Purpose of the Post:

The purpose of the position is to provide technical support and advice to the UHC /Cluster Team Lead, the WHO Representative (WCO), the WHO Country office and the Government on Health Financing matters, including:

·Provide technical support to Ministry of Health in the implementation of public expenditure, fiscal space analysis and National Health Accounts development

· Support the Ministry of Health in consolidating the health financing strategy legal instruments required for the implementation of Health financing strategy

·Support the Ministry of Health in validating, analysis and reporting on cost effective health interventions

· Support the Ministry of Health in the implementation of Universal Health Insurance

· Support the Ministry of Health to strengthen Public Financial Management

Scope and Methodology

Reporting directly to the UHC/LC Cluster Team Lead, under the overall guidance of the Head of WHO Country Office in WCO/, and in close collaboration with the respective technical leads in the respective Units in Regional Office in AFRO and HQ Units, the Technical Officer-Health Financing will be accountable for supporting the Ministry of Health and partners in defining and implementing health care financing options. The specific focus will center on how financial resources are generated, allocated and used in health systems, focusing on how to move closer to Universal Health Coverage with issues related to: (i) how and from where to raise sufficient funds for health; (ii) how to overcome financial barriers that exclude many poor from accessing health services; and (iii) how to provide an equitable and efficient mix of health services.

Summary of Assigned Duties: 

The incumbent will be assigned the following duties:

Support the national Ministry of Health to finalize and implement the Health Financing Strategy within the context of the UHC Roadmap development and roll-out.

Provide technical support to Ministry of Health in the review and analysis of public expenditure, fiscal space for health activities and the development of national health accounts.

Support the Ministry of Health in consolidating the legal instruments required for the implementation of the Health Financing Strategy.

Validate, analyze, and report health financing data as it relates to the roll-out of UHC, in collaboration with the Ministry of Health.

Advise and collaborate on the technical cooperation programs in the areas of health care financing as one of the pillars for the attainment of Universal Health Coverage.

Identify means to raise revenue for health at national and county governments, in an equitable manner, in collaboration with Ministry of Health and Finance.

Facilitate the review, and reform of health financing institutions ensuring they are effective in management of health revenues.

Guide the appropriate health care service purchasing arrangements in line with the defined benefit packages for health in.

Document emerging best practices in revenue raising, management and purchasing seen at national and county governments.

Develop social protection systems and other institutional and nongovernmental sectors, in support of the Ministry of Health.

Support the national and county governments in developing tools and capacity building for costing of sector strategic plans.

Perform other related duties, as assigned.

Technical Supervision

Objectives of the Review

The primary objective of the Health Systems and Services Cluster is to strengthen health systems based on Primary Health Care, supporting Universal Health Coverage. Its work encompasses the following areas: strengthening of health systems governance for social protection in health; strengthening of regulatory frameworks and financial protection for progressive realization of the right to health; organizing people-centered, integrated health service delivery; promoting access to and rational use of quality, safe, and effective health technologies; strengthening national health research systems, and promoting the integration of scientific knowledge into health care, health policies, and technical cooperation; and developing human resources for health.

Specific Requirements

Education (Qualifications):

Essential: First university degree in health, social or management sciences, Health Economics, Health Policy and Management, or Public Health with a health financing focus.

Desirable: Masters in the above areas.

Experience:

Essential: At least five (5) years of experience in health sector or areas related to health care financing, systems development, health services delivery and developing strategies to overcome barriers to accessing health care services

Desirable: Working experience in related areas with WHO, other UN agencies or other recognized national and international organizations.

Languages:

Essential: Excellent knowledge of English.

Desirable: Knowledge of French or another WHO official language would be an asset.

Context

The World Health Organization (WHO) African Region has embarked on a new Global Programme of Work (GPW13) and a new Programme Budget (2020-2021). The region aims to deliver public health outcomes through these two strategic documents using an integrated results-based structure. The overall objective of the Communicable and Non-Communicable Diseases Cluster, in the WHO African Regional Office (AFRO) is to provide leadership and ensure action in supporting Member States in reducing the impact of Communicable and Non-Communicable Diseases (CND) and contribute to attaining Universal Health Coverage (UHC) and the SDGs in the WHO African Region. The Cluster is responsible for the following technical areas - HIV, Tuberculosis and Hepatitis, including other Sexually Transmitted Infections (HTH); Tropical and Vector-Borne Diseases, including Malaria and Neglected Tropical Diseases; Non-Communicable diseases; and Vaccine-Preventable Diseases. The Framework for an Integrated Multisectoral Response to TB, HIV, STIs and Hepatitis in the WHO African Region (2021-2030) was developed to guide the prioritization of evidence-based interventions and actions. The Framework aim to achieve a region free of the burden and the negative effects of AIDS, TB, Hepatitis and STIs and will guide member states to build stronger and integrated systems and services to maximize the impact of interventions against these diseases and monitor the progress of the response to HIV, TB, Hepatitis and STIs. Within the context of the UCN Cluster, the HTH team leads WHO AFRO work on these diseases. The UNV data manager will work with the HTH team and will be responsible for performing the following tasks: collaborate with the core team to strengthen unit-wide information systems infrastructure, including identifying the gaps and needs to automate the manual data collection and data manipulation processes for HIV, TB, Hepatitis and STIs. The UNV data manager should conduct an overall system scanning and take guidance from the landscaping findings report to propose solutions improving availability of comprehensive data. The UNV will support HTH programmes on data management best practices and the development of reporting tools, and analytical products, including data management.

Task description

Within the delegated authority and under the supervision of the UCN Programme Manager, as assigned, the UN Volunteer will: 1. Provide support to HTH Programmes and strengthen data management from programmes to Unit level. 2. Develop tailored data collection tools as needed. 3. Create and manage SharePoint repository and automate document extraction from Outlook and store document in relevant folders 4. Collaborate with data managers, epidemiologists, and other disciplines to support on issues related to data management - including data collection, data collation, data cleaning, data validation, data analysis, and data sharing. 5. Work with programme officers and data management focal points in each programme area to design, develop and maintain data exchange processes, interfaces, and mechanisms at regional level. 6. Support building capacity in on the design of reports and dashboards 7. Support the development and maintenance of tools, data services and assist to maintain documentation. 8. Support planning and development of programme reviews and development and implementation of surveillance protocols 9. Conduct routine and periodic data analysis and visualization of data for the programmes as needed 10. Support the development and dissemination of information products including weekly, monthly, and quarterly bulletins and other information products 11. Perform other duties as assigned by Supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. Task description

Context

Service delivery has primarily been coordinated and managed by standalone programs. Each program was defining and supporting establishment of the delivery systems needed to attain its objectives. This approach is however not fit for purpose in the context of the SDG attainment, where comprehensive services are needed across results relating to Universal Health Coverage, Health Security and Determinants of Health areas. The PHC approach has been revitalized, with an increased emphasis on a comprehensive PHC approach that will ensure delivery of essential services across all ages. Compounding this situation is the implications of the disease, environmental and other shocks on standalone service delivery systems that lack the needed resilience to sustain service provision when threatened. There is therefore an ongoing process to re-pivot the service delivery systems in countries to align them with the current expectations. This is being implemented in the context of the ongoing functional review process in the WHO Regional Office that is prioritizing district health services support capacity in country offices. Finally, the WHO Regional Office is prioritizing as part of the Regional Directors transformational agenda the need to open opportunities for early / mid-career technically competent persons to have an opportunity to work with the WHO Regional Office, as part of its talent search and provision of opportunities to persons building careers in public health to enhance their national and international experiences. The WHO is therefore seeking technically competent United Nations Volunteers to work as service delivery systems support officers in Pemba, Cabo Delgado Province, Mozambique.

Task description

Under the guidance and overall supervision of the WHO Representative and working under technical guidance of the ULC Team lead responsible for Service Delivery at country office level and the team lead of Pemba suboffice, the person shall contribute to the support in re-pivoting of service delivery systems in Cabo Delgado Province. The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda: 1) To proactively support the development and implementation support for Essential Health Packages in the province overall, and disaggregated by location, level of care, and public health function; 2) Guide and explore the roles and functions of different service delivery models in delivery of the Essential Health Services. Specifically, this will look at Community delivery modalities (Community units, outreaches, community clinics), primary care facilities, including support of primary hospitals (rural and district hospitals), including support of specialist hospitals (specialist referral services) and specialized hospitals; 3) Lead the application of harmonized digital health solutions as a means for expanding service provision capacity in health services of the Province; 4) To support the work within the province on defining and roll out of tools, and guidance for implementing integrated service delivery interventions. These include tools and guidance for Licensure and accreditation systems, Supervision and mentoring processes, Service standards, and health charters (describing user rights), accreditation and quality assurance systems, therapeutic standards, and care audits and Infection Prevention and Control; 5) To facilitate the design of service delivery approaches in the province, guiding how services will be provided. Living conditions and remarks

Mozambique is a unique coastal country of the Southern Africa region with a total population of about 30 million people and Maputo is its capital city. Maputo offers comfortable living conditions and accommodation options with easy access to electricity, internet, water, banking services and food products of all sorts. Mozambique offering a stable and pleasant environment to live and work. It is tropical hot and humid. The hottest and wettest months in Maputo Province are December to February, when the average daily minimum temperatures are around 22°c and the average daily highs of 30°c. The rain season is between October and April. Winters (June to August) are mild with the average daily temperature ranging from 13°c to 24°c. The country is linked to the region and the rest of the world through regular air liaisons. Medical facilities are present though capacity and infrastructure are limited. Communication and transport services are available at various costs. Maputo city has several supermarkets that sell food, clothing, and household goods at reasonable prices. Prices of basic commodities and goods are not necessarily low but you can easily buy all that you need to live in Maputo. Currently, there are no significant security threats in Maputo and no direct threats to UN personnel or assets in the province. The Republic of Mozambique is a unique country. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.

OBJECTIVES OF THE PROGRAMME

The UHC/Health Systems Department in the WHO Regional Office for the Eastern Mediterranean is in charge to support Member States to build resilient health systems to advance universal health coverage and to promote health security in the region.

DESCRIPTION OF DUTIES

The in cumbent will perform the following duties:

  1. Provide technical advice to technical programs and country offices to ensure that UHC health system and health security specific activities are carried out efficiently and effectively in the region.
  2. Liaise and correspond with country offices, national authorities to ensure development, implementation and monitoring and evaluation of health systems and health programmes against relevant indicators of the SDGs.

  6. Initiate funding proposals to donors and partners to mobilize funds for regional and national health systems projects to achieve universal health coverage. 
  7. Collaborate with and partner with sister UN agencies and other institutions and partners, to reinforce technical cooperation and provide technical support and consultation to Member States.

REQUIRED QUALIFICATIONS

Education

REMUNERATION

OBJECTIVES OF THE PROGRAMME

Within the Division of External Relations and Governance, the Department of Governing Bodies ensures the efficient preparation and effective conduct of the World Health Assembly and the Executive Board, and of committees or other intergovernmental processes established by them.

DESCRIPTION OF DUTIES

The main objective will be to work closely with and support the Head of the Governance Unit to ensure continuity and the efficient and effective preparation, conduct, and follow-up of WHO's governing bodies. Under the guidance of the Head of the Governance Unit, specific activities will include:

  1. Liaising with the Permanent Mission focal points, following up on their requests for information and support in relation to the Executive Board, the WHA, EBPBAC, and other intergovernmental meetings.

Area of expertise

The GBViE specialist shall have expertise in implementing GBV response, case management programs in the health sector; possess strong interagency GBV coordination skills, functional understanding of ethical issues related to GBV information management systems. 

Purpose of consultancy

WHO seeks a qualified individual consultant with expert knowledge of gender-based violence (GBV) response and prevention, as well as demonstrated professional experience in humanitarian response and preparedness, to implement activities to strengthen the integration of GBV interventions into WHO health emergencies response to the Rohingya refugee crisis in Cox Bazar, Bangladesh. 

Background

WHO has led an initiative to scale-up of health care services for survivors of GBV in the Rohingya refugee response since 2018 with funding from the US State Department’s Bureau for Population, Refugees and Migration (BPRM). 

Preventing and responding to gender-based violence (GBV) in refugee contexts and emergencies remains one of the key challenges for the humanitarian sector. Research suggests that approximately one in five refugee or displaced women experience sexual violence.  Health services for survivors of GBV can be lifesaving and are a minimum standard of health care in humanitarian settings.  However, access to this essential care is often limited.  The Rohingya have been fleeing from Myanmar’s Rakhine State to adjacent districts in Bangladesh for decades. The latest influx began in August 2017 and has led to a fourfold increase in the Rohingya population in Bangladesh. It is estimated that close to one million Rohingya are now living in Bangladesh in camps located in two Upazila (Ukhia and Teknaf) of Cox’s Bazar, Bangladesh. 

In 2023, the Health Sector is targeting approximately 1.4 million people out of which about 950,000 are refugees. Key sector priorities include strengthening the quality of health care services through regular monitoring, supportive supervision, and improved patient feedback mechanisms, increasing the availability and utilization of facility-based comprehensive reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services with an emphasis on increasing institutional deliveries and family planning uptake and improving emergency obstetric and referral services and immunization coverage. 

Summary of assigned duties:

The consultant will be under the overall guidance of the Head of Sub Office and the direct supervision of the Public Health Response Officer in the WHO emergency sub-office Cox’s Bazar and work closely with the Rohingya Response Health Sector Coordinator, the WHO PRSM Coordinator in CXB, and HQ GBViE Technical Officer. 

Priorities of the consultancy to support WHE work in Cox Bazar to address GBV include the following:

  • Strengthening the capacity of the health workforce, in line with WHO tools and guidance
  • Strengthening multi-sectoral engagement and coordination, under the auspices of the Health Sector
  • Ensure integration of GBV response and prevention actions into WHE operational and strategic planning   

Deliverables:

  • Deliverable 1.  Strengthen the capacity of the national health workforce and Health Sector partners working in host and refugee communities to address GBV. Expected by: Ongoing, monthly basis.

Proven work experience in violence against women/gender-based violence in emergencies, with proven knowledge of health and gender-based violence issues, a good understanding of gender quality and survivor-centered perspectives, and a good understanding of the humanitarian organizational structure.

Desirable: Previous experience working in emergencies in the Rohingya context is desirable 

Skills/Knowledge:

Essential:

  • Demonstrated capacity to work in challenging circumstances, administer projects and build partnerships involving technical and political elements.
  • Demonstrated ability to work in multicultural settings and excellent interpersonal skills.

Desirable:

A demonstrated field-based experience in working withing the health cluster/sector coordination systems and partners. 

Languages required:

Essential: Expert knowledge of English spoken and written 

Computer Literacy:

Proficient in using computer software applications (MS Office) to produce reports, prepare correspondences, compose e-mails, and create multimedia presentations.

Travel:

The consultant is expected to travel from home of record to the Cox’s Bazar. Local travel within the Cox’s Bazar district / interaction with partners and beneficiaries as needed.

  • Pay band level: B
  • Remuneration currency: USD
  • Pay band: 8490 (Monthly)

2. Living expenses: ASD rate in USD as per WHO rules as appropriate

3. Expected duration of contract: 11 Months
