Country coordinator Lesotho and Project Manager "Hospital Development"

The SolidarMed program Lesotho:
SolidarMed implements a thriving health program in the Districts of Butha Buthe and Thaba Tseka. Currently, the program consists of the following complementary projects:

• Decentralized quality care for national health priorities (HIV, TB, maternal and child health)
• Hospital support Seboche and Paray Mission Hospitals

SolidarMed is in the process of development of the next program phase starting in 2015 with possible new projects. Within its country program, SolidarMed promotes operational research to answer project-related questions and informs public health and policy dialogue.

The position comprises both the overall coordination of the country program and management and direct implementation of the Hospital Development Project (Seboche and Paray Mission Hospital).

Key tasks and responsibilities as Country Coordinator:
• The Country Coordinator bears overall responsibility for the coordination, management and implementation as well as further development of the SolidarMed program in Lesotho
• Secure the project implementation by supporting and supervising the project managers and guide the development of new projects
• Lead and secure basic administrative services (human resources, logistics, accounting, general administration) according to national regulations and laws and promote the institutional development of SolidarMed Lesotho
• Assure use of resources according to budget and framework documents and assure financial reporting and safeguarding of internal controlling system
• Ensure program and project reporting (timely and in high quality)
• Ensure the adequate use of project cycle management tools by all team members
• Coordinate and link with partners, donors, stakeholders as well as with SolidarMed headquarters
• Promote public health best practices and evidence-based interventions
• Proactively promote and/or implement operational research and pilot interventions and link with competence and research networks both within and outside the country
• Assure operational and financial annual planning


Key tasks and responsibilities as Project Manager "Hospital development Paray and Seboche"
• Assume the responsibility for the implementation and overall management of the SolidarMed project "Hospital development Paray and Seboche"
• Advise the hospital management teams in collaboration with the Christian Health Association of Lesotho on the further development of the hospitals within the framework of the national health strategy.
• Coordinate and effectively communicate with partners and stakeholders.
• Ensure adequate use of project cycle management tools in all aspects
• Assume responsibility for the use of the project budget according to yearly planning
• Ensure monitoring of project progress based on the project indicators, analyse and share lessons learnt with policy makers, stakeholders, and partners in Lesotho.
• Contribute to the strategic development of the project or the development of a new project
• Ensure that narrative and financial reports are sent timely and in good quality to SolidarMed headquarter

To best fit into our interdisciplinary team, we expect the following qualifications:
• Advanced university degree in health, public health, health economics etc.
• Good understanding of issues related to HIV, TB, maternal health, primary health and health system strengthening and willingness to keep up to date of relevant international developments in health
• Extensive experience in a public health context in Sub Saharan Africa, ideally at district level
• Sound knowledge and experience in management (including planning and human resources) and administration.
• Custom to use project cycle management and project development tools, good writing skills
• High social competence, intercultural sensitivity and communication skills
• At least basic knowledge of principles and methods of operational research
• Ability to assume leadership and responsibility in a team
• You are dynamic, hands on and develop initiatives
• Ability to live and work in an African context

Language skills
• Excellent English (written and spoken)
• German would be an asset

TB/HIV Technical Advisor to Ministry of Health (MOH)

REPORTS TO: NTP Manager (MOH)

LOCATION: Based in Maseru, Lesotho with frequent traveling to the districts (up to 30% of total time)
To provide technical, program, capacity building, and health systems’ strengthening support to strengthen DOTS expansion and TB /HIV integration at national and district level throughout Lesotho. The TB/HIV Technical Advisor will be seconded full time to the Lesotho National Tuberculosis Program (NTP) to support the MOH in its efforts to improve TB treatment outcomes and to reduce the burden of TB and HIV in dually infected/affected persons. The incumbent will provide technical depth, vision and guidance to ensure sustained support to the MOH in Lesotho to strategically lead and coordinate TB and TB/HIV related technical plans, programs and activities in alignment with the National TB and TB/HIV Strategic Plan and the National DOTS Expansion Strategic Plan of Lesotho.

Duties & Responsibilities
With the purpose to improve basic TB and TB/HIV integrated services in Lesotho and in accordance with the ICAP-MOH TB/HIV Operational Plan, the TB/HIV Technical Advisor will spend 85% of his/her time supporting the NTP Manager and work in close collaboration with the HIV/AIDS Program and 15% of his/her time with ICAP. The Technical Advisor will:
  • Provide technical support to the MOH to strengthen TB and HIV control through the implementation, monitoring and evaluation of the Stop Tuberculosis (TB) Strategy, and specifically the activities aimed at DOTS implementation and expansion included in the National DOTS Expansion Strategic Plan 2008-2012 as well as TB/HIV collaborative activities included in the National TB/HIV Strategic Plan 2008-2012.
  • Advise and support the NTP in aspects of coordination and jointly planning and programming with the HIV/AIDS Program in the implementation of the National TB/HIV Strategic Plan.
  • Advise and support the NTP and HIV/AIDS program with the planning, implementation, M&E and reporting of GF activities under Round 8.
  • Provide direct technical assistance and guidance on TB and TB/HIV to the MOH at national level in order to improve TB/HIV integration and TB treatment outcomes. Such assistance will include:
    1. Capacity building of the health sector personnel including the private practitioners on TB and TB/HIV matters, facilitation of community involvement, public-private partnership, support M&E activities, patient/service flow analysis and models for integration.
    2. Modification of national norms, policies, guidelines, protocols and procedures for the implementation, monitoring and evaluation of TB and TB/HIV program activities.
  • Assist the MOH with the documentation of epidemiological and general information about TB and TB/HIV (global/regional/country TB trends and basic information on TB).
  • Provide guidance and support to the inter-departmental collaboration within the MOH(pharmacy, laboratory, etc.)
  • Provide guidance and support to the inter-sectoral collaboration between health facilities and Non Governmental Organizations (NGOs) and Community Based Organizations (CBOs).
  • Work closely and in collaboration with other partners to maximize partnership strengths and effectively collaborate to implement program goals.
  • Advise the NTP on operational research related to TB control in collaboration with theCDC and other implementing partners.
  • Provide support to ICAP on specific technical areas according to identified needs.
Minimum Qualifications & Competencies
  • MD with public health education and experience (MPH or equivalent)
  • Extensive clinical experience and current literature in care and treatment of TB, HIV, and TB/HIV co-infection. Extensive technical competence in the area of TB control programs, including the implementation and expansion of the STOP TB Strategy
  • At least 5 years of experience with capacity building at national level in the region (or similar regions) and training on TB, HIV and TB/HIV collaborative activities
  • Experience in interacting with senior policy planners and decision makers, including high-level policy and strategic planning development and implementation
  • Excellent interpersonal, facilitation and communication skills and team building/working
  • Ability to budget and monitor financial expenditures preferred
  • Experience in leading change, institutional reform and organizational development desired
  • Previous experience of working in/with Ministry of Health is advantageous
  • Fluency in English, knowledge of Sesotho preferred
  • Highly proficient in relevant computer applications, particularly Excel, PowerPoint and Word
  • Must be willing to travel 30% of the time throughout Lesotho

Clinical Advisor

The Clinical Advisor will provide technical, program, capacity-building and health-system strengthening support that will initiate or enhance TB and HIV support, care and treatment services throughout Lesotho. The Clinical Advisor will be a member of a technical advisory team and will work as part of a multidisciplinary team to provide site support for the implementation, improvement and expansion of TB and HIV services in Lesotho.

This position is grant funded.

Duties and Responsibilities
  • Works as part of a multidisciplinary team responsible for supporting health- systems strengthening of TB and HIV prevention, care and treatment at national, district and health-facility level.
  • Provides direct technical TB/HIV assistance to MOH, DHMT, and health workers supported by the work plan. Such assistance might include training of staff, facilitation of community linkages, patient/service flow analysis and development of policies and protocols.
  • Supports the capacity building of district and facility personnel to enhance their performance in the technical planning, management and evaluation of TB and HIVprograms.
  • Supports and conducts training of multidisciplinary teams at each site to implement care and treatment services.
  • Serves as a resource for the evaluation of ongoing programs and in the subsequent development of new and/or expanded programs for the care and treatment of HIV, TB and TB/HIV-coinfection.
  • Helps guide the development or refinement of materials and conducts trainings related to HIV, TB and TB/HIV-coinfection care and treatment, including clinical guidelines, protocols, algorithms, drug formularies, training materials and monitoring and evaluation tools.
  • Works closely and in collaboration with other partners to maximize partnership strengths and effectively collaborate to implement program goals.

Strategic Information (SI) Director

Reporting to the Country Director, the Strategic Information (SI) Director provides overall leadership, management and technical direction on SI activities for all projects and studies managed by the ICAP-Lesotho country program. The SI Director will ensure that all M&E and surveillance activities are consistent with ICAP’s goals as well as donor initiatives and in support of the government of Lesotho.
This position is grant funded.

Duties and Responsibilities
Technical responsibilities:
  • Supply technical assistance to all ICAP Lesotho programs on any SI issue including reviewing routinely collected data to monitor and evaluate programs and improve performance.
  • Identify short and long-term objectives toward strengthening Health Strategic Information systems in country and develop proposals to accomplish these goals.
  • Promote data quality standards and provide feedback to ICAP, MOH, donors and staff to reinforce the standards.
  • Implement training and on-going technical mentorship on SI for ICAP-Lesotho.
  • Spearhead the conceptualization and implementation of operations research utilizing available routinely collected service delivery data.
  • Work with MOH and CDC Lesotho technical groups related to SI.
  • Develop and implement system for providing routine information and feedback toICAP-supported facilities, Ministry of Health (MOH), and ICAP technical staff in-country.
  • Work with ICAP NY SI Unit to develop feedback materials (i.e. routine indicators results and study results).
  • Contribute to the documentation of program successes including the development of manuscripts, abstracts and posters.
  • Assist ICAP Lesotho technical areas on developing key indicators, data collection tools and define information flow to meet project needs.
Management responsibilities:
  • Oversee development and monitoring of work plans and budgets to support Strategic Information activities.
  • Manage human resources under SI Unit including regular appraisal of staff.
  • Promote skills, technical capacity and abilities to be performed by SI Unit staff.
  • Organize, conduct and attend national SI technical meetings to inform and improve program planning and implementation.
  • Develop professional/expert network within and beyond Lesotho that could be utilized to support the ongoing ICAP Lesotho SI Unit projects.
  • Liaise with other technical areas within ICAP Lesotho, ICAP NY and CDC Lesotho to establish work plans, ensuring consistency of activity and communication related to SI.
Advocacy responsibilities:
  • Promote collaboration between various in-country stakeholders involved in Strategic Information themes.
Reporting responsibilities:
  • Assist country staff in ensuring compliance with government and donor agencies’ reporting guidelines and monitor accuracy of data included in all projects reports.
  • Support all ICAP Lesotho programs/projects with the development/maintenance of tools/databases to assist with data analysis and reporting.
  • Ensure that program activity data reported by ICAP are verified by quality assurance procedures and ensure quality, timely reports on projects progress to ICAP NY,PEPFAR, HRSA and other stakeholders and funders.
  • Review regular reports (including quarterly, semi-annual and annual progress reports; both internal and those addressed to funders) and provide feedback on the quality and timeliness of the submissions.
Education
  • Master’s degree in public health or a related discipline. MD or PhD preferred.
Experience, Skills & Minimum Required Qualifications
  • Minimum seven (7) years of experience in the design and implementation of strategic information activities in HIV or a related area in a developing-country context.
  • Fluent English language skills. Fluency in Sesotho preferred.
  • Excellent project management skills.
  • Strong written and verbal communications skills.
  • Excellent team building and capacity building experience.
  • Experience working with government at the national or regional level in resource-constrained settings, preferably in Lesotho.
  • Experience working with US government donors.
Travel Requirements
