OBJECTIVES OF THE PROGRAMME

The mission of WHE is to build the capacity of Member States in the South-East Asia Region, to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Management &Administration unit of WHE is responsible for effective management and administrative support for the emergencies programme and for ensuring that WHOemergency operations are rapidly and sustainably financed and staffed. This consists of the provision of high-quality, predictable administrative services (i.e. HR, Finance, work planning, grant management) to the Emergency Programme, including during emergency response, as well as effective monitoring of (and compliance with) SOPs, leading to continuous improvement and business process excellence.

DESCRIPTION OF DUTIES

Under the direct supervision of Lead Regional Emergencies (LRE) and overall guidance of Regional Emergency Director (RED) and in close collaboration with Project Management Officer and other technical units of WHE, the incumbent shall:

Assist in developing a grant mobilization strategy for WHE programme based on existing and potential donors and fund raising mechanisms.

Provide support in drafting proposals as well as technical reports for global, regional and country-level activities to donors based on inputs received from HQ, RO and CO teams and messages from the External Relations (EXR) team based in WHE HQ and Partnership, Interagency Coordination and Resource Mobilization (PIR) SEARO.

Assist in monitoring funding proposals, grants implementation rates and reporting deadlines in accordance with donors' specific reporting schedules and requirements. Support overall and day-to-day activities related to mobilization of resources, monitoring and tracking funding needs and gaps including monitoring of WHE/SEARO entries in Resources Mobilization Monitoring System (RMMS).

Coordinate in dissemination of information to RO and CO on standard policies and procedures for resource and grant management, gather information on best practices and lessons learned; serve as a reference point for ROs/COs in this regard.

Establish and manage a network of donor contacts, funds pledged/received and donor agreement implementation requirements.

Liaise with technical officers, budget and planning staff to ensure that allocation and implementation of funds is in compliance with donor requirements.

Support in updating and maintaining the global grant and finance tracking system for WHO's work in humanitarian emergencies to monitor deadlines for submission of proposals and reports to donors. Undertake any other duties including replacing and backstopping as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Social Sciences/ International Relations/ Political Sciences/ Business Communications/ Marketing/ Medicine/ Management or Economics from an accredited /recognized institute.
Desirable: An advanced university degree (Masters level or above) in business administration, management or closely related field. Additional certification in financial management would be an advantage.

Experience

Essential: At least two years' experience, in financial and resource management, in management and administration as well as in grant proposal, report writing and financial/grant tracking or similar experience in a relevant field.
Desirable: Prior working experience with WHO/UN or with an international Non-Governmental Organization. Experience in developing frameworks and timelines for do nor proposal submissions. Proven international exposure in the relevant area. Experience working in donor relations in the context of emergency work.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1578 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

Under the overall supervision of the Head of Cities Unit and the direct supervision of the Programme Manager for Cooling and Workstream the incumbent will be responsible for the following duties:

Responsibilities

1. Management, monitoring and evaluation of projects and programmes on cooling and cold chain finance in India:
• Monitor and analyze project development and implementation with a focus on India, Asia
• Liaises with beneficiaries and partners to ensure timely implementation of project activities and effective synergy among the various sub-contracted activities.
• Reviews intermediary outputs, documents and reports from consultants and partners.
• Drafts and develops workplans and budgets, terms of reference for technical experts as well as partnership and cooperation agreements
• Conducts research on cooling, cold chain, and decentralized energy policies, technologies, issues, and trends with a view to produce and disseminate focused pieces of technical analysis for the target countries.
• Identify and establish links with national, regional, and international technical experts and institutes who can develop and share experience on energy transition.
• Provide substantive support for the planning, organization and facilitation of meetings and workshops, providing background information, suggesting priorities for discussion, and identifying resource speakers.
• Prepares coordination and steering committee meetings, ensures timely reporting, identifies problems and issues to be addressed and proposes corrective actions, identifies, and tracks follow-up actions.
• Ensures timely reporting to donor and for internal purposes – prepares substantive progress reports and liaises with the relevant colleagues to prepare financial reporting to GEF.
Foundations and bilateral donors, provides inputs for internal reporting requests.
• Undertakes field missions, including provision of guidance to external consultants, government officials and other parties.
• Contribute to fundraising efforts on decentralized energy (heating, cooling, and power) in cities and buildings.

2. Other duties as required to support the implementation of UNEP’s Cooling programs and initiatives in the Asia Pacific region:
• Contributes to implementing and strengthening UNEP’s energy and cooling portfolio in line with UNEP’s Medium-Term Strategy 2022-2025 and related Programme of Work.
• Participates and contributes to the Cool Coalition programme coordination meetings, supports Cool Coalition programme meetings, workshops, and activities.
• Participates and contributes to relevant Cool Coalition meetings and activities.
• Contributes to the preparation of briefings, presentations and background papers on sustainable energy, buildings and construction and sustainable cooling.
• Participates in peer review of publications.
• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting
• Perform other tasks as may be requested by the Head of Cities Unit or the Programme Officer in charge.

UNICEF is committed to the central role of research, monitoring and evaluation in results-based management, and continually seeks to strengthen the evidence function with a view to supporting programming. While furthering accountability towards governments, donors and other partners, research and evaluation can yield lessons that will further enhance UNICEF’s contribution to development and the lives of children across the world. In accordance with UNICEF’s decentralized structure, most evidence activities are conducted at country and regional levels. Under its new Country Programme 2023-2027, UNICEF has prioritized ‘evidence, data and knowledge management’ as a key change strategy to achieve its programmatic goals and ultimately results for children. A newly established ‘Evidence for Children’ Section has been formed, which is responsible for providing strategic leadership, technical oversight and support for all of UNICEF India’s evidence activities. In addition, the office has a national-level governance mechanism - Plan for Research, Integrated Monitoring and Evaluation (PRIME) - that exists to ensure that the evidence generation activities (evaluations, research and studies) that are undertaken at UNICEF ICO are prioritized, strategically aligned, is of the best possible quality, and are used effectively to improve policies and programmes for women and children. Currently a team consists of the Chief of Evidence, the Research & Evaluation Specialist, the Statistics and Monitoring Specialist, the KM Specialist, all supported by a Programme Assistant. The Research & Evaluation Specialist is responsible for ensure adherence for all evidence activities to global UNICEF policies and India-specific Standard Operating Procedure for PRIME. Two Research & Evaluation consultants support the team, specifically with respect to managing and quality assuring the evaluations UNICEF India is undertaking, which are governed by a more stringent process and set of policies. In order to ensure that the afore mentioned Research & Evaluation (R&E) team is sufficiently resourced to undertake all the tasks on the work plan for 2023-2024, we are looking for an additional team member – Research & Evaluation Officer – to join. The role will be to generally support the team on the specific research, studies and evaluations that are being undertaken; however, a key expectation of the Research & Evaluation Officer is to take initiative on evidence desk reviews, technical review of studies and research products, and supporting capacity development initiatives, convening events, etc. These are activities the current team has limited bandwidth to engage in, but are critical to achieve the vision UNICEF India has set out for itself over the next 2 years.

Task description

Within the delegated authority and under the supervision of the Research & Evaluation Specialist or his/her designated mandated representative(s), the UNV Research & Evaluation Officer will: • Support in the review of key documents and deliverables for research, studies and evaluations, as requested by the Research & Evaluation Specialist, such as the Terms of Reference, inception report, piloting reports, data collection reports, draft final reports. • Conduct quick desk reviews of existing evidence around certain topics, as required, and producing knowledge briefs. Task description

Within the delegated authority and under the supervision of Chief M4R or his/her designated mandated representative(s), the NUNV Results Analyst will: • Support in quality assuring indicator metadata of results framework of all the sections in coordination with the designated officials across sections and department. • Coordinate and support in the management of UNICEF India’s internal MISs for monitoring and reporting on UNICEF Programme results through regular troubleshooting to fix any bugs, responding to staff issues and queries during reporting and providing status updates, as necessary; • Support in quality assurance of MoVs (Means of Verification), reported data for COVID reporting, mid and end year reporting ; • Prepare required documentations, conduct data analysis to facilitate planning, implementation, monitoring and reporting; • Support the annual and mid-year review process and workplan development, particularly on data quality assurance and the use of the internal systems; • Any other related tasks as may be required or assigned by the supervisor.

Context

Tribal Development Department, Government of Maharashtra is the nodal department for overall policy, planning and coordination of programmes for development of Scheduled Tribes (STs). The department has accorded high priority and adopted multifaceted development strategies to promote socio-economic growth of the STs. Specific interventions are being implemented including implementation of protective legislations such as the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, the Scheduled Castes and Tribes (Prevention of Atrocities) Act, Panchayats (Extension to Scheduled Areas) Act. The programmes and schemes for tribal people are intended to support and supplement the efforts, primarily of other state departments to fill critical gaps within institutions and programmes, taking into account the situation of STs. These schemes comprising of economic, educational, and social development through institutional building, are administered by the line departments. Notwithstanding numerous developmental interventions, the STs continue to face developmental deficits with respect to health, education, livelihood, development infrastructure as well as other socio-economic indices, many of which are well below the national average. The Tribal Development Department is committed to providing equitable access to opportunity for the tribal communities, through participatory approach and adoption of innovative methods including e-governance and increasing use of technology to provide strategic inputs into the development process. To accelerate the implementation of the development agenda for the tribal communities and strengthen the institutional delivery systems at the State and district level, it is important to strengthen the capacity and effectiveness of the officials and stakeholders to deliver on the issues related to tribal empowerment and create robust systems for monitoring and implementation of the tribal development schemes of the Central and State government. The Department is working in collaboration with UNDP to fast-track development in difficult geographies inhabited by tribal populations, enhancing capacities of government functionaries and expanding opportunities for better livelihoods, health and education to vulnerable tribal communities.

Task description

UNDP proposes to engage a Project Associate - Training and Capacity building to support the PMU at Tribal Development Department, Govt. of Maharashtra to coordinate and organise training and capacity building programmes on different tribal development issues based on the need assessment of different stakeholders. The Project Associate - Training and Capacity building will be part of the Project Management Unit and will work under the overall supervision of the PMU State Coordinator and in close collaboration with Programme Lead, Tribal Development, UNDP. S/He will ensure engagement of all direct stakeholders and delivery of project objectives with other team members. • Support in preparation of state annual action plan on training and capacity building based on need assessment of different stakeholders involved. • Assist in identification of implementation bottlenecks and ways to resolve the same to strengthen implementation and oversight of the capacity development of implementing officers at different levels. • Support in creation of a cadre of master trainers at different levels for field level implementation and ensuring last mile delivery in tribal areas. Identify and map different resource persons available at the State and other regions for supporting the capacity building programmes on FRA, PESA and other Tribal development issues. • Assist in institutional mapping of different stakeholders in the state, working on different issues/ levels/areas on Tribal development. • Technical support in preparation and review of training resource materials (modules, manuals, SOPs etc.) catering to the training needs of different stakeholders. Prepare any relevant documents to support the necessary capacity development activities. • Support in preparation of a monitoring framework for the status, results, and milestones for the capacity development. • Assist in identification and facilitation of documentation of human impact stories, good case studies, project success and challenges and innovative models etc. • Any other tasks provided by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work.

Required experience

3 years of experience in training and capacity building related to tribals schemes and programmes • Prior experience in developing and conducting training programmes and capacity building framework. • Demonstrated experience of working on issues of Tribal development • Good understanding of tribal development related schemes and legislations • At least one year of experience of working in government/international agency funded projects is desirable. • Domain knowledge in areas like governance, convergence, tribal affairs, social justice and social inclusion • High-level of IT/computing skills (minimum: Microsoft Outlook, Word, Excel, PowerPoint) • Knowledge of and experience in gender mainstreaming is an asset. • Willingness to travel when required.

Mumbai – Maharashtra: Mumbai, is the most populous city in the Indian state of Maharashtra, offering a wide variety of jobs from conventional industries to IT services. It is also home to the Bollywood film industry. As India's capital of finance, Mumbai has the greatest number of fin-tech startups, and the cost of living and rental prices remains reasonably high. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in Mumbai. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions. The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. This assignment is part of the special programme initiative ‘Strengthening Health Systems and Access to Services for Marginalized Communities’. As per the UN Volunteer Conditions of Service, Section XVIII, the Conditions for this assignment are amended as follows: - The Monthly Volunteer Living Allowance (VLA) will be INR 90,000/- per month - The UN Volunteer is not eligible for entry lumpsum or travel costs - Health insurance will not be provided to dependents of the UN Volunteer - Access to UNV learning will be restricted to mandatory courses and free-of-charge learning resources provided by UNV.
