Throughout the COVID-19 pandemic, lives and livelihoods of the most vulnerable are put at risk across the globe, undermining decades of progress towards the SDGs. In response to this, many governments are currently adapting and/or putting in place new social protection policies, systems and schemes.

Context

Cameroon is a lower-middle-income country with a population of 23.3 million people of diverse ethnic and two linguistic groups. Ranked 153rd of 188 countries in the 2016 Human Development Index, the average life expectancy is 58 years; 24% live on less than USD 2 per day and poverty is concentrated in the Northern and Eastern regions, where 90 percent of people requiring humanitarian support reside. At least 75 percent of the people over 15 years of age are illiterate, with wide disparity between men and boys (78 percent) and women and girls (65 percent). Cameroon is confronted with three major complex crises: the crisis in the Lake Chad basin impacting the Far North region; the consequences of the influx Central African refugees in the east and the crisis in the Northwest and Southwest (SW/NW). More than one million people are displaced, and 4.5 million people have humanitarian needs. These challenges are reinforced by structural factors and chronic vulnerabilities that aggravate the impact of crises and affect people's resilience capacity. The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. WFP’s current Country Strategy Programme (2018-2021) contributes to all four United Nations Development Assistance Framework pillars: (i) increase employment opportunities and measures to protect women, young people, children and socially vulnerable people in target areas; (ii) improve the health of target populations and prevent child malnutrition in all its forms; (iii) improve access to education and quality vocational training; and (iv) strengthen the resilience of target populations addressing food insecurity and environmental, social and economic shocks. WFP Cameroon is currently seeking for International UN Volunteers to provide support and technical expertise to the Field Offices with the design and management of programmes of moderate size or complexity that effectively meet food assistance needs or contribute to policy formulation and / or provide technical advice or oversight on programme strategy and implementation.

Task description

Under the general supervision of the Head of Field Office, and the technical supervision of the CO Head of Policy, the incumbent UN Volunteer will perform the following tasks: 1. Contribute to formulation of WFP-wide programme policies in line with both organisational strategy and the practical realities of operating in the field; or translate programme policy into Regional/Country level practices. Developing programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ and field operations. 2. Provide advice and support to COs on moderately complex issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance. 3. Provide technical advice or mobilise technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition. 4. Assist counterparts in governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation, and implementation of moderately complex food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels. 5. Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work. 6. Enhance WFP’s leadership status in forums relating to area of specialism, for example food security, nutrition, livelihoods, resilience or engagement in humanitarian, transition and development contexts through direct participation, briefings, information products and other materials. 7. Manage operational research and evidence building on issues relevant to food assistance. 8. Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use. 9. Contribute to resources mobilisations efforts for WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary. 10. Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes. 11. Lead, motivate and develop a team of staff to enable high performance. 12. Ensure the best use of assigned financial resources for achievement of set objectives within a moderate budget. 13. Contribute to Country Office Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs. 14. Other as required.

Living conditions and remarks

These positions are located within the WFP field Offices of Bertoua Batouri and Ngaoundere. Bertoua: is the capital city of the East region of Cameroon, located in the Lom-et-Djérem division and erected as an urban council in 2008. Located 350 km from Cameroon capital, Yaoundé, Bertoua has a population of around 300,000 people. Together with neighboring communities, Bertoua hosts a considerable number of refugees fleeing conflicts in Central African Reublic. It is mainly accessible by a road drive of around four hours and offers all acceptable commodities for a city, including a young state university created in 2022 (University of Bertoua). WFP has a Field Office in Bertoua overseeing two antenna offices in Batouri and Garoua Boulai and implementing emergency and development programmes using General Food for Assistance, Cash Based Transfers and resilience-focused activities Food for Assets in favour of refugees from Central African Republic and host communities. Batouri: is a main town of to the Kadey department in the East region of Cameroon. From a two-hour drive from Bertoua, and a seven-hour drive from Yaounde, Batouri is host to around 50,000 people, living mainly from agriculture, fishing, animal husbandry, petty trade and widespread artisanal mining of precious minerals. WFP has an antenna office in Batouri supporting with the implementation of emergency and development programmes using General Food Assistance, Cash Based Transfers and resilience-focused activities Food For Asset in favour of refugees from Central African Republic and host communities. Ngaoundere: is the capital city to the Adamawa region of Cameroon. It enjoys mild temperatures most of the year and is host to one of the largest universities in Cameroon, University of Ngaoundere, with over 25,000 students. With an estimated population of 230,000 people in 2020, Ngaoundere is located in the north of the Adamawa plateau and offers interesting attractions such as the Benue Natural Park. It offers a variety of hotels of good standard as well as medical facilities. Ngaoundere is accessible by road (12 hours’ drive from Yaounde), by train (14 hours’ trip from Yaounde) or via weekly local flights of around 50 min. WFP has a Field Office in Ngaoundéré which oversees two antenna offices in Touboro and Meiganga, implementing emergency and development programmes using General Food for Assistance (GFA), Cash Based Transfers(CBT) and resilience-focused activities Food For Assets (FFA) in favour of refugees from Central African Republic and host communities. Cameroon is a unique country with a mix of Development-Humanitarian unique operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live, work and travel in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.

This job is located in Ethics Office in Rome, Italy, Headquarters (HQ), reports directly to the Senior Advisor on Protection from Sexual Exploitation and Abuse (PSEA). 

WFP is committed to uphold a zero-tolerance approach to Sexual Exploitation and Abuse (SEA). Since 2018, the Ethics Office has been the Organizational Focal Point for PSEA responsible for overall coordination of PSEA efforts globally. The PSEA unit focuses on effective prevention and protection measures to safeguard the people WFP serves from SEA and to take actions with a victim-centred approach. This is done by facilitating a multi-disciplinary approach to PSEA, including identifying good practices, supporting interagency coordination and UN coherence, and providing advice and guidance to employees on SEA prevention and response.

JOB PURPOSE

The purpose of this position is to provide expertise and substantive advice to contribute to the PSEA Strategy of the Ethics Office and the rollout of the revised Executive Director Circular on PSEA which outlines the internal framework for addressing SEA. This position will support this process through ensuring PSEA is reflected and integrated into standard corporate processes with a focus on those related to programme design and monitoring. This role also includes strengthening outreach and engagement with regional bureaus, country offices, and relevant HQ Divisions in the area of PSEA. 

KEY ACCOUNTABILITIES (not all-inclusive)

  • Participate in the technical rollout of the ED Circular on PSEA (WFP PSEA policy framework) by developing technical guidance and tailored training and capacity-building modules.
  • Provide technical advice to the downstream implementation and mainstreaming of PSEA across the organization by working with counterparts to strengthen of links between units and functions, especially the work of Risk Management Division, Gender, PRO-P, and Human Resources.
  • Contribute to the development and implementation of PSEA assessment guidance and tools and track progress towards WFP PSEA commitments at the country level by working with technical counterparts to build upon corporate PSEA risk management tools.
  • Conduct collaborative engagement with PRO-M and other HQ colleagues to ensure that PSEA is adequately captured and integrated in CSP guidance, quality checks, and review and approval processes.
  • Provide technical and policy level inputs to the Strategic Evaluation of WFP’s Protection from Sexual Exploitation and Abuse (PSEA) and conduct analysis of the final report.
  • Manage the development of WFP’s updated PSEA Strategy and Policy Framework, integrating recommendations from the Strategic Evaluation and other feedback/data from field operations.
  • Develop corporate indicators, methodologies and testing and reporting to feed upstream to strengthen corporate mechanisms on PSEA. This will be done by working with technical counterparts.
  • Manage the development of models and processes to integrate feedback and learning into programme adaptation. This will be done by conducting a technical review and interpretation of the data available and current processes.
  • Develop a knowledge management approach and tools on PSEA, including the maintenance of the repository of tools, documentation of promising practices, etc. This will be done by conducting a technical review and interpretation of the current information available and current knowledge management processes. 

STANDARD MINIMUM QUALIFICATIONS

Education:    

  • Advanced university degree in political science, law, ethics, human resources, public administration, communications, social sciences, or other related fields or an undergraduate degree with additional years of related work experience and/or training/courses.

Experience:   

  • 5 years of relevant progressively responsible especially in the field of sexual exploitation and abuse, and protection.

Knowledge & Skills: 

  • Working knowledge of Protection from Sexual Exploitation and Abuse (PSEA) and/or related topics such as Protection and/or Gender-based Violence.
  • Strong analytical, written, and oral communication skills, as well as conceptual thinking.
  • Demonstrable report and presentation writing skills.

Based in the Global Advocacy, Communications and Marketing (CAM) department and reporting to the Head of Global Advocacy, the post holder supports the design and implementation of advocacy strategies and activities conducted by WFP to enable ‘Saving Lives and Changing Lives’ mandate and the SDG 2. This role seeks to develop processes and methodology for global support and capacity building at regional and country levels as well as consulting with the relevant global programmes team to develop a shared advocacy vision and plan. 

The post holder will lead specific advocacy efforts at the global and regional levels and will be responsible for guiding and supporting Regional Bureaus in the development of advocacy strategies and plans as well as guiding them on their roll-out. In addition, the post holder will support the capacity building of CO colleagues and other relevant teams to implement effective advocacy initiatives by providing technical support to national and regional team as well creating linkages and support.

STANDARD MINIMUM QUALIFICATIONS 

Education:  

  •  A Master’s degree in International Development, International Relations, Public Relations, Public Policy, and or any other relevant field or a First University degree with additional years of related work experience and/or training/courses.  

Experience:     

  • More than 5 years of high-level experience in advocacy and influencing in humanitarian and development sectors, some of which must be with UN agencies. 

Knowledge & Skills:    
Experience in Advocacy:  

  • An exceptional understanding of advocacy in humanitarian, peace, and development contexts with special focus on engaging global regional, and national platforms and government for desired policy and advocacy changes on SDG2.

COUNTRY CONTEXT 

Niger is a low-income, landlocked Sahelian country, ranked last in the global Humanitarian Development Index 2021. With a population of around 24.9 million people, Niger continues to grapple with persistently high levels of food insecurity and malnutrition, caused primarily by poverty, conflict, climate shocks, demographic pressure, and gender inequalities. 

The WFP Niger country strategic plan 2020-2024 focuses on supporting the government in emergency response while implementing integrated resilience activities to protect livelihoods and build long term resilience. WFP also aims to strengthen national capacities to ensure the sustainability and ownership of Zero Hunger solutions, for example through measures to make the national social protection system more shock-adaptive and gender-responsive. As the leading agency in the provision of food and nutritional assistance to food insecure households in Niger, WFP plays a key role in supporting the Government and working with partners to solve complex food insecurity challenges and to ensure that much needed assistance reaches the most vulnerable households through the best choice of modality for meeting their needs. 

The duty station is originally classified as E hardship category - Family duty station with an R&R cycle of 12 weeks, however, currently, the R&R cycle is every 8 weeks with temporary family restrictions. The information is to be updated.

THE ROLE 

This position is based in the Niger Country Office (CO), and the job holder will report to the senior programme policy officer. The role will be focused on the livelihoods and smallholder support component of the WFP’s integrated Resilience programming and food systems approach.

KEY ACCOUNTABILITIES (not all-inclusive) 

  1. Contribute to formulation of WFP-wide programme policies with a focus on livelihoods, smallholder support, resilience-building, and food systems, in line with both organisational strategy and the practical realities of operating in the field; or translate programme policy into Regional/Country level practices. Developing programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ and field operations.
  2. Provide advice and support to COs on moderately complex issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.

Provide technical advice or mobilise technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition.

Assist counterparts in governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of moderately complex food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels.
  5. Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
  6. Enhance WFP’s leadership status in forums relating to area of specialism, for example food security, nutrition, livelihoods, resilience or engagement in humanitarian, transition and development contexts through direct participation, briefings, information products and other materials.

We are looking for a dynamic, collaborative, highly motivated person to join WFP’s Impact Evaluation Unit as Evaluation Officer at the P3 level, based in the Office of Evaluation (OEV) at our Headquarters in Rome, Italy. 

ORGANIZATIONAL CONTEXT 

Our office provides global leadership, standard-setting and oversight of WFP’s entire evaluation function and are accountable for setting and enhancing the framework of norms and standards, accountabilities, and coverage for the different categories of evaluations (centralized, decentralized and impact); as well as maintaining the high quality of WFP’s evaluation function with continued innovation and improvement in evaluation quality and relevance. 

WFP is gearing up to play a leadership role in the delivery of operationally relevant and useful impact evaluations that contribute to global evidence. Realizing this ambition requires delivering responsive and adaptive impact evaluations in rapidly evolving contexts. New programmes, technologies and data sources present great opportunities for WFP to harness the full potential of impact evaluation as a tool for learning. Impact evaluations are aligned with corporate evidence priorities through impact evaluation “windows”, which are OEV coordinated portfolios of country-specific impact evaluations. Current windows focus on 1) cash-based transfers and gender equality and women's empowerment (GEWE), 2) climate change and resilience, and 3) school-based programmes, and we are developing a 4th window on nutrition. 

Our Impact Evaluation Unit aims to achieve four main objectives: 1) contribute to the evidence base for achieving global goals; 2) deliver operationally relevant and useful Impact Evaluations; 3) maximize Impact Evaluation responsiveness to rapidly evolving contexts; and 4) harness the best tools and technologies for Impact Evaluation. 

This position reports to the window coordinator for cash-based transfers and gender and will mainly focus on supporting impact evaluations that are part of the optimizing humanitarian impact evaluation workstream. 

KEY ACCOUNTABILITIES (not all-inclusive)

You will be responsible for: 

1.    Supporting impact evaluations that are part of OEV’s Optimising Humanitarian Interventions Workstream (cross-cutting with Impact Evaluation Windows) and individual impact evaluations (70%): 

•    Respond to demand and assess feasibility to partner with WFP country offices to conduct impact evaluations, while ensuring alignment with ongoing IEs.
•    Make key contributions to the design of impact evaluations. 
•    Help develop and manage (window-level) pre-analysis plans.
•    Manage all elements of IEs, including coordinating across academic partners and COs, undertaking field missions, supervising field coordinators and data collection firms, training enumerators supervising incoming data quality (with assistance from research assistants), analysing data, and contribute to writing impact evaluation reports and (academic) articles for different audiences.
•    Contribute to and oversee analysis and output development for impact evaluations. 
•    Contribute to grant-reporting, internal reporting, budgeting, and fundraising efforts.
•    Keep relevant internal stock-taking and budgetary systems up to date. 

2.    Production of additional analytical outputs (20%):  

•    In addition to contributing to final IE reports and academic papers: use impact evaluation or other data to produce insightful analytical outputs of varying length, e.g., diagnostic pieces, descriptive articles, blog posts, etc. 

3.    Capacity building & Communications for WFP’s impact evaluations (10%): 

•    On-demand technical support to impact evaluation queries from Country Offices and Regional Bureaus. 
•    Build impact evaluation capacity of WFP staff and partners through development and management/oversight of trainings and events. 
•    Support communications and dissemination of impact evaluation results in coordination with OEV’s communications team. 
•    Participate in seminars, conferences, and workshops to field demand for IE, present IE, or other results, engage in active dialogue with academics and practitioners.
•    Support WFP’s efforts to develop a community of practice on IEs in humanitarian contexts. 

STANDARD MINIMUM QUALIFICATIONS

Mission and objectives

Context

WFP Kenya Country Strategic Plan (CSP) 2018-2023 was approved in June 2018 and went live in July 2018. The CSP contains 4 outcomes and 7 activities. Each of the activities has several outputs. The CSP results frameworks provides details of the indicators that will be used to measure performance for each of the activities. In the CSP, WFP Kenya commits to developing baselines for each of the CSP outcomes, monitor and measure progress in achieving the set outcomes through process/activity monitoring, assess performance through outcome monitoring, reviews, and evaluations. The primary purpose of the position is to support M&E field processes for all the outcomes, reviewing all field monitoring reports to ensure all M&E related issues are followed up and addressed, reviewing M&E data and reports for timeliness, completeness and quality highlighting gaps and or areas that need strengthening, developing and updating frameworks for documenting progress in implementation of M&E recommendations, keeping an online updated system of all sites, samples, indicators, their progress and technical support to field offices in M&E data collection activities.

Task description

KEY ACCOUNTABILITIES (not all-inclusive) • Work with the M&E programme officer and M&E senior associate to support process monitoring for all the CSP outcomes • Support review of all field monitoring reports for timeliness, completeness, and quality highlighting gaps and or areas that need strengthening • Lead remote monitoring, working closely with beneficiary services unit and the senior M&E associate • Review field monitoring narratives and data submitted by field office to ensure consistency • Develop and keep an updated system of results for all indicators monitored, tracking progress in achievement of the targets • Develop and keep an updated system for M&E monitoring requirements for field offices • Develop a system with all project sites, Update monitored sites for each activity against sampled sites working closely with the senior M&E associate to ensure sampling is representative and field offices are in progress of achieving their set monitoring targets, reporting, and implementation of recommendation. • Collate M&E-related issues raised through weekly field office reports, follow up, and or escalate as required • Support in developing and updating Kenya CSP M&E guidelines • Support in writing and disseminating monthly and quarterly M&E reports and developing action sheets with key findings • Support in updating COMET implementation • Support Outcome, reviews, and evaluation processes • Support other M&E activities including but not limited to field and outcome teams technical support, trainings, CP reviews, etc. • Perform other related duties as required core organizational competencies : 1. Required experience

5 years of experience in in Information systems management, project monitoring and evaluation, data collection analysis, and report writing. • Strong attention to detail and accuracy are essential. Progressive responsible work including at least one year in the relevant field above. • Ability to write correctly in English and to communicate matters orally and in writing. • Should be able to maintain accurate/precise records, perform detailed work, and to handle a large volume of work quickly and accurately under time constraints. • Should be able to work independently with minimum supervision. • Courtesy, tact, and the ability to work effectively with people of different national and cultural backgrounds. • Programme Lifecycle & Food Assistance: Can facilitate implementation of food assistance programmes under guidance using a basic understanding of principles and good practices of programme design, implementation, and monitoring. • Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to facilitate, under guidance, food assistance programme implementation that deploys full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation. • Knowledge of Specialized Areas: Understands basic technical concepts and data and their relevance to food assistance programmes. • Emergency Programming; Displays capacity to provide inputs into the development, implementation, and realignment of high-quality emergency programmes. • Strategic Policy Engagement with Government: Understands and applies basic principles of engagement with government counterparts at the national or local level.
