Burkina Faso is the epicentre of a multidimensional humanitarian crisis affecting the Sahel region, driven by a combination of factors including armed violence and insecurity; demographic pressures; climate change; and health crises. From January to June 2023, there was an increase in the level of impact in terms of human casualties and the internal displacement of civilians due to violence and more than 1.3 million people are living in more than 40 besieged towns and villages. Violence has led to the internal displacement of more than 2,062,534 people and disrupting access to essential social services for 5,500,000 people in need of humanitarian assistance. As of 31 May, 6,149 schools are closed in Burkina Faso due to the ongoing attacks, affecting over a million children (49 per cent girls) and 31,000 teachers (32 per cent women). Nevertheless, UNICEF continues to deliver its programmes in various locations despite the volatility of the security context.

In order to ensure an adequate technical focus on implementation, the P3 Health Specialist is paramount to bring the global knowledge and establish the networks to advance the health agenda, as well as to position UNICEF as a key partner in a volatile context, to ensure continuity of the health interventions at the community and institutional levels, and the systems strengthening.

Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

Purpose for the post:

As part of UNICEF’s Core Commitment for Children in Humanitarian Action, the Country office is expected to provide support to the UASC and children on the move coordination structures within the Humanitarian Cluster approach as well as address UASC and children on the move from a programming perspective, within the child protection system strengthening approach.

To fulfil this function, under the overall guidance and supervision of the Chief of Child Protection, the UNICEF Child Protection Specialist will be responsible for mitigation, preparedness, and response to UASC and Children on the Move, alongside the nexus humanitarian-peace-development to strengthen programming and coordination efforts in affected areas.

Key accountabilities, duties and tasks

  • Work with the child protection section and other UNICEF sectors to ensure mitigation, preparedness and response to Unaccompanied and Separated Children and Children on the Move is adequately addressed across sectors and humanitarian interventions, alongside the nexus of humanitarian-peace development.
  • Provide technical support to government counterparts, NGO partners, UN system partners and country office partners/donors for programming strategy, advocacy, policy documents, best practices and approaches on child protection and related issues to support program management, implementation, and delivery of results, in the area of Unaccompanied and Separated Children and Children on the Move, including case management.
  • Create linkages between CP working groups, the national task force on case management, and relevant groups/task forces on children on the move to ensure that all UASC are identified, registered and safely reunified and reintegrated with primary caregivers or other family members, family-based care or in a suitable, safe, alternative care arrangement and are provided with an individual case management/care plan.
  • Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders and global partners/allies/donors/academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and reinforce cooperation to achieve sustainable and broad results in child protection
  • Promote and facilitate the inclusion of Unaccompanied and Separated Children and Children on the Move into humanitarian appeal processes and partner proposals.
  • Provide technical assistance for specific Unaccompanied and Separated Children and Children on the Move programs for emergency and non-emergency affected areas, alongside the nexus humanitarian-peace-development.  
  • Develop new or adapt existing training materials to the local context and implement training as needed.
  • As needed, conduct assessments and/or consolidate existing information about Unaccompanied and Separated Children and Children on the Move.
  • Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators and measurements to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector in child protection programs.
  • Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
  • Actively monitor programs/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Monitor and verify the optimum/appropriate use of sectoral program resources (financial, administrative and other assets), confirming compliance with organisational rules, regulations/procedures, donor commitments, standards of accountability and integrity and ensuring timely reporting and liquidation of resources.
  • Prepare regular/mandated program/project reports for management, donors and partners to inform them of program progress.

Mission and objectives

UNICEF Ethiopia is implementing a 5-year country programme 2020-2025 which is fully aligned with the UNSDCF. UNICEF will work collaboratively within the UNSDCF on a joint strategy to strengthen national systems for data collection, analysis, monitoring and applying adjustments to promote equity. Evidence will be used to monitor the situation of children, tracking progress towards equity and scale, and to inform advocacy to adjust policies, strategies and budgets. Monitoring and corrective actions will be undertaken through UNICEF staff, partners and third-party monitoring, and through mechanisms for community feedback and accountability to affected populations.

Context

This United Nations specialist Volunteer assignment is intended to contribute to results envisioned under the PROSPECTS Partnership Programme, particularly to help advance young people’s engagement and meaningful participation in the PROSPECTS programme by partnering with young leaders, putting young people at the front and center, and integrating their engagement in our interventions and outputs. The UNV will support the establishment and roll-out of projects to support adolescent and youth engagement, participation, and empowerment as well as the development of skills.

Task description

Under the direct supervision of Education Specialist (Semera Field office), the National UN Specialist Volunteer will: - Initiate and maintain partnerships with youth-led organizations, and those targeting adolescents and young people in Afar with particular focus on organizations working on climate change, education, entrepreneurship, skills development, sport, and mental health. - Provide support to UNICEF in conducting consultations with adolescents and young people on different programmatic issues and in different areas related to their lives, through different instruments (face-to-face and online). - Contribute to the development of results-based work planning through data collection, analysis and reporting of education related information for humanitarian and development planning. - Follow-up programme implementation, fund utilization, regular and emergency data management, monitoring and supervision of education programme for effective delivery of results. - Work closely and collaboratively with internal colleagues and partners to collect, analyze, and share information on school status, inclusive education, non-formal education, ALPs, and life skills. - Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders. - Monitor and report on the use of sectoral programme resources (financial, supply, and other assets), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. - Contribute on drafting regular/mandated education program/project reports for management, donors, and partners to keep them informed of program progress. - Undertake field visits, surveys, seasonal assessment and share information with stakeholders to assess progress and refer to relevant officials for resolution. Report on critical issues, bottlenecks, and potential problems for timely action to achieve results. - Contribute to identifying, capturing, producing quarterly education newsletter, and sharing lessons learned for knowledge development and capacity development of stakeholders. - Participate on emergency and regular education coordination meetings with and/or in the absence of Education programme Specialist and takes minutes and share with field office Education Programme Specialist. - Any other related tasks as may be required or assigned by the Chief of Field Office, Education Specialist or supervisor.

Context

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. UNICEF has been supporting Ministry of Social Welfare and Department of Social Services in Bangladesh for Social Service Workforce development and establishing child sensitive social protection mechanism. The organization is going to put more resources with Bangladesh government for social service workforce development considering the huge child population which is close to 60 million and the number of children needing care and protection. In the country around 15 million children live in city slums and 500,000 to 2 million children live in the street. The country has only 3454 reported government social service workforce staffs and the ratio of worker per 100,000 child population is 6.07. UNICEF has Child Sensitive Social Protection project with Ministry of Social Welfare which is running it’s second phase since 2017 and will continue until 2024 with intensifying focus on strengthening the social service workforce and alternative care.

Task description

The UN Volunteer will work under the supervision of Child Protection Specialist. The key functions are as follows. 1. Assist in roll out Social Service Workforce development initiative. 2. Assist in review and updating the Social Service Workforce development curriculums in the country. 3. Assist in developing normative framework for Social Service workforce in Bangladesh and developing accreditation system 4. Assist National Social Service Training Academy of Department of Social Services to upgrade Basic and Professional Social Service Training (BSST and PSST) into certified course 5. Assist in initiating Masters/Executive Course or Certificate Course on child protection social work with public and private University in the country. 6. Work closely with consultants and provide them technical support. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. How can you make a difference?

The successful candidate will be responsible for providing technical support to the implementation, monitoring, and evaluation of all stages of social policy programing and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results. The overall aim of the Child Protection Program is to ensure that children, particularly adolescent girls in vulnerable areas, are better protected against violence, exploitation and harmful practices, including in the context of humanitarian emergencies. The program thus contributes to strengthening governmental and community child protection systems, in order to identify and combat violations of children's rights more effectively. Particular attention is paid to birth registration, the prevention of and response to physical and sexual violence, and the elimination of child marriage based on the evidence.

International UN Volunteer will be working within education staff in UNICEF Cameroon. She/he will provide technical, operational, and administrative assistance throughout the programming process through the application of theoretical and technical skills in researching, collecting, analyzing and presenting technical programme information while learning organizational rules, regulations and procedures to support the development and formulation of the EDUCATION Programme within the UNICEF Country Programme in Cameroon.

Task description

Under the direct supervision of an Education Specialist, the UN Volunteer will undertake the following tasks: • Participate in the elaboration of Education Cluster section of the Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP) • Support the development and implementation of the Education Cluster strategy • Develop in-country information management approaches for data collection, analysis and reporting to make education data available to education actors, highlight achievements and identifying information gaps • Manage and coordinate with partners on the understanding and timely reporting on the Education Cluster 5W • Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value humanitarian data • Participate the development and analysis of Education Cluster needs assessment and results analysis/monitoring • Participate in the reporting of Education Cluster data, notably for the UNICEF SitRep and the OCHA 3W • Responsible for the management of information and the production and dissemination of high-quality information products, tools and services to support decision making (e.g., maps, snapshots, dashboards etc.) • Provide training and expertise to national and sub-national Education partners on the use and development of information management data, tools and products (e.g., quality data management and analysis, needs assessment, montoring the response, information management tools etc.) • Actively participate in the IM Working Group and other relevant Cluster meetings • Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs: Working with UNICEF education team, the UNV Education Cluster Information Specialist will contribute to obtain the following results: • Adapt existing in-country information management approaches to collect, analyze and report on group activities and resources, and identify and fill information gaps. • Establish and maintain information databases that consolidate, analyze and report/disseminate information essential to decision-making. This include the Joint Education Needs Assessment data analysis and reporting. • Maintain monthly reports from Cluster participants, including 5Ws and situation reports (SitReps). • Produce maps and infographics comparing government school data with data produced by humanitarian actors in the education sector. • Provide capacity building sessions to national and sub-national education partners on the use and development of data, tools and information management products. • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Master degree or equivalent in Education, Social Sciences, Development, or other relevant field to information management. • Excellent knowledge of MS Excel proven technical expertise for managing data capture and storage, for analysing diverse datasets, and presenting information; • knowledge of establishing and managing basic websites • Visualization competencies (PowerBi or Tableau or DataViz, GIS software). Adobe Illustrator and InDesign are an asset • Strong use and knowledge of platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK)Experience in managing confidential data and demonstrated understanding of different data collection methods and storage.

Living conditions and remarks

The position will be based in Buea and is a non-family duty station. Buea, the capital-town of Cameroon's South-West region, is about an hour and a half's drive from Douala, Cameroon's major economic city. The security situation is relatively calm. Restaurants are available in the town, but leisure facilities are limited. The town is also connected to the telephone networks, which operate normally. Cameroon is a unique country and Buea is a unique humanitarian operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
