UN Women coordinate gender equality and women empowerment within the United Nations and with external partners to ensure that different parts of the multilateral system act together in a coherent manner to deliver greater results and maximize the use of resources. Within the UN system, UN Women is mandated (A/RES/64/289) to lead more effective coordination, coherence, and gender mainstreaming. In its Strategic Note (2023–2027), UN Women affirms that its UN Coordination role continues to give the organization an extraordinary capacity to foster coordination and coherence within the UN system in support of improved accountability and outcomes for gender equality and women's empowerment. In all areas, UN Women will continue to drive accountability for the UN system's commitment to gender equality and women's empowerment. In delivering the coordination mandate,  UN Women will seek to enhance performance and responsibility for gender equality and enhance gender mainstreaming in the UN system during the SN 2023-207 implementation, with the aim to generate multiplier effects across all 17 SDGs. Therefore, it will deploy standardized tools including the UN System-Wide Action Plan on GEWE (UN-SWAP), UN SG’s System-wide strategy for Gender Parity Strategy, and the UNCT-SWAP Gender Equality Scorecard. As part of the coordination work, NCO will mobilize the UNCT to jointly enhance the sustainability and scalability of normative work, policy, and programs on gender equality and the empowerment of women in the process of implementing the UNSDCF.  The CO also continues to lead and coordinate the work of the UNCT Gender Thematic Group (GTG) and will support the capacity strengthening of the team to better promote the mainstreaming of gender in the UNSDCF 2023-2027. The GTG is currently chaired by UN Women, with UNFPA serving as co-chair, and has representation from 18 UN agencies.

UN Women also serves as the secretariat of the Development Partners Group on Gender (DPGG), and in that capacity, she supports the group to elaborate actions to support and collaborate with the government, especially the national gender machinery, and civil society to implement measures to advance gender equality and the empowerment of women. UN Women in 2023 commenced the Quarterly Zonal Coordination Mechanism Initiative in collaboration with the Federal and State Ministries of Women Affairs and the Maryam Babagida Centre for Women Development to better support the multiple networks, coalitions, and coordination mechanism that promote gender equality and the women to ensure that there is more coherence, capacity, and sustainability for the various work that they do. While several groups exist in the states, however, the level of coordination and accountability for gender equality and women’s empowerment remains limited and incoherent, as a result, accountability, and coherence in planning programme advocacy, and reporting on GEWE remain abysmal and less impactful.  The coordination mechanism will adopt a zonal convening and through it, activities map gaps and strengthen them to cascade to the states and local government coordination platforms as well as enhance the coordination outcomes at the national level

Under the overall guidance of three Programme managers; National Programme Officer, Coordination and Partnership, Programme Specialist, WPE, and Programme Specialist, WPS the Programme  Assistant and Logistics Consultant are responsible for the execution of a wide range of programme, administrative, and logistic support for  UN Women coordination, WPE and WPS project ensuring timeliness, efficiency and effective support for programme planning, delivery and reviews and delivery of services in accordance with organizational rules, regulations, policies, procedures, and approved allocations. The Programme Assistant and Logistics Consultant will work in consistent with UN Women rules and regulations, standard practices, and guidelines. The Programme Assistant and Logistics Consultant will work in close collaboration with the National Programme Officer and other members of the Programme and Operations Team in UN Women CO.

Duties and Responsibilities

Expected Deliverables: The consultant will provide support to the Coordination, WPE, and WPS project

Provide programme support in accordance with the Coordination, WPS, and WPE programme of UN Women

  • Participate and contribute to the units’ planning processes for Coordination, WPE, and WPS programme.
  • Assist in the development of concept notes, agenda, and other products for Coordination, WPE, and WPS programme.
  • Assist in the mobilization of participants and community members for programme activities.

Provide administrative and documentation support in accordance with the coordination, WPS, and WPE programme of UN Women

  • Undertake administrative activities in support of coordination, WPS, and WPE functions
  • Take notes at meetings and filing of documentation. 
  • Prepare letters for programmes and meetings.
  • Others as assigned

Support procurement processes for the coordination, WPS, and WPE programme of UN Women

  • Provide inputs to the preparation of procurement plans for programmes/projects;
  • Prepare procurement requests and initiate procurement procedures for office and project equipment, supplies, and services, as necessary;

Assist with Partners and Filed Management

  • Assist with field processes for maximum outcomes and result
  • Maintain activities records and  assets of the programme
  • Provide input to inventory reports.
  • Implement the inventory and physical verification control for the project;
  • Arrange shipments and conference facilities.

Organize logistical services

  • Organize hotel and event arrangements for UN Women meetings/ functions, and engagements, ensure that all requirements are catered for as required with operation team guidance
  • Support implementing partners and consultants for the project with procurement and logistic functions.
  • Perform other administrative/programme tasks as assigned by supervisor.

Purpose of the Post:

The role of the External Relations Officer is to increase opportunities for donor contributions to the work of WHO in the WHO/NGA and African Region through the oversight and management of grant application and reporting. The incumbent is also responsible for supporting technical staff in their resource mobilization efforts through skill development and training. 

Objectives of the Programme and of the immediate unit or field activity (Overview of the programme):

The external relations unit of the Country Office will strengthen the office in resource mobilization, advocacy and partnerships with all relevant partners, including non-state actors. The External Relation officer will serve as the principal advisor to the WHO Representative (WR) and country office, in resource mobilization, advocacy and partnership activities. As a key member of the Country Office Senior Management Team (SMO), the External Relations Officer will manage the coordination, expansion, development and oversight of the country offices’ funding and associated partnerships.

Under the overall guidance of the Head, WHO Country Office, and working closely with counterparts at the respective Regional Office and HQ, the incumbent is responsible for developing a resource mobilization plan to finance the human resource (HR) and activities in the country. This will entail building and promoting strong partnerships with all relevant actors, including Member States, various donors at country, regional and global levels, the health cluster, other UN agencies, etc. in order to identify and create resource mobilization opportunities. The incumbent will engage with the country office technical leads overseeing the programme; liaise with technical and administrative staff in the office to ensure the adequate use of the funds and reporting of the funds following donor requirements and will work in close cooperation with the resource mobilization, planning, communication, and advocacy officers at the three levels of the organization to achieve common goals.

Context

The World Health Organization (WHO) African Region has embarked on a new Global Programme of Work (GPW13) and a new Programme Budget (2020 -2021). Through these two strategic documents, the region aims to deliver public health outcomes through an integrated results-based structure. The new focus of our work will be at the country level where we aim to reach the triple billion goal of 1 billion more people covered, 1 billion more protected and 1 billion more healthier populations. In this regard, the UN Volunteers can work at the Regional Office based in the Republic of Congo, Brazzaville or in any of our 47 country offices. The areas of work that can be covered include: communicable and non-communicable diseases, healthier populations, health systems and information, emergency preparedness and response, data collection and management, family and reproductive health, programme support and administration.

Task description

Within the delegated authority and under the supervision of the External Relations & Partnership Lead, the UN Volunteer will: • Review and refine programs reporting tools in line with donor requirement; • Coordinate all aspects of programs reporting ensuring data is of high quality and produced on time; • Collect articles, cases studies, and best practices across projects for evidence gathering and format so they are suitable for external audiences; • Conduct support visits on a regular basis and reports findings for programs; • Provide support on public and donor related documents as required; • Work closely with programs on proposal writing and submission; • Maintain a tracking system to monitor the current location and status off all resources (personnel, equipment, supplies, etc.) assigned to the emergency response; • Drafts proposals, donor briefings, reports and updates to ensure accurate and timely reporting; • Support the overall activities related to mobilization of resources, grants management, funding needs and gaps and the awards process. • Maintain project calendars and milestones; analyses information on project activities and monitors progress towards targets using various project management databases; • Liaise with relevant team leads to validate the location and status of all resources • Prepare tables, charts and other graphics required for senior management team meetings; donors’ reports, and other meetings or products as required; • Support the implementation and improvement of monitoring and evaluation tools and frameworks; • Liaise with Country Offices and Headquarters to secure the required clearance, including legal and financial clearances for proposals and donor agreements before signature. • In coordination with the Communication Officer, effectively utilizes the communication products to inform donors about both Health Sector and WHO’s strategies and work to encourage them to fund the overall health sector response to affected populations and to WHO’s strategic plans and proposals; • Support the production of outreach/publicity material to increase donor visibility and promote engagement. • Support the update of websites and resource mobilization platforms. • Perform other duties as required.

Nigeria, a populous, middle-income country has extremely diverse cultural, demographic and development profiles. The country combines both development and emergency context as there is an ongoing major humanitarian operation in the conflict prone North East. Economically, the country presents huge potential for leveraging domestic resources from both public and private sectors. The UN Volunteer will be based in Abuja. Abuja is the capital of Nigeria and hosts UN Agencies, Economic Community of West African States (ECOWAS) and a large number of development partners. Abuja is a family-duty station with vibrant expat community. It has been assessed as secured and classified as C hardship duty station. The climate is hot semi-arid, especially in the dry season where it can go beyond 40°C. A detailed security briefing is provided to all new-arrivals by the security staff on arrival in the country.

How can you make a difference?

  • Management of the Supply team
  • Prepare the annual work plan for the Supply team; determine priorities/targets and performance measurements and monitor work progress to ensure that results are achieved according to schedule and performance standards.
  • Supervise and coach team members, ensure timely performance management of staff. In collaboration with Supply Division, Regional Office, and the global supply community, ensure knowledge sharing and learning is prioritized in order to continuously build capacity of individuals and the team.
  • In consultation with supervisor, ensure establishment and maintenance of operational capacity to handle FO supply chains, including staffing (appropriate staffing structure, timely recruitment, clarity of roles and responsibilities) and contracting of third-party services if applicable (e.g., customs clearance, warehousing, transport, distribution).
  • Supply chain service delivery and emergency response
  • In consultation with supervisor, provide input to the Country Programme Action Planning and advice on Supply requirements for the Plan of Operations and Annual Work Plans. Ensure appropriate planning, implementation, monitoring and evaluation of the supply chain operations, including establishment of performance indicators, and assessment of fit for purpose of products and services.
  • Analyze supply spend and develop procurement strategies based on category management in order to focus on strategic, essential supplies and services that contribute to results for children, including establishment of long-term agreements (LTAs) where relevant. Ensure effective procurement of goods, contracting of services and construction works, while maintaining the highest level of integrity, ethical standards, and accountability.
  • Ensure timely customs clearance of supplies entering the country. Ensure appropriate warehousing, inventory management and in-country transport in support of the country programme implementation.
  • Ensure appropriate vendor management practices e.g., supply performance reviews are established and applied.
  • Analyze supply dashboards, implementation rates of key performance indicators and supply information/data from various systems and conduct root cause analysis of supply chain bottlenecks and challenges, with a view to drive improvements and ensure efficient and effective supply chains for children.
  • In consultation with supervisor, develop an emergency supply & logistics strategy based on risk assessment analysis and Programme assumptions. Ensure an emergency supply and logistics preparedness action plan for the CO is established in line with Core Commitments for Children in Humanitarian Action (CCC), and implemented (establishment of relevant LTAs and frame agreements for emergency response, prepositioning of stock, and training of staff in the country office).
  • Participate in high level emergency coordination, implementation and monitoring meetings with internal and external partners and establish close collaboration with Logistics Cluster/National Logistics Working Group if such is activated/existing.
  • In collaboration with supervisor, establish strong working relations with Regional Chiefs of Supply/Regional Chief of Operations, as well as Supply Division, to align with global and regional approaches and initiatives in supply chain management.

  • In collaboration with supervisor, develop close collaboration with programme sections through involvement in programme design, planning, and preparation for implementation of supply components as well as monitoring and evaluation. Establish accountability framework with programmes, for delivery of results for children.

Mission and objectives

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. As part of its flagship program on Women, Peace and Security, (WPS) UN Women is currently supporting the Government of Nigeria to meet its commitments on UNSCR 1325 through the development and implementation of Nigeria’s National Action Plan (NAP) and State Action Plans on Women, Peace and Security. With support from the Governments of Norway and Germany, UN Women is implementing WPS Programme in some states of Nigeria, designed to enhance women participation in conflict prevention, resolution, mediation and peacebuilding processes, at all levels; improve public perception on the role of women in peace and security; and enhance the capacity of government institutions, legislature, judiciary and security agencies to implement and institutionalize provisions of UNSCR 1325 in policies and operational procedures. Moreover, several local structures were also established to contribute to the WPS agenda in target areas. These include SAP Implementation Committees, Women Mediation Networks, HeForShe Networks and WPS Media networks.

Context

In 2018, UN Women Nigeria established a presence in Maiduguri, Borno State North East, Nigeria to support the efforts of the Government of Nigeria and other UN agencies towards the humanitarian response through targeted livelihoods support for women and girls and the broader transition from humanitarian relief to longer-recovery and development. UN Women is also engaged in coordination and technical support across the sectoral responses; capacity building for humanitarian workers; and undertakes various assessments and related initiatives to allow for evidence-based, gender-responsive response to the evolving crisis in the North East. The objective of UN Women programmes in the Northeast is to ensure protection for vulnerable women. UN Women Nigeria with funding support from the Headquarters is implementing a project on Empowering Women and Girls for Enhanced Gender-Based Violence Prevention and Response in Borno and Yobe States. The project is designed to contribute to support women’s leadership and participation in preventing and responding to gender-based violence while expanding access to economic empowerment opportunities.

Task description

Reporting to the Programme Specialist/WPS Team Lead, the Junior Programme Analyst will contribute to the effective management of Programme on WPS in Nigeria and Enhancing Gender-Responsive Security Operations and Community Dialogue in Nigeria (Phase II) and broadly the Women, Peace and Security thematic area by providing substantive inputs to programme design, formulation, implementation, monitoring and reporting. The Junior Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the M&E Specialist, programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio. 1. Contribute technically to the development of programme strategies in the area of Women, Peace and Security • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives; • Identify areas for support and intervention related to the programme. 2. Provide substantive technical support to the implementation and management of the Women, Peace and Security programme and projects • Provide technical inputs to the annual workplan and budget; • Support the implementation of programme and project activities; • Support the coordination of call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; • Support review, coordinate and monitor the submission of implementing partner financial and narrative reports; 3. With approximately 200 million inhabitants, Nigeria accounts for 47% of West Africa’s population, and has one of the largest populations of youth in the world. Context

Under the supervision of the Procurement Analyst, the Travel Assistant provides travel related services in a large Country Office ensuring high quality and accuracy of work in order to obtain the optimum travel services. He/she analyzes and interprets rules and guidelines regarding travel and entitlements and provides solutions to a wide spectrum of complex issues related to travel. The Travel Assistant closely monitors travel expenditures and internal cost and ensures their timely and accurate billing, settlement and cost recovery. Task description

Within the delegated authority and under the supervision of Procurement Analyst or his/her designated mandated representative(s), the UNV Travel Assistant will support in the following: 1. Living conditions and remarks

The assignment will take place in the nation’s capital, Abuja (Hardship Classification C). Abuja is housed by many expatriate and diplomatic communities. Cost of living in Abuja varies but could be termed as high considering the class of people residing in the capital city. Terrorism is the main threat in the Abuja. General crime is also prevalent. UN staff members are advised to stay only in UNDSS assessed hotels and residential areas. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
