Area of expertise

The GBViE specialist shall have expertise in implementing GBV response, case management programs in the health sector; possess strong interagency GBV coordination skills, functional understanding of ethical issues related to GBV information management systems. 

Purpose of consultancy

WHO seeks a qualified individual consultant with expert knowledge of gender-based violence (GBV) response and prevention, as well as demonstrated professional experience in humanitarian response and preparedness, to implement activities to strengthen the integration of GBV interventions into WHO health emergencies response to the Rohingya refugee crisis in Cox Bazar, Bangladesh. 

Background

WHO has led an initiative to scale-up of health care services for survivors of GBV in the Rohingya refugee response since 2018 with funding from the US State Department’s Bureau for Population, Refugees and Migration (BPRM). 

Preventing and responding to gender-based violence (GBV) in refugee contexts and emergencies remains one of the key challenges for the humanitarian sector. Research suggests that approximately one in five refugee or displaced women experience sexual violence.  Health services for survivors of GBV can be lifesaving and are a minimum standard of health care in humanitarian settings.  However, access to this essential care is often limited.  The Rohingya have been fleeing from Myanmar’s Rakhine State to adjacent districts in Bangladesh for decades. The latest influx began in August 2017 and has led to a fourfold increase in the Rohingya population in Bangladesh. It is estimated that close to one million Rohingya are now living in Bangladesh in camps located in two Upazila (Ukhia and Teknaf) of Cox’s Bazar, Bangladesh. 

In 2023, the Health Sector is targeting approximately 1.4 million people out of which about 950,000 are refugees. Key sector priorities include strengthening the quality of health care services through regular monitoring, supportive supervision, and improved patient feedback mechanisms, increasing the availability and utilization of facility-based comprehensive reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services with an emphasis on increasing institutional deliveries and family planning uptake and improving emergency obstetric and referral services and immunization coverage. 

Summary of assigned duties:

The consultant will be under the overall guidance of the Head of Sub Office and the direct supervision of the Public Health Response Officer in the WHO emergency sub-office Cox’s Bazar and work closely with the Rohingya Response Health Sector Coordinator, the WHO PRSM Coordinator in CXB, and HQ GBViE Technical Officer. 

Priorities of the consultancy to support WHE work in Cox Bazar to address GBV include the following:

  • Strengthening the capacity of the health workforce, in line with WHO tools and guidance
  • Strengthening multi-sectoral engagement and coordination, under the auspices of the Health Sector
  • Ensure integration of GBV response and prevention actions into WHE operational and strategic planning   

Deliverables:

  • Deliverable 1.  Strengthen the capacity of the national health workforce and Health Sector partners working in host and refugee communities to address GBV. Expected by: Ongoing, monthly basis.
  • Deliverable 1.1 Work in collaboration with Government and Health Sector partners to assess the quality of healthcare services for GBV survivors, in line with WHO tools and guidance. Expected by: Ongoing, monthly basis.
  • Deliverable 1.2. Deliver interagency training on clinical management of rape and intimate partner violence survivors, in line with work plans and collaboration with other agencies/organizations as possible. Expected by: Ongoing, monthly basis.
  • Deliverable 1.3. Adapt and deliver interagency training for health managers to improve facility preparedness for the provision of clinical management of rape and intimate partner violence (CMRIPV), by WHO curricula and guidance. Expected by: Ongoing, monthly basis.
  • Deliverable 2. Strengthen WHO engagement in multi-sectoral action to address GBV. Expected by: Ongoing, monthly basis.
  • Deliverable 2.1. Strengthen essential linkages with the Protection Sector (Child Protection, GBV) to support GBViE service referral and awareness among health providers and communities. Expected by: Ongoing, monthly basis.
  • Deliverable 2.2. Ensure WHO representation and engagement in the Health Sector and other interagency fora (e.g., PSEA network, GIHA working group, Protection Sector, etc.). Expected by: Ongoing, monthly basis.
  • Deliverable 2.3. Contribute to the integration of GBV in Health Sector led assessments, initiatives, and advocacy as appropriate. Expected by: Ongoing, monthly basis.
  • Deliverable 3. Ensure that GBViE workstreams are appropriately integrated into WHE strategic and operational planning and reflected in resource mobilization efforts. Expected by: Ongoing, monthly basis. 
  • Deliverable 3.1. Integrate GBV into WHE health service information management systems, reporting tools, and advocacy efforts, as required. Expected by: Ongoing, monthly basis.
  • Deliverable 3.2. Monitor implementation of action plans developed by WHE to address GBV service gaps. Expected by: Ongoing, monthly basis. 

Qualifications, experience, skills and languages: 

Education:

Essential: First-level university degree in one of the following fields:

Public Health, Women's or Gender and Development Studies, Social Sciences

Desirable: Advanced Degree in Public Health, Women's or Gender and Development Studies, or Social Sciences is desirable. 

Experience:

Essential: At least 5 years of work experience in violence against women/gender-based violence, ideally with some of this in humanitarian settings, and experience in training health organizations and health providers.

Proven work experience in violence against women/gender-based violence in emergencies, with proven knowledge of health and gender-based violence issues, a good understanding of gender quality and survivor-centered perspectives, and a good understanding of the humanitarian organizational structure.

Desirable: Previous experience working in emergencies in the Rohingya context is desirable 

Skills/Knowledge:

Essential:

  • Demonstrated capacity to work in challenging circumstances, administer projects and build partnerships involving technical and political elements.
  • Demonstrated ability to work in multicultural settings and excellent interpersonal skills.

Desirable:

A demonstrated field-based experience in working withing the health cluster/sector coordination systems and partners.

UN Women’s global gender data programme, “Making Every Woman and Girl Count” (Women Count), delivered significant results in scaling up work on gender statistics availability, accessibility, and use during Phase I of its implementation.  In the ongoing implementation of Women Count Phase II, with gender data being elevated as one of the strategic outcomes of UN Women’s 2022-2025 Strategic Plan, UN Women is steadfastly supporting Member States and leading efforts on mainstreaming gender perspectives in three key interventions:

  • Enabling environment for the production and use of gender statistics: Put in place supportive policy, legal and financial environment to ensure gender-responsive national adaptation and effective monitoring of the Sustainable Development Goals (SDGs)
  • Increasing the production of gender statistics: Increase availability of quality, comparable and regular gender statistics to address national data gaps and meet policy and reporting commitments under the SDGs, Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), and Beijing Declaration
  • Increasing data accessibility and use: Ensure that gender statistics are accessible to all users (including governments, civil society, academia and private sector) and can be analysed, communicated, and used to inform research, advocacy, policies and programmes, and promote accountability.

Located in the Research and Data (R&D) Section of UN Women, the Statistics Consultant works under the supervision of the Statistics Specialist/Inter-Regional Advisor on Gender Statistics of the Women Count Programme. Specifically, s/he will provide technical support in the implementation of statistical activities and delivery of statistical outputs related to the Women Count global project on Scaling Up Gender Data Driven Action to Leave No-One Behind and Achieve the SDGs, with funding from the Government of Italy. S/he will assist in the delivery of activities and outputs of other Women Count global projects. For example, to achieve the planned Phase II outcomes, there is a need to, among others: 1) produce a flagship report on the level of maturity of countries through the publication of the Gender Data Outlook (GDO), in partnership with OECD-PARIS21; 2) production of a practical global guidance or framework on citizen-generated data (CGD) for SDGs monitoring; and 3) conduct targeted advocacy towards use of the various statistical outputs produced. More specifically, s/he will provide technical assistance in the conduct of in-depth case studies on time use survey (TUS) data collection to present an overall analytical picture of how Women Count countries are monitoring SDG target 5.4.1 (unpaid care work).

Duties and Responsibilities

Based in the Data and Statistics Team of the Women Count programme in UN Women HQ, the Statistics Consultant will work under the supervision of the Statistics Specialist/Inter-Regional Advisor on Gender Statistics. S/he will provide statistical support and assistance on the implementation of the global projects on the global framework on CGD and global guidance on TUS data collection and use for SDGs monitoring, production of the GDO, and assist in delivery of activities and outputs of other Women Count global projects, generally. The tasks will include, among others:

Key Responsibilities:

1.  Development of a practical guidance on the conduct of time use surveys

  • Compile, document, and synthesize field experiences of Women Count countries in the conduct time-use surveys for monitoring SDG target 5.4.1 (unpaid care and domestic work (UCDW))
  • Establish an internal repository of technical resources on TUS conducted by Women Count countries
  • Present technical inputs or produce technical resources on the overall analytical picture of how Women Count countries have planned, designed, conducted, analysed, and used TUS for monitoring UCDW
  • Prepare draft annotated outline and provide technical inputs for the development of a guidance for countries (NSOs, in particular) on the conduct of TUS
  • Coordinate with internal colleagues and external partners to ensure the effective and efficient implementation of the project specifically and the overall work on time-use of the Women Count programme, more broadly

 

2.  Development of a flagship report, Gender Data Outlook, on assessing the level of maturity of countries with regards to their gender data and capacity

  • Review and provide technical inputs on the development of the Gender Data Outlook, particularly on the technical working paper (that is, measurement framework), assessment of countries’ level of maturity (that is, operationalization of the framework), and development of gender data use typology
  • Provide support on the research or data collection – whether on the assessment of level of maturity or use cases, as needed
  • Provide technical assistance in the conduct of Technical Advisory Group meetings, consultations, and other similar activities
  • Provide technical assistance in the production, publication, outreach and advocacy activities to promote uptake and use of the key findings, messages, and results of the Gender Data Outlook report
  • Coordinate with PARIS21 to ensure the effective and efficient implementation of the project (e.g., quarterly monitoring reports, regular check-in meetings)

3.   Coordination towards the development of a global framework on citizen data

  • Provide technical support in relation with UN Women’s co-leadership with UN Statistics Division (UNSD) in the management and operation of the Collaborative on citizen data (CD), which in the immediate-term, will produce the framework on CD in partnership with UNSD, CSOs and NGOs, academic and research community, private sector, NSOs, and other international organizations
  • Produce technical inputs in the development of the framework in a technical paper, including for submission to the 55th Session of the UN Statistical Commission
  • Coordinate with internal colleagues and external partners to ensure the effective and efficient implementation of the project

 4.    Provide technical support in implementing the Women Count Phase II global projects and support in international coordination and cooperation

      4.1. Technical support to Women Count field colleagues and quality assurance of regional (and country) products and activities

  • Provide technical assistance related to the data and statistics work of the Women Count programme, particularly in reviewing statistical outputs and activities of other Women Count regional (and country) projects.

          

     4.2.  Other global projects, international coordination or cooperation

  • Assist the Data and Statistics Team of Women Count HQ in the implementation of statistical activities and delivery of statistical outputs (e.g., Inter-Regional meetings, webinars, workshops, etc.)
  • Provide technical support in relation with UN Women’s interagency participation (e.g., Inter-Agency Expert Group on Gender Statistics (IAEG-GS), IAEG-UN Data)

    4.3.  Perform other related duties as required

The Regional Office also produces other Communications Products such as brochures, factsheets, newsletters feature stories, publications etc.

Objective:

As most of the content provided from field offices are written by people whose native language is not English, copy-editing this content into proper English is extremely important for the Regional Office.

The editor will also be expected to make the website as marketable as possible, along with catchy language, titles etc. that would attract the attention of the general population as well as other relevant stakeholders.

Duties and Responsibilities

Under the supervision of the Programme Specialist and Regional Communications Specialist of UN Women ECA RO, the editor will edit the content for the website and UN Women knowledge products, including publications, brochures, briefs, factsheets, guidance documents etc., and ensure the content provided is up-to-date and relevant, s/he may ask for more information, key results, and additional materials. The editor is expected organize the content in a clear, concise and understandable way, using easy to understand and attractive language when necessary to outreach to larger audiences.

S/he will:

  • Write/edit/proofread UN Women knowledge products, including but not limited to publications, brochures, briefs, factsheets, policy documents, guidance documents
  • Write/edit/proofread web articles for UN Women’s official regional website
  • Ensure consistency, accuracy, grammatical correctness and adherence to UN Women’s writing style guidelines  

Liaise with UN Women Programme Specialist, Regional Communications Specialist  and other relevant UN Women ECA RO regional staff as well as staff in field offices if needed for review and finalization processes

Schedule of Payments:

Payment in full upon final submission and satisfactory outputs/products in accordance with specified requirements. Payments will be made monthly after the outputs/products are reviewed and approved by the regional office’s Regional Communications Specialist and the relevant RO staff.

The time needed to complete all work will be agreed with the ECA RO Programme Specialist prior to being carried out. The Consultant needs to fill out a timesheet, provided by the ECA RO, that would detail the work that was completed in a day and will be paid based on a daily fee.

In view of responding to the design needs of the office for the above-mentioned purposes, in particular the regional ASEAN project, UN Women Indonesia Office seeks to hire a graphic designer for providing timely and qualitative design services.

Duties and Responsibilities 

The graphic designer will be responsible for design services for the communication and advocacy materials such as brochures, presentations, factsheets, infographics, posters, newsletters, books, social media cards to support communications, advocacy, and resource mobilization and to enhance visibility and understanding of UN Women activities in Indonesia and ASEAN as well as increasing the efficiency of its programmatic activities and specific campaigns and events.

Scope of Work

  • Conceptualize, design, and layout of high quality innovative, creative, and attention-grabbing materials (print and online), for web-based communications as infographics, factographs, presentations, illustrations, and advocacy; promotion and training purposes as assigned by Programme Managers and Communication Officers;
  • Layout and design information and communication materials (banners, posters, booklets, leaflets, books, newsletters, flyers, cards);
  • Develop social media graphic design (e.g. GIFs, animated visuals, infographics, data cards, illustrations, quote cards, illustrated explainers) that are tailored to UN Women social media accounts (Twitter, Instagram, and Facebook)
  • Follow UN Women Branding Guidelines and identity standards;
  • Modify, revise and edit materials as required, in consultation UN Women team. UN Women team will support resource materials and/or reference documents as relevant;
  • Provide guidance to UN Women Indonesia on printing requirements and quality assurance.
  • Conduct quality control to ensure accurate and high-quality work;

Deliverables

  • Advocacy messages should be positive and empowering and reflect the diversity of the Asia-Pacific region in terms of ethnicity, age, gender, etc.;
  • Materials designed in such a way that they can be updated and adjusted for future use (all colours, pantones, fonts, inserted bitmaps or any other used resource should be included in the design package; fonts should not be converted to outlines in order to allow edits and adaptations in the future);
  • Ensuring the design of the materials is consistent with UN Women communications guidelines;
  • UN Women has non-exclusive world rights in perpetuity of all designed submissions and products;
  • Provide design files upon request from UN Women. 

Duration of Assignment and Duty Station

The time required for the consultancy is estimated at 100 working days within the duration of initial contract of 12 months. The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.

The consultant will work under the supervision of the Communications and Advocacy Analyst at UN Women Indonesia who will be responsible for the quality assurance of the deliverables submitted by the consultant and to ensure the consultant to perform the following tasks:

External Relations unit

This position is based within External Relations unit for the UN Women Regional Office for Asia and the Pacific (ROAP). At the regional office, External Relations unit is in charge of building partnerships with private sector entities as well as bilateral partners, non- profit organisations and the media. Duties and responsibilities

A significant element of the Strategic Note is an enhanced strategic approach to advocacy, innovation, and communication, with the aim of increasing the visibility of ROAP and public awareness of both success stories and the specific gaps and challenges to gender equality and the empowerment of women and girls in the region. It is imperative that communications methodologies adopted by ROAP are suited to the regional context and able to attract and support the engagement of diverse stakeholder groups, including youth, civil society, national and regional authorities etc.

UN Women ROAP envision to collaborate with technology and innovation companies in the Asia Pacific region to promote women empowerment and leadership in the digital economy, promote women safe and inclusive cyber spaces and mobilize private sector companies to commit to the Action Collations on Gender-Based Violence and the Technology and Innovation for Gender Equality. This will require wide consultations with women and girls, young feminists, tech for gender equality experts and CSOs from across the region. 

Under the direct supervision of the Advocacy and Communication teams, the International Consultant – Animator will design animations that will be based on the Toolkit: Youth Guide to End Online Gender-Based Violence. The animations are intended to raise awareness about tech-facilitated Online Gender-Based Violence (OGBV). The consultancy aims to transform the content in the toolkit into youth and internet-friendly short animations. These animations will cover topics such as the forms of OGBV, bystander approaches, how to report OGBV, and support for victims and survivors, as well as strategies for creating safe and inclusive online spaces and platforms.

Objectives of the Consultancy

  1. To develop easy-to-understand, engaging animations from the Toolkit: Youth Guide to End Online Gender-Based Violence to promote awareness about tech-facilitated OGBV.
  2. To simplify complex subjects like forms of OGBV, bystander intervention approaches, reporting mechanisms, and support strategies into digestible animated content.
  3. To appeal to a wide demographic, including youth, to facilitate better understanding and proactive behavior towards combating OGBV.
