The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is an international agreement between states. Its aim is to ensure that international trade in specimens of wild animals and plants does not threaten their survival (www.cites.org). The CITES Secretariat is administered by UNEP and is located at the Geneva duty station.

Under the supervision of the CITES Chief of the Enforcement Unit and within delegated authority the incumbent will carry out the following duties:

Responsibilities

1. Coordinate all actions required to ensure collective implementation of International Consortium on Combating Wildlife Crime (ICCWC) projects and activities:
•Liaise with and provide support to the ICCWC Consortium partners, particularly ICCWC focal points of INTERPOL, the United Nations Office on Drugs and Crime (UNODC), the World Bank and the World Customs Organization (WCO);
•Facilitate communication amongst the ICCWC Senior Experts Group (SEG) and Technical Experts Group (TEG) and partner agencies to promote collective and coordinated development of projects and implementation of activities;
•Assist with the implementation of decisions emanating from meetings of the ICCWC SEG and TEG; prepare and / or review various project reports, i.e. draft project proposals, periodic progress reports, funding agreements, project status reports and briefing notes; monitor project implementation at all stages, including the analysis of implementation difficulties and initiating remedial action in consultation with the ICCWC SEG;
•Update the ICCWC strategic plan, establish and maintain a database of enforcement operations and activities to be conducted by ICCWC partner agencies to promote effective coordination and gathering information to compile an annual report on the activities conducted under the auspices of ICCWC and by individual ICCWC partner agencies.

2. Assist the Chief of Enforcement Unit and ICCWC Coordinator in administering the daily ICCWC related operations of the Section:
•Review incoming correspondence and documents and forwarding it to the appropriate ICCWC partner agency or Secretariat staff, ensuring that prompt action is taken, and following up on status;
•Prepare and / or review documents and revising documents and reports for meetings of the CITES Standing Committee and briefing notes; engaging with ICCWC partner agencies individually or collectively on behalf of the Secretariat to facilitate the implementation of ICCWC related Decisions adopted by the CITES Conference of the Parties; drafting ICCWC project and funding proposals and monitoring and arranging for the completion of CITES led or funded ICCWC projects by ensuring that all administrative functions and documents are finalized;
•Liaise with CITES Management Authorities to encourage participation in ICCWC initiated or supported activities; engage with other role players i.e. Wildlife Enforcement Networks (WENs), EUROPOL or CITES Parties.

3. Arrange and coordinate all actions required to host ICCWC meetings successfully and to raise the profile of ICCWC in various fora:
•Planning and organizing or supporting activities to host side events, workshops, meetings, and seminars as agreed to by the ICCWC SEG or TEG; planning and organizing meetings and telephone conferences of the ICCWC SEG and TEG, i.e. preparing the agenda for such meetings, minute taking and preparation and distribution of all relevant documentation as may be required prior to and after the meeting;
•Representing the CITES Secretariat in international meetings; prepare and/or review ICCWC media releases in consultation with the ICCWC and the CITES Secretariat media relations officer;
•Developing, updating, improving and expanding the ICCWC website; and developing, improving and updating ICCWC banners, fact sheets, brochures, and manuals.

4. Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

5. Perform other relevant duties as assigned.

Education

Advanced university degree (Master's degree or equivalent) in criminal law, criminology, environmental law, law enforcement, or related area is desirable.

A first-level university degree, in combination with two (2) additional years of qualifying experience, may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

A minimum of two (2) years of progressively responsible experience in inter-governmental organization cooperation, law enforcement, crime prevention or criminal justice at national or international levels is required.

Experience in substantively servicing intergovernmental bodies is desirable.

Work experience with the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), International Consortium on Combating Wildlife Crime (ICCWC) and/or relevant partner programmes and projects to combat wildlife crime is desirable.

One (1) year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).

Experience working with the United Nations system or similar international organization is desirable.

Languages

English, Spanish, and French are the working languages of the CITES Secretariat. For this post, fluency in oral and written English is required. Working knowledge of French and Spanish is desirable.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

The recruited IUNV will work closely with the coordinators of the Subprogramme Coordination Unit (SPCU) in UNEP PPD in financial monitoring, tracking and enhancing the impact of our work. This includes support to the development of monitoring materials, the programme performance report, quarterly financial reports and other portfolio–related activities as well as support to coordination functions and resource mobilization.

Task description

Under the direct supervision of the Climate Action, the Nature Action and/or the Chemicals and Pollution Action Subprogramme Coordinators, the IUNV is responsible for the following sub programme related duties: •Portfolio Coordination: Coordinate the coherence of the subprogramme internally (i.e., across the interventions within the subprogramme), across Divisions and Regional Offices, and across other subprogrammes (to ensure common delivery of the strategic objectives on climate, nature, and pollution) including the alignment of subprogrammes with the emerging strategic directions from MEAs processes. •Thought Leadership: Advise, inform, and communicate to senior management and project teams about key emerging issues and strategic partnerships in the relevant subprogramme; oversee the subprogramme knowledge management, communication, and outreach. •Strategic Planning: Lead strategic planning processes that result in UNEP Medium-term Strategy (MTS), Programme of Work (PoW) and Programme Budget Fascicles, and ensure they shape the development of interventions and programmatic interventions at all levels. •Reporting and analysing results: Be accountable for the synthesis and reporting of regular corporate results related to their subprogramme, such as Annual Reports and the Programme Performance Reports, on the delivery of the MTS and PoW to the Committee of Permanent Representatives (CPR), the UN Environment Assembly and other fora as needed. •Resource allocation and mobilization: Recommend ways that available resources (both financial and human) can be allocated for the best impact, that an appropriate extra-budgetary strategy is implemented, and that resourcing gaps are identified and addressed; monitor subprogramme resource mobilization and financial management. •Innovating: Foster the development of a culture of results-based management across UNEP; advise the CAG and PRC, where relevant to the subprogramme, to ensure high quality project design and the overall coherence of interventions, and •Perform other related duties as assigned. Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

UNEP's Early Warning and Assessment Division (EWAD) is responsible for analyzing the state of the global environment, providing early warning information and assessing global and regional environmental trends to catalyze and promote international cooperation and action on the environment. Under the direct supervision of the Chief, Global Assessment Unit, the incumbents will be responsible for the following duties:

Responsibilities

1. Works with Scientific Assessments Branch and partners to facilitate the development, implementation and evaluation of global and thematic assessments, including:
- Monitors and analyzes specific aspects of programme/project development and the implementation of global and thematic assessments coordinated in the Branch.
- reviews relevant scientific, technical, and operational documents and reports.
- identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties;
- identifies and tracks follow-up actions;
- Carries out basic research on selected aspects of global and thematic assessments, operations, and other activities, to
include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.

2. Provides substantive support for global and thematic assessment and related policy coordination and evaluation functions, including:
- Review and analysis of emerging global and thematic issues and trends, participation in evaluations or research activities
and studies related to scientific reports.
- Supports in performing consulting assignments as related to the assessments coordinated in the Branch, in collaboration
with the key clients, by planning facilitating workshops, through other interactive sessions and assisting in developing the
action plan the team will use to manage the change.
- Contributes to the preparation of various written outputs, e.g., draft background papers, analytical notes, sections of
reports and studies, inputs to publications, related to the assessments coordinated in the Branch

3. Provides administrative and substantive support to the global and thematic assessments consultative processes and other
meetings, conferences, outreach activities, to include:
- Participation in the organization and delivery of training workshops, seminars, participates in and makes presentations on
assigned topics/activities.
- Support the organization and coordination of international events, including provision of substantive and administrative
support, data collection.

4. Coordinates activities related to the global and thematic assessments budget funding (programme/project preparation
and submissions, progress reports, financial statements) and preparation of related documents/reports (pledging,
work programme, programme budget.), and performs other duties as required.

5. Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

Under the overall supervision of the Head of Cities Unit and the direct supervision of the Programme Manager for Cooling and Workstream the incumbent will be responsible for the following duties:

Responsibilities

1. Management, monitoring and evaluation of projects and programmes on cooling and cold chain finance in India:
• Monitor and analyze project development and implementation with a focus on India, Asia
• Liaises with beneficiaries and partners to ensure timely implementation of project activities and effective synergy among the various sub-contracted activities.
• Reviews intermediary outputs, documents and reports from consultants and partners.
• Drafts and develops workplans and budgets, terms of reference for technical experts as well as partnership and cooperation agreements
• Conducts research on cooling, cold chain, and decentralized energy policies, technologies, issues, and trends with a view to produce and disseminate focused pieces of technical analysis for the target countries.
• Identify and establish links with national, regional, and international technical experts and institutes who can develop and share experience on energy transition.
• Provide substantive support for the planning, organization and facilitation of meetings and workshops, providing background information, suggesting priorities for discussion, and identifying resource speakers.
• Prepares coordination and steering committee meetings, ensures timely reporting, identifies problems and issues to be addressed and proposes corrective actions, identifies, and tracks follow-up actions.
• Ensures timely reporting to donor and for internal purposes – prepares substantive progress reports and liaises with the relevant colleagues to prepare financial reporting to GEF.
Foundations and bilateral donors, provides inputs for internal reporting requests.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in Ecosystem Division at the Coordinating Unit for the Mediterranean Action Plan - Barcelona Convention Secretariat (MAP) at the Athens duty station.

Under the direct supervision of the Deputy Director, MAP Athens, the incumbent will be responsible for the support and development of the 2023 Mediterranean Quality Status Report to demonstrate the progress made towards Good Environmental Status and its related targets ,the incumbent will perform the following responsibilities:

Responsibilities

• Participates in the development, implementation and evaluation of assigned programmes /projects /activities with an emphasis on (i) identifying and overcoming the knowledge gaps that are recognized in the 2017 Mediterranean Quality Status Report (QSR) and (ii) enhancing the capacity of Contracting Parties to deliver the second Mediterranean Quality Status Report in 2023.
• Researches, analyzes and presents information gathered from diverse sources related to the state of the Mediterranean marine and coastal environment, with particular attention to biodiversity and non-indigenous species, keeping abreast with major developments of marine science and biodiversity related developments at the global and regional level.
• Follows in collaboration with UNEP/MAP Regional Activity Centre for Specially protected areas (SPA/RAC) the development and implementation of the Integrated Monitoring and Assessment Programme (IMAP) in relation to Biodiversity and Non-Indigenous Species ensuring coordination with General Fisheries Commission for the Mediterranean (GFCM); and undertakes priority activities identified by Contracting Parties as necessary to ensure successful delivery of the 2023 Mediterranean Quality Status Report, with a specific focus on Biodiversity and Non-Indigenous Species.
• Follows up and contributes to the cross-cutting issues related to IMAP implementation in close collaboration with MED POL programme (the marine pollution assessment and control component of MAP) and the concerned UNEP/MAP Regional Activity Centres (RACs).
• Coordinates with respective UNEP/MAP components to ensure their timely input into the 2023 Mediterranean Quality Status Report.
• Supports the development of an IMAP compatible information and data sharing system in line with specific needs of the development of the 2023 Mediterranean Quality Status Report in consultation with UNEP/MAP Regional Activity Centre for Information and Communication (INFO/RAC).
• Develops proposals for the publication of the QSR online and in hard copy, in terms of graphics, images, visual presentation and possible partners for such publication.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.
• Keeps abreast and analyzes initiatives by other actors, most importantly Regional Sea Programmes, similar or of relevance to the development of the QSR.
• Provides substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
• Undertakes outreach activities in cooperation with the relevant UN Agencies and national coordinators; conducts training workshops, seminars to enable full participation of the Mediterranean developing states in the development of the QSR; makes presentations on assigned topics / activities.
• Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
• Undertakes activities related to budget and funding (programme / project preparation and submissions, progress reports, financial statements) and prepares related documents / reports (pledging, work programme, programme budget) related to QSR preparation.
• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Performs other related duties as required.

Education

An advanced university degree (Master's degree or equivalent) in environmental monitoring and assessment (marine science, chemical and biological oceanography, marine biodiversity and ecosystems) is required.

A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of five (5) years of progressively responsible experience in the field of environmental monitoring and assessment with a focus on marine and coastal environment and biodiversity is required.

At least two (2) years of experience at the international level is required.

Experience with the implementation of the European Union Marine Strategy Framework Directive (MSFD) in the Mediterranean countries is desirable.

Two (2) or more years of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another United Nations official language is desirable.
