Job Description

This position contributes to the achievement of UNDP’s priorities in Angola by supporting State decision-makers in Angola to understand and respond to the needs and rights of sexual and gender minorities and HIV-related key populations; by strengthening the capacity of these populations to understand and influence relevant public policy and laws; and by facilitating the involvement of these populations in governance processes. 

DUTIES & RESPONSIBILITIES

The Programme Analyst will support the implementation of the #WeBelong Africa programme in Angola, supporting state entities in sub-Saharan Africa to become increasingly accountable and responsive to, and inclusive of, LGBTI people and young key populations, which in turn will contribute to better laws, more responsive public sector services, and social norms that affirm these populations’ perspectives, needs and rights.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. This is a recognition of interconnected nature of development risks & crises that the world is facing and that call for assembling of multidisciplinary teams for an integrated & systemic response. Therefore, UNDP personnel are expected to work across issues, units, functions, teams and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Support the formulation and implementation of #WeBelong Africa programme strategies, workplans, and budgets for Angola, in order to advance the promotion and inclusion of the LGBTI and key populations in policy, laws, programmes, and social justice related movements.

  • Draft annual workplans and budgets for #WeBelong Africa in Angola.
  • Monitor progress towards workplan milestones and objectives.
  • Monitor expenditures against budget and make recommendations for spending.
  • Prepare monthly and annual reports.

Provide day to day management of #WeBelong Africa programme activities in Angola, including provision of technical support to partners, organization of events and meetings, research and preparation of reports and tools, and collection and reporting of relevant data and information for measuring success of the programme in line with the #WeBelong Africa Results Framework.

  • Design and deliver appropriate technical support and training interventions, drawing on best practice in LGBTI+ inclusion and HIV work with key populations.
  • Recruit and supervise short-term consultants responsible for additional technical support provision in specialized fields.
  • Plan and organize workshops and events, both logistically and substantively.
  • Conceptualize and design relevant field research and learning opportunities.

Facilitate, support, and maintain strategic partnerships with key stakeholders in government and civil society, in collaboration with the UNDP Governance and Global Fund HHD portfolios.

  • Identify potential champions of LGBTI+ and key population inclusion in key State roles, including parliamentarians, judges and senior government officials.
  • Develop relationships with State stakeholders through one-to-one contact and by facilitating their participation in appropriate national and regional events and processes.
  • Work closely with leading LGBTI+ organizations and leaders in Angola, identifying and responding to their needs in line with the objectives of #WeBelong Africa.

Facilitate the learning of lessons, knowledge management, and the use of evidence to inform relevant activities and initiatives.

  • Identify and promote the use of relevant existing knowledge products.
  • Identify key knowledge and evidence gaps and facilitate the development and sharing of relevant resources in response.
  • Design and oversee #WeBelong Africa related communication activities.
  • Participate in relevant Communities of Practice, within and beyond UNDP.

Manage partnerships and collaboration between the UNDP country office and the UNDP #WeBelong Africa regional team, and between UNDP and other UN Agencies, Government institutions, bilateral partners, academia and Civil society organisation for the effective management and implementation of #WeBelong Africa in Angola.

  • Represent #WeBelong Africa and UNDP as appropriate in UN development system meetings.
  • Represent Angola in relevant #WeBelong Africa regional meetings and processes.
  • Develop relationships with key development cooperation and philanthropic actors in Angola and support fundraising to sustain the programme. 
  • Ensure sound project management of #WeBelong Africa Angola component in the CO’s project planning and reporting systems.
  • Provide programmatic support to other CO’s projects as well as cross-cutting CO initiatives as and when required.
  • Lead on and respond to operational processes related to the Angola component of the #WeBelong Africa project including budgeting, delivery monitoring, monitoring of payment processes.

Context

The Health Sector in Angola is undergoing rapid transformation, in line with the reforms the Government is institutionalizing, to improve health service delivery for the population in the country. The country has a wide network of facilities comprising over 3,164 public facilities providing essential services. These include 13 National Hospitals, 32 specialized Hospitals, 18 Provincial Hospitals, 166 municipal Hospitals, 10 non-profit private Hospitals, 105 Maternal and Child Centres, 640 Health Centres, and 2,180 health posts. The country is committed to moving towards the attainment of Universal Health Coverage (UHC). As part of this, the implementation of interventions to address the control of communicable and non-communicable diseases is a priority area of focus. The WHO Angola office is called upon to support the country in this goal. Coupled with this is the current drive by WHO to open more opportunities for technically competent persons to have an opportunity to work with the organization, as part of its talent search and provision of opportunities to persons building careers in public health to enhance their international experiences. The WHO is therefore seeking a technically competent United Nations Volunteer to work as a Program Officer in addressing communicable and non-communicable conditions.

Task description

Under the guidance and overall supervision of the WHO Representative and working under the technical guidance of the UHC-Communicable and Non-Communicable Diseases team lead, the person shall contribute to the work of WHO in accelerating the implementation of interventions addressing the communicable and non-communicable conditions in Angola. The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda: • Support to addressing vector-borne conditions including Malaria • Facilitation to the implementation of interventions relating to Tuberculosis, HIV & Hepatitis B • Address the high burden of Neglected Tropical Diseases • Implementing innovations to increase coverage of routine immunization services • Participate in activities to expand new and/or supplementary vaccination activities • Support the development of strategies for addressing non-Communicable conditions, including mental health, oral health, rehabilitation services • Put in place initiatives that address the four key metabolic/physiological changes (raised blood pressure, overweight/obesity, raised blood glucose, and raised cholesterol), • Other duties as assigned by the WHO Representative Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. The 2030 Agenda for Sustainable Development Goals (SDGs) and the pledge to leave no one behind reflect the interconnectedness of health and sustainable development issues such as the widening economic and social inequalities, the climate crisis, rapid urbanization, the continuing burden of HIV and other infectious diseases (e.g., malaria, tuberculosis, COVID.19), the growing burden of non-communicable diseases and the emergence of health threats. The scope and scale of delivering health and well-being for all demands innovative partnerships and financing.

UNDP’s partnership with the Global Fund (GF), in line with UNDP’s HIV, Health and Development Strategy 2016-2021: Connecting the Dots, makes a vital contribution to UNDP’s Strategic Plan 2018-2021, the 2030 Agenda for Sustainable Development and the pledge to leave no one behind.   When requested, UNDP acts as interim Principal Recipient (PR), working with national partners and the Global Fund to ensure management, implementation and oversight of GF grants, while simultaneously strengthening health institutions and systems for national entities to assume the PR role over time. 

In Angola, the Ministry of Health and UNDP have had a long-standing, strategic partnership for health service delivery through Global Fund grants. Currently, UNDP is acting as the Principal Recipient for the consolidated HIV, Malaria and Tuberculosis 2018-2021. From July 2021 to June 2024, UNDP will act as Principal Recipient for a consolidated HIV, Malaria and Tuberculosis Grant. 

Most of the interventions planned in this Grant will be implemented at national level and in priority provinces based on their epidemiological burden. A new sub-national approach, already introduced in Benguela in 2020-21, will be replicated in Benguela province. Its objective is to expand the coverage of high-quality HIV, malaria and tuberculosis services for the most vulnerable populations: pregnant women, children under 5, adolescent girls and young women and key populations. To that end, UNDP establish an office in Benguela. The office will ensure that adequate grant management and implementation of activities are in line with the grant agreement and the sub-national approach. Lessons learned from the Benguela sub-national approach will inform the next Global Fund Funding cycle in Angola.

To help the UNDP Project Management Unit (PMU) deliver in a timely and quality assured manner on the Grant Performance Framework targets, while complying with UNDP and Global Fund rules and regulations, UNDP Angola is recruiting a Project Manager to be based in Benguela. 

Duties and Responsibilities

1.Provincial representation and provision of leadership for the implementation of the sub-national approach in Benguela province:

  • Represent the UNDP Global Fund Project vis-à-vis the Provincial Government, the Provincial Health Directorate as well as in strategic partnership forums related to HIV, malaria and tuberculosis within the province;
  • Develop and maintain excellent working relationships with Provincial and Municipal Health Directors in the province to ensure ownership of project/Global Fund grant implementation;
  • Ensure adequate synergies between Provincial Government, the Global Fund project and other donor-funded activities taking place in the province which are related to HIV, malaria or tuberculosis;
  • Identify and communicate risk areas in particular the risk of deviation from the implementation plan to avoid delays; formulates and implements risk assurance measures;
  • Maintain close collaboration, coordination and planning with the UNDP Global Fund project  office in Benguela;
  • Contribute to periodic UNDP reports for the Country Coordination Mechanism, UN Joint Team on HIV/AIDS, Malaria and TB, bilateral partners, Civil society and the general public as and when necessary.

 

2. Implement the disease programme monitoring and evaluation strategy and guidelines, resulting in quality M&E activities

  • Ensure the development and implementation of detailed activity workplans to help achieve grant performance targets for the province, in collaboration with the Provincial Health Directorate focal points for HIV, malaria and tuberculosis as well as NGO Sub-Recipients;
  • Ensure the development and implementation of a provincial monitoring & evaluation plan including field visits to health facility and community-based activities, in Benguela’s 12 Municipalities, in close collaboration with the Provincial Health Directorate;
  • Ensure the timely collection, reporting and quality assurance of the UNDP Global Fund project data from the province; address queries raised by the Ministry of Health Disease Programmes, Global Fund or the Local Fund Agent (LFA);
  • Monitor key grant performance indicators at provincial level and ensure that they are reported and discussed with Provincial and Municipal governments;
  • Support NGO Sub-Recipient management and oversight through M&E visits and grant performance review meetings at provincial level;
  • Coordinate all Project meetings and field visits to and within the province; support the organization of visits to Benguela project sites by Luanda and Benguela-based UNDP staff, the Global Fund or the Local Fund Agent;
  • Identify, report and help address bottlenecks to the achievement of grant targets for the province, at health facility or community level;
  • Support the identification, documentation and dissemination of positive performance, success stories as well as lessons learned from the sub-national approach. 

3. Lead and guide on the implementation of programmatic activities in Benguela:

  • Lead in ensuring that the planned programmatic activities are implemented as planned;
  • Engage UNDP Global Fund project staff, sub-recipients and partners in ensuring that the planned implementation activities is as per the workplan;
  • Ensuring that  bottlenecks related to programmatic activities implementation are resolved, including seeking of further support from the UNDP Global Fund project office in Luanda as well as engaging the local authorities to surpass local challenges;
  • Participate in and/or lead (when applicable) national and provincial forums that ensure timely and efficient programmatics activities implementation;
  • Lead in ensuring continuous positive engagement of the provincial health authorities in the facilitation of activities implementation.

 

4. Manage UNDP HR and assets in Benguela province

  • Line manage a team of four (4) including an M&E Associate, a PSM associate, an Administrative/Finance Assistant and a Driver; develop and monitor annual performance and professional development objectives;
  • Support the deputy programme coordinator and provide oversight to UNDP’s disease programme advisors in malaria, HIV/AIDS, Tuberculosis and laboratory services;
  • In all project operations, ensure compliance with UNDP Programme Operations Policies and Procedures (POPP);
  • Ensure proper management of Project-procured assets including asset inventory and reporting;
  • Ensure service providers and contractors adhere to project outlined deliverable. This will include the service providers involved in the warehousing and distribution of health commodities;
  • Ensure comprehensive archiving of Project documentation, both electronically and physically;
  • Ensure the safety and security of UNDP personnel, premises and assets in consultation with UNDSS. 

5. Performance management & knowledge sharing 

  • Supervise, energize and motivate the Benguela Office team and ensure staff capacity building in provincial activities implementation;
  • Contribute the the development of project management knowledge products based on lessons learned, experiences and data generated through grant implementation and provide sound contributions to UNDP knowledge networks and communities of practice;
  • Identify success stories and best practices learnt from the grant and ensure proper documentation and dissemination; 
  • Provides training and guidance to the provincial team and develops work plans and priorities, monitors achievements and evaluates performance of UNDP Benguela office staff.

Under the supervision of the Deputy Programme Coordinator in close coordination and planning with the Kwanza Sur Project manager, Senior M&E Specialist, Senior PSM Specialist and Senior Finance Specialist the Benguela Project Manager will be responsible to ensure successful implementation of the for the sub-national approach.

Required Skills and Experience

Education:

Experience:

Responsibilities will be focused on supporting the southern provinces of Angola and supporting nutrition activities at national level in Luanda. Task description

Within the delegated authority and under the supervision of the Nutrition Specialist or his/her designated mandated representative(s), the UN Volunteer Nutrition Officer will: •Support programme development and planning: Provide technical and operational support throughout all stages of programming processes by supporting a variety of technical programme transactions; preparing materials and documentations and complying with organizational processes and management systems. •Programme management, monitoring and delivery of results: Support results-based management (RBM), and monitoring and evaluation of results for the nutrition programme. •Technical and operational support to programme implementation: Support regular programme field visits and surveys, and exchange information with partners and stakeholders to assess progress and provide technical support. Refer and report critical issues and bottlenecks to relevant officials for timely resolution. •Networking and partnership building: Build and sustain effective close working partnerships with nutrition sector government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve programme goals and deliver sustainable results. Living conditions and remarks

Angola was on the path to graduate to a middle-income country in February 2021 before the COVID-19 pandemic however public resource allocation for the social sectors is insufficient, compromising the availability and quality of services and qualified personnel. Traditional donor assistance continues to decline resulting in a very challenging, yet promising funding environment with a vivid and growing private sector stimulated by the government push to diversify the economy. Sixty-four per cent of the total population (30.4 million in 2018) is below the age of 24, with 48 per cent children under the age of 15. Angola remains prone to natural disasters and health emergencies, including floods, droughts, and disease outbreaks. The country is also affected by migration, conflict, and other regional crises, which have detrimental impacts on the affected populations, particularly the most vulnerable women and children, while undermining access to services and pushing the population deeper into poverty. Luanda is a sprawling city, and reasonably calm, though like many big cities it is susceptible to crimes and other security and safety related problems. During the last three years more frequent robberies have been reported, while the authorities continually reinforce the commitment to maintain law and order. Living conditions are as in many other advanced cities and accommodation of high quality is not difficult to find. Living costs are not dissimilar to most big cities in Europe. Luanda experiences a warm climate year-round, the summers are short and hot, and can be overcast while the winters are more comfortable, dry, and mostly clear. Angola is a unique country, and the UNICEF Angola nutrition programme offers the opportunity to learn at both upstream and downstream levels in a supportive environment. It provides for an interesting and enriching experience, but also requires tenacity, stamina, and commitment. PURPOSE OF POSITION:

The technical advisor will have responsibility for overseeing the technical implementation of a project which includes training for physical rehabilitation providers, provision of assistive devices and the provision for the medical and physical rehabilitation needs of civilian victims of war and other people with disabilities. This will include the technical oversight of proposal submissions from potential sub-grantees and the awards once made. The technical advisor will travel to relevant sub-grantees and monitor the quality of their work and arrange for additional training or supervision to ensure that their work meets the required standards. The technical advisor will participate in reviewing sub-grantee reports and support the development of project reports. The technical advisor will also play a key role in setting up data and data collection and in the analysis to inform changes in technical programming to produce better development outcomes. This is a $5 million grant taking place over a period of 3 years.


KEY RESPONSIBILITIES:
Technical Support to Sub-Grantees:
  • Conduct visits to relevant sub-grantees to monitor quality of service implementation.
  • Oversee training of rehabilitation professionals.
  • Provide technical support to sub-grantees during visits or remotely.
  • Development of technical resources to support sub-grantee implementation.

    Technical Oversight:
  • Report on the quality of technical implementation by sub-grantees.
  • Conduct technical assessments of potential sub-grantees prior to awards.

    Monitoring & Evaluation, Representation & other:
  • Liaise with host government service providers and technical officials on technical issues.
  • Discuss plans and strategies with different technical stakeholders to ensure proper understanding of the project’s concepts, including time frame.
  • Consolidate technical learning within the project into a manual, training and support materials.
  • Attend and participate in weekly chapel services and daily devotional meetings.

Required:
  • Qualified physical therapist with at least 5 years of experience in providing physical rehabilitation in conflict-affected countries.
  • Experience in providing training to rehabilitation professionals desirable.
