OBJECTIVES OF THE PROGRAMME
The mission of WHE is to build the capacity of Member States
in the South-East Asia Region, to manage health emergency risks and, when
national capacities are overwhelmed, to lead and coordinate the international
health response to contain outbreaks and to provide effective relief and
recovery to affected populations. The Management &Administration unit of WHE
is responsible for effective management and administrative support for the
emergencies programme and for ensuring that WHOemergency operations are rapidly
and sustainably financed and staffed. This consists of the provision of
high-quality, predictable administrative services (i.e. HR, Finance, work
planning, grant management) to the Emergency Programme, including during
emergency response, as well as effective monitoring of (and compliance with)
SOPs, leading to continuous improvement and business process excellence.
DESCRIPTION OF DUTIES
Under the direct supervision of Lead Regional Emergencies
(LRE) and overall guidance of Regional Emergency Director (RED) and in close
collaboration with Project Management Officer and other technical units of WHE,
the incumbent shall:
Assist in developing a grant mobilization strategy for WHE
programme based on existing and potential donors and fund raising mechanisms.
Provide support in drafting proposals as well as technical
reports for global, regional and country-level activities to donors based on
inputs received from HQ, RO and CO teams and messages from the External
Relations (EXR) team based in WHE HQ and Partnership, Interagency Coordination
and Resource Mobilization (PIR) SEARO.
Assist in monitoring funding proposals, grants
implementation rates and reporting deadlines in accordance with donors'
specific reporting schedules and requirements. Support overall and day-to-day
activities related to mobilization of resources, monitoring and tracking
funding needs and gaps including monitoring of WHE/SEARO entries in Resources
Mobilization Monitoring System (RMMS).
Coordinate in dissemination of information to RO and CO on
standard policies and procedures for resource and grant management, gather
information on best practices and lessons learned; serve as a reference point
for ROs/COs in this regard.
Establish and manage a network of donor contacts, funds
pledged/received and donor agreement implementation requirements.
Liaise with technical officers, budget and planning staff to
ensure that allocation and implementation of funds is in compliance with donor
requirements.
Support in updating and maintaining the global grant and
finance tracking system for WHO's work in humanitarian emergencies to monitor
deadlines for submission of proposals and reports to donors. Undertake any
other duties including replacing and backstopping as required.
REQUIRED QUALIFICATIONS
Education
Essential: University degree in Social Sciences/
International Relations/ Political Sciences/ Business Communications/
Marketing/ Medicine/ Management or Economics from an accredited /recognized
institute.
Desirable: An advanced university degree (Masters level or above) in
business administration, management or closely related field. Additional
certification in financial management would be an advantage.
Experience
Essential: At least two years' experience, in
financial and resource management, in management and administration as well as
in grant proposal, report writing and financial/grant tracking or similar
experience in a relevant field.
Desirable: Prior working experience with WHO/UN or with an international
Non-Governmental Organization. Experience in developing frameworks and
timelines for do nor proposal submissions. Proven international exposure in the
relevant area. Experience working in donor relations in the context of
emergency work.

Strong interpersonal, representational and organizational
skills, with proven ability to facilitate and strengthen the involvement and
collaboration of a broad range of internal and external partners. Demonstrated
success in resource mobilization complemented by the ability to conceptualize
ideas and promote consensus. Integrity, discretion, and sensitivity. Ability to
work and achieve goals under pressure. Knowledge or sound understanding of the
impact of emergencies and crises on social and economic development, and its
burden on populations. Ability to "think out of the box" and to make

REMUNERATION
WHO salaries for staff in the Professional category are
calculated in US dollars. The remuneration for the above position comprises an
annual base salary starting at USD 50,377 (subject to mandatory deductions for
pension contributions and health insurance, as applicable), a variable post adjustment,
which reflects the cost of living in a particular duty station, and currently
amounts to USD 1578 per month for the duty station indicated above. Other
benefits include 30 days of annual leave, allowances for dependent family
members, home leave, and an education grant for dependent children.
