The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support, and oversight of the United Nations security management system (UNSMS) globally.  As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. 

Yemen is currently a critical and complex context. The level of stress among the national staff and the international staff as well is very high. An international Stress Counsellor is needed for Yemen to implement an annual work plan of the stress counselling unit under the technical supervision of UNDSS/CISMU according to the activities described below for mitigating the impact of the stressful factors on the staff’s mental health and wellbeing. The stress counsellor is being sought to support the psychosocial and organizational behavior of UN staff in Yemen. 

Position Purpose

Under the overall supervision of the Chief Security Adviser (CSA)/ Deputy CSA and the technical guidance of the CISMU Regional counsellor, counsellor will administrate a wide range of stress management activities, actively participating in emergency preparedness in the country in collaboration with UNDSS, Crisis Management Team, HR and UN medical services, the stress Counsellor will develop and maintain a sustainable stress management system applicable to all UN Agencies operating in Yemen and improve the critical incident stress management preparedness of the UN security system in case of emergencies and provide efficient and effective psychological counselling to staff requiring support related to work-place difficulties or personal issues. A large emphasis is placed on extensive engagement with staff and promotion of staff well-being.

The challenges of working in difficult conditions to bring the much-needed support to our recipients while inherently rewarding, can place a great deal of pressure and stress on UN staff particularly those working in challenging environments. 

Duties and Responsibilities
Plan, develop, and implement stress management training programs for UN staff in the country:

  • Prepare stress management training strategy and develop the specific training program to include the curriculum, modules, and support materials. 
  • Develop and implement a stress management plan applicable to all UN Agencies in the country.
  • Act as principal instructor, when necessary, coordinate appropriate resource support, establish procedures for identifying training deficiencies and provide appropriate corrective actions as well as stress management briefings to staff proceeding on assignment. 
  • Plan and facilitate preventative stress management training on a variety of stress related is applicable to UN staff in the country and circulate useful reading resources related to stress periodically.
  • Assist in establishing the Critical Incident Stress Intervention Cells (CISICs) including selecting Peer Helpers and family focal points; facilitating peer helper training sessions (jointly with UNDSS CISMU); and coordinating and following up on all relevant activities.

Coordinate, plan and implement stress management programmes for UN staff in the country:

  • Undertake assessment missions in the field to evaluate measures for reducing stress and make appropriate recommendations and arrangements for the improvement welfare and wellbeing of the UN staff in UN field offices. 
  • Consult with Security Management Teams and discuss stress management arrangements to be taken in each specific case. 
  • Undertake missions as required to provide emergency, on-the-spot stress management assistance; and advocate before Security Management Teams to implement the CISMS strategic framework.
  • Liaise with local experts and institutions in the country for referral purposes. Collaborate with UN managers, medical doctors, and local physicians on psychosocial issues with the objective of establishing a network of professionals ready to support and intervene in case of need.

Research, assess and monitor factors which could lead to stress related problems of UN staff in the country:

  • Closely monitor and assess stressful situations; identify and study stress related problems and emerging trends; research documentation related to resolutions, decisions, personnel directives, administrative instructions and incidents in the area of stress management.;
  • Identify developments that have had a positive effect on reducing stress and keep abreast of technical literature in the area stress management.
  • Advise UN Management System in the country on stress mitigating strategies and activities.
  • Perform ongoing assessments and monitor the determinants of stress in the UN staff to include activities such as data collection, analyses and related documentation.

Follow up activities of UN stress counsellor unit the country:  

  • Identify, address and follow up on critical incident stress cases among the UN staff and the dependents in the country.
  • Promote welfare activities for UN staff in the country in collaboration with the existing Staff Association.
  • Provide individual, group and critical incident counselling sessions to the staff and dependents as/when needed.
  • Provide monthly/ Quarterly reports to the Chief Security Adviser/ Security Management teams in the country with copies to UNDSS CISMU on all its activities.
  • Manage the stress counsellor unit on a day-to-day basis.
  • Other tasks and duties deemed necessary by Chief Security Advisor (CSA)/ Deputy CSA.

Required Skills and Experience

Education:

  • Master in a relevant discipline, such as psychology or psychiatry is required. 

Experience:

  • A minimum of five (05) years of progressively responsible experience in clinical psychology, psychiatry, or related fields with at least three years at the international level or at a national level with cross-border experience is required. 
  • Experience in crisis or emergency psychosocial support is an asset.
  • A minimum of two years’ experience in managing, planning, and organizing mental health programmes or projects is an asset.
  • Experience in providing stress counselling within the United Nations system or any other International Organization is an asset. 
  • Field experience in crisis and post-crisis countries is an advantage, and experience in and knowledge about Yemen is an asset.
  • Certification or country-specific licensure authorizing the incumbent to deliver mental health services is an asset. 
  • Additional training or experience in a broad range of related fields, such as alcohol/substance abuse, stress management, critical incident stress and cross-cultural communication is an asset.

Task description

The role of the NUNV Monitor and Evaluation is monitoring smaller intervention as part of the PSF Small Grant Mechanism. CARE International is currently seeking an Operations Coordinator for the INGO Safety Advisory Office (ISAO) to provide safety and security support to International Non-Governmental Organizations (INGO) working in the humanitarian, early recovery and development sectors in Yemen.
Project brief: The INGO Safety Advisory Office (ISAO) is an organisation dedicated to providing safety and security information to the INGO community for the safety of their staff, programs and assets. ISAO is a collaborative security initiative, which encourages INGOs to share information on safety or security issues that may have an impact on the wider INGO community.
Duties: ISAO is currently seeking an Operations Coordinator who will be responsible for developing a complex understanding of the local context from an INGO perspective. INGOs undertake an array of project implementations in Yemen and it is ISAO’s mandate to understand how trends and changes in the underlying safety and security context may impact INGO operations.
Specific Responsibilities:

Expand ISAO’s ability to provide timely and reliable safety and security information to the INGO community across Yemen.
•    Identify the safety and security concerns of the INGO community.
•    Develop an analytical framework for the local, governorate and regional safety and security dynamics and any impact this may have on INGO operations.
•    Maintain and expand a network of national contacts which may serve to improve the level of safety and security information available to INGO members.
Improve the capacity of ISAO to respond to INGO needs.
•    Organize the development of the ISAO Incident Database and the INGO Incident database while being responsible for quality control.
•    Maintain and develop analytical sources and materials as well as a repository of information available to INGOs.
•    Assist with website management and other social media projects.

DESCRIPTION
CARE is currently seeking a Humanitarian Program Manager for The Humanitarian/ Emergency Program in the South of the country. The program targets conflict affected people (IDPs, returnees and host communities) and aims to assist them to recover from the shocks of the conflict plus the ongoing economic and malnutrition crises through integrated support. The main sectors of intervention are WASH, Food security, Livelihood support and Resilience building.
The Program Manager is responsible for the effective and accountable running of the Humanitarian/ Emergency Program, the overall management and implementation of quality programming guided by the program proposal, security of all its staff and assets and representation with relevant stakeholders.
The position is also responsible for coordinating all CARE Program activities within the geographic region and building an effective and respectful team that shares lessons and ensures a strong programme approach in the area. Training, mentoring and capacity building is also a crucial part of this position.
She/he is responsible for all of CARE’s program assets in the area and is tasked with ensuring financial accountability and all human resource development within the area. S/he is also responsible for all administrative decisions in the region and promoting the core values of CI.
She/he has to ensure that all CARE policies and procedures are implemented, followed and accountable.
Responsibilities
Program planning, design, management and implementation
  • Responsible for the overall management of the humanitarian/emergency program portfolio at field level.
  • Provide overall managerial oversight and leadership for the humanitarian/emergency program as a whole in the location of implementation, in close cooperation with other senior staff.
  • Manage the program staff to ensure the development of work plans according to the proposal document and take the lead role in coordinating the implementation of the program interventions. Ensure budgets and plans are within the logical framework of approved proposals.
  • Ensure the program interventions are measurably effective and have increasing positive beneficiary impact
  • Facilitate smooth coordination of all program partners and develop strong relationships with key stakeholders (INGOs, NGOs, local authorities and community leaders)

  • Ensure that different sectoral activities are implemented in a coordinated and integrated manner.
  • Work with the Grants Officer to develop partner plans and sub-agreements, with agreed monitoring and reporting mechanisms and plans
Representation and Coordination
  • Represent CARE as requested with relevant operational agencies, government and local authorities, and UN bodies etc.
  • Establish and maintain constructive working relationships with other NGO’s, UN agencies, local authorities and other principle stakeholders. Attend coordination meetings with relevant stakeholders.
  • Act as community liaison for the humanitarian/emergency program, strengthening CARE relationships with communities, governments and other relevant key stakeholders
  • Coordinate with CARE’s development program to ensure effective integration and application of cross cutting issues (particularly on gender, conflict sensitivity/DNH, and accountability). 
  • Identify strategic partnerships and programmes for current and future CARE activities in the area.
Administration/Finance/HR/Procurement
  • Ensure adherence of CARE’s financial, administrative and procurement procedures.
  • Responsible for financial management and accountability of the humanitarian/emergency program operating in the area.
  • Conduct performance appraisals of program staffs if and as required, ensure regular feedback and mentoring on individual performance.
  • Oversee human resource recruitment, development and standards pertaining to the program.
  • Oversee administrative, financial and logistic arrangements pertaining to the program as required.  
  • Closely observe staff performance, provide appropriate feedback on a timely basis and take or recommend appropriate action if necessary in coordination with the HR Manager.
  • Work to maintain team spirit and morale among staff by encouraging personal and professional development.
Report and Learning
  • Write the projects’ donor requested reports and ensure that the humanitarian/emergency program operating in the area adhere to reporting requirements.
  • Ensure the accuracy of the financial reports in coordination with the Finance Controller and supervisor.
  • Attend coordination meetings and disseminate reports/information to relevant individuals.
  • Contribute in developing/ designing and refining program monitoring plan and tools/formats.
  • Supports, prepares and reviews any needed reports (audits, monitoring and evaluation, etc.)
  • Establishes and supports a coherent monitoring and evaluation system for the portfolio of projects. In coordination with the DM&E Coordinator, maintains a database of key leanings from the program and build up an evidence-base of effective/less effective approaches
Security Focal Point
  • Ensure all program staff are fully briefed on all aspects of security, social and cultural norms and local conditions and behavior.
  • Follow CARE safety and security policies and procedures.
  • Responsible for promoting CARE’s acceptance and security and safety awareness for all staff in the area.
  • Contributes to CO security team plans and preparedness.
  • Informs and follows up with CO colleagues on security issues and incidents.
  • Maintains security contacts and shares information with partners and stakeholders

Requirements
•Post-graduate degree in social/political sciences, arts or in a humanitarian assistance related field
•Demonstrated 5-7years experience with humanitarian multi-sectoral humanitarian responses, including participatory assessment methods, in complex emergency contexts with an international NGO or UN agency.
•Ability to work independently and as a team player who demonstrates leadership and is able to support and train program staffs and also able to work in changeable situation in a sensitive and participatory manner.
•Demonstrated strong interpersonal skills including the ability to build and manage complex and diverse stakeholder relationships and develop harmonious teams in a cross cultural context.
•Ability to operate effectively under extreme circumstances including stress, high security risks and rough living conditions.
•Experience in capacity building.

DESCRIPTION
CARE is currently seeking a Design Monitoring & Evaluation Manager. This position reports to the ACD-P and is responsible for ensuring the effective design and implementation of the CO’s DM&E Strategy that is in line with CARE’s policies and practices; focusing on the development of M&E plan and activities sets appropriate monitoring and evaluation requirements for CARE’s projects and programmes, and assumes overall responsibility for M&E related data collection, collation, analysis and reporting (internal and external).
The DM&E Manager ensures that objective evaluations are managed to assess the CARE programme and project relevance, effectiveness, efficiency, impact and sustainability of results and that evaluations are carried out in a credible and systematic manner with lessons and recommendations used for programme/project design. This position manages thematic projects as requested.
The DM&E Manager liaises closely with headquarters and other CMPs to ensure compliance with DM&E requirements. This position works closely with the Programme and Programme Support Teams in the CO.  He/she will also be responsible for the CO’s Accountability Mechanism. He/she plays an important role in the project to programme shift and in quality assurance. The position will be the deputy to the ACD-P.
Responsibilities:
Programme Design
  • Support CARE Programmes in the development of its multi-year strategies and project to programme shift based on best practices.  
  • Provide support at the design stage of programmes/projects for setting up theories of change/logical frameworks with defined indicators to facilitate the monitoring and evaluation at the later stages.
  • Support the development of project proposals, particularly performance monitoring plans and M&E sections.
  • Provide evaluation feedback into policy/project/programme design, including comments on various documents and regularly monitor project risks.
Monitoring
  • Direct responsibility for planning, management and oversight of thematic, country programme/projects, and other types of evaluations conducted in the Country Office.  
  • Implement quality assurance and monitoring systems to enable innovative ways of conducting monitoring that meet the requirements of the context (where needed remote/third party monitoring) and facilitates evaluation.
  • Establish a mechanism for data collection tools (quantitative and qualitative) and reporting to ensure all monitoring requirements are met, including field monitoring.
  • Provide support to the Programme team and partners on ways to improve M&E related components and activities.
Evaluation and Research
  • Act as focal point for implementation of M&E and research assignments, method and tools, as may be necessary.
  • Organize, coordinate and lead evaluation missions for projects, sectoral and thematic evaluations, including desk evaluations/studies on selected sectors/themes.
  • Serve as resource on evaluation policies, procedures and practices to project managers, partners and others as required.
  • Follow up on implementation of evaluation recommendations; ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan.
  • Organize, design, plan and carry out the collection, evaluation, analysis, compilation and dissemination of statistical data.
  • Assess indicators and systems to measure results and impact of CARE activities and processes to produce evidence-based reports.
  • Monitor the implementation of previous audit recommendations and assist managers in developing follow-up system to provide assurance that all audit recommendations are complied with.
Accountability and reporting
  • Assist Project/Programme Managers to conceptualize, write, and consolidate progress reports, as well as briefing documents and other publications relating to CARE implementation.
  • Ensure quality of all reports and edit them appropriately for onward approval for dissemination.
  • Assist the CO in rolling out its Accountability Mechanism, including preparations of tools for feedback and complaint collecting and recording.
  • The DM&E Manager with the Knowledge Management Assistant are responsible (with the relevant other CO staff) for resolving complaints/dealing with feedback following organizational policy.
Learning/Knowledge sharing and training
  • Design/adapt a CO MIS system and compile and disseminate information extracted from all available project/programmes information management systems in the CO to Senior Management and other stakeholders as needed.
  • Identify and formulate evaluation findings and studies/research, lessons learned and recommendations to be integrated into broader knowledge management efforts and draft them for wider dissemination.
  • Develop and ensure effective implementation of a Knowledge Management and Learning Strategy for the CO.
  • Organize and conduct of results-oriented monitoring and evaluation trainings (including quantitative and qualitative data collection methods) in the Country Office and for partners where relevant.
  • Develop, conduct and support a functioning CO M&E theme group, to ensure common understanding and coherent implementation of the M&E system and to improve or develop performance indicators, set baselines and targets at output and outcome level.
  • Participate in “communities of practice” to remain abreast of latest development and professional norms, standards, tools and methodologies and disseminating knowledge on knowledge management, monitoring, and evaluation tools and systems.
  • Supervise a Knowledge Management Assistant and coach him/her into the broader knowledge management efforts.
Requirements:
  • Advanced degree focusing on economics, statistics, sociology, or relevant field.
  • At least 5 years of operational DM&E experience at national and international levels in international development;
  • Proven experience and skills in quantitative and qualitative/participatory research methods and analysis and linking planning to M&E through results based approaches;
  • Demonstrated experience with designing logical frameworks/ theory of change (TOC), designing M&E systems, outcome measurement using qualitative and quantitative approaches;
  • Experience in designing and writing reports and proposals for donors;
  • Experience in rendering M&E results using different media/C4D tools.
  • Excellent communication, training/facilitation skills, preferably in data collection methods and tools, and M&E;
  • Strong organizational and interpersonal skills;
  • Advanced computer skills including the use of statistical analysis software (SPSS, STATA, Excel);
  • Fluent in oral and written English and excellent writing skills;
  • Ability to work in a challenging environment, under high pressure and ability to cope with tight deadlines;
  • Ability to work both independently and collaboratively as part of a team
