Mission and objectives
The United Nations Development Programme (UNDP) is the
United Nations' global development network, advocating for change and
connecting countries to knowledge, experience and resources to help people
build a better life. It is on the ground in 177 countries, working on solutions
to global and national development challenges. UNDP China assists China in
developing its own solutions to the country’s development challenges and works
to achieve the Sustainable Development Goals by reducing poverty, strengthening
the rule of law and democratic governance, and by promoting environmental
sustainability and South-South Cooperation.
Context
The 2030 Agenda for Sustainable Development, with its 17
sustainable development goals (SDGs) and 169 targets outlines a grand blueprint
for global development to 2030. The UN system fully adopted the SDGs as its
compass, advocating and working towards an inclusive, just and green
development. In September 2016, Chinese government issued The China’s National
Plan on Implementation of the 2030 Agenda on Sustainable Development Goals. It
sets up the principles of innovation-driven, coordinated-development, green-development,
openness and inclusive-development to guide the implementation of the SDGs. To
demonstrate how SDGs can be implemented locally in China, UNDP, China
International Center for Economic and Technical Exchanges (CICETE), Women’s
Federation of Yunnan Province and Yongren County Government jointly launched
the project SDG Pilot Village: Women-focused Poverty Reduction and Sustainable
Development in July 2017. During 2017 to 2021, the Phase I of the project has
made remarkable achievements on poverty reduction and women empowerment in
Waipula Village, Yongren County, Yunnan Province. Based on the poverty
alleviation progress of the Phase I, the project aims to further support
Waipula Village to better achieve rural revitalization and women empowerment
with integration of SDGs and Rural Revitalization Strategy in the new phase of
three years. The Phase II of this project plans to integrate China’s national
rural revitalization strategy with SDGs in order to achieve the following
objectives: 1) accelerate entrepreneurship: enhance the capacity of villagers
especially women in ecotourism development and raise their income; 2) pro-mote
diversity and inclusion: inherit ethnic culture and empower women's
development; 3) advance green development: protect natural environment and
strengthen environmental awareness.
Task description
Under the primary supervision of the PMO director, the UN
Volunteers will undertake the following tasks: • Daily coordination of the
project implementation following the annual work plans, and ensure the
activities are conformed to the project's expected results and outputs. •
Provide technical support to event organization and capacity building
activities in the Waipula Village. • Preparing and maintaining technical
documents including event brief, project progress re-port, meeting minutes,
etc. • Contributing to knowledge products development and communication
outreaching • Assisting project monitoring and evaluation, internal and
external assessment, sharing experience and lessons learned from project
implementation. • Ensuring full compliance of project activities with NIM
(National Implementation) policies, rules and regulations. • Responsible for
regular communications with UNDP, CICETE and other partners. Furthermore, UNVs
are encouraged to: • Strengthen their knowledge and understanding of the
concept of volunteerism by reading relevant UNV and external publications and
taking an active part in UNV activities (for in-stance, IVD celebration
events); • Get acquainted with and build on traditional and/or local forms of
volunteerism in the host country; • Reflect on the type and quality of
voluntary action that they are undertaking; • Contribute news and articles on
field experiences and submit them to UNV publications/websites, newsletters,
press releases, etc.; • Assist with the UNV Buddy Programme for newly arrived
UNV volunteers; • Promote online volunteering and encourage individuals and
organizations to use the UNV Online Volunteering Service whenever technically
feasible. Results/Expected Output: The following outputs are expected: •
Strengthened project management • Increased engagement in advocacy and
awareness-raising activities • Appropriate data/file and knowledge product
management maintained; • Strengthened partnerships with stakeholders

Living conditions and remarks
The duty station of the national UN Volunteer is located in
Yongren County, Yunnan Province of China, where modest public infrastructure
and basic health services are available. Conditions of Service for national UN
Volunteers The National UN Volunteer receives a standard volunteer living
allowance (VLA), which is intended to cover their accommodation and basic
living expenses. In China the VLA is about RMB 4080.74 per month. The National
UN Volunteer is entitled to an excellent health, life and disability insurance
package. A modest Settling-in Grant and end of assignment allowance will also
be provided, along with travel to and from the duty station. International
travel to duty station will not be covered by UNV. The National UN Volunteer is
entitled to 2.5 days personal leave per month and government official holidays.
