Context

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. UNICEF works with other United Nations agencies to make sure that children are on the global agenda. UNICEF strikes a balance between thorough research and practical solutions for children. UNICEF has been supporting Ministry of Social Welfare and Department of Social Services in Bangladesh for Social Service Workforce development and establishing child sensitive social protection mechanism. The organization is going to put more resources with Bangladesh government for social service workforce development considering the huge child population which is close to 60 million and the number of children needing care and protection. In the country around 15 million children live in city slums and 500,000 to 2 million children live in the street. The country has only 3454 reported government social service workforce staffs and the ratio of worker per 100,000 child population is 6.07. UNICEF has Child Sensitive Social Protection project with Ministry of Social Welfare which is running it’s second phase since 2017 and will continue until 2024 with intensifying focus on strengthening the social service workforce and alternative care.

Task description

The UN Volunteer will work under the supervision of Child Protection Specialist. The key functions are as follows. 1. Assist in roll out Social Service Workforce development initiative. 2. Assist in review and updating the Social Service Workforce development curriculums in the country. 3. Assist in developing normative framework for Social Service workforce in Bangladesh and developing accreditation system 4. Assist National Social Service Training Academy of Department of Social Services to upgrade Basic and Professional Social Service Training (BSST and PSST) into certified course 5. Assist in initiating Masters/Executive Course or Certificate Course on child protection social work with public and private University in the country. 6. Work closely with consultants and provide them technical support. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs: 1. 308 Social Workers and Probation Officers are trained. 2. Social Service Workforce development curriculums is reviewed and updated. 3. Normative framework and accreditation mechanism for Social Service workforce is developed. 4. National Social Service Training Academy of Department of Social Services upgraded Basic and Professional Social Service Training (BSST and PSST) into certified course 5. Masters/Executive Course or Certificate Course on child protection social work is initiated with at least one public. 6. Ensure children with disability project implemented and monitored regularly. 7. Data assurance and collective qualitative information on social work force from CSO, Gov and consultants.

Dhaka is located in central Bangladesh. Not only is it the capital city, but it is also the largest in the country. It is the centre of political, cultural, and economic life in Bangladesh. The official language is Bengali, while English is the working language of UN Agencies. In recent decades, Dhaka has seen the modernization of services, communications, and public works. The city is attracting large foreign investments and greater volumes of commerce and trade. It is also experiencing an increasing influx of people from across the nation; this has reportedly made Dhaka one of the fastest-growing cities in the world. Good English-speaking medical, dental services, and educational centres are available for internationals. Dhaka is connected to other cities by rail, road, and by air and internationals can move easily from one city to another. Dhaka has venerable green spaces, including many gardens and parks, historical places, and nice restaurants. Historically, Bangladesh has been a safe country for internationals so far. Context

UN Women in Bangladesh supports the government to implement commitments to international normative standards on gender equality and women’s human rights. The new UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 was launched in 2021 and the corresponding UN Women Bangladesh Strategy Note (2022-2026), defining UN Women’s strategic engagement in Bangladesh, has also been finalized. UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya humanitarian crisis response. UN Women has developed a humanitarian response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalized Rohingya Refugee Women and Girls and the women and girls in the host communities affected by the refugee influx in Cox’s Bazar. The objective of the programme is to ensure protection, as well as equitable and safe access to and benefit from urgent life-saving humanitarian assistance and information, as well as learning, leadership and self-reliance/livelihoods opportunities for the most vulnerable, and marginalized Rohingya and host community women and adolescent girls while assisting them to live with dignity. The programme also promotes women’s participation and leadership in the camps and host community and peace and social cohesion building activities including through engagement with and capacity strengthening and sensitization of camp management and police, as well as women’s civil society organizations/women’s networks and media. UN Women further works in Bangladeshi host communities in Cox’s Bazar to promote women’s socio-economic empowerment as a means for social cohesion, recovery and resilience building. In addition, UN Women is increasing the gender-mainstreaming capacities of humanitarian actors by working closely with all sectors of the Rohingya refugee response through the Gender in Humanitarian Action Working Group of which UN Women is chair, to promote gender-responsive humanitarian action. Working under the overall supervision of the Head of Sub-Office and with a dual reporting line to the Planning and Monitoring Analyst on the one hand and to the Gender Programme Analyst on the other, the Monitoring and Accountability Associate, will facilitate monitoring and analysis related to UN Women’s programme interventions in Cox’s Bazar, to ensure interventions reach those most in need and are responsive to their concerns. Programmatic activities will include, among other, the Multi-Purpose Women’s Center-approach; the women’s market; and support to gender-responsive camp management. The Monitoring and Accountability Associate will support the Cox’s Bazar Sub-Office by incorporating monitoring and accountability mechanisms into programme formulation and implementation, tracking targets against the Strategic Note and reporting results to internal and external audience. They will collaborate closely with the program team, and with UN Women Planning Monitoring and Reporting Analyst in Dhaka. The Monitoring and Accountability Associate is expected to be a key resource to UN Women programmatic operations in Cox’s Bazar in setting up systems to identify the ongoing needs of project beneficiaries in the Rohingya refugee camps and host community and in ensuring follow-up with partners to adapt activities to be in line with the needs and concerns of beneficiaries on the ground.

Task description

Under the supervision of Planning and Monitoring Analyst, the UN Volunteer will contribute to the following tasks: 1. Support program monitoring, data collection and analysis • Support the development of, and maintaining a regular monitoring calendar for UN Women’s gender-responsive leadership and protection activities; • Contribute to the development of an indicator framework for UN Women’s gender-responsive leadership and protection activities, including the development of methodological notes and to the establishment of baselines; • Support the compilation of monitoring of data for UN Women’s engagement in the Gender-Based Violence Sub-Sector Working Group; • Support the implementation of field visits and joint monitoring missions and ensure that data from field visits is collected in a standardized way and is stored in Shared Point; • Contribute to the identification of best practices and lessons learned. 2. Support the development, implementation and monitoring of a coherent monitoring and accountability framework • Support the development of guidance and procedures for the collection of information related to accountability for affected populations; • Assist with participatory data collection and analysis on the needs and concerns of Rohingya refugee women and girls, men and boys; • Maintain documentation of feedback related to UN Women’s programming on livelihoods and economic empowerment. 3. Support coordination with humanitarian actors and responsible parties on accountability to affected refugees • Support UN Women engagement in relevant inter-agency platforms related to accountability to affected populations; • Engage with UN Women’s responsible parties to ensure the availability of regular, confidential and timely mechanisms for community feedback; • Facilitate learning events, including trainings and workshops, on accountability to affected populations; • Prepare inputs on accountability to affected populations for UN Women project proposals and reports. Results/Expected Output: • Enhanced availability and timeliness of monitoring data on UN Women’s programmatic interventions related to gender-responsive leadership and protection; • Improved basis to make decisions related to accountability to affected populations because of enhanced availability of information; • Sub-office programming is becoming more coherent and organized based on clearly identified needs and priorities as identified by affected populations; • Enhanced incorporation of the views and concerns of Rohingya refugee women and girls in inter-agency coordination platforms on accountability for affected populations.

In Bangladesh, WHO supports the government in developing and strengthening public health systems. Additionally, WHO Bangladesh extends its support to the Forcibly Displaced Myanmar Settlements (FDMN) in Cox's Bazar district. They coordinate with health sector partners to provide technical assistance and ensure minimum standards are met for enhancing the health system and emergency preparedness, response, and recovery to avoid the disruption of the health services. This is an excellent opportunity for young people to contribute to the WHO’s work on surveillance, prevention, and control of water-borne diseases, promoting sustainable development and healthy environment, strengthening essential health services and as well as learning from the diverse team to grow as professionals within the humanitarian sector.

Task description

With the overall guidance of the Head of Sub-office (HoSO) and under the direct supervision of the Public Health Officer, the incumbent position will work WHO Emergency Sub-Office, Cox’s Bazar to support the provision of safe water, sanitation, and hygiene (WASH) services for refugees in the FDMN camps through the provision of technical assistance. This involves offering guidance for implementation, conducting health facility assessments to identify gaps, and collaborating closely with local and national health authorities to ensure proper disposal of medical waste. The job description for the incumbent is appended below. 1. Support the supervisor to provide technical expertise for WASH (Water, Sanitation, and Hygiene), identify priorities, evaluate gaps, and develop action plans to support emergency response to the Rohingya camps. 2. Monitor and report progress on WASH activities within the health facilities in the con-text of the incident management system. 3. Coordinate with the WASH sector, District Public Health Engineering, and WHO Coun-try Office, Bangladesh to conduct Water Quality Surveillance in the Rohingya camps and analyze the data and prepare the report. 4. Closely coordinated with the Health Sector and the EPI Working Group strengthening linkages in surveillance and response to waterborne diseases with epidemic potential such as cholera 5. Support comprehensive WASH assessment in health facilities, water quality and pro-pose action plans for improvement. 6. Provide support to the health partners on WASH, proactively co-design and support the implementation of plans to build up or rehabilitate emergency health facilities. 7. Provide technical support to ensure the recommended IPC practices are implemented and managed effectively in the health facilities in the camp and at community level in accordance with the National and WHO updated IPC guidelines 8. Support training and undertake Water and Sanitation for Health Facility Improvement Tool (WASH FIT) in health facilities in compliance with Sphere and WHO Standards. 9. Support with evidence-based planning and decision-making process for forecasting the WASH consumables and supplies required for Water Quality Surveillance in 2024 and facilitate the procurement. 10. Participate as a resource person in training/orientation programs in the related areas for capacity building. Provide timely inputs to ensure that regular and accurate reports that analyse the challenges encountered in providing WASH services for beneficiaries are prepared and circulated. 11. Participate in the preparation of all reports which required WASH expertise for the senior management, donors, budget reviews, programme analysis, periodic reports etc. 12. Contribute to providing technical inputs during strategic and operational planning cy-cles of the office. 13. Provide regular updates and track progress, prepare summaries and follow-up docu-ments in correspondence. 14. The beach in Cox's Bazar is an unbroken 120 km (75 miles) sandy sea beach with a gentle slope, making it the second longest sea beach in the world. The climate of Cox's bazar is similar to the rest of the country. The climate of Bangladesh is generally determined by its location in the tropical monsoon region: high temperature, heavy rainfall, generally excessive humidity, and distinct seasonal variations. It is further characterized by the location in the coastal area. Historically Cox’s Bazar, like other parts of Bangladesh, is a safe place to live. Since August 2017, with the large scale Rohingya influx from Myanmar, Cox’s Bazar is seen as a district with a humanitarian crisis. Culturally Cox’s Bazar is very diverse and well-known for its traditional heritage. The communications systems in Cox’s Bazar is well developed and the district is well-connected with other cities. All the national mobile networks are operational in Cox’s Bazar. Walking within Cox’s Bazar city is only allowed during day time. The Health Innovation Challenge Fund (HICF) known as SRIJON is a transformative initiative funded by DFID that aims to support innovations by the private (non-state) sector that will improve the performance of Bangladesh’s health system, thereby increasing access to safe, effective and affordable health care. SRIJON will ‘challenge’ non-state actors to identify and co-fund innovations that will improve the performance of the health market system. The objective of the programme is to provide seed financing in support of innovative new ideas in the non-state sector that have the potential to improve the quality and results of health service delivery in a sustainable way.
We are seeking a young and dynamic Relationship Officer who will be responsible for supporting the grantees in reporting, implementing monitoring and evaluation plans and systems and coordinating capacity building activities for grantees.
You will demonstrate:
  • Experience in working with private sector and/or civil society organizations in a capacity building position;  
  • Understanding of reporting and M&E systems;
  • Strong financial acumen;
  • Excellent communication and relationship management skills.
