Beside its international protection of refugees in Mali, UNHCR main objective for this particular program is to find durable solutions for returning Malian former refugees as well as internally displaced persons. The volunteer will be working in the Repatriation Unit based at the main office in Bamako with missions in the entire Northern regions of Mali. In the implementation of the programme, UNHCR works together with the government of Mali, specifically the line ministry (Ministè;re de la Solidarité, de l’Action Humanitaire et de la Reconstruction du Nord), also occasionally with officials from countries of asylum in the context of tripartite agreements; with implementing partners, and other UN agencies. UNHCR has field offices in Tombouctou, Gao, and Mopti and plans to open new offices in Niafunke and Menaka as soon as feasible. During the performance of his/her tasks under the assignment the UNV will be interacting not only with all but also with beneficiaries, UNHCR staff and partners in countries of asylum.

Task description

Under the direct supervision of the Senior Protection Officer the UN volunteer will undertake the following tasks: Monitor the implementation of the voluntary return operation through consultations, regular field visits and monitoring tools, suggesting amendments to the plan as necessary. Ensure that activities are implemented in accordance with the voluntary repatriation strategy, with a view to ensuring that the return is voluntary and takes place in safety and dignity. Gather and analyze data related to return movements and conditions in areas of return for planning, evidence-based advocacy and protection interventions. Ensure that specific needs of vulnerable categories of returnees are duly addressed during the return movement. Monitor and advise implementing partners on activities related to return. Actively participate in inter-agency coordination processes and mobilize partners’ political and financial support, to ensure complementary interventions to voluntary repatriation/return program Comply with UNHCR’s policy priorities, such as those related to persons with particular vulnerabilities Identify, monitor and advise implementing partners on on-going activities related to return. Mainstream AGD in all areas of work and ensure the full participation of returning refugees in matters relating to their own protection Liaise with other UNHCR country offices and other key partners in the region to ensure appropriate cross-border cooperation and a harmonized voluntary repatriation process. When working with national staff or (non-)governmental counterparts, the incumbent should set aside dedicated time for training, coaching, mentoring and capacity development.

Living conditions and remarks

Mali is a country that is currently trying to recover from a conflict in its northern part. The whole territory is a non-family duty station. This position is based in Bamako, whose living and security conditions are satisfactory however due to the recent events in Bamako the security phase has been increased to SLS 4 (Substantial - as per UN security classification). The candidate will be entitled to R&R after every 8 weeks. To enter Mali, a valid passport is required. A visa is also compulsory, except for nationals of ECOWAS member states (Economic Community of West African States), Morocco and Tunisie. Nationals of other countries should contact the representation of Mali in their country of residence for those who do not have a Malian representation in their country of residence, the visa can be issued at Bamako airport. In all cases, a Note Verbale will be issued with the aim of facilitating the visa issuance for the selected UN Volunteer. The yellow fever vaccine is compulsory and a vaccination card should be brought with you for Malian health authorities’ check at the airport. The selected UN Volunteer must attend, from the beginning of the assignment, all security-related trainings, which are compulsory for all UN personnel.

Task description

Under the direct supervision of Head-of-Office UNHCR Field Office Mopti, the UN Volunteer will undertake the following tasks: • Ensure that UNHCR’s policies, standards and procedures are constantly and coherently applied in the Area of Responsibility (AoR) covering i.e the regions of Mopti, Bandiagara, Douentza, San and Segou. • Ensure that the needs of persons of concern in the AoR are assessed and analyzed in a participating manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning. • Ensure that protection incidents and gaps in assistance are immediately identified and addressed. • Identify vulnerable groups or individuals who may need special attention or special arrangements and make recommendations on the needs of different groups of refugees. • Assess protection and assistance needs of refugees and asylum-seekers in the region and monitor implementation of refugee assistance programmes. • In co-ordination with implementing partners, handle the reception, registration and provision of assistance to persons of concern to UNHCR. • Provide inputs for project submissions and periodic narrative and financial reports for the annual programme. • Develop and maintain relations with local authorities ensuring smooth negotiations in all aspects of UNHCR's mandate for the benefit of refugees. • Monitor the security situation in the area and intervene as appropriate with the local authorities. • Participate in needs assessment as a member of the Multi-Functional team • In close coordination with programme and project control, monitor project implementation and provide feedback on the progress to the relevant units/sections • Undertake other relevant duties as required. * He/She is the focal point for issues related to Gender-Based Violence (VBG) and the Prevention of Sexual Exploitation and Abuse (PSEA), and as such he/she will be responsible for strengthening prevention activities and holistic care of survivors with special attention to the negative consequences against women and girls and on reproductive health.

Mopti, also known as "The Malian Venice", has a population of 2,037,330 and is located 650 km north of Bamako, Mali. Although it is possible to get to Mopti by road, air travel is more air travel is more common with UNHAS and UN Mission (MINUSMA) humanitarian flights. Mission (MINUSMA)... Mopti has two main seasons that fall between the dry and rainy seasons. There are few hotels recommended by the United Nations Department of Safety and Security (UNDSS). There are no guest houses, but private accommodations could be rented provided they meet provided that they meet UN security standards. There are small supermarkets and stores, and many goods exist on the local market. Otherwise, expatriates also buy from Bamako. Insecurity in the Mopti region is moderate (security classification The security situation in the Mopti region is moderate (UN security classification: Phase 5). Despite the precarious security situation in many parts of the region, Mopti-Sévaré (the duty station) is a secure city with a low level of presence of international forces, with a low level of threat to humanitarian staff, who conduct all Conduct all activities in a peaceful manner. UNHCR 's operation in South Sudan provides protection and support to refugees, internally displaced, refugee returnees and those at risk of statelessness. South Sudan hosts over 300,000 refugees mainly from Sudan (93%) and from CAR, DRC, and Ethiopia. South Sudan continues to receive new arrivals and maintains an open-door policy to asylum-seekers and refugees. Refugees reside in 21 locations, 8 are refugee camps. In 2020, some 1.6 million peo-ple are internally displaced throughout the country. The majority of IDPs (87%) are scattered in host communities and settlements while 13% reside in UNMISS Protection of Civilian sites. In addition, since the conflict in Sudan erupted in April 2023, some 249,792 South Su-danese have spontaneously returned to their home country. The Associate Protection Officer is expected to support the Proteciton Cluster Coordination team in the coordination, plan, and delivery of activities for the protection cluster. The ideal candidate would be someone who has experience in coordinating with multiple field teams (remotely) with frequent travels to field locations to better streamline the national-subnational coordination.

Task description

Under the direct supervision of Protection Cluster Coordinator, the UN Volunteer will undertake the following tasks: • Assist the Protection Cluster Coordinator (PC) with a particular emphasis on information management and communication among Cluster members and other relevant partners, as well as training and capacity –building for members and partners; • Interact with PC members and maintain close contact with OCHA for the collection and transmission of periodic reports and documents required; elaborate routines for the time-ly production of these reports; • Ensure liaison with thematic working groups (Area of Responsibility - AoRs) under the PC (SGBV, Child Protection, House Land and Property Issues), as well as Protection working groups /focal points at the territorial Level and national protection cluster to en-sure follow-up of recommendations and alerts, input into joint analysis and advocacy ini-tiatives, and into protection strategies; • Compile and review thematic information/data from PC members with a view to drafting a consolidate Protection Cluster periodic newsletters on a monthly basis; • Assist in the collection of information and analysis of protection data, in the form of re-ports and/or maps, in particular in view of advocacy with the UN Peace-Keeping Mission on priority protection areas; • Alert and consult with nuclear PC members in case of emergency and assist in organis-ing joint evaluation protection missions; • Assist in the research of data and analysis in support to the Protection Cluster advocacy initiatives, organize advocacy for a with relevant target groups as deemed appropriate; • Coordinate the promotion of international refugee law principles and standards and also IDP legislation or policies ensuring that all sectors and clusters fulfill their responsibilities mainstreaming protection; • Refer PC recommendations to members and UN Agencies/NGOs concerned and en-sure/follow-up their implementation; • Coordinate the development of Protection strategies in context of Pooled Fund process, ensure timely information of PC members of applicable rules and procedures, ensure that submissions are timely received and ensure review of submission as per Pooled Fund procedure; • Ensure that the perspectives, capacities, needs and resources of the persons of con-cerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS; • Ensure legal assistance is accessible to persons of concern; liaise with competent au-thorities to ensure the issuance of personal and other relevant documents to persons of concern (civil documentation, in particular birth certificates); • Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. Con-tribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the af-fected populations; • Support the follow-up of all matters linked to resource mobilisation, including the Human-itarian Action Plan; • Design, plan and deliver training in coordination with order actors for target audience as per PC recommendations, in particular with regard to protection mainstreaming, age & gender issues, Protection Monitoring and advocacy, follow-up the impact of training in accordance with indicators; • Elaborate essential documents for the Cluster, as well as preparatory documents, draft agenda and convene Protection Cluster meetings, and draft meeting minutes. Living conditions and remarks

Living Conditions Juba is classified as an E, non-family duty station. R&R cycle for all duty stations in South Sudan is 6 weeks and all international staff resides at UNHCR provided accommodation. UN curfew is from 19:00 to 06:00. There are limited medical facilities in Juba. In all UNHCR compounds, regardless of the location, accommodations are equipped with all the necessary furniture. All rooms are provided with in-house services. In addition, most locations are equipped with a gym or some sports equipment. In Juba, all basic foods are available in the marketplace ranging from meat, dairy, fruits, and vegetables, in addition to a few restaurants located in town

The High Commissioner for Refugees (UNHCR) is mandated by the United Nations to lead and coordinate international action for the worldwide protection of refugees and the resolution of refugee problems. Malawi acceded to the 1951 Convention relating to the status of refugees and its 1967 Protocol (herein after jointly referred to as the 1951 Convention). Malawi is also party to the 1969 OAU Convention governing the specific aspects of refugee problems in Africa. Malawi maintains a reservation with regards to Article 26 of the 1951 Convention (freedom of movement). According that, refugees cannot leave their area of residence (camp) without permission from the Commissioner of Refugees or the the delegate thereof. According to the criminal act, refugees who leave the the place of residence assigned to them without a travel permit will be subjected to a fine determined by a court. During the 2019 Global Refugee Forum (GRF), Malawi pledged/committed itself to introduce the settlement approach in order to enhance integrated development of refugees and local community and serve as a conceptual operational bridge for closing the dysfunctional gap between humanitarian response and development activities. A CRRF roadmap is in place covering the period 2019 to 2022 and it aims to, among others, an expansion and de-concentration of Dzaleka Refugee Camp, while increasingly including the refugees in the local programming.

Task description

Living conditions and remarks

Lilongwe is a medium sized, peaceful and green city. It has limited opportunities in terms of shopping and entertainment, but the surrounding countryside and especially Lake Malawi provides good opportunities for holiday and weekend trips. Lilongwe has a small but lively expatriate community, which makes it easy to settle in. Housing options are limited but most of UN staff is able to find suitable accommodation within a few months after arrival. In general terms there is very basic infrastructure as well as leisure and recreational facilities. Basic supplies are available in major cities. Good schools are available in Lilongwe. Lilongwe is a family duty station categorized as a B. There have been reports of some incidents of criminality and assaults in Lilongwe, UNDSS has designated certain areas of Lilongwe where UN staff can live in. In general, with some minor precautions, it is possible to have a normal lifestyle.

Mission and objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General Assem-bly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. The UN Refugee Agency in Niger acting within its mandate of protecting persons in need of international protection, and in partnership with the Government of Niger has established the Evacuation Transit Mechanism (ETM). The mechanism aims at evacuating persons of con-cern with acute protection needs from Libya to Niger, where they undergo RSD and are di-rected to appropriate durable solutions. Most of these evacuees come from Eritrea, Sudan and Somalia and are victims of severe human rights violations during their journey.

Context

Niger was a host to a total population of 682,412 persons of concern to UNHCR as of 31 August 2023. This population is mainly composed of 308,917 refugees and asylum seekers, 335,277 internally displaced persons, and 38,218 Nigerien returnees. These populations are mainly distributed in six regions and grouped into three situations the Lake Chad Basin situation with Nigerian refugees in the regions of Diffa, Maradi and recently in Tahoua, the Sahel situation with Malian refugees in the regions of Tahoua and Tillabéri, the Urban situation with refugees and asylum seekers in Niamey, including the evacuees from Libya to Niamey by humanitarian flights (Emergency Transit Mechanism - ETM), and the mixed migration where we have refugees and asylum seekers in Agadez region. Following the widespread insecurity that erupted in the northern region of Mali, Malian refugees began to arrive in 2012, mainly in the region of Tillabéry and in the region of Tahoua. In the Tahoua region, Malian refugees have settled in Agando, a town near the Malian border. In view of the threats of overflowing attacks or infiltration of non-state armed groups on the Niger side of the border with Mali, these refugees have been relocated to the refugee reception area (ZAR) of Intikane. At the end of May 2020, the ZAR was hosting around 20,000 Malian refugees and 15,000 internally displaced persons (IDPs). The majority ethnic component being those of the Tuareg, followed by that of the members of the Peul ethnic group. In 2018, with the increase in attacks in Agando, IDPs were relocated to the ZAR and Agando continued to be an area of military operations. During 2020, the resurgence of violent attacks on Nigerien territory has also led to significant internal displacement in the border areas of Niger where the majority of refugees are also hosted. On May 31, 2020, an attack by elements of non-state armed groups (GANE) took place in the ZAR of Intikane. It caused material damage to infrastructure and loss of human life. There also followed the displacement of populations from Intikane to the locality of Telemces and to small camps located near Intikane. These localities include sites such as: Talokames (located approximately 7 km from Intikane), Adarzagaren (located approximately 17 km from Intikane), Inabagargar (located approximately 80 km from Intikane), Intakana (located approximately 83 km of Intikane), etc. Faced with this situation, the authorities took several drastic measures concerning the reception area in June 2021, measures which led to its closure and the cessation of all humanitarian interventions. Tahoua Field-Office provides protection and assistance to Nigerian, Malian refugees and nigerien IDPs, through respectively an integrated services approach aimed at promoting the autonomy of per-sons of concern, the policy of alternatives to camps and a humanitarian coordination mechanism . The Strategy invests in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making. The Data Transformation Strategy also includes UNHCR’s forward learning action plan on digital identity and the importance of strengthening a trusted and secure digital platform to facilitate protection and solutions, assistance delivery and the inclusion of POCs in State systems and their increased access to services.

Task description

Under the direct supervision of the Protection Officer, the IUN Volunteer will undertake the following tasks: - Assist in the implementation of appropriate registration strategies and methodologies for populations of concern in compliance with the protection strategy of the operation and ensuring that registration standards are met. - Assist in the drafting and implementation of operation-specific SOPs for all aspects of registration in accordance with applicable standards and policies, including provisions for the protection of individual data and prevention and identification of fraud. - Assist in the implementation of appropriate procedures and systems for the assurance of quality registration data through continuous registration and verification exercises, including in the securing and distribution of identity and entitlement documents. - Assist in conducting regular data quality checks to monitor the accuracy of data collected. - Assist in the development of mass information campaigns to ensure that persons of concern have accurate information on registration procedures. - Liaise with Government authorities and partners as necessary for delivery of assistance and other registration-related activities. - In coordination with the operational data management staff, assist in the timely consolidation and drafting of statistics and registration data reports on persons of concern. - Contribute to training and internal capacity building of UNHCR staff in registration, including on-the-job coaching and guidance. - Enforce compliance by UNHCR staff engaged in registration and related activities with UN-HCR standards and policies and operation specific SOPs for all aspects of the registration operation. - In consultation with the supervisor, make decisions relating to the day-to-day operations of the registration unit and ensure registration procedures are efficient and effective. - Draft and submit reports and statistics related to registration. - Perform other related duties as required.

• Tahoua is one of eight Regions of Niger. The capital of the region is the commune of Tahoua. The region covers 106,677 km².Tahoua borders Agadez Region to the north-east, Maradi Region to the southeast, Nigeria's Sokoto State to the south, and Mali (Gao and Kidal regions), Dosso Region and Tillabéri Region to the west. Much of the region lies with the Sahel, merging into the Sahara desert in the north. • Tahoua is a small city of 150,000 inhabitants. It is a non-family high risks duty station. The R&R cycle is every 6 weeks, and the designated R&R location is Niamey. • Staffing statistics: • Most of travels within the country are undertaken regularly through UNHAS flights or by route. Non accessible localities are reached by car. • There are some local vegetable and fruit markets with limited supplies, and no meat and dai-ry products are available. • There are several banks and ATM available in the town, however the ATMs are mostly out of service due to connection problem. It is advisable to make financial arrangements at the level of the capital, Niamey. • There are 3 seasons in Niger: rainy (June-September), cool (October-February), and very hot (March-May) The communication by the mobile telephony is acceptable and allows to join the staffs.

Please provide basic background information on the project Since 2013, the insurgency of Non-State Armed Groups (NSAG) in the Lake Chad Basin has seriously affected the entire Lac Province. Attacks against military positions and on civilian populations in Niger, Nigeria, Cameroon and Chad produced movements of asylum-seekers and internally displaced populations (IDPs). In 2019, these attacks multiplied despite the military operations undertaken by the Chadian army and the coalition forces to destroy the NSAGs. In March 2020, GANE's largest attack on military bases which resulted in the death of civilians and soldiers sparked the military operation known as "« colère de Bohoma ". This operation caused the displacement of approximately 20,000 people to the Diamerom site The Lake Chad province has seen various attacks by non-state armed groups, including Boko Haram, which forced the inhabitants of the islands of the lake and surrounding areas to abandon their homes to move to other communities. Currently 489,094 displaced persons, including 425,864 Internally Displaced Persons, 44,575 Chadian returnees from Niger and around 19,655 refugees under UNHCR mandate receive multi-purpose assistance in refugee camps and IDP sites with the support of the United Nations system and NGOs. In Chad, UNHCR has an office in N'Djamena and 4 Sub-Offices (Iriba, Farchana in the East, Goré in the South and Bagasola in the Lake Province), constituting 10 offices (Iriba, Amdjaras, Guereda, Farchana, Hadjer Hadid, Gozbeida, Koukou, Goré, Haraze, Maro). UNHCR, as leader of the Protection, CCCM and Shelter clusters at the global level, a responsibility entrusted to it by the Inter-Agency Standing Committee (IASC), has the same structure at the national level in Chad whose respective coordination of these Clusters is housed in its office in N'Djamena. These Clusters responsible for coordinating the interventions of partner organizations working for the assistance and protection of displaced persons and returnees and ensuring the reporting of achievements are currently understaffed. At the national level, Clusters collaborate closely with sub-clusters and working groups established mainly in the Lake Province and with other working groups or organizations responding to emergency activities, such as flood response and of migrations, in the other provinces of Chad. These operations oriented to provide response to the needs of Persons of Concern require the preparation of well-formulated reports to donors who have financed them, as well as updates for humanitarian coordination purposes, the lead agency and the global clusters, of which only 2 existing coordinators cannot perform effectively without support.

Task description

Under the direct supervision of Protection, CCCM and Shelter/AME Coordinators (joint supervision) the UN Volunteer will undertake the following tasks: • Keep abreast all developments in operations to prepare appropriate briefings and reports. • Prepare periodic reports, i.e. donor updates, internal sitreps, briefing notes for senior man-agers, and activity-specific reports as required. • Prepare funding submissions for donors, and draft any required after-action reports. • Develop and maintain working relationships with the government, NGOs, and UN agencies to ensure cooperation in inter-related activities. • Support the UNHCR-led Cluster activities by preparing and distributing minutes, assisting in the organization of meetings; occasionally chairing meetings, and serving as the general secretariat for the relevant Cluster. • Support the supervisor in preparation for meetings and missions drafting of talking points. • Organize and accompany missions for VIP visitors, delegates to visit refugee sites or the activities of UNHCR implementing partners. • If there is no Public Information (PI) focal point in country, serve as PI focal point, contributing to and coordinating press events, interviews, PI missions and other activities related to information dissemination to the general public to promote UNHCR activities. Chad is a continental country covering 1,284,000 km2. Its climate is Sahelian, and temperatures can reach around 45°C in the dry season. This poses many health and supply problems for the population, including in the capital, N’djamena. Due to widespread poverty and poor infrastructure and community facilities in the country, recreation is somewhat reduced. Chad is a complex operation in terms of security, environment and logistical context. The environment is characterized by unforeseen trends related to these factors. The risk of common crime - fueled by poverty, social unrest and high rates of unemployment - continues to be one of the main threats to the physical integrity of UNHCR staff. UNHCR staff are always reminded of the need to strictly adhere to all security standards. The type of accommodation is residential. Rest and Recuperation cycle is of 6 weeks in Bagasola, where the UNV will be assigned. International and national UN staff live in a UNHCR guest house. Other international staff from UN agencies and NGOs live in Bagasola town. The main regional town near Bagasola is Bol which is 70 kms away. There is a regional airstrip in the town of Bol used by UNHAS planes twice a week (weekly rotations on Monday and Thurs-day) and three times a week in the airstrip in Bagasola (Monday, Wednesday and Friday).

Its primary purpose is to safeguard the rights and well-being of refugees. Organizational Context/Project: The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org). As of the end of July 2023, Chad is hosting 938,547 refugees from different countries. UNHCR and partners are supporting the ministry of health in providing primary healthcare services in the refugee’s camps. A referral system is in place to ensure access to secondary and tertiary health care. UNHCR Bagasola sub-office accommodates 21097 refugees out of them 18 239 are sheltered in Dar es Salam camp. UNHCR through IRC is providing primary healthcare services in close collaboration with the district health office. The leading causes of morbidities are malaria and respiratory tract infections, there is a growing number of non-communicable diseases cases among the refugees and asylum seekers and there is a threat of outbreaks such as measles, cholera, yellow fever, and meningitis. The incumbent will coordinate health and nutrition interventions in Bagasola sub-office with strong emphasis on emergency response, integrated disease surveillance, health programs monitoring and integration of refugees into the national plans. The incumbent will work with the Public Health team to ensure to meet minimum UNHCR and international public health standards. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional, and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.

Task description

Description of tasks: Under the direct supervision of the Associate Programme Officer, the UN Volunteer will undertake the following tasks: 1. Programme planning, monitoring and evaluation together with UNHCR partners to effectively address issues of public health importance, based on the principles of public health and Primary Health care in the refugee camps and transit centers as well as in the areas of re-turn for returnees. Activities include supporting partners and the refugee community to: • Ensure the public health services provided by partner to refugees and returnees are complying with the required national and international standards. • Guide and support partners to use the UNHCR Health Information System and collect UNHCR statistics verifying Core Standards and Indicators; review monthly health data; and compile technical periodic reports as well as the Annual report on the health situation. • Ensure implementation of appropriate country protocols and guidance and adherence to UNHCR specific guidance for public health programming. • Support partners in the implementation of the Public health programmes, including re-productive health, HIV and mental health. • Provide guidance and follow up to partners in the implementation of UNHCR action plans including for malaria and HIV/AIDS. • Provide technical contributions during planning, implementation and monitoring and evaluation process in the UNHCR program cycle. • Ensure timely coordination and implementation of UNHCR led programmes 2. Coordination of services between UNHCR partners, National and international NGOs, other UN agencies, and Ministry of Health, and other sectors; ensuring early engagement of development agencies as appropriate. • Capacity building of partners and refugee health officials as appropriate in identified are-as of weakness; facilitation of partners’ access to training activities conducted by other agencies, with a particular focus on health information and disease surveillance; malaria management; safe motherhood; integrated management of childhood Illness. • Participate in advocacy, information sharing and communication on the health situation of populations of concern, within UNHCR and among partners, donors, other agencies, and the Government. • Acts as focal point for UNHCR for any health and medical matters in relation with the UNHCR strategy. • Participate actively in appropriate groups on the Health, population, HIV/AIDS, and other cross cutting working groups and or forums related to health and medical issues, with the aim to anchor refugees and returnees health concerns and needs into the ONE UN health program. • Coordinate and lead monthly health coordination meetings with implementing partners, in close coordination with the programme section. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically Results/Expected Outputs: • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed ossible.

Living Conditions: Baga-Sola is a `E’ category non-family duty station. Its climate is hot, dry and dusty, the average annual temperature is about 42 °C. The medical facilities are very limited. For security reasons, local markets, places of worship, playgrounds, entertainment, and other gathering places are not recommended. In terms of place for provisions, Ndjamena is the main place). No Banking services are available in Baga-Sola, the main currency of transaction being XAF. Possibilities of accommodation renting are relatively limited in particular because of the security aspects. UNHCR has a Guest house for international staff. R&R for international staff is 6 weeks cycle. UNHAS is providing flight support to liaise with Ndjamena. 14. Conditions of Service for international UN Volunteers: The duration of your assignment is for 12 months and will end on October 31, 2023 with possibility of extension A volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and, under strict conditions, also in the event of a permanent reassignment to another duty station (duty stations can change in the course of an assignment based on operational necessity; UN Volunteers may be required to work anywhere in the area of operations of the host organization, including in remote locations). Life, health, permanent disability and malicious acts insurances are included, as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements as per the local MORSS), DSA payment for official travel, periodic home visit, final repatriation travel (except in the event of a resignation within the initial contract period), and resettlement allowance for satisfactory service. UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate.
