Mission and objectives
The Office of the High Commissioner for Human Rights (UN
Human Rights) is the leading United Nations entity to promote and protect all
human rights for all people pursuant to General Assembly resolution
A/RES/48/141. The United Nations human rights programme aims to ensure that the
protection and enjoyment of human rights is a reality in the lives of all
people. The Office provides assistance in the form of technical expertise and
capacity-development in order to support the implementation of international human
rights standards on the ground. It assists governments, which bear the primary
responsibility for the protection of human rights, to fulfil their obligations
and supports individuals to claim their rights. Moreover, it speaks out
objectively on human rights violations. The Office of the High Commissioner for
Human Rights (OHCHR) established its Regional Office in the Middle East and
North Africa in 2002. The Regional Office is mandated to promote and protect
human rights in the region for all, leading efforts, speaking out objectively
in the face of human rights violations and providing a forum to identify,
highlight and develop responses to today's human rights challenges. The
Regional Office, located in Beirut, Lebanon, currently covers 10 countries:
Algeria, Bahrain, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar, Saudi Arabia,
and United Arab Emirates. OHCHR is implementing a technical cooperation
programme in Saudi Arabia through a field presence based on a three-year
agreement. Believing in action to protect and promote human rights as an
inherent preventive power to foster efforts for sustainable peace, the Regional
Office addresses root causes of unrest and conflicts and prioritizes normative
frameworks that provide a sound basis for addressing issues of serious concern
in a pre-emptive manner.
Context
Based in Beirut and headed by a Representative/Head of
Office, OHCHR Syria has a broad human rights mandate structured around four
main components: monitoring and reporting, rule of law and transitional
justice, civil society and technical cooperation, and human rights in
humanitarian action. A dedicated unit supports each of the four sectors, and
the office has an administrative team to support the staff and the programming.
The UNV assignment will support the Office in developing and implementing a
communication strategy to support its programming and advocacy.
Task description
Within the delegated authority and under the supervision of
the Representative or his/her designated mandated representative(s), the UNV
Assistant Public Information Officer will: - Assist in developing and
implementing a communications strategy - Support the Office in
establishing/managing OHCHR Syria’s social media accounts - Work with Office
colleagues to develop content (stories, posts, captions) and key messages to be
shared on OHCHR Syria’s digital platforms - Support the Office in developing
print and multimedia resources in line with OHCHR branding - Assist with EN/AR
translation and proofreading of OHCHR Syria outputs - Conduct any other related
tasks as required or assigned by the supervisor.

Requirements
Required experience
4 years of experience in communications, digital
communications, journalism, public information, or other relevant programmes at
the national and/or international level - Experience in human rights is an
asset, as is experience working in the UN or other international development
organization; - Experience in managing social media accounts and developing
content; - Excellent English and Arabic oral and written skills, including
drafting and reporting skills; - Accuracy and professionalism in document
production and editing; - Excellent interpersonal skills; culturally and
socially sensitive; ability to work inclusively and collaboratively with a
range of partners; - Ability to work and adapt professionally and effectively
in a challenging environment; ability to work effectively in a multicultural
team of international and national personnel; - Excellent overall computer
literacy, including proficiency in various MS Office applications (Excel, Word,
etc.) and email/internet; familiarity with database management; and office
technology equipment; - Self-motivated, ability to work with minimum
supervision; ability to work with tight deadlines; - Sound security awareness;
- Have affinity with or interest in human rights, civic space, volunteerism as
a mechanism for durable development, and the UN System.

Living conditions and remarks
As this is a national UN Volunteer assignment, the UN
Volunteer will be responsible for arranging his/her own housing and other
living essentials. This position is based in Beirut, Lebanon. National UN
Volunteers are part of the malicious insurance plan. National UN Volunteers are
expected to be culturally sensitive and adjust to the prevailing culture and
traditions.
