These 2 posts are located in the Regional Office for South-East Asia (SEARO) of the Office of the High Commissioner for Human Rights (OHCHR), Bangkok, Thailand. The incumbent reports to the Thailand Team Leader of SEARO.

Responsibilities

Within delegated authority, the Associate Human Rights Officer will be responsible for the following duties:
• Researches and collects information pertaining to human rights matters, including their gender dimensions from a variety of data sources (e.g., communications, publications, the press) to keep abreast of issues/events and provide up-to-date information.
• Drafts a variety of reports and correspondence relating to human rights matters.
• Participates in monitoring and observing trials and prepare summaries of results.
• Maintains awareness of current human rights issues, to include relevant political and legal developments in Thailand.
• Assists with human rights training programmes for national law enforcement officials, representatives of the civil society and human rights non-governmental organizations (NGOs) in order to promote national capacity building.
• Assists in the reviews of human rights issues, including their gender dimensions, and participates in discussions with other Human Rights Officers (HROs) on the integration of these issues into political, economic and development-related programmes.
• Assists in promoting efforts for community mobilisation and those that focus on exercise of rights of population.
• Participates with other HROs in discussions with relevant authorities and other influential actors with the aim of stopping or preventing human rights violations or seeks other remedial action by the authorities to prevent similar violations occurring in the future.
• Assists his/her supervisor in liaising with government, NHRI, NGOs, Civil Society organizations, UN agencies and other partners to create baseline data on ·the human rights situation, with special attention to vulnerable groups.
• Prepares preliminary versions of speeches, presentations and communications issued by the Representative of the Regional Office.
• Performs other related duties as required.

Education

Work Experience

For candidates who hold a first level university degree (Bachelor’s degree or equivalent), a minimum of two years of experience in human rights, political affairs, international relations, law or related area is required.

No experience is required for candidates who hold an advanced university degree (Master’s degree or equivalent)

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Fluency in oral and written Thai is desirable.

Responsibilities

Within limits of delegated authority, the Programme Management Assistant may be responsible for the following duties:

• Assists in the coordination of programme/project planning and preparation work for project initiatives; monitors status of programme/project proposals and receipt of relevant documentation for review and approval.
• Compiles, summarizes, and presents basic information/data on specific programmes/project and related topics or issues.
• Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.

• Drafts correspondence on budget-related issues and prepares and updates periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.
• Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc.

Mission and objectives

The Office of the High Commissioner for Human Rights (UN Human Rights) is the leading United Nations entity to promote and protect all human rights for all people pursuant to General Assembly resolution A/RES/48/141. The United Nations human rights programme aims to ensure that the protection and enjoyment of human rights is a reality in the lives of all people. The Office provides assistance in the form of technical expertise and capacity-development in order to support the implementation of international human rights standards on the ground. It assists governments, which bear the primary responsibility for the protection of human rights, to fulfil their obligations and supports individuals to claim their rights. Moreover, it speaks out objectively on human rights violations. The Office of the High Commissioner for Human Rights (OHCHR) established its Regional Office in the Middle East and North Africa in 2002. The Regional Office is mandated to promote and protect human rights in the region for all, leading efforts, speaking out objectively in the face of human rights violations and providing a forum to identify, highlight and develop responses to today's human rights challenges. The Regional Office, located in Beirut, Lebanon, currently covers 10 countries: Algeria, Bahrain, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar, Saudi Arabia, and United Arab Emirates. OHCHR is implementing a technical cooperation programme in Saudi Arabia through a field presence based on a three-year agreement. Context

Based in Beirut and headed by a Representative/Head of Office, OHCHR Syria has a broad human rights mandate structured around four main components: monitoring and reporting, rule of law and transitional justice, civil society and technical cooperation, and human rights in humanitarian action. A dedicated unit supports each of the four sectors, and the office has an administrative team to support the staff and the programming. The UNV assignment will support the Office in developing and implementing a communication strategy to support its programming and advocacy.

Task description

Responsibilities

Context

Since 2019, the UN Human Rights Office works in Venezuela as part of the Office of the United Nations Resident Coordinator. The presence in Venezuela allows the Office to provide support for the effective implementation of recommendations issued in these reports, as well as those from other UN human rights mechanisms, and continue to credibly assess the human rights situation and challenges from the ground. In accordance with the terms established in the agreement signed by de Government of Venezuela and the High Commissioner for Human Rights, the main functions of the Office of the High Commissioner for Human Rights in Venezuela are the following: - To provide technical assistance to state institutions to assist in the implementation of policies, programs and measures to promote and protect human rights; - To mainstream human rights including gender equality dimensions and considerations amongst the UN Country Team and humanitarian work; - To accompany and support civil society organizations; - To monitor, document and analyze the human rights situation in the country, including through field visits and visits of detention centers; share and exchange with relevant authorities related human rights concerns; - To promote the observance of human rights and the implementation of recommendations made by international human rights bodies and mechanisms; - To report on the activities of the Office and the general human rights situation in the country according to the mandates given by the Human Rights Council and the man-date of the High Commissioner for Human Rights with a gender perspective. The UN Volunteer will contribute to the strengthening of the strategic thematic priorities for the current planning cycle, including the implementation of a gender perspective. Task description

Under the direct supervision of Unit Coordinator or his/her designated mandated representative(s), the UN Volunteer will undertake the following tasks: • Gather information and report on the human rights situation in the thematic area, including through contacts with other United Nations actors, humanitarian actors, state authorities and civil society. • Support the assistance to state authorities and civil society organization to develop and implement policies and training programs in particular in the field of women and LGBTI people’s rights, with attention to gender perspective, including diversity and inclusive approaches. • Prepare and undertake field missions including the timely drafting of reports and follow up in particular to the situation of human rights of women and LGBTI people. • Conduct substantive research analysis of compliance of national legal framework and/or public policies with international human rights standards and asses their impact on the human rights situation of women and LGBTI people. • Promote dialogue between local human rights and civil society networks, humanitarian actors, local authorities and the OHCHR Office in Venezuela on measures to pro-mote the observance of human rights in their locality with a gender perspective. • Use the OHCHR database to enter cases and document allegations and violation of human rights violations in particular of women and LGBTI people. • Support implementation of the UN Free&Equal campaign. • Provide technical assistance and follow up to activities with counterparts and partners at different levels within the framework of the Office´s Mandate with attention to gender perspectives.

Living conditions and remarks

The volunteer will be based in the city of Caracas, which is Venezuela's largest urban agglomeration (the population of Caracas is approximately 6 million people) and the country's main center of industry, commerce, education, and culture. The city is the seat of the national government and of most of Venezuela's commercial and industrial enterprises. Spanish is the most widely spoken language, although English is also common. Caracas has many options for apartment rentals. It is advisable to rent a place close to the office, within walking distance. The area where the OHCHR office is located has different options of supermarkets, shopping malls, plazas and medical centers that provide health care to the inhabitants of the capital. There are many buses, but it is not advisable to take them because of their deterioration and insecurity; cabs from private and well-known lines can provide safe transportation. Internet and other services fail continuously. There are frequent power, water, and Internet outages. Banking services are limited and insufficient in the context of hyperinflation; only very small amounts can be withdrawn from ATMs or banks, which are insignificant for their use. Staff relies on the use of debit cards and transfer agreements. Although the use of the U.S. dollar is officially restricted in the country, it unofficially circulates in the local market. International staff live in hotels and rented accommodations, prices are high and are currently converted to U.S. dollars. Venezuela is a beautiful country with very friendly people who are always willing to help and show solidarity. Serving as a volunteer in Venezuela, in the context of the humanitarian and COVID-19 crisis, offers a very enriching experience, but also requires a mature level of cultural awareness, as well as more stamina and commitment than in other places to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially dangerous conditions, involving physical hardship and little comfort, are essential.
