Mission and objectives

UNICEF is the only organization mandated by the United Nations General Assembly to safeguard the rights of all children everywhere. That mandate is rooted in the 1989 Convention on the Rights of the Child (CRC), which sets out universal and indivisible rights. UNICEF has been working in Cambodia since 1952 to protect the rights of children UNICEF promotes the rights and well-being of every child in everything it does. Together with our partners, we work to translate this commitment into practical action, with a dedicated effort to reach the most vulnerable and excluded girls and boys in urban and rural poor areas of Cambodia. We focus on equity, so our achievements benefit all children.

Context

The Communication Section of UNICEF Cambodia is responsible for the organization's public advocacy and communication, risk communication, and community engagement. To achieve this mission, the team regularly produces a variety of communication assets and materials, including documents for advocacy, accountability, awareness-raising, information sharing, community engagement, and fundraising purposes. The Communication Section collaborates closely with program teams and partners to communicate with the media, the public, and donors in advocating for various issues to improve the lives of Cambodian children and youth. Therefore, well-crafted written materials are a crucial aspect of UNICEF's brand, and its publications and other documents must be easily understood and resonate with their intended audience while adhering to global communication guidelines. Therefore, the Communication Section aims to onboard an international UNV to support multiple communication products in the English language.

Task description

- Work with the Chief of Communication, Communication Specialist and other section leads to prepare advocacy and communication materials about the UNICEF advocacy priorities, such as media briefings and responses, web content, press releases, op-eds, fact sheets, Q&As, video/TV/radio scripts, blogs, etc. - Develop human interest stories by visiting communities to collect the stories and/or support UNICEF programme staff in writing human interest stories, including assisting with shaping story angles, providing writing tips, and supporting with the finalization of stories. - Work with the team to develop and deliver UNICEF Cambodia monthly newsletters on time. - Work with the UNICEF Cambodia Management Team to develop blogs and think pieces. - Support the development of key messages for social media (daily) and create content for digital and social media platforms as needed. - Work closely with the Communication Team to develop compelling narratives for various key assets such as videos, concept notes, etc. - Develop donor and fundraising content packages, such as fact sheets, beneficiary testimonies, interviews, blogs etc. - Ensure communication materials are inclusive, equitable, consultative and participatory to carry along all stakeholders, and when relevant, promote SBCC principles. - Provide editorial support to the UNICEF Cambodia Communication Team as needed. Results/expected outputs: As an active communication team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to UNICEF Cambodia and its beneficiaries in the accomplishment of her/his functions, including: - All content outputs are on-time and communication to coordinate is timely and smooth - All communication materials are ensured language and factual accuracy, clarity, readability, logic, appropriateness, and engagement - Adherence to UNICEF style and guidelines and alignment with the country programme is ensured by consulting with the supervisor and other UNICEF colleagues - Rights of the child are prioritised above all other considerations when collecting and writing stories and materials - Proper evidence generation is ensured by following the UNICEF Procedure for Ethical Standards in Research, Evaluation, and Data Collection and Analysis

Requirements

Required experience

3 years of experience in communication and writing for an external audience. ▪ Experience in drafting advocacy documents from research or studies is desirable. ▪ Experience in conducting interviews for collecting information/case studies is desirable. ▪ Experience working with UNICEF or other development organizations is a plus. ▪ Outstanding writing skills in the English language with demonstrated ability for logical and analytical writing as well as ‘de-jargoning’ technical language for a wider audience. ▪ Well organized and structured, with good attention to detail. ▪ Strong communicator with excellent interpersonal skills. ▪ Knowledge and understanding of Cambodia and its development context. ▪ Knowledge of child rights issues is desirable.

Living conditions and remarks

The Office is situated in the capital of Cambodia, Phnom Penh. In terms of living conditions, Cambodia has an appreciable standard: housing facilities in good conditions are available at reasonable prices, including security, and all types of foods are available, including restaurants catering to different needs. Transport within Phnom Penh is readily available. The Risk Level for all of Cambodia is currently low.

It does not apply to UN Volunteers who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their contracts.
