OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Innovation, Access to Medicines and Health Technologies Department (IMT) is responsible for promoting, coordinating, and implementing the Organization’s technical cooperation in access to and rational use of quality medicines and other health technologies. IMT works across all categories of medicines and health technologies, including medicines, vaccines, diagnostics, medical equipment, blood products, and organs for transplantation. IMT supports countries in addressing barriers to access, addressing challenges across the medical product full life cycle, strengthening regulatory capacity and supporting evidence-based decision making and rational use through health technology assessment. IMT consolidates action in the development of pharmaceutical and other health technology related services and leads efforts in innovation through the regional platform to advance the manufacturing of vaccines and other health technologies, increasing regional capacity in the research and development of priority health products, and supporting the generation of ecosystems to enable development, production and access to medicines and other health technologies.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Communications (CMU), and the direct supervision of the Director, Innovation, Access to Medicines and Health Technologies (IMT), the incumbent is responsible for, but not necessarily limited to,the following assigned duties:

  1. Coordinate the adoption and implementation of the Knowledge Management and Communications Strategy within the Department, in close coordination with the Department of Evidence and Intelligence for Action in Health (EIH) and the Department of Communications (CMU); address the established general priorities to contribute to the Sustainable Development Goals (SDGs), with modern information technology tools and improved methodologies of information sharing and knowledge management initiatives
  2. Take the lead in the development of the Department’s communication and advocacy activities to support and promote the Department’s biennial work plan (BWP) and strategic objectives; assist in the development of education and advocacy materials provide strategic support to develop and strengthen a consolidated approach to synchronize and harmonize knowledge management and communications initiatives
  3. Develop, implement, coordinate and evaluate the knowledge management and information sharing strategies and activities for the Department, in collaboration with the Director, Unit Chiefs, and technical staff in the Department; assist in the design and implementation of an integrated management approach of the Department’s dissemination, communication and publication policies/guidelines to promote the technical cooperation projects and the production of project-specific technical publications and promotional materials
  4. Serve as the EIH and CMU’s focal point in the Department to provide strategic support and inputs to develop the principal EIH and CMU’s products and services, organized by the following areas of work
    1. Knowledge Management & Organizational Learning: conduct face-to-face and/or virtual orientation/training sessions for the Department’s staff regarding the use and best practices of virtual tools; assist in identifying, developing and implementing Communities of Practice (CoPs);develop and maintain the Intranet/Website for the Department; coordinate and support the content management activities, ensuring quality and integrity of information published on both sites
    2. Editorial Services: provide editorial support for scientific, technical and/or promotional materials produced by the Department for specific internal/external audiences, ensuring quality and integrity of information
    3. Library and Information Networks: participate in the review process to update the Organization’s taxonomy and information architecture; coordinate and work with the Library to provide to the Department staff the accessibility to scientific articles and bibliographic databases, etc;  develop and promote digital literacy initiatives for the Department staff and within the program of work, based on EIH guidelines and Learning Board; promote the integration with the institutional repository initiative and promote the operation of the Virtual Health Library related to the Department’s production, in coordination with EIH/BIREME
    4. Multimedia Relations and Services: following the relevant CMU’s SOPs, act as contact person and work closely with CMU’s teams to support the timely response to  external media requests (interviews, press releases, etc); edit content for press releases, fact sheets, campaign materials, video scripts, etc; review these materials for content, accuracy, and consistency in terminology and style; provide training to the Department’s technical staff in external communication methods, including media training;support and reinforce internal and external communications actions
    5. Institutional Branding: provide technical support in the promotion of a focused branding and strategic approach to the Organization’s name, visual recognition, public relations efforts, and campaigns across all Department’s visual communication, media and associated networks; coordinate and provide data regarding the production of the Department’s information products, based on the guidelines of the Publishing Policy and the Institutional Branding principles and standards
    6. Campaigns and initiatives: ensure IMT visibility in Organization’s thematic campaigns, including World Health Days of significance for the Department.
  5. Support and promote the correct and innovative use of the virtual resources and platforms, and the social and institutional networks; develop and maintain a database of professionals who work with Knowledge Management and Communications within the Department and externally; identify opportunities for and forge strategic partnerships to improve dialogue and outreach activities to promote the Department’s program of work
  6. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education:

Essential:  A bachelor’s degree in information sciences, information management, knowledge management, communications or any other field related to the functions of the post from a recognized institution. 

Desirable:  Training in emerging technologies and methodologies for knowledge management and communication would be an asset.

The Department of Procurement and Supply Management (PRO) provides technical, managerial and strategic guidance for the purchasing and contracting actions of Headquarters, PWRs, and Centers. PRO is responsible for sourcing, vendor relationship management, and procure-to-pay cycle on behalf of PAHO Member States in coordination with and in support of PAHO’s technical programs. PRO specifically manages procurement operations for vaccines and other essential health-related products on behalf of Member States constituting a significant share of the overall operations of the Organization. DESCRIPTION OF DUTIES

Under the general supervision of the Director, Procurement and Supply Management (PRO), and the direct supervision of the Procurement Advisor, Strategic Fund (PRO/SF), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

a)   Provide technical support for the procurement of a variety of commodities for the Organization; analyze purchase authorizations for adequacy of specifications and other requirements; work with domestic and international vendors to provide overall order fulfillment; negotiate and analyze costs; select or recommend sources of supply, as necessary, to ensure effective competition;

b)   Assist in the process of procurement sourcing for medicines, diagnostics, medical equipment, and other strategic health supplies from qualified sources in accordance with procurement guidelines, ensuring best value for money for the Organization;

c)    Establish and monitor Long Term Agreements (LTAs) with suppliers for medicines, diagnostics, medical equipment, and other strategic health supplies; issue, monitor and ensure completion of complex bidding processes;

d)   Determine whether procurement will be by selective or competitive negotiation for procurement under level of Delegation of Authority (DOA);

e)   Solicit bids or quotations; analyze them for conformity to specified requirements and for price, delivery and other considerations such as warranty, maintenance, compatibility, etc.; negotiate with suppliers and award contracts based on considerations of all factors;

f)    Prepare price estimates to provide price and availability information on products and services;

g)   Determine the method of shipment, indicating the correct condition of shipment for the items – hazardous, etc., ensuring acceptance by consignee; report on shipping cost;

h)   Prepare justification and analysis reports for procurement over delegation of authority to be submitted to the Contract Review Committee (CRC) for approval;

i)     Prepare and issue purchase orders, contracts and amendments; ensure inclusion of complete and accurate specifications, terms and conditions;

j)    Monitor supplier's performance and market developments for medicines, diagnostics, medical equipment, and other strategic health supplies;

k)   Maintain up to date the procurement file with all information related to the pre-award activities;

l)     Contact and interview vendors to obtain product price and availability information to facilitate identification and selection of suppliers, evaluation of specifications; provide technical advice to requisitioners regarding appropriate products, substitutes or alternatives; keep informed of new products and market conditions, etc.;

m)  Assist in the planning, coordination and implementation of any special procurement program assigned to the Team;

n)   Participate in the review, analysis and evaluation of procurement systems for modifications, improvements and streamlining of processes;

o)   Represent PRO in meetings with internal and/or external stakeholders;

p)   Track performance of the assigned commodities in order to maintain high customer satisfaction and take corrective actions in coordination with the supervisor when required;

q)   Perform other related duties, as assigned.

Job Summary

Supports departmental objectives on economic analysis and managing information technology & systems. Analyzes and computes statistical and economic data in support of the department. Additionally, the RA will manage Fund database(s) and contribute to staff reports.


Major Duties and Responsibilities

Compiles statistical data, compares and evaluates alternative data sources, and ensures consistency of series and definitions.

Computes data collected using statistical and econometric techniques and develops summary analysis, including summary tables and charts for various reports.

Develops and maintains comprehensive and fully documented cross-country databases in accordance with Fund-wide data management requirements on an ad-hoc basis.

Maintains relevant computer software, and writes, updates, modifies, and executes computer programs for statistical and econometric analysis. Initiates analytical work, especially the econometric analysis, underpinning the work of relevant papers and publications produced by the work unit. Participates in divisional/departmental research projects, and drafts targeted notes on selected issues of relevance to the division's /department’s work program. Participates in occasional departmental missions and liaises with country authorities, academia, or financial institutions.


Minimum Qualifications

Bachelor's degree in Economics, Finance, Statistics, Mathematics, Computer Science, Data Science or other related quantitative field, but more competitive candidates would have a Master’s degree in a relevant field.

Two years of relevant work experience in a similar role.

  • Proficiency in MS Excel, including basic functions and formulas.
  • Proficiency in the use of analytical, statistical and econometric software packages such as STATA, Eviews, R, TSP, SPSS, Matlab and SAS.

Preferred:

  • Experience working with finance, budget, people analytics, macroeconomic data and writing macroeconomic research reports.

Job Summary

Major Duties and Responsibilities

Vendor Management/Internal and External Contract Management:

1. Establishes and monitors contract performance criteria proactively, such as standardized Service Level Agreements (SLAs) and Key Performance Indicators (KPIs), to improve vendor performance; assess security compliance; mitigate vendor-related risks; as well as ensure adherence to Fund polices related to IT vendor management.

2. Leverages central repository of IT vendor information to maximize the use of provider(s) capabilities vis-à-vis demand; seek value-added synergies of service offerings and cost reductions.

3. Builds and maintains collaborative business relationships with suppliers and internal stakeholders by exercising customer service skills to objectively understand and address sourcing requests. Provide guidance collaboratively related to software asset sourcing options and vendor management to internal stakeholders; forecast and manage demand with suppliers and internal stakeholders, including spend spools and new requests for software asset and services.

4. Manages suppliers diligently by governing service contracts with regards to contractual obligations and compliance, including financial oversight to ensure resources are fully utilized for maximum return on investment.

5. Contributes to the creation of Statement of Work (SoWs); review Request for Proposals (RFPs); review Request for Quotes (RFQs); review Request for Information (RFI); and partake in contract negotiation and pricing by applying industry expertise to deliver quality, cost-effective service contracts, in close collaboration with internal and external stakeholders while cultivating positive vendor relationships.

6. Monitors the market and analyzes trends in supplier spending to make recommendations in areas for possible service consolidation and cost reduction. Benchmarks market conditions for present and future pricing, availability, lead-time, and capacity of goods and services.

Compliance with Processes and Standards:

1. Promotes an understanding of IT roles, processes, standards, and activities within sourcing process.

2. Complies with procurement policies and procedures, including those for IT assets and related services.

3. Contributes to the departmental budgeting process by ensuring compliance with expenditure plans and budget guidelines.

Minimum Qualifications

Educational development, typically acquired through the completion of an advanced university degree in business management, finance, data analysis, or a related field of study plus a minimum of four years of relevant professional experience; or a bachelor’s degree in a related field of study plus a minimum of 10 years of relevant professional experience, is required. MCHIP Child Health Technical Officer

MCHIP is the USAID/Bureau for Global Health's flagship maternal, newborn and child health (MNCH) program. Implemented by Jhpiego in partnership with JSI, Save the Children, MACRO International, PATH, JHU/IIP, Broad Branch Associates, and PSI, MCHIP addresses the barriers to accessing and using focused, evidence-based MNCH interventions from pre-pregnancy to age five. The Program is designed to achieve impact at scale by maximizing the contributions of each level of the health service--from the community to the national level. MCHIP works with countries based on their individual needs and circumstances and contributes technical leadership at the global and regional level. JSI leads MCHIP’s work in child health, immunization and pediatric HIV/AIDS and brings several decades of experience in health systems strengthening and MNCH to the project team. Areas of child health work of particular importance to MCHIP at this time include integrated community case management (iCCM) of childhood illness and control of diarrheal disease.

The MCHIP Child Health Technical Officer (CHTO) will provide technical writing and backstopping support for the implementation and documentation of MCHIP-supported child health activities at global and country level. Approximately 60% of the job will entail drafting, editing and finalizing a variety of technical documents. The remaining 40% will see the CHTO backstopping technical activities, both at global and country level.
RESPONSIBILITIES
Under the supervision of the Child Health Team Leader, the CHTO will work in three key areas:

Technical Writing/Documentation: Contribute to and manage the team’s plan for documenting MCHIP’s legacy in child health. Documentation will focus on MCHIP’s contribution to the introduction and scale-up of iCCM and the revitalization of ORT and introduction of zinc in diarrhea case management, both globally and in selected countries. Peer reviewed journal articles, country case studies, multi-country reports on specific topics, technical briefs, and other discussion pieces are anticipated, as are presentations to different groups at global and regional level.
Technical Backstopping: According to his/her abilities and in support of the Senior Child Health Technical Officers, contribute to the implementation and monitoring of global and country level technical activities. Take responsibility for specific tasks and interface with USAID Missions, Ministries of Health and international agencies in planning and implementing program reviews, case studies, capacity building and documentation activities.
Global and Regional Partnerships: As requested by the Child Health Team Leader, contribute to the Child Health Team’s current leadership on iCCM at the global level and respond to new mandates as USAID thinks through and defines specific follow up to the Child Survival Call to Action and A Promise Renewed.

The Child Health Technical Officer’s specific responsibilities will include but not be limited to:

Technical Writing/Documentation 
  • Support the development and implementation of MCHIP’s child health documentation strategy for global, regional and country activities.
  • Write/edit research protocols, scopes of work for research consultants, publishable manuscripts, journal articles, technical briefs, etc.
  • Lead the process of submitting and getting ERB approvals, as needed.
  • Contribute to data analysis and synthesis.
  • Manage research consultants, ensuring high quality and timeliness.
  • Prepare and deliver presentations. 
  • Support preparation of technical content for MCHIP reports and program reviews.
  • Contribute to the development of guides, manuals and educational or informative materials related to MCHIP’s child health portfolio.


Technical Backstopping 
  • Supporting the Senior Child Health Technical Officers, provide technical input to global, regional and country activities. For example, several MCHIP countries are currently doing Child Health research projects and require some technical backstopping assistance in research methodology, tool development, etc.
  • Support MCHIP’s role as Secretariat of the iCCM Task Force, participating in at least one of the Task Force’s technical subgroups.
  • As requested, act as Child Health Team liaison with countries and other international and national partners during preparations for and implementation of activities related to community management of acute respiratory infections, diarrhea, fever and malaria, the revitalization of ORT/zinc, and other child-health related strategies.


Global and Regional Initiatives
  • Support the operationalization of new mandates from USAID Washington under the Child Survival Call to Action and A Promise Renewed.
  • Participate on behalf of the project in appropriate technical meetings and conferences. 
  • Perform other duties commensurate with training and experience, as assigned by the Child Health Team Leader, including specific activities at country level.
QUALIFICATIONS
  • Must have an MPH plus at least five (5) years of technical experience along the RMNCH continuum, including a minimum of two years in developing countries;
  • Must have experience in technical analysis and writing, with proven ability to produce research protocols, journal articles, publishable manuscripts, technical briefs, etc;
  • Experience in the design, implementation and/or technical backstopping of primary health care services child health is preferred;
  • Clinical training/previous experience in managing childhood illness would be an added benefit; 
  • Strong oral, written and presentation skills;
  • Experience with working on USAID-funded projects;
  • Demonstrated ability to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality;
