Mission and objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. During times of displacement, we provide critical emergency assistance in the form of clean water, sanitation and healthcare, as well as shelter, blankets, household goods and sometimes food. We also arrange transport and assistance packages for people who return home, and income-generating projects for those who resettle.

Context

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to pro-tect refugees and resolve refugee problems worldwide. Its primary purpose is to safe-guard the rights and well-being of refugees. It strives to ensure that everyone can exer-cise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org). UNHCR 's operation in South Sudan provides protection and support to refugees, internally displaced, refugee returnees and those at risk of statelessness. South Sudan hosts over 300,000 refugees mainly from Sudan (93%) and from CAR, DRC, and Ethiopia. South Sudan continues to receive new arrivals and maintains an open-door policy to asylum-seekers and refugees. Refugees reside in 21 locations, 8 are refugee camps. In 2020, some 1.6 million peo-ple are internally displaced throughout the country. The majority of IDPs (87%) are scattered in host communities and settlements while 13% reside in UNMISS Protection of Civilian sites. In addition, since the conflict in Sudan erupted in April 2023, some 249,792 South Su-danese have spontaneously returned to their home country. The Associate Protection Officer is expected to support the Proteciton Cluster Coordination team in the coordination, plan, and delivery of activities for the protection cluster. The ideal candidate would be someone who has experience in coordinating with multiple field teams (remotely) with frequent travels to field locations to better streamline the national-subnational coordination.

Task description

Under the direct supervision of Protection Cluster Coordinator, the UN Volunteer will undertake the following tasks: • Assist the Protection Cluster Coordinator (PC) with a particular emphasis on information management and communication among Cluster members and other relevant partners, as well as training and capacity –building for members and partners; • Interact with PC members and maintain close contact with OCHA for the collection and transmission of periodic reports and documents required; elaborate routines for the time-ly production of these reports; • Ensure liaison with thematic working groups (Area of Responsibility - AoRs) under the PC (SGBV, Child Protection, House Land and Property Issues), as well as Protection working groups /focal points at the territorial Level and national protection cluster to en-sure follow-up of recommendations and alerts, input into joint analysis and advocacy ini-tiatives, and into protection strategies; • Compile and review thematic information/data from PC members with a view to drafting a consolidate Protection Cluster periodic newsletters on a monthly basis; • Assist in the collection of information and analysis of protection data, in the form of re-ports and/or maps, in particular in view of advocacy with the UN Peace-Keeping Mission on priority protection areas; • Alert and consult with nuclear PC members in case of emergency and assist in organis-ing joint evaluation protection missions; • Assist in the research of data and analysis in support to the Protection Cluster advocacy initiatives, organize advocacy for a with relevant target groups as deemed appropriate; • Coordinate the promotion of international refugee law principles and standards and also IDP legislation or policies ensuring that all sectors and clusters fulfill their responsibilities mainstreaming protection; • Refer PC recommendations to members and UN Agencies/NGOs concerned and en-sure/follow-up their implementation; • Coordinate the development of Protection strategies in context of Pooled Fund process, ensure timely information of PC members of applicable rules and procedures, ensure that submissions are timely received and ensure review of submission as per Pooled Fund procedure; • Ensure that the perspectives, capacities, needs and resources of the persons of con-cerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS; • Ensure legal assistance is accessible to persons of concern; liaise with competent au-thorities to ensure the issuance of personal and other relevant documents to persons of concern (civil documentation, in particular birth certificates); • Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. Con-tribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the af-fected populations; • Support the follow-up of all matters linked to resource mobilisation, including the Human-itarian Action Plan; • Design, plan and deliver training in coordination with order actors for target audience as per PC recommendations, in particular with regard to protection mainstreaming, age & gender issues, Protection Monitoring and advocacy, follow-up the impact of training in accordance with indicators; • Elaborate essential documents for the Cluster, as well as preparatory documents, draft agenda and convene Protection Cluster meetings, and draft meeting minutes. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by read-ing relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

3 years of experience in a protection capacity with refugees and/or other people of concern required. Experience in information management and communication in Humanitarian and Protection affairs, in particular in the framework of Protection Clusters. Experience with relevant information management tools and software is desirable; • Field experience in particular of working with persons of concern desirable; • Commitment to help persons of concern and willingness to cooperate with counterparts and partners; • Good analytical skills; • Strong interpersonal and communication skills in a multi-cultural setting; • Ability to design, organize, deliver and evaluate training/capacity building activities; • Ability to live and work in the difficult and harsh conditions of developing countries is essential.

Living conditions and remarks

Living Conditions Juba is classified as an E, non-family duty station. R&R cycle for all duty stations in South Sudan is 6 weeks and all international staff resides at UNHCR provided accommodation. UN curfew is from 19:00 to 06:00. There are limited medical facilities in Juba. In all UNHCR compounds, regardless of the location, accommodations are equipped with all the necessary furniture. All rooms are provided with in-house services. In addition, most locations are equipped with a gym or some sports equipment. In Juba, all basic foods are available in the marketplace ranging from meat, dairy, fruits, and vegetables, in addition to a few restaurants located in town

The Security Specialist reports to the Country Security Manager (CSM) and maintains a secondary technical reporting line to the next most senior security professional (matrix management).  The Security Specialist is responsible for advising the CSM on their security duties and responsibilities in accordance with UN and UNICEF Security Management Systems.  The Security Specialist contributes to the UNICEF mandate through strong security risk analysis, advice, and relevant mitigation.  The Security Specialist manages and supports, on behalf of the CSM, all security activities in the country.

The Security Specialist implements and manages security activities at the duty station in close coordination with all members of the UN Security Management System (UNSMS) including the UN Department of Safety and Security as well as NGO partners in line with the Saving Lives Together (SLT) policy.  As a member of the Security Cell, contributes to the development of assessments, procedures and guidelines including Security Risk Management (SRM) processes, SRM measures, and the relevant Security Plan(s).

  • Monitor the security situation and provide independent and comprehensive security analysis with the goal of identifying trends and predicting the specific conditions that would impact on the security of UNICEF personnel, eligible family members, premises, assets and resources.
  • Implement security activities in support of UNICEF operations and participate, coordinate and/or undertake security risk management for all locations where UNICEF personnel and eligible family members are present.
  • Ensure that UNICEF personnel are kept informed of matters affecting their security and the actions to take in the event of an emergency including those identified in the Security Plan(s) as it relates to UNICEF. 
  • Ensure there is an effective and functioning communications system for security management within UNICEF that is fully integrated into the UN Emergency Communications System. 
  • Coordinate with UNDSS to ensure all UNICEF personnel undertake all mandatory security training/briefings and participate in all security related contingency exercises. 
  • Conduct security surveys of international personnel residences in accordance with the Residential Security Measures (RSM).
  • Provide technical oversight for UNICEF contracted security providers such as guards service.
  • Develop and conduct security training for UNICEF personnel as required.
  • Monitor that all UNICEF offices comply with and periodically exercise security procedures/protocols and guidelines including Security Risk Management Measures (SRM-M) and UNICEF’s Global Security Compliance platform.
  • Oversee the recruitment of additional UNICEF Security personnel, if required.
  • The Field Security Specialist will be responsible in advising the Security Manager and the UNICEF Representative in South Sudan on issues pertaining the security of UNICEF personnel and operations with a specific focus on the World Bank project activities in country.  This includes drafting any project specific security documents such as reports and SOPs for the Country Security Manager to review.
  • The Field Security Specialist shall ensure in coordination with the Security Manager that all UNICEF security documentations and contingency plans applicable to South Sudan are regularly updated and that proper and adequate security risk management procedures are maintained for all UNICEF program activitiesincluding World Bank projects, across South Sudan.
  • Establish contact and maintain networks with all UNSMS/NGOs security advisors and relevant local authorities as appropriate. 
  • Ensure that security collaboration with (I)NGOs operating in South Sudan is undertaken, in coordination with UNDSS, and using the SLT policies as a framework.
  • Lead and implement training requirements for UNICEF Partners in support of World Bank Projects. Undertake a needs assessment with UNICEF and Partners on the training requirements and modules to be developed. This includes risk assessment of the security situation to ensure that the training developed meets with the current and future risk profile of the country.
  • Initiate and regularize learning opportunities, presenting findings and recommendations to help further improve programme quality and innovation in new and existing multi-sectoral projects, including IFI funded projects. This analysis will be used to support UNICEF’s risk informed programming as well as determine the vulnerabilities of personnel based on gender, disability, and ethnicity.

  • Provides analysis to understand security dynamics. Ensure the analysis addresses environmental, socio-economic, and political factors that make geographical areas difficult to access and have an impact on the delivery of UNICEF programmes.
  • Works closely with the UNICEF personnel in country to ensure security considerations are mainstreamed into programmes and integrate all relevant analysis and security measures into the planning and implementation of UNICEF activities.

 MINIMUM QUALIFICATIONS AND COMPETENCIES

Education:

An advanced university degree is required. A university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

A minimum of five years of professional experience in global security risk management and/or security analysis is required. 

Demonstrated international security management experience and understanding of the United Nations Security Management System is highly desirable.

Context:

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs, and standard transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan Country Office (CO) implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Under the overall supervision of the Chief of Mission and the direct supervision of the Program Coordinator (Reconciliation, Stabilization and Resilience Trust Fund (RSRTF), and in close coordination with the Program Support Unit, the Programme Officer (Transition and Recovery (T&R)) will work closely with the management and programme staff to support in reporting, development of multiple project and internal coordination, representation, review, and quality control of project documents prior to donor submission.

Core Functions / Responsibilities:

1.  Support the overall implementation of the Transition & Recovery Programme in South Sudan CO, including its financial, administrative and technical implementation, in compliance with IOM policies and standards, as well as donor requirements, agreed timeline and deliverables.

2.  Contribute to the identification of donors’ priorities and strategies, explore the possibility to develop follow up initiatives and/or initiate new programme development process in South Sudan and draft projects proposals, in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy.

3.  In coordination with the Program Coordinator (RSRTF), coordinate the work of all staff assigned to the CO’s programme, as well as consultants, implementing partners and service providers recruited to support and/or undertake specific activities.

4.  Maintain close collaboration and contribute to the strengthening the partnerships with relevant stakeholders such as Government entities, national authorities, donors, development partners, United Nations agencies, and civil society.

5.  Draft and produce donors progress and other reports and ensure proper information exchange on all operational aspects of the programmes between IOM, the programmes’ donors and other stakeholders.

6.  In coordination with the Program Coordinator (RSRTF), facilitate adequate information management on CO’s activities through regular updates, summaries, press releases and other relevant materials that promote the unit and IOM’s visibility.

7.  Assist in conducting contextual analysis to identify potential activities to be implemented as part of the Transition & Recovery in line with IOM mandate and the priorities established by the Government and partners in South Sudan.

8.  Contribute to the development of relevant monitoring and evaluation plans and tools to track policy mainstreaming initiatives and measure progress and effectiveness, make recommendation on suitable course corrections, and supporting further development and improvements.

9.  Ensure adequate information management on programme related activities including awareness raising and visibility; provide regular updates, summaries, press releases and other relevant materials, in coordination with the donor and IOM’s Public Information Department.

10.             Participate in relevant conferences, workshops, steering committees and technical working groups, as well as other forums, to facilitate proper coordination and presentation of IOM activities.

11.             Participate in relevant UN working groups and activities to encourage the mainstreaming of migration related issues into United Nations Development Assistance Frameworks (UNDAF).

12.             Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

   Master’s degree in Law, International Relations, Political or Social Sciences, International Development, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or,

   University degree in the above fields with four years of relevant professional experience.

Experience

   Experience in programme management, implementation and project development;

   Experience in coordination of various projects under the programme to ensure maximum outputs;

   Experience in liaising with government authorities and other national/international institutions;

   Experience in emergency settings with in-depth knowledge of IOM/UN programme/project life cycles;

   Experience with UN and International Agencies, international or local NGOs preferred; and,

Background and Justification

South Sudan continues to face multiple shocks such as disease outbreaks, flooding, sub-national violence causing population displacement, disruption of livelihood, and market and constraining humanitarian access.  The shocks have led to increased severity of acute food insecurity, malnutrition, frequent disease outbreaks, and generally poor health situations and health indicators.  

Objectives of the Program

WHO proposes to reduce the health impact of the nutrition crisis through integrated health and nutrition interventions, focusing on quality life-saving services in stabilization centers, in areas with high levels of acute food insecurity and acute malnutrition in South Sudan.

 WHO with the Support from BHA would like to ensure availability of Health emergency kits, and related supplies for the humanitarian response through strengthening the supply management system.   

 Summary of Assigned Duties

In the context of Emergency Preparedness and response (EP&R) program operations and logistics support and specifically on the logistics support to the BHA fund the incumbent will report to Health supply and logistics officer with overall supervision by the EP&R team lead. He/she is expected to do the following:

The main tasks to be undertaken include: 

1.      To support the Health Supply and Logistics officer in planning and implementation of the supply (Core-pipeline) projects

2.      Support the in-country storage, distribution, and rational use of commodities under various project including SSHF, BHA/ USAID and other projects.

3.      Support Pre and post distribution monitoring activities which includes compiling the stock movement reports, track consumption reports and ensure rational use of medicines and supplies distributed as health emergency kits

4.      Strengthen the Core-pipeline supplies consumption tracking system

5.      Compile weekly and monthly stock movement reports

  1. Assess storage capacity at subnational level and develop an improvement plan. 
  2. Support the logistics team in the storage and distribution of Health Emergency kits and other essential supplies to project locations. 
  3. perform other duties assigned by WHO related to nutrition in an emergency, as requested.

 Required Qualifications  

Education

Essential: University degree in Pharmacy

Desirable: Specialized training in humanitarian logistics, Health supply management and or Rational use of pharmaceuticals

 Work Experience

Essential: Minimum of two years of experience at the national level supporting Health supply management in South Sudan. Knowledge of Emergency Health Kits, rational use of pharmaceuticals, Health Supply management, capacity building, product availability studies.

Proven training facilitation skills and experience.

Desirable: Experience in working with UN Agencies or NGOs in Humanitarian context in South Sudan.

Org. Setting and Reporting

This position is in the Protection Transition and Reintegration Section of the United Nations Mission South Sudan (UNMISS), Central Equatoria, Juba. The Protection Transition and Reintegration (PTR) Section is responsible for supporting protection, early recovery, return and reintegration initiatives in close coordination with UNMISS components, the United Nations Country Team (UNCT), humanitarian actors and government. The section is also responsible for managing UNMISS Quick Impact Projects across the mission and other related projects aimed at supporting mandate implementation. Juba is classified in the "E" category and as a non-family duty station.

The Associate Recovery, Return and Reintegration Officer P-2 contributes to the overall performance of the Protection Transition and Reintegration team in Central Equatoria.

Responsibilities

Within delegated authority, and under the leadership and direction of the Chief of Section, the Associate Recovery, Return and Reintegration Officer P-2 will be responsible for the following duties:

Planning and programming:
Work with and supervise assigned staff in Field Officers in programming and coordinating Mission’s support for protection of civilians and delivery of humanitarian and protection services through close engagement with Mission components, humanitarian, protection and development partners and local authorities as well as representatives; Monitor and assess the situation of protection of civilians and the delivery of humanitarian, protection services, return and reintegration; Contribute to PTR’s participation and substantive contribution to coordination mechanisms with Mission components, humanitarian, protection and development partners on protections of civilians, early recovery, and implementation of durable solutions for IDPs; support local authorities to propose, design, implement and report on quick impact projects with an aim to establish and build community confidence in the Mission, and create an improved environment for implementation of Mission mandate; Contribute to PTR’s team efforts in planning, organizing and reporting on section activities to support implementation of Mission mandate, PTR’s annual work plan and results based budget and work with partners to identify opportunities to develop programmes/ projects for early recovery to facilitate return and reintegration of IDPs, including stabilization and peacebuilding initiatives.

Analysis, advice and reporting:
Monitor and assess political, social and economic developments, trends and emerging issues in the area of responsibility with regard to protection of civilians, delivery of humanitarian assistance and protection services, facilitation of return and reintegration of displaced persons, durable solutions and early recovery initiatives; Assess implications and make recommendations to head of section/senior management of possible policies, strategies and other measures to address issues of concern and advance mandated objectives. Support PTR Section field teams in data collection and analysis, and monitoring and evaluation efforts, as well as manage incoming field missions and ensure that relevant field data and information is available for the Chief of PTR Section. Prepare and draft inputs to daily and analytical reports, related to protection of civilians, early recovery, delivery of humanitarian and protection services, return and reintegration of IDPs and refugees; and prepare inputs to briefings, background notes, talking points, cables media statements, speeches by senior officials, as well as Mission’s strategies, polices and other mechanisms to strengthen protection of civilians, facilitate return and reintegration and foster environment conducive to delivery of humanitarian and protection services.

Partnership :
Build and sustain collaborative working relations with Mission components, UN and non -UN partners, national authorities and representatives, bilateral and multilateral donors, regional organizations, international financial institutions, private sector, civil society and other stakeholders; constructively engage with IDPs, vulnerable communities and local authorities to support development of associated policies and guidelines and conduct other duties as required.

Information management and communication:
Maintain effective system of information management and flow of activities and programmes in the team, in addition to maintaining effective coordination and communication with Mission components, humanitarian, protection and development partners, and local authorities or representatives. Work with Mission components and oversee development and review of relevant Mission contingency plans in coordination with humanitarian agencies.

Work Experience

A minimum of two years of progressively responsible professional experience in the areas of protection of civilians, humanitarian affairs, early recovery, return and reintegration, rehabilitation and development, inter- agency coordination, programme management, related areas is required.

A minimum of two years of field work coordinating complex inter-disciplinary and multi-dimensional programmes and projects in a post-conflict context is required.

Proven working experience in coordination of integrated protection of civilians responses in fragile conflict environments, with specific working experience in the region is required.

Proven working experience in community-level engagement, community conflict resolution and reconciliation in the area protection of civilians in volatile environment is desirable
