DESCRIPTION
CARE Cambodia seeks a WASH Advisor to assess, design, and implement activities at the nexus of water, sanitation, hygiene, and nutrition.  This unique position will support CARE’s flagship gender-based approach to improve mothers’ and children’s nutritional status, and will involve implementing such activities as improving household sanitation facilities, expanding the supply of household water treatment products, and enhancing hand-washing facilities, among others.  A strong emphasis will be placed on supply-side dynamics of WASH provision, including private-sector-led production and distribution, to fulfill the demand of key target groups, namely mothers and children.  As the project aims to employ Behavior Change Communication techniques, standardize hygiene and nutrition education, and effect gender-transformative messaging in select communities with chronic malnutrition and high poverty rates, the WASH Advisor is expected to reflect CARE’s holistic approach to household- and community-level water management.
The project will operate within the context of policies and strategies put in place by the Royal Government of Cambodia (RGC), including the National Strategy for Rural Water Supply, Sanitation and Hygiene 2011-2025 and theStrategy for Agriculture and Water (2010-13).
The WASH Advisor will coordinate with other CARE staff – namely a Chief of Party, a Social Behavior Change Advisor, and Nutrition Advisor – to ensure use of modernized sanitation facilities, promote hygiene, and develop an appropriate protection strategy for rural women and children.  Moreover, s/he will collaborate with key private sector partners to expand and deepen the range and capability of existing products (some used by ongoing USAID projects), helping to ensure efficient water and related service delivery.
Specifically, the successful candidate will provide water and sanitation leadership and expertise in an assessment of market supply capabilities among local WASH producers and distributors.  Upon consulting with women and children beneficiaries, women’s groups, water user associations, community groups, and/or private entrepreneurs, s/he will ensure product sustainability issues are considered and factored into program design. Moreover, s/he will make certain gender is fully considered throughout the project cycle, with women being enabled to influence decision-making around WASH issues.
The successful incumbent will collaborate with USAID staff, counterparts, and the home office to develop and scale-up activities that go hand-in-hand with nutrition interventions, manage the documentation of activity results, create monitoring and evaluation plans, and oversee data collection and analysis. Gender-sensitive interventions may include social marketing, mass media, community mobilization, and other related strategies. The project will complement other USAID efforts in Cambodia.  The position is contingent upon award and funding.
Specific duties and responsibilities WASH and nutrition-related product marketing (RFA, Component 2):
  • Launch a comprehensive sanitation marketing effort to help private sector latrine suppliers increase adoption of improved sanitation facilities among all rural residents.
  • Initiate and support the sustainability of a product marketing effort to promote improved drinking water safety or availability at the household level.
  • Document and disseminate experience in key product market areas.
  • Increase commune council participation in the achievement of expanded access to improved sanitation facilities.
  • Leverage USAID/Cambodia’s social marketing efforts
Illustrative activities this position might undertake or support include:
  • Field-testing of innovative product technologies and/or efforts to modify or adapt technologies to increase their affordability or ease of use for the local market;
  • Development of microcredit financing options for (1) consumers to improve affordability of certain products; and/or (2) private sector producers to help expand their operations (within the area specified, of WASH and nutrition-related products);
  • Capacity-building of private sector sanitation product and service provider;
  • Targeted business development services to stimulate emergence of private sanitation entrepreneurs and complementary food manufacturers;
  • Adaptation of technologies for affordability and/or ease of use;
  • Construction by private service provider business or association of “sanitation showrooms”, featuring an array of options along the sanitation ladder may also be supported as one of a variety of approaches to disseminate knowledge and “market” sanitation locally as well as highlight appropriate options for program participants;
  • Documentation and dissemination of experience in key product market areas;
  • Engagement of commune councils in expanding access to new products and services.

QUALIFICATIONS
  • Post-Graduate Degree in social sciences, management, or similar subject (desired).
  • 5+ years of international project management related experience in one or more of the following fields; WASH, water use, water engineering; health, health communication; gender studies (required).
  • Project Management, including strong budget management and strong report writing skills (required).

DESCRIPTION
CARE seeks a Multi-Sectoral Nutrition Advisor to provide technical oversight and management of nutrition interventions and key activities in the USAID Integrated Nutrition/WASH/Hygiene project.  The project’s goal is to improve the nutritional status of mothers and children, measured by rates of stunting and wasting in children under five and rates of maternal anemia. This goal will be achieved through four intermediate results: 1) Increased household-level practice of key Essential Nutrition Actions; 2) Increased use of improved sanitation facilities; 4) Improved hygiene behaviors; and 4) Increased capacity of private and public sector partners to promote healthy behaviors.

Responsibilities:
Technical Oversight for all Nutrition Activities
  • Lead overall multi-sectoral nutrition strategy and components of this new program.

CARE Cameroon seeks a Monitoring and Evaluation Specialist to lead the upcoming, USAID-funded, Continuum of Prevention, Care, and Treatment (CoPCT) for HIV/AIDS with Most-at-risk Populations (CHAMP-Cameroon). CHAMP will expand the continuum of prevention, care and treatment for key populations by building onthe activities currently implemented by HAPP in the five regions which include the two largest cities(Yaounde and Douala): Littoral-Douala; Centre- Yaounde; North West-Bamenda; Est- Bertoua andGaroua; and South-Kribi. The CoPCT activities will be expanded within the largest urban areas of all ten provinces where high concentrations of target populations are found – with the Chief of Party based in Yaounde.
CHAMP-Cameroon is a five-year project for a total cost estimate of $18.8 million. CHAMP will achieve the 3 following main, and interconnected, results:
  • Technical competence of partners in key populations program design and management using CoPCT is increased;
  • Enabling environment for key populations HIV/AIDS programming is strengthened;
  • Quality Assurance/Quality Improvement, Monitoring and Evaluation systems in CoPCT is strengthened.
The project, built on current USAID support in Cameroon, aims to increase access and use of quality HIV prevention care and support services for key populations. These efforts will expand service coverage in the country from five to ten regions, and generate data for evidence-based programming. The project will use a continuum of care approach to service provision, and will link clients with community-and facility-based interventions. It will also strengthen the capacity of existing health systems including the policy environment and networks for a well-coordinated response. It is anticipated that at least 140,000 beneficiaries including 16,000 MSM, 66,000 CSW and 58,000 other clients will be reached with quality HIV prevention, care and support services over the five years.
The successful candidate will be responsible for oversight of all M&E components project. The M&E Specialist will be responsible of the development and oversight of the PMP, annual work plans (including targets), quarterly reports, and annual reports. The M&E Specialist will also play a large role in assisting the capacity building efforts of the applicant to develop, standardize, and utilize standardized data collection and reporting forms for key populations in Cameroon.
Minimum Qualifications:

CARE seeks Local Capacity Development Experts for various upcoming global assignments funded by USAID. SUMMARY
The Local Capacity Development Expert (LCDE) will be responsible for managing capacity building at various levels within the program. The LCDE should have experience in any of CARE’s regions including the following: Latin America, Africa, the Middle East, Eastern Europe, and Asia.
The LCDE will perform capacity building support CSOs, associations and or coalitions to in the following areas:
  • Civil Society Strengthening
  • Strengthen overall organizational capacity of local NGOs

  • Past experience working in SME development and experience integrating at-risk and marginalized groups (including women and youth) into private sector development initiatives is highly desirable.

Also, ensure that key documents are submitted timely and approved by USAID.  Coordinate the planning and organization of any Advisory Group meetings.   Oversee the timely submission and approval of quarterly financial and narrative reports to USAID. Participate in developing and implementing information dissemination activities to publicize the project achievements and results with concerned stakeholders and communities.
Participate in the design and implementation of project policies and procedures as well as systems to ensure that the project will meet its objectives and expected results. As required, make recommendations to increase effectiveness and efficiency of project interventions.
