Task description

Under the overall responsibility and direct reporting to the UNFPA Representative, the Programme and Operations Quality Assurance Analyst will provide Programme/Operations and Quality Assurance support to the implementation of UNFPA’s 10th Country Programme. The Programme/Operations Quality Assurance Analyst will work closely with UNFPA programme officers, the operation team, and national/regional implementing partners, including providing support and oversight of the programme team in the country. The Programme/Operations Quality Assurance Analyst ensures effective and transparent utilization of financial resources and integrity of financial services of the UNFPA Sri Lanka Office. The UN Volunteer will conduct risk assessments and analyze factors affecting delivery and results achievement, recommend corrective actions, and follow up on recommendations. S/he promotes a client-oriented approach, consistent with UNFPA rules and regulations. 1. Provide effective programme/operation management support to the Country Office, focusing on the achievement of the following results: · Provide support in the identification, selection, and registration of implementing partners based on the 10th Country Programme needs to be based on strategic, competitive, or non-competitive methods. · Provide support in the assessment and follow-up action of the office Enterprise Risk Management Plan, including the appropriate application of the Internal Control Framework per UNFPA policies and procedures. · Take a lead role in the effective implementation of the Harmonized Approach to Cash Transfers (HACT). Ensure implementation of assurance activities of implementing partners per the Assurance Plan. · Provide Quality Assurance on all financial monitoring activities from the conception of the programme until the follow-up of an action that may be required following assurance activities such as internal and external audits, spot checks, micro assessments, etc. · Participate in the HACT meetings and other collaborative exercises such as macro assessment / micro assessment, assurance activities, and spot check plans of IPs jointly prepared by UN ExCom agencies. · Ensure facilitation of knowledge building and knowledge sharing for both the UNFPA country offices and implementing partners staff, organizing training on work plan management, financial management, and financial reporting. Contribute to knowledge networks and communities of practices synthesizing lessons learned and best practices in programme and financial management. · Recommend and when appropriate, carry out capacity development activities and advise on systems improvements for implementing partners. · Provide programme and operational quality assurance on programme supplies activities (commodities) and support in carrying out assurance activities (from assessment of the warehouse, spot checks, review of the quality of inventory reports, and any other assurance activities that may be required). · In close collaboration with Programme Staff evaluate WP activities, carry out a quality review of accounts, and verify compliance with established budget lines, work plan (WP), and programme priorities. Prepare and analyze financial data for budget estimates and financial planning. Ensure that key business knowledge is gathered and appropriately actioned, e.g., assurance prioritization, and training. 2. Provide effective resource mobilization control support focusing on the achievement of the following results: · Support in donor reporting and assist in the management of budgets of non-core resources by budget formulation, controlling allotments, monitoring expenditures, and preparing revisions according to the needs and in line with the UNFPA policy and procedure. · Develop tools and mechanisms to perform efficient and effective monitoring of programme and project budgets; coordinate compilation of financial data, detect potential over/under expenditure problems, and suggest remedial action; provide accurate and updated financial information to HQ regularly 3. Ensure effective analysis and implementation of UNFPA operations strategies focusing on the achievement of the following results: · Assist in developing systems and oversight mechanisms for effective operations. · Continuously review and analyze the operations systems and advise on positive changes and organization-wide best practices to improve the service provision. · Constantly follow up on actions in all operations units to ensure efficiency in its service and compliance with the organizations’ requirements and propose ways to improve. · Serve as Officer-in-Charge for Operations in the absence of Operations Manager, as requested.

Sri Lanka is an island nation located off the south coast of India. An estimated population of around 21 million people is sheltered in this multi-ethnic, multi- cultural and multi- religious country. Colombo is situated in the Western Province of Sri Lanka and is the commercial capital of the country. The city is located on the west coast of the island, adjacent to the administrative capital, Sri Jayawardenepura Kotte. Bandaranaike International Airport is located 35km from Colombo and is served by the main international airlines. Sri Lanka is a tropical country with moderate temperature and high humidity all throughout the year. Average temperature in Colombo ranges between 27 and 30 degrees Celsius. The island experiences two main monsoon seasons, where heavy rainfalls occur, from May to August and October to January. Rice and curry comprise the main dishes. Sri Lankan cuisine tends to be quite spicy. There are hotels and other types of accommodation options available in Colombo. Supermarkets, banking and medical facilities are present within the city. Telephone and Internet service is widely available. Phone plans and data are inexpensive; however, it should not be expected that the internet services work consistently or at a high speed. At present Sri Lanka is undergoing high inflation and an economic crisis. The public unrest and protests are common. The prices of common commodities fluctuate on a daily basis and shortages can also be experienced. Main health advisories are related COVID 19 and Dengue, which is also highly prevalent in Sri Lanka, especially after the rainy seasons. Mosquito repellent is available in all local drug stores. Sri Lanka is a unique country and UN is providing unique humanitarian operations in Sri Lanka. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more resilience and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in challenging conditions, involving physical hardship and little comfort, are essential. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. The Position:

The Project Management Specialist is located in UNFPA Burkina Faso country office. Under the general guidance of the Resident Representative and the direct supervision of the Deputy Representative, the Project Specialist will be responsible for providing strategic and technical support of the project coordination, management, implementation and reporting. She/he will work closely with the Office staff and particularly the project team.

Qualifications and Experience: 

Education:  

  • Master’s degree (or equivalent) in International Development, Public Administration, Social Sciences, Project Management, or another related field;
  • A minimum of 3 years of relevant experience working with government and project managements including in humanitarian and crisis settings;
  • Minimum 5 years of experience working on project management including in humanitarian and crisis settings, of which 2 are at the international level;
  • Experience in capacity building and training in the areas of planning, preparation and implementation of community resilience projects would be an asset;
  • Strong experience in Result-based Management;
  • Demonstrated ability to manage multi-stakeholder processes;
  • Familiarity with UNFPA/UN systems;
  • Proven ability to produce demonstrable results;
  • Excellent interpersonal skills;
  • Experience of working with KOICA funding projects would be an asset

Languages: 

Strong oral and written communication skills in French and English;

Job Purpose:

The Programme Specialist will support programme coordination and management of the Transformative Agenda programme. S/he will manage relevant programme components implemented at the regional and national working closely with the nine country teams, regional team, and regional implementing partners, and provide support to reporting and knowledge management. The Programme Specialist will work within an integrated and coordinated approach, which is fundamental to the Sub-regional Office and UNFPA’s overall strategy. 

You would be responsible for:

Programme Management and Implementation

  • Support the development and timely receipt of national and regional annual work plans and budgets from implementing partners and support recruitment of consultants as needed;
  • Ensure that financial and narrative reporting obligations are met: SIS reporting, work plan progress reports, amongst others;
  • Ensure that regular reviews and adjustments are made based on operational matters to achieve optimum results;
  • Bring to the attention of UNFPA management challenges in a timely manner and proposing solutions and alternate strategies for achieving results;
  • Provide oversight and technical assistance to ensure that activities in the agreed annual work plans are implemented in a timely manner, within budget and are of good quality;
  • Participate actively in meetings and desk reviews and undertaking monitoring missions to assess progress in implementation, including appropriate substantive and administrative follow-up actions;
  • Analyze and interpret the political, social and economic environment and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks;
  • Contribute to the development, formulation and facilitation of programme design and resource mobilisation efforts in close coordination with the Director, Deputy Director, International Programme Coordinator as well as the technical and country programme teams. 

Monitoring and reporting

  • Support organization and execution of the TA Steering Committee meetings, Midyear programme meetings, Annual Regional Planning Meeting and other relevant regional meetings;
  • Coordinate narrative reporting for donor reports;
  • Provide technical support to monitoring and evaluation activities. 

Capacity Development

  • Coordinate the development and support the implementation of a capacity development strategy to strengthen overall capacities in the region;
  • Provide guidance for capacity building for technical and programme support; and synergy between regional programme and other activities at the country level;
  • Provide capacity development support to staff in the priority countries, and to other junior professional staff, associates and consultants. 

Communication, knowledge management and partnerships  

  • Strengthen relationships with key internal and external partners, and contribute to high quality interactions and clear communications with regional donors, partners and stakeholders;
  • Ensure implementing partners working on related activities are communicating adequately with each other to minimize duplication and enhance synergies;
  • Support organization of annual review and planning meetings in collaboration with other UNFPA staff to ensure timely preparation of AWPs and disbursement of funds to implementing partners;
  • Provide support to the process of technical/annual and financial reviews of the TA programme funds through the preparation of internal documents to assess progress of implementation;
  • Assist in advocacy and policy dialogue to further the advancement of ICPD through sub-regional policies and programming frameworks;
  • Coordinate and develop technical and strategic presentations and briefing notes, contribute to speeches, conference papers and other relevant donor briefings;
  • Coordinate the development of relevant advocacy and communication/information materials at the regional and national level for the Transformative Agenda;
  • As a focal point for knowledge management for the TA programme maintaining a repository of information;
  • Contribute to the creation and sharing of knowledge by summarizing and documenting results, lessons learned, successes and best practices, strategies and approaches and identifying training needs of project personnel. 

Carry out any other duties as may be required by UNFPA Senior Management . 

Qualifications and Experience:  

Education:  

An advanced University Degree (Master’s degree or higher) in health, population, demography, gender, International Relations, International Development, or other related social science discipline. 

Knowledge and Experience: 

  • Minimum five (5) years of professional experience in programme management and development relevant to sexual and reproductive health, gender and population and development, including three (3) years at the international level;
  • Experience in programme implementation, monitoring and coordination;
  • Experience in monitoring and evaluation of programmes;
  • Knowledge and practical experience in UNFPA’s core mandate, including SRHR, population, gender, and/of adolescents and youth;
  • Excellent organization skills and attention to detail, deadlines and policy compliance;
  • Ability to work independently and as part of an integrated, diverse team and be comfortable in multiple, high varied settings, and tight deadlines with different work and learning styles;
  • Proficient in MS Office programmes; 
  • Experience in programme and/or technical assistance with the UN System is an asset;
  • Familiarity of the Pacific context is an asset. 

Languages

Proficiency in both spoken and written English.  Knowledge of a Pacific language is an asset.

Context

Under the overall supervision of the Representative and direct supervision of Programme Specialist Gender and Human Rights, the Program Analyst Human Rights substantively and contributes to the effective management of UNFPA activities in the area of gender equality and human rights including mainstreaming gender and human rights, addressing gender-based violence and harmful practices including child marriage and Female Genital Mutilation. The Program Analyst – Human Rights guides and facilitates the delivery of UNFPA programs by monitoring results achieved in the implementation. He/she ensures and guides the appropriate application of systems and procedures and develops enhancements for mainstreaming gender human rights into UNFPA development and humanitarian Programmes.

Task description

Under the direct supervision of the Programme Specialist, Gender and Human Rights, the UN Youth Volunteer will perform the tasks below; 1. Contributes to advocacy for integration/ positioning of reproductive rights in the development of human rights standards by the national human rights mechanisms and in national development policy and accountability frameworks. Includes contributing in UNFPA collaboration with Uganda Human Rights Commission in conducting a national inquiry on teenage pregnancy 2. Support generation of knowledge about current and emerging gender and GBV is-sues, by analyzing Programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies. 3. Support compilation of analytical and project reports on gender and human rights to be shared with the National and Local Government, UNFPA Country Office, UN Country Team (UNCT) and other relevant stakeholders. 4. Support the timely planning, implementation, review and management of projects to Implementing Partners for which he she/he has been assigned, including Programmes directly and nationally executed for all funding resources of the Country Office. 5. Support accountability and programme visibility for gender and human rights programmers and development partners in alignment with donor signed agreements. 6. As part of the Gender and Human Rights team, the UNV will, participate in initiatives for documentation and knowledge sharing relating to Gender and GBV pro-grams including: compilation of abstracts and presentation at conferences and other fora, documentation of a good program practices, organizing in-country knowledge transfer events for key actors, and participation in relevant south to south exchange initiatives.

The UN Volunteer will be based in Kampala, the capital city of Uganda that is located at 1,200 metres (4,000 feet) above sea level with a pleasant climate all year round which is uniformly warm and moderately humid, and temperatures that range between 20 and 30 degrees Celsius. It is a family duty station that presents relatively good living conditions with adequate housing facilities (houses and apartments) readily available to rent, and with most of the economic and social amenities also available at affordable cost. Most commodities are available; supermarkets and a wide variety of local markets offer plenty of available fresh food stuffs of all kinds and there are many restaurants. There are 2 international telecommunication systems (mobile telephone networks), easy access to internet and modern banking facilities. However, as a developing country, Uganda has developing infrastructure with common challenges like power cuts and water rationing. The city has good security but under UN Security system – Level Three of which all new staff undergo security briefing by United Nations Department of Safety and Security (UNDSS) who also provide elaborate security documents as well as regular security situation updates.

You would be responsible for:

Supporting the UNFPA Adolescents and Youth team working on Youth, Peace and Security with research, documentation, data consolidation, partner collaboration, proofreading, editing, and other related tasks.

Specific tasks include:

  1. Research and documentation:
  • Conduct research on UNFPA's programmatic experience in peacebuilding, identifying emerging and recurring approaches and good practices.
  • Conduct research on UNFPA's support towards YPS implementation at country and regional levels, identifying examples of support provided to YPS coordination mechanisms and national and/or regional YPS policy frameworks.
  • Conduct research on emerging trends and priority issues within the Youth, Peace and Security sector. 

2.                   Data collection, consolidation and analysis:

  • Coordinate the collection, consolidation and analysis of data regarding UNFPA’s work on YPS, liaising with country and regional offices, as well as relevant divisions within HQ.
  • Gather, organize, consolidate and analyze stakeholder inputs submitted for the third Secretary-General Report on YPS.
  • Review and analyze independent thematic papers on YPS, extracting relevant data for incorporation into the SG report on YPS.

3.                   Content development and report preparation:

  • Assist in consolidating and preparing UNFPA’s entity-wide submission for the third Secretary-General Report on YPS. 
  • Collaborate with the inter-agency drafting team on the preparation of the Secretary-General Report on YPS, including drafting assigned sections and contributing to data verification. 
  • Engage in meticulous proofreading, editing, and quality assurance of content consolidated into the draft report to ensure accuracy, coherence, and adherence to established standards.
  • Assist in preparation of knowledge resources and communication products for internal and external use regarding the SG report on YPS, including presentations, thematic fact sheets, background notes, talking points, etc.

4.                   Coordination:

  • Support UNFPA’s effective collaboration with the other report penholders (DPPA and UNYO) throughout the process.
  • Participate in various meetings with UNFPA, partners, and other stakeholders and prepare notes/meeting minutes.

Qualifications:  To excel in this role, you should have the following qualifications:

Education: 

Advanced degree in social sciences, or related field (e.g.: peace studies, international development, public health, law, sociology, youth or gender studies, population and development, conflict resolution, etc.). Experience may be considered in liue of the Master’s degree. 

Knowledge and Experience: 

  • Minimum 2 years of relevant experience at national and international level;
  • Demonstrated experience working with peacebuilding, development or humanitarian organizations is required. 
  • Experience within the United Nations is considered an asset. 
  • Demonstrated strong analysis and excellent report writing and editing skills. Experience working on research is desirable. 
  • Demonstrate written and spoken proficiency in English is mandatory. Proficiency in French or Spanish is desirable); and

Background of the position:

The war in Ukraine has triggered one of the fastest-growing refugee emergencies in history, and the largest since World War II in Europe. The escalation of the conflict has caused civilian casualties, destruction of civilian infrastructures, including health facilities and maternities, disruption of Sexual and Reproductive Health (SRH)
services and supply chain, and led to an increase in Gender Based Violence (GBV) including Conflict-Related Sexual Violence (CRSV).

Over one year into the conflict, support is still needed to the UNFPA country offices and implementing partners in Ukraine, Moldova and Belarus, and stakeholders and local CSOs in refugee-receiving countries, in response to the war. UNFPA’s Regional Office for Eastern Europe and Central Asia (EECARO), based in Istanbul, is called to play a bigger role in the humanitarian response and has established a humanitarian team under EECARO’s leadership and management. The main objectives are to coordinate and provide tailored technical and operational support with a focus on UNFPA mandated areas of responsibility for GBV and SRH, as well as humanitarian coordination with UN agencies at both the national and regional levels.

This regional humanitarian team is composed of several specialists, including Sexual and Reproductive Health (SRH), Gender Based Violence (GBV) in Emergencies, and Communications, under the overall leadership of EECARO Regional Director and the supervision of EECARO Regional Humanitarian Coordinator (RHC). The unit may later be strengthened with other profiles based on the evolving context, needs and capacity.

Scope of Work

Under the overall supervision of UNFPA EECARO Regional Director, direct supervision of the regional humanitarian coordinator, the Grant and Report Writing Consultant will work closely with all colleagues of the regional humanitarian team (especially the regional SRHiE and GBViE specialists and the specialists dedicated
to humanitarian response the EU countries, and the programme associate), as well as the regional communication advisor and specialist, the resource mobilization and partnership team, the Disability Inclusion in Humanitarian Response Specialist and other regional advisors and specialists.

Expected outputs include:

Grant Management

  • Contribute to overall coordination of the Humanitarian Team proposal development to donors for new and ongoing grants for the RO
  • Compile sitreps and donor reports for all RO-led grants with inputs from and in collaboration with EECARO units, COs and relevant stakeholders ensuring a harmonized and streamlined approach.
  • Analyze compliance of reporting requirements and needs of all relevant RO and CO teams and Humanitarian Team-led grants
  • Finalize all reports for timely submission to donors
  • Support analysis of humanitarian funding trends for SRH and GBV
  • Assist with the reporting to OCHA and UNHCR-managed Financial Tracking System.
  • Draft humanitarian proposals including donor proposals, emergency funds, flash appeals and others when necessary.
  • Support the team with the production of grant and funding proposals as required.

Reporting

  • Develop reporting mechanisms and systems to capture programmatic outputs, outcomes, and impact, ensuring compliance with UNFPA and donor requirements.

Frequent discussions will be held to note progress throughout the contract, and a tracking sheet will be used to document progress against ToR deliverables and deadlines.

Mission and objectives

Context

The war in Ukraine which started on 24 February 2022 has caused civilian casualties and the destruction of vital infrastructure, forcing millions of people to flee their homes seeking safety, protection, and assistance. They are in urgent need of protection and support. A considerable number of people – mostly elderly, women and children, and people with mobility problems – have remained in villages located very close to the frontline. Most of these people are stranded in areas where there is active fighting or which are subject to heavy daily shelling, and often have limited access to services and basic needs, relying mostly on what is being provided by the local authorities, humanitarian partners and volunteer groups. GBV and SRH risks sharply increased due to military activities, massive displacement of population, and deteriorating security situation in a country where the prevalence of various forms of GBV was already high (the 2018 OSCE survey revealed two-thirds of women experiencing either sexual, physical, or psychological violence since the age of 15 years) before the war. With the growing number of reports and anecdotal evidence on conflict-related sexual violence, threats of trafficking for sex, sexual harassment, and other forms of violence, strengthening coordination for GBViE prevention and response was prioritized by the UNFPA, the lead agency in support of the GBV Sub-Cluster. While National UN Volunteer will promote all intervention of GBViE and SRH, supporting the development of comprehensive response in target cities will be the top priority.

Task description

Under the supervision of the Emergency Response Coordinator, the Field associate will support in collecting information from the field, advice on gaps in response, and advocate for the humanitarian operations in the Eastern and Southern Oblasts. More specifically the Field Associate will perform the following key functions: Assist the Emergency Response Coordinator in: - Collecting/Analyzing needs from the different Inter-Agency convoys and from the hard-to-reach areas; - Identifying needs – post Inter-Agency convoys – for regular GBV and SRH programming and reporting on the progress of response; - Liaising with and Identifying potential partnerships with operational organizations on GBV and SRH response in close consultation with GBV Field Coordinators and SRH Analyst and SRH Specialist; - Liaising with Implementing Partners operating in Eastern and Southern Oblasts and identifying their needs and gaps in response, in consultation with IP Focal Points; - Supporting in arranging meetings, roundtables, seminars and other events related to the work of the Emergency Response Team in the East/South, taking notes, and producing related reports; - Following-up on the implementation of assigned tasks (including meetings, reporting and others); - Assisting with written and oral translations and interpretation when needed; - Perform other tasks as assigned; Results/expected outputs: As an integral UNFPA team member, the candidate will provide efficient, timely, responsive, client-friendly and high quality support to UNFPA and its beneficiaries in the accomplishment of her/his functions, including: - Substantive support to GBV and SRH Programmes in implementing planned activities and expanding its partnership network - Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment - A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Living conditions and remarks

As it is a national UN Volunteer's assignment, the volunteer shall organise his/her accommodation by themselves. Entitlements of National UN Volunteer Specialist (Dnipro Duty Station) This is a full-time assignment. The contract lasts for the period indicated in the vacancy with the possibility of extensions subject to the availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) 1268 USD (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment. Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year.
