of situational analysis, briefing materials and contingency response advice. 
  • Investigate and follow up on security incidents where CARE staff or assets are involved. 
  • Be deployed on short notice to support operations in any CARE program area related to the Syrian humanitarian response.
  • Prepare internal reports.
  • Coordinate with Regional and Country Office Security Committees and advise them of possible actions or options in a time of crisis or emergency. 
  • Advise the Country Security Committees of events affecting or which could potentially affect staff safety or cause damage / injury to CARE staff and assets.  
  • Assist Country Security Committees to prepare updated reports on the safety situation in the country office and the steps being taken to address these.  
  • Be prepared to assist with emergency medical evacuations within the Country Office. 
  • Monitor investigations and follow up safety incidents in which CARE staff is involved.
Capacity Development
  • Building capacity through training, coaching and mentoring of CARE staff and Implementation Partners in accordance with implementation agreements and CARE Code.
  • Building the capacity of CARE Staff to a high level of competence and ability through coaching, mentoring and acquiring suitable security training through appropriate training organizations. 
  • Working with partners to develop, support and appropriate capacity building. 
  • Holding regular cross briefing session to ensure that security is represented in emergency program decisions and that each sectorial specialty’s (e.g. WASH) operational needs and outlooks are understood and recognized.
  • Mentoring staff from other country offices that deploy on security TDY’s
Advise and Report
  • Preparing a monthly situational report to the Country Offices and RSM.
  • Briefing Country Leadership Teams on safety developments within the area of operations.
  • Overseeing the completion of reports for the Country Offices, on a regular and ongoing basis.
  • Completing reports as required by CARE International. 
  • Providing feedback to the Country Directors on progress in respect to safety actions and initiatives.
  • Providing technical advice to Country Offices in respect of staff safety.
  • Ensuring that regular strategic risk assessments are conducted and management informed of emerging trends and threats.
  • Promote cross regional collaboration, sharing of ideas and initiatives; lessons learnt and operational best practice.
Requirements:
  • Bachelor’s Degree in a field related to humanitarian work or security management or equivalent field / operational experience.

DESCRIPTION
CARE is currently seeking a Compliance, Grants and Program Support Coordinator. The Compliance, Grants and Program Support Coordinator is the technical and professional lead on compliance, grant and contract management, as well as associated policy knowledge management for the Syria humanitarian response in the region.  
This position will assist Country Offices responding to the Syria crisis to strengthen management and accountability and reduce risk in all areas of Program Support.  This position will support Country Offices in all areas of Program Support, including procurement, asset management, finance, administration, information technology and human resources. The position will oversee the execution of policies and procedures for Program Support developed by CARE HQ. S/he will also identify, record, and share best practices in the area of Program Support.
Responsibilities:
Proposal Development and Budgeting
  • Support proposal development processes through the provision of technical guidance in respect to agreement formulation and due diligence;
  • Assist in developing concept papers and proposals in collaboration with CD, ACD Program and others.  
  • Conduct research and gather materials required for proposal development, for new proposals or extensions of current projects and support the Program teams in their identification of new funding opportunities. 
  • Documentation of lessons learnt, evaluation/monitoring results, project reports and consolidating information from different projects to inform design of new initiatives and improve existing projects.
  • Ensures that proposal budgets/budget amendments are in line with donor regulations;
  • Recommend or facilitate opportunities to help build staff and partner capacity in budget formulation/management;
Contract Management
  • As appropriate coordinate with other key staff in the review of IPIA’s and advise of actual or potential risks, missing or erroneous information.   
  • Review all donor grant, sub-grantee, and contracts and ensure that all concerned staff are aware of associated rules, regulations, reporting requirements. 
  • Ensure awareness of, and communicate all policy changes to concerned staff and partners.  Promptly update CO guidelines/manuals as appropriate for SMT review, approval and dissemination.
  • Support the ACDs, as appropriate, in the preparation of certain donor communications regarding grants and contracts intended for donors, CARE USA, or partners.
  • Ensure that all CO grants and contracts are maintained and updated; ensure all grant/contractual information is securely archived—yet readily accessible by authorized parties if required.  Ensure grant and contract documentation and files complies with CARE’s retention policy and procedures.
  • Advise the Country Directors and/or SMTs of gaps in contract compliance; propose solutions, and work with the country teams to strengthen compliance and enhance the CI code.
  • Provide Support for program staff to improve program quality and monitor program progress and preparation reporting forms for SMT approval.  
  • Ensure that a CO donor reporting schedule is maintained and work with Finance and Program
  • Teams to ensure quality and timeliness of all donor report submissions.  Ensure PMs are familiar with Pamodzi reporting tools.
  • Share relevant tools, guidance and budget and financial monitoring in matters such as budget proposal writing
  • Provide analysis of application of current cost recovery policy and maximization of charges to restricted grants
  • To capture and share creative ways to develop positions, sharing across other projects and leverages to maximize cost recovery, efficiency and value for money
  • Identify gaps in budgeting processes and analysis if the current budgets can support the structures in place
  • Take the lead in ensuring that CO’s are in full compliance with applicable Sub-Agreement Management Policies
Program support oversight and staff capacity building 
  • Support COs in the implementation of CARE Program Support policies and procedures.
  • Review CO P/S (procurement, inventory, IT, HR, transport, HR, etc.) structure, processes and staffing and work with COs to address any weaknesses identified
  • Work with COs to make required adjustments to structures and work processes in P/S area.
  • Assist COs and partners in identifying, assessing, training and retaining appropriate staff in finance and P/S positions 
  • Engage, support and when designated manage compliance initiatives as prioritized by the Region, CARE Lead members and other CI members
  • Conduct ongoing needs assessment of compliance shortcomings within country offices and their staff, and advise CARE Lead members and other CI Members, as applicable, of compliance needs (subject matter, training, technical assistance, tools development, etc.). 
  • Based on CO visits and audit and financial reviews, identify areas for improvement that are common across several COs
  • Review all audit reports of all COs in the region and work with CO to remedy weaknesses identified.
Requirements:
  • A University degree in appropriate field or in social sciences
  • 5 years of work experience in grants management, contracts compliance project development and coordination, documentation and reporting, project monitoring and evaluation, media and public relations and development of promotional materials
  • Excellent command of English Language (spoken/written), Arabic language is plus

This project’s goal, reflecting USAID/Jordan’s Special Development Objective for gender equality and female empowerment, is manifest in three components: The first relates to expanding social dialogue on gender equality, the second to strengthening advocacy for female empowerment, and the third to improving services for women and girls.  USAID expects that, “as positive changes in discriminatory social norms and practices are promoted, and adocacy and policy reforms for women’s issus are strengthened, then female empowerment and gender equality will be enhanced” (RFA, 7).
The Communication and Outreach Specialist will help with gender-equitable messaging under the three components.

DESCRIPTION
CARE Jordan seeks a Chief of Party (COP), based in Amman, for an upcoming, 5-year, USAID-funded project. The anticipated effort will focus on promoting gender equality and female empowerment through expanding the social dialogue on gender equality, strengthening the enforcement and advocacy of female empowerment, and improving services for women and girls.
The nature of the program demands strong leadership, program, organizational management and communication skills, and a unique understanding of the Jordanian social and political context. The COP has overall responsibility for management of and reporting on the recipient’s activities; making key decisions and solving problems in short time-frames, while ensuring operational and program quality and integrity; and serving as the recipient’s first point of interface with USAID on routine and strategic matters.  Salient qualifications the successful candidate will demonstrate include a minimum of fifteen years' experience supervising complex, socially and politically sensitive projects, at least three years of which have been spent in COP or Deputy COP (DCOP) positions, or their equivalents.  S/he will have, among other capabilities, the ability to establish systems, oversee project start-up, hire personnel, bring an advanced understanding of relevant subject matter, and exhibit fluency in English, with proficiency in Arabic.
Position Summary
The Chief of Party will lead the planning and implementation of the project, overseeing all aspects, including programmatic, financial, administrative, and personnel. S/He will ensure that all project interventions are of a high quality and lead to measurable impact. This includes, but is not limited to, overseeing the annual work-plan preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and the monitoring and evaluation systems are being used to provide timely management information. Additionally, the Chief of Party will maintain appropriate levels of communication with all implementing partners and sub-contractors and will coordinate and represent all project activities with the donor, the Government of Jordan and all relevant institutions, CSOs and private sector partners.
Specific duties and responsibilities include the following:
  • Overall planning, management and leadership of project activities;
  • Serving as a primary contact point with USAID and bears responsibility for timely reporting;
  • Providing strong technical leadership on changing discriminatory social norms and practices through social dialogue and community engagement, increasing women’s participation in the public and private sphere, analyzing policy and developing strategies to advocate for female empowerment, building the capacity of the national government and of local organizations to promote gender equality and female empowerment, and increasing access to/improving the quality of services available to women and girls;
  • Establishing and maintaining strong relationships with implementing partners, key Jordanian government ministries and private sector partners involved in promoting gender equality;
  • Overseeing the design and implementation of capacity-building activities with Civil Society Organizations (CSOs), the government, and other relevant stakeholders;
  • Supervising the delivery and management of sub-grants;
  • Overseeing project monitoring, financial management, reporting and evaluation, including efficient delivery of results by implementing partners and sub-contractors;
  • Guiding and supporting staff and project partners.
REQUIRED
  • A minimum of 15 years of experience supervising complex, socially- and politically- sensitive projects, at least three years of which have been spent in COP or Deputy COP (DCOP) positions, or their equivalents;
  • Demonstrated experience and knowledge in establishing systems and overseeing project start-up;
  • Experience hiring and supervising personnel, ensuring they acquire the necessary training and skills to meet evolving program needs;
  • Advanced degree (masters or doctorate) in social studies, law, human rights, women’s studies or a related field;
  • Prior work in the Middle East (highly desired);
  • Fluency in English (required);
  • Proficiency in Arabic (desired, not required).

  • Collaborating with the Government of Jordan (GOJ) and non‐governmental organizations (NGOs) to strengthen mainstreaming of gender‐equality principles.
  • Coordinating with, and assisting, the Jordan National Commission for Women (JNCW) and the Ministry of Planning and International Cooperation (MoPIC).
  • Equipping gender researchers with the framework/s they need to conduct effective gender-based assessments of Jordanian females’ economic, political, and social participation.
  • Strengthening the capacity of USAID and implementing partners to identify and reduce gender‐based gaps between males and females as an outcome of their programs.
  • Conducting in‐depth, credible, and rigorously-conducted research on gender issue; build the capacity for research.
  • Effectively disseminating findings and recommendations for informed decision-making and public discourse.
  • Using lessons learned to inform the program’s implementation approach as the project unfolds.
