Organizational Setting

FAO's Country Office for Tunisia (FAO-TUN) is responsible for developing, promoting, overseeing and implementing projects   addressing food, agriculture and rural development priorities in the country. It develops and maintains collaboration with institutions working in Tunisia.

The Joint Programme 'Accelerating Progress towards Rural Women’s Economic Empowerment (JP RWEE) is a fiveyear programme implemented through a partnership between FAO, IFAD, UN Women and WFP. The programme generates synergies that capitalize on each Agency's mandate, comparative advantages and institutional strengths to generate lasting and large-scale improvements in the lives of rural women. The programme aims to secure the livelihoods, rights and resilience of rural women in the context of sustainable development and Agenda 2030 and focuses on four key outcomes for rural women: (1) improved food security and nutrition; (2) increased incomes to sustain livelihoods and build resilience; (3) increased voice and agency for full leadership and participation in rural communities and governance structures, and (4) more gender-responsive policy environment for the economic empowerment of rural women.

The joint programme in Tunisia is part of the global JP RWEE initiative, currently being implemented in five countries worldwide through the Multi Partner Trust Fund modality. The implementation of the JP in Tunisia is managed through the lead agency FAO, and overseen by a National Steering Committee, consisting of senior representatives of the four participating agencies and government representatives. Implementation of the programme is monitored and supported by a Technical Working Group, consisting of technical focal points of each of the four agencies.

A Programme Management Unit, situated within the lead agency (FAO), consisting of the National Coordinator and the MEAL Coordinator oversees the management and implementation of the programme and its M&E system and collaborates closely with JP RWEE stakeholders.


Reporting Lines

The MEAL Coordinator will work under the overall supervision of the FAO Representative in Tunisia and the day to day supervision of the JP RWEE National Coordinator to whom she/he will report and will also have accountability to the Global M&E Specialist, based in WFP’s headquarters in Rome. He/she will liaise closely with the participating agencies to ensure high quality M&E is in place for the programme.


Technical Focus 

Rural development, economic empowerment, food security and nutrition, livelihoods, women’s empowerment and gender equality.


Tasks and responsibilities

The MEAL Coordinator is responsible for ensuring the implementation of the M&E system across the JP RWEE in Tunisia. He/she will work in close collaboration with the technical focal points and M&E officers of the four participating agencies to ensure the implementation of the approved M&E plan. He/she will provide leadership and technical support on M&E and carry out training in response to identified needs and gaps. He/she will liaise closely with the global M&E Specialist and ensure the technical quality of the M&E system for the JP RWEE in Tunisia. He/she will also participate in and contribute to global level learning forums in order to enable cross fertilization and the sharing of good practice on a wider scale, as well as participating in coordination processes organized by the Global Coordination Unit as required.

The MEAL Coordinator is based within the lead agency and collaborates closely with the four participating agencies.


-    Programme Implementation 
•    Oversee the implementation of the JP RWEE M&E plan and ensure the implementation of timely and quality MEAL activities , providing technical guidance, ensuring programme quality and enabling timely and accurate reporting on indicators; 
•    Oversee the implementation of programme baselines and endlines including the provision of technical support to ensure they are implemented to a high quality standard (including review and approval of survey tools, data collection and sampling methods); 
•    Develop indicator guidelines for output level indicators (in addition to existing outcome level indicator guidelines); 
•    Review and compile baseline and endline reports, ensuring they are of the standard required;  
•    Review and consolidate the M&E plan on an annual basis as part of the annual work plan submission and ensure M&E activities are adequately budgeted for; 
•    Identify any challenges in the implementation M&E system/plan and, with the global MEAL specialist, take the required action to ensure they are addressed; 
•    Support in monitoring synergies, integrated approaches and partnerships within the joint programme;
•    With the National Coordinator, lead on the review of programme progress through quarterly review meetings; 
•    Support evaluation processes (mid-term and final evaluations) and any other assessments.

-    Technical Support
•    Provide technical MEAL leadership for the programme, including ensuring appropriate, quality data collection, analysis and use; 
•    Work closely with the participating agencies to ensure that MEAL becomes an integral element of project implementation leading to enhanced quality and accountability;
•    Carry out frequent field visits to assess programme quality and monitoring systems; 
•    Provide feedback to field monitoring reports and ensure that action plans are included and followed up; 
•    Participate in technical working group meetings and JP RWEE coordination platforms. 

-    Reporting
•    Review donor bi-annual and annual reports submitted by the participating agencies, with specific focus on the performance indicator reporting; 
•    Compile and consolidate performance indicator progress as part of the donor reports and for submission to the global coordination unit;
•    Contribute to the review of narrative reporting on results within reports and ensure strong programme analysis based on indicator progress;  
•    Provide any other internal reports and updates as requested; 

-    Learning 
•    With the National Coordinator, lead on developing a culture of learning across the programme, ensuring that learning is consistently used to drive improvements in programming; 
•    Lead on the analysis of monitoring data and provide recommendations for programme adaptation as necessary;
•    Lead on the development and implementation of knowledge management and learning plans, ensuring that evidence based learning is captured and used within the participating agencies;
•    Lead on the documentation of good practices. 

-    Capacity Building 
•    In close collaboration with the global M&E Specialist, identify gaps in capacity and carry out training in M&E for participating agency and implementing partner staff as required (e.g. data collection methods, data analysis, data quality assurance and result-based management); 
•    Prepare training materials as needed; 
•    Provide ongoing technical support. 

-    Accountability
•    Ensure that functioning complaints response mechanisms are in place for the programme and included in reporting;
•    Check the implementation of CRM mechanisms during field visits; 
•    Provide suggestions for CRM improvement as needed;

Other
•    Undertake any other duties as requested.

Minimum Requirements

•    University degree (BAC+2) in Management, Monitoring & Evaluation or related area;
•    5 years’ experience in monitoring and evaluation of integrated development programmes, of which a minimum 2 years should include women’s economic empowerment programming; 
•    Working knowledge of English and French;

Organizational Setting
FAO's' Food and Nutrition Division (ESN) assists Members to improve diets and raise levels of nutrition and provides support with appropriate policies, strategies and methodologies for improving the efficiency and inclusiveness of their agriculture and food systems. Key Functions

Specific Functions
• Contributes to the preparation of annual work plans and provides advice to the budget holders on the utilization of staff and non-staff resources, and monitors programme and budget implementation for extra-budgetary activities, with due regard to coherence with corporate priorities.
• Oversees FAO project cycle at the divisional level, for all programme/projects at all stages, ensuring results-based focus and adherence to FAO procedures and processes.
• Supports the ESN programme budget holders in effective operations, budget planning, monitoring, revision and consistency with the overall programme budget.
• Coordinates requests/proposals related to Trust Fund projects at the divisional level, ensuring Technical Services are provided in line with the Cost Recovery Policy and Divisional Regular Programme workplans.
• Contributes to strategic oversight within the division's management team, provides advice, knowledge management on programme/operational/audit matters and systems controls in close collaboration with other FAO functional units (administration, finance, etc.), making proposals for improving processes and strengthening capacities and information sharing.

• Liaises with other UN agencies as appropriate on administrative and financial matters related to ESN, when applicable.

Organizational Setting

The Regional Office for the Near East and North Africa (RNE) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. RNE also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RNE develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs). The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

Reporting Lines

The Gender Specialist will work under the overall supervision of the Regional Programme Leader for Near East and North Africa and direct supervision of the Regional Gender Officer.

Technical Focus 

Support and contribute to (i) providing technical advice to mainstream gender dimensions in the formulation and implementation of FAO regional and country-level projects and programmes, (ii) developing data, knowledge and information on gender gaps and dynamics in the agrifood systems in the region, (iii) raising awareness and building capacities of FAO staff, government counterparts and implementing partners to address gender equality in their respective areas of work.

Tasks and responsibilities

•    Produce data, knowledge and information on the gender gaps and dynamics relevant to FAO’s key priority areas in the region, including food security and nutrition, rural transformation, climate change, and resilience building;
•    Provide technical guidance to the design and undertaking of gender assessments and socio-economic analyses in the agriculture and rural sectors, including to the collection and analysis of primary data;
•    Provide technical support to the adoption and implementation of gender-transformative approaches applicable to agricultural and rural development projects and programmes;
•    Collaborate and provide technical support to FAO country offices and relevant partners on issues related to gender equality and women’s empowerment;
•    Support the production of awareness raising and capacity development materials to enhance the skills of FAO staff, government counterparts and implementing partners on gender issues relevant to agrifood systems and rural transformation;
•    Organize international meetings, workshops, learning events, and regional consultations to influence global debates and policy-making processes;
•    Contribute to the preparation of clear and concise technical reports, website updates, and other communication products in line with the requirements of FAO;
•    Contribute to the documentation and dissemination of success stories, lessons learned and good practices on gender equality and rural women’s empowerment;

Minimum Requirements

•    University degree in gender, social sciences, rural sociology, agriculture economics, anthropology, rural development or other relevant disciplines.
•    At least two years of relevant experience in working on gender mainstreaming and women’s empowerment;
•    Working knowledge of English (level C) and limited knowledge (level B) of one of the other FAO official languages (Arabic, French, Spanish, Russian, Chinese) is required for Consultants. Working knowledge of English Language (level C) is required for PSA.

Organizational Setting

The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations that focuses on the transformation to more efficient, inclusive, resilient and sustainable agrifood systems for better production, better nutrition, a better environment, and a better life, leaving no one behind. 

FAO is actively engaging in UN country level repositioning for SDG achievement, participating in the negotiation and formulation, as well as in the annual updates, of Common Country Assessments (CCA) and United Nations Sustainable Development Cooperation Frameworks (UNSDCF). In this context, the Organization, under the technical leadership of the Economic and Social Development stream and the Regional Offices, in close coordination with other headquarters technical units, is implementing a mechanism for scaling up the needed human resource analytical and technical expertise in support of the CCA/UNSDCF process at country level. The mechanism will leverage ongoing processes and initiatives already identified within the Organization and draw upon the most sophisticated tools available, including advanced geo-spatial modeling and analytics. The effort will draw upon FAO’s specialized tools and analytical methodologies, including sectoral, to propose specific solutions tailored to the country needs and potentials, to ensure a robust UNSDCF Theory of Change that positions FAO as the premier agrifood systems player in the UN system.

As part of the CCA/UNSDCF analytical support mechanism, the need for improved technical support has been identified for producing country situation analyses and for facilitating the dialogue and policy response within the negotiation of the CCA/UNSDCF process and complementary investments in agrifood systems. 

Reporting lines

The Policy Specialist reports to the Regional Programme Leader (RPL) under the overall technical oversight of the Inclusive Rural Transformation and Gender Equality Division, and in close collaboration with relevant stakeholders from decentralized (Regional, Subregional and Country) offices. 

Technical focus

Under the overall guidance and supervision of the RPL, he/she will support the regional office and the FAO country offices by delivering the technical support on agrifood systems policy analysis as part of the CCA/UNSDCF analytical support mechanism and scaling up investments. 

Tasks and responsibilities

•    As an input into the CCA, UNSDCF process and country investments in agrifood systems, the preparation of a country situation analysis report which includes:
1.    a policy analysis based on information from the data platform and other sources and leveraging existing FAO tools and methodologies, covering the current status, key challenges and potential entry points framed in the context of the 2030 agenda and ensuring an agrifood systems transformation lens that brings to bear the main areas of FAO’s comparative advantage under the four betters as per the SF22-31 and considering the FSS national pathways for food systems transformation;
2.    an evaluation of interactions and trade-offs among objectives and actions, pinpointing key bottlenecks and proposals for focused policy support and dialogue as well as scaling up investments.
•    Provide support to the FAO country representative in technical backstopping to FAO participation in CCA, UNSDCF processes and country investments in agrifood systems;
•    Identify critical points, technical elements, information and data related to FAO's performance in the CCA sections in order to propose dialogue and policy response while guiding the construction of the UNSDCF;
•    Provide support to the Representation by contributing, organizing and analysing information from the CCA, in order to position the Organization as a focal point in the field of agrifood systems transformation within the UN system;
•    Provide support to FAO country representative in technical backstopping on diagnostics and analytics for supporting design and scaling up of country priority investments in agrifood systems;
•    Identify support requirements for country offices in terms of CCA and UNSDCF and propose solutions in coordination with RLC; 
•    Systematize and disseminate experiences, lessons learned, and best practices around the CCA and UNSDCF;
•    Other tasks assigned by the immediate supervisor, according to the contractual objectives.

Minimum Requirements

•    University degree (preferably PhD, MS or equivalent) in Economics, Agricultural Economics, Public policy or related field;

The FAO Coordination Office for the West Bank and Gaza Strip Programme implements the Country Programming Framework for Palestine to enhance the wellbeing of Palestinian people by making the agrifood system more efficient, inclusive, resilient, and sustainable in alignment with national policies and strategies and the United Nations Sustainable Development Cooperation Framework (UNSCDF).

Under the overall supervision of the FAO WBGS Head of Office, and direct supervision of the Economist, the position is located in FAO’s Coordination Office for the West Bank and Gaza Strip (WBGS) Programme, based in Jerusalem. 

Duties and Responsibilities

• Support the implementation of the Monitoring work plan of FAO active projects in the WBGS including:

o Adapt the standard monitoring tools to be used for the monitoring of the specific activities of projects and follow up its implementation.

o Lead the implementation of the baseline and end line survey for FAO projects when needed.

o Perform the process monitoring of activities according to the SoPs in place.

o Contribute to the identifying learning subjects in the contexts of implementation of the monitoring activities above including collecting further information required for their dissemination. 

• Contribute to the generation of learning and knowledge:

o Identifying success stories, lessons learning, and best practices observed in the course of the M&E work and collect/collate relevant information and data for their documentation and dissemination of those.

o Participation in project inception meetings with targeted communities/beneficiaries as well as conducting regular visits to the projects implementation sites with the aim of increase FAO learning on the relevance of their ongoing activities and identify potential areas of intervention; 

• Support corporate planning and reporting activities

o Contributes to the Organization’s corporate results-based planning, monitoring and reporting processes.

o Provide effective and timely support to the ongoing project progress monitoring through collection and consolidation updated of project quarterly reports. 

o Contribute to the Country Annual Report.o

• Support the design and measurement of project baseline and endlines as well as contribute to the preparation of project evaluation processes.

o Systematic follow up on the requirements for establishment of ongoing projects baseline and end-line, 

o Support the post distribution monitoring implementation, qualitative data collection tools, as well as report drafting and quality assurance.

o Supporting the preparation, follow up and implementation for independent mid-term and terminal evaluation exercises.

o Supporting drafting/review of products related to the accountability to affected population agenda including information sheets, application forms etc.

o Proactively contribute to sharing information, preparing progress and technical reports and other information and advocacy products related to FAO projects when needed.

o Overall support and contribution to the ad-hoc data collection to monitor the impact of crises (ex. Russian/Ukraine conflict).

o Contribute to providing inputs for the various UN wide reports (ex. Secretary General reports),

Reporting Lines
The Programme Officer (Partnership) reports to the Senior Partnerships Officer (Resource Mobilization), RNE and work in close functional contacts with the Resource Mobilization and Private Sector Partnership Division (PSR) and the South-South and Triangular Cooperation Division (PST) at headquarters.

Technical Focus
The incumbent will support building partnerships, including South-South and Triangular Cooperation, and mobilizing resources in support of Country Programming Frameworks (CPFs), subregional and regional priority frameworks and higher-level strategic frameworks of the Organization.

Organizational Setting
FAO’s Subregional Office for the Pacific Islands (SAP) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing regional food, agriculture, rural development priorities in the Pacific. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). It assists the FAO Representations in the subregion with addressing food security, agriculture and rural development issues at country level. The Subregional Office for the Pacific Islands (SAP) is a subsidiary of the Regional Office for Asia and the Pacific (RAP).

The post is located in the Subregional Office for the Pacific Islands (SAP) in Apia, Samoa.

Reporting Lines
The Programme Officer reports to the Sub-regional Representative, SAP. As a core management team member in SAP, the Programme Officer works closely with SAP’s Multidisciplinary Team and receives technical guidance from the RAP's Country Support and Field Programme Stream and relevant units at headquarters.

Technical Focus
Sound operational principles for efficient and effective business processes, work practices, procedures, and applications aimed at managing projects/programmes for compliance with the Project Cycle and related implementation processes.

Key Results
Develop, implement, monitor and evaluate assigned programme/projects.

Key Functions
•    Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyses programme/project development and implementation;
•    Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;
•    Assists in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.;
•    Prepares various written outputs, e.g. drafts background papers, analyses, sections of reports and studies, inputs to publications, etc.;
•    Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities;
•    Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Specific Functions
•    Supervises the Programme Support team and ensures its efficient and effective operational deliveries;
•    Supports and contributes to FAO’s inputs to the development, revision, implementation, monitoring and evaluation, and reporting over the United Nations Sustainable Development Cooperation Framework (UNSDCF);
•    Coordinates corporate/internal reporting, monitoring and evaluation and coordination of the FAO Pacific Country Programming Framework (CPF);
•    Ensures relevant corporate measures for the development, implementation, monitoring and reporting of Technical Cooperation Programme(TCP) Projects and the overall management of the allocated budget; 
•    Oversees operations support for the budget holder and technical officers over programme and project design, with specific attention to budget management and the relevant FAO and donors’ procedures; 
•    Supports and contributes to the development, revision, monitoring, and implementation of the Subregional Office Resource Mobilization and Partnership Strategy, with specific attention to ensuring that the CPF is well funded. 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
•    Advanced university degree in business administration or public administration, social science, political science or a related field; 
•    Five years of relevant experience in project or programme management, development and/or project planning/formulation/implementation;
•    Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
•    Work experience in more than one location or area of work, particularly in field positions.
•    Extent and relevance of experience in programme/project development (including formulation and analysis).
•    Demonstrated experience and effectiveness in programme/project management (planning, implementation, monitoring and reporting).
•    Demonstrated understanding of the purpose and functions of the technical programme, operational guidelines and project/programme management procedures, preferably those adopted by the United Nations or FAO, which would be considered an asset.
