Org. Setting and Reporting

The position of Requisition Assistant is located in the United Nations Interim Force in Lebanon (UNIFIL) Naqoura, in the Supply Chain Management Section, under Acquisition Management Section. The incumbent will report to the Acquisition Planning Officer and/or to the Chief of Section/ Unit.

Responsibilities

Within the limits of delegated authority, the Requisitions Assistant will be responsible for performing the following duties:
• Prepares requisitions for diverse services and commodities (e.g., information technology and communication equipment, vehicles, medical equipment and supplies, food rations, fuel, construction and building maintenance materials, furniture and fixtures, stationery and office supplies, etc.) in a timely manner in accordance with the mission's acquisition plan, and monitors status of requisitioning and procurement processes of assigned categories.
• Prioritizes requisition preparation as per guidance of Acquisition Planning Officer, taking into an account changing priorities and emergencies, resulting into an optimal delivery schedule to meet mission's requirements.
• Liaises with counterparts in acquisition planning unit or UNGSC on items availability prior to raising requisition/shopping cart to acquire new items and raises internal (transfer) orders for items to be supplied from existing inventory of Strategic Deployment Stock (SDS) or surplus stock in other missions.
• Maintains relevant databases and files in order to keep track of any contractual agreements and update the various stakeholders regarding the assigned categories.
• Oversees that correct items are selected from the Material Master when raising shopping carts in order to buy items from catalogues related to global or regional systems contracts.
• Oversees the preparation of requisitions for service contracts requirements and maintenance plans in accordance with the contract terms.
• Ensures that all requisitions for goods have accompanying requisitions for freight forwarding, as appropriate, and includes guidelines for suppliers for detailed packing instructions and delivery plan by destination.
• Ensuring that sufficient funds are available for all requirements.
• Monitors the use of adequate lead times from requisitioning so that realistic foreseen delivery dates are duly inserted in the requisitions; also ensures that all requisitions are in compliance with contract terms and agreed delivery schedules.
• Works in close collaboration with internal stakeholders, such as the technical units within Service Delivery and Supply Chain Services/Sections, and assists in the preparation of the technical specifications, e.g., Statements of Work (SOWs), Terms of Reference (TOR), etc. for various services and commodities not available from existing stock or systems contracts, ensuring completeness of the requirement and technical evaluation criteria.
• Collaborates with Procurement Section regarding the procurement process for raised requisitions, and monitors outstanding requisitions, keeping the various stakeholders informed of their status.
• Alerts Acquisition Planning Officer and acquisition planning unit of any recurring or duplicated requirements in order to optimize the requisitioning and supply chain management process.
• Performs local market search for immediately required goods and services, obtains the same through accepted procurement procedures, gathers relevant information for further processing.
• Leading contract performance evaluation unit duties including vendor performance evaluation, where appropriate, in coordination with the end-user, if applicable.
• Implements mission policies and procedures, including Standard Operating Procedures (SOPs), guidelines and instructions, governing the requisitioning and procurement process; Contributes to the periodic review and maintenance of same.
• Implements internal control systems including maintenance of accurate and complete accounting, reporting and all electronic/hard copy records for quality control purposes and ensure proper audit trail.
• Supervises and provides work direction and guidance to junior requisitions assistants; manages and coordinates the activities in his/her area of responsibility.
• Performs other duties as requested.

Education

Job - Specific Qualification

Certificate in Public Procurement - Chartered Institute of Procurement and Supply (CIPS) level 4 or equivalent is desirable.

Technical or vocational certificate in at least one of the following areas is required: logistics, supply chain management, business administration and procurement.

Work Experience

A minimum of eight (8) years of progressively responsible experience including 2 years hands on in acquisition management , in supply chain, inventory management, logistics, procurement, requisitioning or Contracts Management, is required.

Experience in providing logistics and supply chain support services in a conflict or post conflict environment is desirable.

Experience leading an Acquisition Management or Requisitioning unit/team is desirable.

Experience working with SAP (Umoja ERP - Enterprise Resource Planning) systems or other similar platforms in the areas of scheduling, inventory control, procurement and/or logistics processes is desirable.

Languages

These two positions are located within the Security Section, in the United Nations Interim Force in Lebanon (UNIFIL); Naqoura. One position is in the Field Security Coordination Office (FSCO), the other position is in the Security Information and Operations Center (SIOC). Responsibilities

• Investigates security-related incidents involving UN personnel, project personnel or eligible dependents.

Org. Setting and Reporting

This position is located in the Dispatch Unit of Transport Section of the United Nations Interim Force in Lebanon (UNIFIL) in Naqoura. The Transport Assistant will report to the Chief Transport Officer.

Responsibilities

Within delegated authority, the Transport Assistant will carry out the following duties:

• Coordinates the provision of ad-hoc transportation services to meet all requirements including staff and equipment movement for operational duty purposes. Analyzes transportation requests and carries out route planning and reconnaissance.
• Responsible for evaluation and conducting of Driving Test for military, international and national civilian staff requesting for UNIFIL Driver’s Permit as processing and issuance of said permit as authorized by the CTO.
• Brief new personnel of the mission Transport rules and regulations and their responsibilities regarding UNIFIL vehicle use.
• Conduct Road Safety Instructions to ensure all vehicles are operated in accordance with UN rules and regulations.
• Maintain records on all UNIFIL Driver Permits issued and update database when necessary.
• Provide assistance during check-out of military and civilian personnel.
• Issue and check vehicles prior to release and upon return from users. Monitors the mechanical condition and ensures daily maintenance is performed on all dispatch vehicles.
• Liaises and coordinates with the workshop vehicle technicians on the periodic maintenance and repair of Dispatch vehicles to ensure the reliability of the transportation service.
• Organize, manage, and supervise ground mobility support to VIP/Senior Staff/Delegations visiting the mission.
• Supervise and manage dispatch vehicle pool ensuring proper use.
• Identify needs of the unit for distribution and replacement of vehicles
• Maintains files and documentation related to assigned duties and prepares reports for supervisors.
• Performs other related duties as required.

Org. Setting and Reporting

Responsibilities

Budget:

Prepare budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures, compile responses to the questions from FOFD, ACABQ, and 5th Committee.
Reviews pre-commitments for goods and services to ensure (a) correct commitment item have been charged, and (b) availability of funds.
Ensure efficient and effective use of budgetary resources through robust monitoring of budget utilization to the approved budget and timely provision of information to Mission management for decision making. Provide support and guidance to fund centre/programme managers on budget implementation and corrective actions where necessary. Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.

Accounting:
Performs monthly and yearly closing of accounts procedures in Enterprise Resource Programme (Umoja).
Analyzes complex/unusual accounting transactions and all open items in the accounting system ERP (Umoja) for corrective actions.
Reviews and reconciles various clearing accounts and investigates erroneous/invalid entries to take appropriate corrective accounting action.
Processes incoming/outgoing interoffice vouchers (IOVs), interoffice billings (IOBs) and intermission billings (IMBs) from/to HQs, agencies, funds, programs and other field missions.
Ensures compliance with International Public Sector Accounting Standards (IPSAS) in all financial transactions.
Reviews current budget period commitments to ensure their validity to carry them forward and follow up on cancelation of outstanding commitments were not valid.
Prepare bank reconciliation for the Mission house bank.
Undertakes research and provides support to higher level with respect to IPSAS, accounts and policy analysis.

Account Payable and Receivable:
Review and verifies that relevant supporting documents have been provided, confirming that goods and services have been received in accordance with the contract, agreement, purchase order or other form of undertaking by which they were ordered and that they have been certified by a duly designated certifying officer before vouchers are processed and/or submitted for approval.
Reviews relevant banking details including amendments of banking details in the Business Partner (BP) for wire transfer payments, to ensure that payments are made only to those to whom the organization legitimately owes funds for goods and services received.
Prepare year-end report for the United Nations Joint Staff Pension Fund (UNJSPF) on all pension contributions made by national staff.
Act as an Approving Officer under Financial Rule 105.4 in adherence with the UN Regulations and Rules.
Advice and ensure that only valid year-end budget commitments confirming with established criteria are valid for carrying forward.
Provides guidance, training and support to colleagues including briefings to the military staff.
Process payment for the daily/leave allowance and other entitlements for the military staff.
Prepare staff member’s entitlements including daily subsistence allowance, travel claims, vendor invoices, agencies, etc., to ensure conformity and adherence to applicable United Nations policies e.g., applicable staff rules, financial regulations and rules, ST/AI issuances or practices, International Public Sector Accounting Standards (IPSAS) policy framework etc.

Treasury:
Supervise the disbursement of payments and monitor house bank account balances and transactions.
Identifies and annotates bank account movements and monitors bank balances of the mission's accounts.
Manage cash flow requirements of the Mission, verify imprest documentation and prepare imprest statement.
Make sure cash in vault is replenished timely to avoid shortage of cash.

General Duties:
Keeps up to date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, accounts and cash management, ensures compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.

Context

UNEP West Asia Office, based in Beirut, Lebanon, coordinates the implementation of UNEP’s Programme of Work in West Asia, with a focus on enabling member states and stakeholders to achieve their visions for sustainable development. This UNV assignment is part of UNEP’s programme of work on chemicals and pollution action.

Task description

Within the delegated authority and under the supervision of the Chemicals and Pollution Action Sub-programme Regional Coordinator or his/her designated mandated representative(s), the UN Volunteer Programme Associate will: • Support the coordination of the projects for the State of Kuwait related to low carbon strategy, chemicals, sustainable consumption and production, and state of environment reporting. • Contribute to development of National Programme for Chemicals Safety in Kuwait - the objective will be achieved through conducting a situation analysis on the status of chemicals management in the country and developing a national plan for chemical safety. • Contribute to the development and dissemination of awareness materials on plastic pollution. • Providing technical support to the implementing partners with the system implementation, testing, and data validation. • Support in the drafting of project reporting and required documentation. • Contribute to the organization and technical preparation of meetings, webinars, etc. This would include preparation of materials, info notes, and preparing meeting reports. • Research, analyse and present information gathered from diverse sources on pollution and chemical action. • Any other related tasks as may be required or assigned by the supervisor.

Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance. 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 21,816 (USD) yearly.

Introduction

There is a growing need for care globally, however, proper recognition of the contribution of care providers still lags behind, whether at the level of enhancing professionalisation of care services or acknowledgment of unpaid care work performed by household members usually women.

Lebanon is the fastest ageing country in the Arab States with the highest proportion of older people and the highest life expectancy. Many among this population, as well as persons with disabilities, and children, require access to long-term home-based care, in the absence of public investment in care infrastructure. The crisis context facing the country pushed many migrant workers who used to be the main providers of paid care into irregularity and shifted some of the responsibility for care to women in families in the form of unpaid work. Home-based care workers perform their job in isolated and unsafe work environments, and without access to decent work conditions let alone access to social protection and effective complaint mechanisms. This informal nature of service provision of home-based care also means that workers do not always have the competencies required, and recipients of certain types of care, namely the elderly and children, suffer from the lack of skills and from a lack of oversight and accountability in the sector. This has led to a vicious circle of a care economy that operates outside of the regulation or protection of the state.

To address these challenges, the ILO supported the “Women Empowerment in the Context of Care” intervention which started in 1 April 2023 and will continue until 30 September 2024. The intervention aims to structure a response to care work needs in Lebanon and pave the way to professionalise the sector through greater formalisation and regulation of care services, in line with decent work principles, and by exploring cooperatives and small enterprises as entry points. This will be done through community work, research, advocacy campaigns, policy interventions, skills training, and provision of seed funds to care social enterprises/cooperatives. There is also a linkage to a digital platform managed by the Ministry of Labour, that enables job matching and provide information on labour rights in the care sector.

Reporting Lines:

The incumbent of the Project Assistant (FT - 50 %) will carry out tasks under the direct supervision and guidance of the Senior National project Officer and will work closely with relevant members of other projects and units within the ILO.

Description of Duties 

Administrative:

1. Provide general Office/Project assistance, handles routine administrative tasks, advice and guidance to staff with regard to administrative procedures, processes and practices including support to project-related missions and activities, preparing budgets, coordinating travel and lodging of officials and participants, recruitment and payment of resources persons, and taking notes at meetings/seminars.

2. Support in preparing background information, working papers and presentations, including data and tables related to the project activities. Draft non-substantive correspondence on projects and programme activities and reports related to project activities in accordance with the requirements of the Office.

3. Review outgoing documents for conformity with established procedures to ensure accuracy of information and statements, and compliance with ILO communications guidelines, before being signed by the supervisor. Document media records related to the project.

4. Compiles, summarizes, and enters data on project delivery and record/register/control plans on the status of projects at each project cycle and programming activities for monitoring and evaluation purposes.

5. Provide translation support in Arabic and English.

6. Arrange internal and external meetings and appointments for in-coming missions, including high-ranking officials.

7. Support in liaising with constituents and partners in preparation and follow up on activities.

8. Ensure proper and up-to-date filing related to the project.

Finance:

1. Issue POs for implementation agreements, service contracts, and external collaborators in line with ILO rules and regulations.

2. Assist the supervisor in monitoring and maintaining a central filing system for all financial records ensuring the completeness and accuracy of records in the correct database.

3. Classify and assign budget codes, verify and process payment claims, vouchers and invoices. Prepare payment vouchers ensuring the accuracy and documentation of all financial transactions.

4. Carry out all operations required for authorizing and effectuating expenditures under project budget which includes making calculations, requesting funds, checking supporting justifying documents and making payments. 

Other:

1. Perform any other duties assigned by the supervisor.

Required qualifications

Education

Completion of secondary school education.

Diploma in economy/business administration or other related discipline is an advantage.

Experience

At least five years of relevant work experience. Similar experience with the United National Common System or an International Organisation is an advantage.

Languages

Excellent knowledge of English and good knowledge of Arabic.

  • Proficient in computer software (MS Office and MSProject) and proven typing abilities.
  • Ability to determine relevant background and reference materials for others, and to screen requests for urgency and priority.
  • Ability to deal with confidential matters with discretion.

Candidates assessed by the Panel and considered to be eligible for appointment but who are not selected for this vacant post may be offered an assignment to another position at the same or lower grade provided that they meet the minimum qualifications required.
