Org. Setting and Reporting

UNTSO was the first peacekeeping operation established by the Security Council, in its resolution 50 (1949), and continues to represent the commitment of the Council to assist in the implementation of the 1949 Armistice Agreements and their attendant ceasefires. In its resolution 73 (1949), the Council requested the Secretary-General to arrange for the continued service of such UNTSO personnel as might be required in observing and maintaining the ceasefire, as requested by the Council in its resolution 54 (1948), and as might be necessary in assisting the parties to the Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. Its mandate derives from Security Council resolutions and decisions, including foundational resolutions 50 (1948), 54 (1948), and 73 (1949). UNTSO ’s activities are spread over Egypt, Israel, Jordan, Lebanon and the Syrian Arab Republic to maintain the regional liaison architecture established under the Armistice Agreements.

This position is located in Damascus in support of Observer Group Golan (OGG) HQ, Observer Group Golan-Damascus (OGG-D), and Liaison Office Damascus (LOD) of the United Nations Truce Supervision Organization. Damascus is classified as a Hardship "E" duty station and a non-family duty station. The incumbent will report to the Deputy Chief Mission Support.

Responsibilities

Within delegated authority, the Administrative Officer will be responsible for the following duties:

Human Resource Management
• Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
•Provides information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
•Provides guidance and leadership to more junior staff

Budget and Finance
•Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.
•Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
•Defines requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources.
•Develops and implements procedures to ensure that accounting and financial management controls are consistent with UN policy and practice.
•Supervises and/or provides guidance on financial administration and management issues and practices to colleagues.

General Administration
• Effectively coordinates administrative and logistic support to the civilian and military components of Observer Group Golan (OGG) HQ, Observer Group Golan – Damascus (OGG-D), and Liaison Office Damascus (LOD), ensuring consistency in the application of UN rules and procedures.
•Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
•Reviews adequacy of space requirements at OGG HQ/OGG-D and LOD facilities and Observation Posts (OPs) as well as Camp Faouar.
•Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.

Performance Management
• Oversees the overall performance of the mission support component based on defined Key Performance Indicators representing service delivery metrics.
• Performs other related work as required.

The position of Requisition Assistant is located in the United Nations Interim Force in Lebanon (UNIFIL) Naqoura, in the Supply Chain Management Section, under Acquisition Management Section. The incumbent will report to the Acquisition Planning Officer and/or to the Chief of Section/ Unit.

Responsibilities

Within the limits of delegated authority, the Requisitions Assistant will be responsible for performing the following duties:
• Prepares requisitions for diverse services and commodities (e.g., information technology and communication equipment, vehicles, medical equipment and supplies, food rations, fuel, construction and building maintenance materials, furniture and fixtures, stationery and office supplies, etc.) in a timely manner in accordance with the mission's acquisition plan, and monitors status of requisitioning and procurement processes of assigned categories.
• Prioritizes requisition preparation as per guidance of Acquisition Planning Officer, taking into an account changing priorities and emergencies, resulting into an optimal delivery schedule to meet mission's requirements.
• Liaises with counterparts in acquisition planning unit or UNGSC on items availability prior to raising requisition/shopping cart to acquire new items and raises internal (transfer) orders for items to be supplied from existing inventory of Strategic Deployment Stock (SDS) or surplus stock in other missions.
• Maintains relevant databases and files in order to keep track of any contractual agreements and update the various stakeholders regarding the assigned categories.
• Oversees that correct items are selected from the Material Master when raising shopping carts in order to buy items from catalogues related to global or regional systems contracts.
• Oversees the preparation of requisitions for service contracts requirements and maintenance plans in accordance with the contract terms.
• Ensures that all requisitions for goods have accompanying requisitions for freight forwarding, as appropriate, and includes guidelines for suppliers for detailed packing instructions and delivery plan by destination.
• Ensuring that sufficient funds are available for all requirements.
• Monitors the use of adequate lead times from requisitioning so that realistic foreseen delivery dates are duly inserted in the requisitions; also ensures that all requisitions are in compliance with contract terms and agreed delivery schedules.
• Works in close collaboration with internal stakeholders, such as the technical units within Service Delivery and Supply Chain Services/Sections, and assists in the preparation of the technical specifications, e.g., Statements of Work (SOWs), Terms of Reference (TOR), etc. for various services and commodities not available from existing stock or systems contracts, ensuring completeness of the requirement and technical evaluation criteria.
• Collaborates with Procurement Section regarding the procurement process for raised requisitions, and monitors outstanding requisitions, keeping the various stakeholders informed of their status.
• Alerts Acquisition Planning Officer and acquisition planning unit of any recurring or duplicated requirements in order to optimize the requisitioning and supply chain management process.
• Performs local market search for immediately required goods and services, obtains the same through accepted procurement procedures, gathers relevant information for further processing.
• Leading contract performance evaluation unit duties including vendor performance evaluation, where appropriate, in coordination with the end-user, if applicable.
• Implements mission policies and procedures, including Standard Operating Procedures (SOPs), guidelines and instructions, governing the requisitioning and procurement process; Contributes to the periodic review and maintenance of same.
• Implements internal control systems including maintenance of accurate and complete accounting, reporting and all electronic/hard copy records for quality control purposes and ensure proper audit trail.
• Supervises and provides work direction and guidance to junior requisitions assistants; manages and coordinates the activities in his/her area of responsibility.

Responsibilities

Under the supervision and direction of the Chief of Protection Coordination Unit (PCU) or his/her/their designate, the incumbent performs the following functions:

1. Contributes to the effective delivery of the mandate of the Protection Coordination Unit.
• Performs functions to ensure the effective and efficient coordination of close protection services worldwide.
• Contributes to achieving the overall goals of the unit.
• Makes recommendations and participates in the implementation of the unit strategic goals.
• Makes recommendations to the unit’s work plan and performs assigned tasks in a timely manner and within the established timelines.
• Ensures operational coordination of protective operations deployed in support of the key Senior United Nations Officials, as assigned.
• Assists in determining the requirement of close protection measures and makes recommendations on operational coordination and support.

2. Monitors and Coordinates assigned close protection operations.
• Maintains technical lines of communication and coordination with Senior Security Professionals, their deputies and Close Protection Coordination Officers in UN Duty Stations where Close Protection assets are deployed.
• Assists in overseeing and coordinating the deployment of close protection assets in assigned areas and develops and maintains the effective monitoring of close protection operations.
• Liaises and coordinates with focal points in UN entities in the preparation of personal protection profiles for senior UN officials (SUNO) and ensures they are maintained, accurate and up-to-date.

• Coordinates the close protection of senior UN officials (SUNO) assessed to be at potential or actual risk.

UNAMA was established in 2002 as a Political/ Peacebuilding Mission, exceptionally) directed and supported by the UN Department of Peacekeeping Operations (DPKO).

Context

UNAMA is a political mission that provides political good offices in Afghanistan; works with and supports the government; supports the process of peace and reconciliation; monitors and promotes human rights and the protection of civilians in armed conflict; promotes good governance; and encourages regional cooperation. UNAMA was established by the UN Security Council Resolution 1401 in March 2002 at the request of the Government of the Islamic Republic of Afghanistan. Its mandate is reviewed annually with the latest mandate renewal being on 17 September 2019 when the Security Council unanimously adopted Resolution 2489 Resolution 2489 (2019) calls for UNAMA and the Secretary-General’s Special Representative for Afghanistan, within their mandate and in a manner consistent with Afghan sovereignty, leadership and ownership, to continue to lead and coordinate international civilian efforts in full cooperation with the Government of Afghanistan. UNAMA maintains a permanent and extensive field presence across Afghanistan, as well as liaison offices in Pakistan and Iran. Task description

Under the general supervision of the Human Rights Officer/Team Leader, the UNV Associate Human Rights Officer will work with the Human Rights Team in the UNAMA South East Regional Office – Gardez Within delegated authority, the Associate Human Rights Officer will be responsible for: Providing substantive guidance and operational monitoring support on issues related to protection of civilians, elimination of violence against women, children affected by armed conflict, monitoring places of detention/prohibition of torture and human rights aspects of peace and reconciliation/transitional justice; Drafting substantive analysis based on field monitoring and research undertaken by the Team at the direction of the Team Leader or of the Human Rights Service – Headquarters thematic Team Leaders; Supporting preparation of weekly and other internal reports and submissions to the Human Rights Service; Providing substantive advice and organisational leadership, under the supervision of the Team Leader to prepare consultations and advocacy with local governmental officials, community leaders, civil society activists, and communities affected by civilian casualty incidents; Organizing visits to places of detention, including facilities run by the National Directorate of Security, Afghan National Police, Afghan National Army, juvenile rehabilitation centres, and provincial prisons; Ensuring close internal coordination between the Human Rights Team, the Head of Field Office and other UNAMA entities through information-sharing, and providing guidance and advice on the work of the Human Rights Service; Representing the Human Rights Service, as appropriate, at specific official functions, meetings and thematic events related to the mandate, including protection of civilians, children affected by armed conflict, women’s rights and violence against women, detention-related issues and human rights aspects of peace processes with other UN agencies, civil society groups, humanitar

Living conditions and remarks

Afghanistan is a hardship duty station with a volatile security. Living and working conditions for UN volunteers in UNAMA are similar to the living conditions of all other internationally recruited staff members. UN volunteers are provided with safe accommodation in an extensive compound in Kabul with good infrastructure and amenities. The mission has three compounds in Kabul: Compound Alpha, and UNOCA (UN Operational Complex in Afghanistan) the largest one. UNAMA has three different locations in Kabul, most of the substantive offices, including the SRSG’s are located at the so-called alpha Compound and Palace #7, which is close to the city center, while most of the administrative and technical support offices are located at the UNOCA compound on Jalalabad Road, at some distance from central Kabul. Generally speaking stringent security measures are in place throughout the country and UN volunteers as other UN staff, are quite limited to duty stations when it comes to movement. Walking is virtually not allowed. The movement is done inside the “green zone” (only) in armored vehicles driven by national qualified UN drivers. The single unit accommodation in UNOCA and other field locations are fully furnished; this includes, furniture, washing machine dryer, hot plate, iron and iron stand, microwave, plates, cups, spoons, cooking utensils, electric kettle. One bedsheet and pillow cover is provided. The monthly charge for UN provided accommodation is USD 300 which is deducted from the monthly Volunteer Living Allowance. Inside the UNOCA compound are two cafeterias, a restaurant, a Supermarket and 3 small shops which provide a variety of imported canned and frozen food on offer. There is a Fresh vegetable market daily. There is also a social center, a gym hall and a small library with books and DVDs, run by the welfare Office, within the same compound. UNOCA has a new minimarket where basic goods can be bought also. There are also a number of UN cleared supermarkets in Kabul, in Jalalabad, and in Mazar-I-Sharif. The Volunteers are encouraged to bring their own towel and other personal accessories including toiletries and medicines which they may not find easily within the super markets inside the UNOCA Compound. Some degree of medical service is provided in all UNAMA duty stations. There is a UN clinic in UNAMA/UNOCA complex and access is granted in Kabul to other private international clinics (when and if needed). Contact with and outreach to the local community is usually limited. As mentioned, many places are off-limits and the choice of recreational facilities are very poor. For all these reasons, bring a stock of books, DVDs/VCDs, computer games, etc., is highly recommended. Summer in Afghanistan is hot and dry but winter is the opposite – cold and wet. Therefore, both summer and winter clothing and comfortable boots with insulation are necessary. Afghanistan is a unique country and UNAMA is a unique UN mission. It requires more stamina, commitment, and flexibility than elsewhere to make life comfortable. Therefore, flexibility and the ability and willingness to live and work in hazardous and harsh conditions involving physical hardship and little comfort is essential.

This position is located in the Business Support Services Unit (BSSU) of the (UNJSPF), in New York, a Unit which provides administrative support services to all Pension Fund staff members. The incumbent reports to the P-5 Chief, BSSU.

Responsibilities

The Training Officer will be responsible for the coordination of Learning and Development activities of the Pension Fund.
S/he will be responsible for the following:
•Implements the design, development, delivery, and evaluation of training, learning, and development, in line with the Fund’s learning and Development strategic priorities. These programmes encompass a range of activities, including, inter alia, technical and substantive training, leadership and management training, and organizational development courses. The incumbent will also support welfare activities for the Pension Fund.
•Identifies need for new or modified training policies and practices, works with Services and staff to identify future training requirements, and develops strategies to meet them.
•Provides inputs into the preparation and monitoring of the Fund’s training budgets. Processes training proposals and requests and follows up with specific focal points to ensure that training guidelines are adhered to.
•Develops and upgrades instructional/training materials for training, learning, and development programmes, promotes the services of the Training component through various initiatives and marketing platforms, and updates activities and accomplishments.
•Provides advisory services to managers and staff, to ensure that training and development meet current needs and anticipates to the extent possible future needs. Develops tools and participates in assessing training needs, collecting and collating required inputs, and preparing relevant reports.
•Monitors and evaluates the effectiveness of training, learning and development activities and develops appropriate reports.
•Coordinates administrative and logistical support for the delivery of training programmes and team activities; this may include completing requirements in recruiting consultants and training service providers.
•Coordinates the organization and conduct of development initiatives such as mentoring, induction, and capacity building for all staff.
•Collaborates with other functions, including the Focal point for women, Staff Counselor, Culture focal points, OHR, DOS, and training focal points of other UN-related entities, to ensure that cross-cutting concepts are incorporated into the design and development of programmes.

Mission and objectives

The United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) was established in December 2007 in Ashgabat, Turkmenistan, at the initiative of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. It is a Special Political Mission under the Department of Peacebuilding and Political Affairs (DPPA) of the United Nations Secretariat. In addition to its Headquarters in Ashgabat, UNRCCA maintains a small presence in each of the other four capitals of the region. The Centre is mandated by an exchange of letters between the Secretary-General and the President of the Security Council (S/2007/279 and S/2007/280). UNRCCA is active in promoting preventive diplomacy among the five countries of the region and, increasingly, Afghanistan. The Centre annually organizes meetings for high-level officials of the region, events for regional experts and others. UNRCCA also partners with the United Nations Office of Counter-Terrorism to support the implementation of the United Nations Global Counter-Terrorism Strategy in Central Asia. Another key aspect of the Centre’s work is to promote regional cooperation on trans-boundary water management in Central Asia. UNRCCA also promotes the implementation of the Women, Peace and Security Agenda in the region.

Context

The United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) is a special political mission of the United Nations Organization established in 2007 in Ashgabat, Turkmenistan, upon the initiative of the five Central Asian states. The role of the Centre is to identify and address existing and potential threats to regional stability. In addition, the Centre facilitates partnerships between the governments of Central Asia in cooperation with regional and international organizations. At the UN Security Council (SC) consultations on Central Asia on 24 January 2019, most Council members welcomed UNRCCA plans to intensify efforts in reaching out to young people. Following the Security Council welcome, the UNRCCA Youth Initiative, the Preventive Diplomacy Academy, was launched in 2019 to work with young people across Central Asia and Afghanistan to help unlock their enormous potential to support peace and security and promote the Youth, Peace and Security (YPS) agenda in the Region. The efforts align with the Strategy's First priority (Engagement, Participation and Advocacy) and Fifth priority (Peace and Resilience Building), as well as with the prevention elements of Security Council resolutions 2250 (2015) and 2419 (2018) on Youth, Peace and Security. The Preventive Diplomacy Academy (PDA) aims to build linkages between UNRCCA and young people throughout Central Asia and Afghanistan. It seeks to spark a culture of prevention among young people, reducing the risk of conflict and paying peace dividends far into the future. UNRCCA is confident that the involvement of the Region's youth in such activities will significantly contribute to implementing the UNRCCA mandate on preventive diplomacy. This United Nations Volunteers (UNV) assignment is part of the UNRCCA Preventive Diplomacy Academy project activity.

Task description

Timely, reliable and field-driven cooperation of preventive diplomacy and communications are critical to UNRCCA’s overall regional activities. This position is located in the UNRCCA Political Affairs Unit in Ashgabat, Turkmenistan. UNRCCA uses preventive diplomacy and communications to create awareness among Central Asian state institutions, civil society, mass media, and international and regional partners (inside and outside the region) on projects and other activities in accordance with its Mandate Under the immediate supervision of the designated Political Affairs Officer, the Associate Political Affairs/Public Information Officer reports to the UNRCCA Political Affairs Officer and is responsible for the following duties: • Support the UNRCCA Substantive Programmatic Activity, among other things, by following up on implementation, coordinating with partners and UN Country Teams in the region, accessing regional networks, etc.; • Monitor and analyse political developments in Central Asia and identify regional trends particularly related to youth and gender issues; • Proactively create editorial content (stories, photo galleries, advocacy images, campaigns, quote cards, video, graphics, etc.) and adapt for digital platforms; • Revise the initial drafts/compiles by Public Information Unit communication products for target audiences; • In consultation with others, identify and propose information opportunities, activities and approaches, considering the situation/topic and target audience; • Identifies key contacts/constituencies and opportunities for strategic partnerships to facilitate communication efforts and maintain working relationships with the same; • Organizes or participates in conferences, seminars, press briefings, interviews, etc.; prepares briefing materials for officials before they participate in such events; • Responds to a variety of inquiries and information requests internally and externally; prepares related correspondence; • Organizes the clearance, production and distribution of content material; conducts photo and graphic research; implement innovations in the production and publication of UNRCCA content; • Network and build relationships with relevant local and regional actors, including government, civil society, youth leaders, the international community and academia; Develop and maintain a database of youth agencies, organizations and leaders to facilitate UNRCCA’s outreach on youth-related issues; • Provide support to the mainstreaming of programmatic activity issues throughout UNRCCA’s work; • Participate in conferences, seminars and academic fora as appropriate; • Support the monitoring of results against strategic outcomes and as per approved plans; • Contribute to reporting obligations for donors and outreach to new donors, including the development of resource mobilization strategies; • Work with the regional office of UN Volunteers to better integrate UNV’s work and initiatives into UNRCCA’s preventive diplomacy work; • Participate/Support in social media campaigns undertaken by the Public Information Unit and/or in liaison with UNHQ, including the production of visuals, animated videos, clips, photo stories, photo exhibitions or any other multimedia content; • Participate actively in the preparation of messaging for information and awareness-raising campaigns; • Work with the regional office of UN Volunteers to better integrate UNV’s work and initiatives into UNRCCA’s preventive diplomacy work. Perform other related duties as required. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance, in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end-of-assignment reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting Application; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals; • Creates databases that track project progress and provides other information relevant to assigned area. Turkmenistan is situated in the very heart of Central Asia, and an independent state, founded in 1991 after the disintegration of the USSR; five years later it attained a unique political status, which was recognized by the United Nations Organization. Ashgabat is the capital city of the Central Asian country Turkmenistan. The city's name Ashgabat comes from a Persian word “eshg” and “abad”, translated as ‘the city of love’. Ashgabat is also the largest industrial, scientific and cultural center of Turkmenistan. Within national borders, population density drops drastically to an average 29 Turkmen per square mile (11 per square kilometer) for Turkmenistan overall. Ashgabat is recognized for having the world’s greatest concentration of white marble buildings by the Guinness Book of Records. Turkmenistan's cuisine is very similar to the other Central Asian countries and predominantly comprises rice and vegetables and various meats. Locals like to drink "gok chai"- green tea with dried fruit. Herbs may also be added to the tea to give it flavours such as mint. Ashgabat has a cold desert climate; cool, short winters and hot, dry summers. Turkmenistan is a unique country and UNRCCA is a unique UN Entity in the region. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable.
