Country coordinator Lesotho and Project Manager "Hospital Development"

Place of Assignment:
Maseru, Lesotho (with frequent dislocations to the project sites (currently Butha Buthe and Thaba Tseka District) and occasional travels to other sites

Start of duties: 01 March 2014 with a certain flexibility

SolidarMed is a non-profit organization to improve the health of people in Sub-Saharan Africa. Working together with National partners to strengthen health systems and community capacities, we are committed to scientific evidence and policy dialogue both as foundations and objectives of our work.

The SolidarMed program Lesotho:
SolidarMed implements a thriving health program in the Districts of Butha Buthe and Thaba Tseka. Currently, the program consists of the following complementary projects:

• Decentralized quality care for national health priorities (HIV, TB, maternal and child health)
• Hospital support Seboche and Paray Mission Hospitals

SolidarMed is in the process of development of the next program phase starting in 2015 with possible new projects. Within its country program, SolidarMed promotes operational research to answer project-related questions and informs public health and policy dialogue.

The position comprises both the overall coordination of the country program and management and direct implementation of the Hospital Development Project (Seboche and Paray Mission Hospital).

Key tasks and responsibilities as Country Coordinator:
• The Country Coordinator bears overall responsibility for the coordination, management and implementation as well as further development of the SolidarMed program in Lesotho
• Secure the project implementation by supporting and supervising the project managers and guide the development of new projects
• Lead and secure basic administrative services (human resources, logistics, accounting, general administration) according to national regulations and laws and promote the institutional development of SolidarMed Lesotho
• Assure use of resources according to budget and framework documents and assure financial reporting and safeguarding of internal controlling system
• Ensure program and project reporting (timely and in high quality)
• Ensure the adequate use of project cycle management tools by all team members
• Coordinate and link with partners, donors, stakeholders as well as with SolidarMed headquarters
• Promote public health best practices and evidence-based interventions
• Proactively promote and/or implement operational research and pilot interventions and link with competence and research networks both within and outside the country
• Assure operational and financial annual planning


Key tasks and responsibilities as Project Manager "Hospital development Paray and Seboche"
• Assume the responsibility for the implementation and overall management of the SolidarMed project "Hospital development Paray and Seboche"
• Advise the hospital management teams in collaboration with the Christian Health Association of Lesotho on the further development of the hospitals within the framework of the national health strategy.
• Coordinate and effectively communicate with partners and stakeholders.
• Ensure adequate use of project cycle management tools in all aspects
• Assume responsibility for the use of the project budget according to yearly planning
• Ensure monitoring of project progress based on the project indicators, analyse and share lessons learnt with policy makers, stakeholders, and partners in Lesotho.
• Contribute to the strategic development of the project or the development of a new project
• Ensure that narrative and financial reports are sent timely and in good quality to SolidarMed headquarter

To best fit into our interdisciplinary team, we expect the following qualifications:
• Advanced university degree in health, public health, health economics etc.
• Good understanding of issues related to HIV, TB, maternal health, primary health and health system strengthening and willingness to keep up to date of relevant international developments in health
• Extensive experience in a public health context in Sub Saharan Africa, ideally at district level
• Sound knowledge and experience in management (including planning and human resources) and administration.
• Custom to use project cycle management and project development tools, good writing skills
• High social competence, intercultural sensitivity and communication skills
• At least basic knowledge of principles and methods of operational research
• Ability to assume leadership and responsibility in a team
• You are dynamic, hands on and develop initiatives
• Ability to live and work in an African context

Language skills
• Excellent English (written and spoken)
• German would be an asset

Technical Advisor to Chainama College of Health Sciences

SolidarMed is an established yet innovative Swiss NGO focusing on health in Africa. The aim of our work is to improve health in rural areas of the poorest countries in Africa. As a response to the shortage of doctors in rural areas of Zambia, since 2009, SolidarMed has been supporting the Zambian national training programme for Associate Clinicians, which in Zambia are called "Medical Licentiates (MLs)". Within this programme, Chainama College of Health Sciences (CCHS) in Lusaka is SolidarMed's main partner. The College offers post-graduate training for Clinical Officers who are awarded a Bachelor's degree (BSc Medical Licentiate). Training cycles are divided into theoretical components taught at CCHS, and into clinical attachments (e.g. in medicine, surgery, and obstetrics) at accredited training sites.

SolidarMed offers an exciting opportunity to work closely with CCHS in Lusaka, Zambia. For this key position we are looking for an experienced professional with strong management skills, and an academic background in medical sciences and/or public health.

Key tasks and responsibilities will be:
• Support CCHS in successfully carrying out and developing further the ML training programme.
• Offer assistance in the process of CCHS becoming a degree-awarding University College.
• Contribute to the institutional development of the ML Department and strengthen its academic, managerial, operational and strategic capacities.
• Depending on background, contribute to theoretical training of students at CCHS in Lusaka.
• Contribute to the development and implementation of an operational research agenda for the SolidarMed Zambia programme.
• Regular use of project cycle management tools (planning, reporting etc.)
To best fit into our team, we are looking for a candidate with the following qualifications:
• Strong management, organisational, and capacity building skills and experience
• Preferably medical background. Training at postgraduate level in International Public Health would be an asset.
• Experience of working in Africa
• Experience of working in a public and/or academic service institution, interest in teaching and interacting with students
• Operational research interest and experience
• Intercultural sensitivity, good communication and networking skills
• Hands-on, pro-active personality, able to develop initiatives
• Fluency in English (good writing skills necessary)

Place of assignment: Chainama College of Health Sciences, Lusaka, Zambia. Frequent travel within Zambia.
