The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions.

The position is located in the Protection Coordination Unit (PCU) in the Division of Partnership and Specialized Support (DPSS). PCU was established to manage the growing number of personal protection details in a systematic and coordinated manner. All decisions on staffing of personal protection teams are based on detailed security threat and risk assessments. The Protection Coordination Officer supports and contributes to the achievements of the overall goals of the Department of Safety and Security in general and for the Division of Partnerships and Specialized Support in specific. The incumbent reports to the Chief of PCU or his/her/their designate. This position is considered rotational and staff members are normally required to move geographically to different duty stations under conditions established in ST/AI/2023/3 on Mobility, as may be amended or revised.

Responsibilities

Under the supervision and direction of the Chief of Protection Coordination Unit (PCU) or his/her/their designate, the incumbent performs the following functions:

1. Contributes to the effective delivery of the mandate of the Protection Coordination Unit.
• Performs functions to ensure the effective and efficient coordination of close protection services worldwide.
• Contributes to achieving the overall goals of the unit.
• Makes recommendations and participates in the implementation of the unit strategic goals.
• Makes recommendations to the unit’s work plan and performs assigned tasks in a timely manner and within the established timelines.
• Ensures operational coordination of protective operations deployed in support of the key Senior United Nations Officials, as assigned.
• Assists in determining the requirement of close protection measures and makes recommendations on operational coordination and support.

2. Monitors and Coordinates assigned close protection operations.
• Maintains technical lines of communication and coordination with Senior Security Professionals, their deputies and Close Protection Coordination Officers in UN Duty Stations where Close Protection assets are deployed.
• Assists in overseeing and coordinating the deployment of close protection assets in assigned areas and develops and maintains the effective monitoring of close protection operations.
• Liaises and coordinates with focal points in UN entities in the preparation of personal protection profiles for senior UN officials (SUNO) and ensures they are maintained, accurate and up-to-date.
• Reviews preventive and mitigating measures recommended by the security risk management processes conducted for field based or traveling Senior United Nations Officials.
• Liaises with Member States’ law enforcement agencies in order to ensure effective security arrangements as directed.
• Coordinates the close protection of senior UN officials (SUNO) assessed to be at potential or actual risk.
• Coordinates the monitoring and oversight of the travel of SUNOs as it relates to their security.
• Reviews lessons learned and recommends best practices in close collaboration and cooperation with the relevant units within UNDSS.
• Reviews preventive and mitigation measures generated by the security risk management process, recommending courses of action in support of close protection operations.
• Identifies sources of information within the UN organization to be used in gathering data in support of threat analysis.
• Carries out assigned administrative responsibilities related to the PCU and Division of Partnerships and Specialized Support (DPSS) including programme planning, budget development, financial monitoring of close protection assets, review of close protection officers’ qualifications, and makes recommendations on training as necessary.
• Liaises, coordinates and advises Senior Security Professionals on the selection and recruitment of Close Protection Coordinators and Officers as required. Supports rostering campaigns for close protection personnel.
• Deploys to field missions on temporary assignments to support establishment of new Close Protection Units, as required.
• Participates in Protective Services Assessments in UN Field Missions to determine benchmarks, trends and compliance with applicable close protection operational policies and practices; makes recommendation and advices and supports Close Protection Units in strengthening their operational capability.
• Identifies operational requirements and standards at the field mission’s level to be considered in the establishment of UN Close Protection operational standards referring to skills, tactics, weapon systems, special equipment, etc.
• Coordinates with Senior Security Professionals to identify available Close Protection resources for surge deployments.
• Coordinates with relevant departments and units to operationalize a Close Protection standby capacity, including personnel, weapons, ammunition and special equipment.
• Undertakes liaison with interlocutors in provision and maintenance of Member State Close Protection Units (MSCPU) to enable a Department Close Protection Stand-by capacity and provision of protective services in mission areas.
• Supports the design and delivery of training courses.
• Participates as assigned in regional workshops to advise and brief participants on the global or regional planning and coordination of the protective operations.
• Liaises with expert institutions and organizations in the field of close protection in order to keep abreast of innovations and best practices.
• Gathers information and supports the maintenance of an accurate database of all UN Protective Services assets.
• Participates as a subject matter expert in recruitment campaigns designed to populate the rosters for close protection coordinators and operators.
• Provides technical clearance of suitable candidates; prepares and recommends assessment tests.
• Manages administrative details of travel, temporary duty (TDY) and surge deployments to speed up the deployment process and ensures that proper equipment, vehicles and firearms are available for close protection teams.
• Performs other assignments as required.

Education

Advanced university degree (Master’s degree or equivalent) in security management, public administration, policy, political/social science, international relations or a related field is required. A first-level university degree in combination with two additional years of experience in the management of close protection operations and assets may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

UNDSS Certification in the Security Certification Programme (SCP) and/or Close Protection Officers Course (CPOC) is desirable.

Completion of an international, national or commercial close protection training is desirable.

Work Experience

A minimum of five years of progressively responsible experience in Close Protection in a governmental, intergovernmental, military or police context, is required.

A minimum of 3 years coordination or supervisory experience in close protection operational management, including at least 1 year in a conflict and post-conflict environment, is required.

A minimum of 2 years close protection experience at the international level is required.

Experience in coordinating and liaising with multiple stakeholders in planning and organizing protective operations deployed in conflict or post-conflict environment, is desirable.

Experience in the developing of standards for protective services is desirable.

Experience in operational support of protective operations is desirable.

Experience in the use of recent technologies in the planning and implementation of close protection operations is desirable.

Experience in procurement and administrative processes in the United Nations common system or similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.

Responsibilities

Within delegated authority, the Management and Programme Analyst will be responsible for the following duties:

• Assists in the coordination of the UN Secretariat's engagement with the official oversight bodies of the United Nations Secretariat, which include the United Nations Board of Auditors, the Office of Internal Oversight Services, the Joint Inspection Unit of the United Nations System, and the Independent Audit Advisory Committee.
• Analyzes the findings and recommendations of the oversight bodies to identify material weaknesses and reportable conditions and the follow-up on the status of implementation of recommendations.
• Helps draft scheduled reports on implementation of recommendations and related issues to the Management Committee, noting where action is not being taken or where a Secretariat-wide response is required.
• Helps draft reports of the Secretary-General to the General Assembly on the implementation of the recommendations of the Board of Auditors.
• Helps prepare consolidated comments of the Secretary-General to the UN System Chief Executives Board on Coordination regarding the acceptance of the recommendations of the Joint Inspection Unit.
• Assists in the review of requests for exceptions to the standards of accommodation for air travel and makes recommendations for approval or rejection by ensuring compliance with guidelines.
• Researches, analyzes and presents information gathered from diverse sources.
• Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

The United Nations Joint Staff Pension Fund (UNJSPF) was established in 1949 by the United Nations General Assembly to provide retirement, death, disability, and related benefits for staff of the United Nations and other member organizations of the Fund. This position is located in the Business Support Services Unit (BSSU) of the (UNJSPF), in New York, a Unit which provides administrative support services to all Pension Fund staff members. The incumbent reports to the P-5 Chief, BSSU.

Responsibilities

The Training Officer will be responsible for the coordination of Learning and Development activities of the Pension Fund.
S/he will be responsible for the following:
•Implements the design, development, delivery, and evaluation of training, learning, and development, in line with the Fund’s learning and Development strategic priorities. These programmes encompass a range of activities, including, inter alia, technical and substantive training, leadership and management training, and organizational development courses. The incumbent will also support welfare activities for the Pension Fund.
•Identifies need for new or modified training policies and practices, works with Services and staff to identify future training requirements, and develops strategies to meet them.
•Provides inputs into the preparation and monitoring of the Fund’s training budgets. Processes training proposals and requests and follows up with specific focal points to ensure that training guidelines are adhered to.
•Develops and upgrades instructional/training materials for training, learning, and development programmes, promotes the services of the Training component through various initiatives and marketing platforms, and updates activities and accomplishments.
•Provides advisory services to managers and staff, to ensure that training and development meet current needs and anticipates to the extent possible future needs. Develops tools and participates in assessing training needs, collecting and collating required inputs, and preparing relevant reports.
•Monitors and evaluates the effectiveness of training, learning and development activities and develops appropriate reports.
•Coordinates administrative and logistical support for the delivery of training programmes and team activities; this may include completing requirements in recruiting consultants and training service providers.
•Coordinates the organization and conduct of development initiatives such as mentoring, induction, and capacity building for all staff.
•Collaborates with other functions, including the Focal point for women, Staff Counselor, Culture focal points, OHR, DOS, and training focal points of other UN-related entities, to ensure that cross-cutting concepts are incorporated into the design and development of programmes.

Education

Work Experience

A minimum of five (5) years of progressively responsible experience in learning and development, adult learning, training or a related area is required.

Experience in the design, and practical delivery of formal training sessions and programmes is desirable.

Experience working in a multicultural or international work environment is desirable.

Experience in the design and implementation of Learning and development strategies is desirable.

Experience in the design and development of e-modules for training is desirable.

Languages

Within the Crisis Bureau, the RoLSHR team is responsible for practice/policy development in the areas of rule of law, security, and human rights as they relate to crisis prevention and recovery in conflict and disaster settings as well as the implementation of the Global Programme on Strengthening the Rule of Law and Human Rights for Sustaining Peace and Fostering Development. The Global Programme is the main operational and financial instrument for UNDP globally to engage in justice, security and human rights in crisis-affected contexts and special development situations. It draws on some of UNDP’s most innovative rule of law programmes in these contexts, to assist UNDP Country Offices in developing multi-year, comprehensive rule of law programmes that respond rapidly and effectively to the needs on the ground. The Global Programme supports rule of law programmes in approximately 40 crisis-affected situations, with a total programming value of over USD 220 million. The RoLSHR team also leads UNDP’s engagement on the rule of law with the UN system through the Global Focal Point for Rule of Law, which was established in 2012 and has been increasingly operational in recent years.

Position Purpose:

The Policy Specialist, RoLSHR based in New York is responsible for conducting research and analysis to support of the team’s efforts to provide policy and programme advisory, advocacy, relationship building, and knowledge to the thematic area of Rule of Law, Justice and Security within the Crisis Bureau and UNDP as a whole across a range of development settings, particularly in conflict, crisis and fragile settings. Working under the direction and support of the Senior Advisor, Justice & security and with matrix reporting to Policy Specialist Community Security s/he collaborates with teams across UNDP’s Regional Hubs, Country Offices and Global Policy Centers, to provide quality policy services and deliver technical advice which advances UNDP’s credibility and coherence in the area of community security, people centered justice, security sector reform, community policing. S/he collaborates with the UN system to ensure the execution of quality and coherent policy and programme advisory services within regions, across regions, and at the country level, as well as to ensure alignment with the Strategic Plan. 

Duties and Responsibilities
Policy Research and Development:

  • Contribute to the development of guidance on people centered security related tools for the implementation of global policy standards, including testing and roll out of tools and methodologies.
  • Support the development of multi-stakeholder policy and programme initiatives for different contexts on key emerging policy agendas, in collaboration with policy teams in the Regional Hubs, and bringing in perspectives and knowledge from Country Offices and the regions.
  • Contribute towards coordination and conducting of analysis of data, case evidence and research findings to distill relevant lessons from projects and programmes to inform policy formulation and guidance;
  • Contribute to the development of relevant analysis and guidance, in close collaboration across the GPN, on emerging trends, analysis and partnership issues of global significance, as well as contribute to new research, including through working with the Global Policy Centers;
  • Take part in the process of analyzing, improving and adapting policies for different contexts on key emerging policy agendas based on policy initiatives designed and
  • Provide inputs to support the quality assurance of policy services and foster policy innovation to promote partnerships for people centered security through reviewing lessons learned and evaluations to enhance programme delivery.

Policy Advice/ Programme and Project Delivery Support:

  • Support the integration of technical advice into programmes/projects In collaboration with and across the GPN teams in headquarters and the Regional Hubs;
  • Apply integrated multi-disciplinary approaches, including through setting up, coordinating and engaging with Policy Centers and relevant GPN colleagues to meet policy, programming, and joint programming needs in line with corporate guidance and standards;
  • Participate in the provision of support to Regional Hubs and Country Office teams globally in their application of HRDDP risk management tools answering questions, providing guidance and sharing relevant documents and lessons learned;
  • Promote implementation of UNDP’s people centered security framework and complementary policies and guidance to facilitate UNDP’s work on people centered security in coordination with other thematic teams, the Regional Hubs, CB, other UNDP bureaux, and key partners;

OBJECTIVE OF THE OFFICE/DEPARTMENT

The Innovation, Access to Medicines and Health Technologies Department (IMT) is responsible for promoting, coordinating, and implementing the Organization’s technical cooperation in access to and rational use of quality medicines and other health technologies. IMT works across all categories of medicines and health technologies, including medicines, vaccines, diagnostics, medical equipment, blood products, and organs for transplantation. IMT supports countries in addressing barriers to access, addressing challenges across the medical product full life cycle, strengthening regulatory capacity and supporting evidence-based decision making and rational use through health technology assessment. IMT consolidates action in the development of pharmaceutical and other health technology related services and leads efforts in innovation through the regional platform to advance the manufacturing of vaccines and other health technologies, increasing regional capacity in the research and development of priority health products, and supporting the generation of ecosystems to enable development, production and access to medicines and other health technologies.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Communications (CMU), and the direct supervision of the Director, Innovation, Access to Medicines and Health Technologies (IMT), the incumbent is responsible for, but not necessarily limited to,the following assigned duties:

  1. Coordinate the adoption and implementation of the Knowledge Management and Communications Strategy within the Department, in close coordination with the Department of Evidence and Intelligence for Action in Health (EIH) and the Department of Communications (CMU); address the established general priorities to contribute to the Sustainable Development Goals (SDGs), with modern information technology tools and improved methodologies of information sharing and knowledge management initiatives
  2. Take the lead in the development of the Department’s communication and advocacy activities to support and promote the Department’s biennial work plan (BWP) and strategic objectives; assist in the development of education and advocacy materials provide strategic support to develop and strengthen a consolidated approach to synchronize and harmonize knowledge management and communications initiatives
  3. Develop, implement, coordinate and evaluate the knowledge management and information sharing strategies and activities for the Department, in collaboration with the Director, Unit Chiefs, and technical staff in the Department; assist in the design and implementation of an integrated management approach of the Department’s dissemination, communication and publication policies/guidelines to promote the technical cooperation projects and the production of project-specific technical publications and promotional materials
  4. Serve as the EIH and CMU’s focal point in the Department to provide strategic support and inputs to develop the principal EIH and CMU’s products and services, organized by the following areas of work
    1.     5. Institutional Branding: provide technical support in the promotion of a focused branding and strategic approach to the Organization’s name, visual recognition, public relations efforts, and campaigns across all Department’s visual communication, media and associated networks; coordinate and provide data regarding the production of the Department’s information products, based on the guidelines of the Publishing Policy and the Institutional Branding principles and standards
    6. Campaigns and initiatives: ensure IMT visibility in Organization’s thematic campaigns, including World Health Days of significance for the Department.
  5. Support and promote the correct and innovative use of the virtual resources and platforms, and the social and institutional networks; develop and maintain a database of professionals who work with Knowledge Management and Communications within the Department and externally; identify opportunities for and forge strategic partnerships to improve dialogue and outreach activities to promote the Department’s program of work

REQUIRED QUALIFICATIONS

Education:

Essential:  A bachelor’s degree in information sciences, information management, knowledge management, communications or any other field related to the functions of the post from a recognized institution. 

Desirable:  Training in emerging technologies and methodologies for knowledge management and communication would be an asset.

Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential. Knowledge of Web 2.0 concepts, Virtual Collaboration tools; open-source tools such as Joomla, etc.

REMUNERATION

Annual Salary: (Net of taxes)

US $50,377.00 + post adjustment

Post Adjustment: 63.5% of the above figure(s).  This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
