The Position:

The post of Programme Specialist is located in the UNFPA Pacific Sub Regional Office in Fiji and reports directly to the International Programme Coordinator. The Programme Specialist oversees project management and implementation and works in close collaboration with the Programme managers, Country Teams; Advisers, M&E team, and Implementing partners. This position will entail travel to Pacific countries.

Job Purpose:

The Programme Specialist will support programme coordination and management of the Transformative Agenda programme. S/he will manage relevant programme components implemented at the regional and national working closely with the nine country teams, regional team, and regional implementing partners, and provide support to reporting and knowledge management. The Programme Specialist will work within an integrated and coordinated approach, which is fundamental to the Sub-regional Office and UNFPA’s overall strategy. 

You would be responsible for:

Programme Management and Implementation

  • Support the development and timely receipt of national and regional annual work plans and budgets from implementing partners and support recruitment of consultants as needed;
  • Ensure that financial and narrative reporting obligations are met: SIS reporting, work plan progress reports, amongst others;
  • Ensure that regular reviews and adjustments are made based on operational matters to achieve optimum results;
  • Bring to the attention of UNFPA management challenges in a timely manner and proposing solutions and alternate strategies for achieving results;
  • Provide oversight and technical assistance to ensure that activities in the agreed annual work plans are implemented in a timely manner, within budget and are of good quality;
  • Participate actively in meetings and desk reviews and undertaking monitoring missions to assess progress in implementation, including appropriate substantive and administrative follow-up actions;
  • Analyze and interpret the political, social and economic environment and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks;
  • Contribute to the development, formulation and facilitation of programme design and resource mobilisation efforts in close coordination with the Director, Deputy Director, International Programme Coordinator as well as the technical and country programme teams. 

Monitoring and reporting

  • Support organization and execution of the TA Steering Committee meetings, Midyear programme meetings, Annual Regional Planning Meeting and other relevant regional meetings;
  • Coordinate narrative reporting for donor reports;
  • Provide technical support to monitoring and evaluation activities. 

Capacity Development

  • Coordinate the development and support the implementation of a capacity development strategy to strengthen overall capacities in the region;
  • Provide guidance for capacity building for technical and programme support; and synergy between regional programme and other activities at the country level;
  • Provide capacity development support to staff in the priority countries, and to other junior professional staff, associates and consultants. 

Communication, knowledge management and partnerships  

  • Strengthen relationships with key internal and external partners, and contribute to high quality interactions and clear communications with regional donors, partners and stakeholders;
  • Ensure implementing partners working on related activities are communicating adequately with each other to minimize duplication and enhance synergies;
  • Support organization of annual review and planning meetings in collaboration with other UNFPA staff to ensure timely preparation of AWPs and disbursement of funds to implementing partners;
  • Provide support to the process of technical/annual and financial reviews of the TA programme funds through the preparation of internal documents to assess progress of implementation;
  • Assist in advocacy and policy dialogue to further the advancement of ICPD through sub-regional policies and programming frameworks;
  • Coordinate and develop technical and strategic presentations and briefing notes, contribute to speeches, conference papers and other relevant donor briefings;
  • Coordinate the development of relevant advocacy and communication/information materials at the regional and national level for the Transformative Agenda;
  • As a focal point for knowledge management for the TA programme maintaining a repository of information;
  • Contribute to the creation and sharing of knowledge by summarizing and documenting results, lessons learned, successes and best practices, strategies and approaches and identifying training needs of project personnel.

Qualifications and Experience:  

Education:  

An advanced University Degree (Master’s degree or higher) in health, population, demography, gender, International Relations, International Development, or other related social science discipline. 

Knowledge and Experience: 

  • Minimum five (5) years of professional experience in programme management and development relevant to sexual and reproductive health, gender and population and development, including three (3) years at the international level;
  • Experience in programme implementation, monitoring and coordination;
  • Experience in monitoring and evaluation of programmes;
  • Knowledge and practical experience in UNFPA’s core mandate, including SRHR, population, gender, and/of adolescents and youth;
  • Excellent organization skills and attention to detail, deadlines and policy compliance;
  • Ability to work independently and as part of an integrated, diverse team and be comfortable in multiple, high varied settings, and tight deadlines with different work and learning styles;
  • Proficient in MS Office programmes; 
  • Experience in programme and/or technical assistance with the UN System is an asset;
  • Familiarity of the Pacific context is an asset. 

Languages

Proficiency in both spoken and written English.  Knowledge of a Pacific language is an asset.

How can you make a difference? 

In 2018, the Inter-Agency Standing Committee (IASC) adopted a Plan for Accelerating PSEA at Country- Level, with three main priorities: (i) safe, accessible, and dignified reporting that is gender and child sensitive; (ii) quality SEA survivor assistance; and (iii) enhanced accountability, including through prompt and respectful investigations. To implement the global framework on PSEA, UNICEF Pacific has developed a MCO PSEA Action Plan for 2022. The PSEA Action Plan includes MCO activities such as risk assessments of Implementing Partners (IP), development of internal procedures and training of UNICEF and government and CSO IP personnel and strengthening of the organizational capacity of CSO Implementing Partners (IP) in prevention, reporting, referral and investigation.

GBViE risk mitigation, prevention and response is a new, cross-sectoral, commitment, in the UNICEF Core Commitments for Children (CCC) in Humanitarian Action revised in 2020. The indicator “Number of women, girls and boys accessing GBV risk mitigation, prevention or response interventions” is now mandatory in Humanitarian Action for Children (HAC) Plans. Under this commitment, UNICEF aims to (i) mitigate the risk of GBV across humanitarian sectors; (ii) prevent GBV by addressing its underlying conditions and drivers; and (iii) support GBV survivors with access to comprehensive services. As responsibilities for GBViE cut across all sections, UNICEF EAP Regional office has requested each Country office to nominate two focal points for GBViE, one leading on GBViE programming and one working on risk mitigation within sectors (other than child protection).

How can you make a difference? 

The consultant will work under the direct supervision of the Deputy Representative of Programmes, in close collaboration with the Chief of Child Protection, Emergency Specialist and Gender and ADAP Specialist. The consultant will be based in the UNICEF Pacific Multi-Country Office in Suva, Fiji. Travel to other Pacific countries may be required from time to time, specifically to conduct capacity-building initiatives.

To qualify as an advocate for every child you will have… 

  • Advanced university degree (Master’s or above) in Social Sciences, in particular international development, gender and human rights, psychology, sociology, international law, or another relevant Field.
  • At least 5 years of relevant professional experience in managing and coordinating programmes related to prevention of sexual exploitation and abuse (PSEA), child safeguarding, and gender-based violence in emergencies (GBViE), .
  • Demonstrated technical expertise in the areas of PSEA, child safeguarding and GBViE programme development, coordination and implementation.
  • Experience developing and conducting trainings related to PSEA and GBViE.
  • Experience developing organizational policies and procedures.
  • Strong interpersonal skills: cultural sensitivity; communication; facilitation.  
  • International professional experience in several developing countries is required. Experience in working in the Pacific region will be considered to be an asset.

The Education Specialist supports the development and preparation of the Education  programme and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of education programmes within the multi-country programme covering 14 Pacific Island Countries and Territories. The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programmes to improve learning outcomes and equitable and inclusive education, especially for children who are marginalized, disadvantaged and excluded in society. Context

The UNICEF Multi-Country Office in the Pacific has embarked into the first year of its 2023-2027 country programme, with an expanded focus on partnerships, resource mobilization and donor relationships. Much of the work of UNICEF across the 14 Pacific countries it supports requires adequate attention to monitoring and reporting of progress and demonstrating results for children, which needs to be properly and effectively documented and communicated to partners. The strengthening and diversification of donor portfolios, new engagement with partners and proactive fundraising requires a substantial amount of high-quality writing and reporting in support of the CP implementation. Aside from the regular mid-year and annual reports and donor reports, the production of donor proposals will be stepped up to ensure funding of the country programme.

Task description

Within the delegated authority and under the supervision of Chief Planning Monitoring and Reporting or his/her designated mandated representative(s), the UNV Reports Officer will: • Provide technical assistance in editing of MCO Annual Report and other country programme documents. • Ensure regular monitoring and follow up of donor reports that are due by maintaining a system for tracking donor reports and proposals. • Assist programme sections in the preparation of donor proposals and in case of emergency situation reports and appeals. • Review and finalize donor reports received from Programme sections, related to the humanitarian and development programmes, as well as the Consolidated Emergency Report (if necessary). • Prepare the following emergency and non-emergency and ad-hoc products such as donor reports, infographics, presentations, briefing notes, and other documents related to UNICEF Pacific Multi Country Office grants • In close coordination with the Planning and Monitoring team, ensure that results-based information from partners’ progress reports and other monitoring tools, are reflected and used in donor reports • In close coordination with COs, Programme, Communications and Partnerships, support resource mobilisation efforts by producing quality donor reports and timely inputs for fundraising proposals • Systematically screen and cross-check internal and external reports, information and communication material for accuracy and consistency. • Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. Fiji is a middle-income country with adequate basic services. The UNICEF Pacific office is located in the capital city of Suva. Fiji along with many other Pacific Island countries is known for being one of the friendliest nations in the world. However, security precautions should be taken at all times. Fiji, in general, is a safe country where common sense goes a long way in avoiding risks such as pickpockets and house burglaries. As this is a national UN Volunteer assignment the UN volunteer will be responsible for arranging his or her housing and other living essentials. Note on Covid-19 vaccination requirements

In addition to duty station-specific vaccine requirements, appointments are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the appointment. It does not apply to UN Volunteers who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their contracts.
