Project Background: With funding from the United
States Agency for International Development (USAID), the Health Policy Project
provides technical assistance to the Global Fund (GF) and the (President’s
Emergency Plan for AIDS Relief) PEPFAR HIV GF Technical Assistance Working
Group (TWG) to strengthen data analysis and support strategic planning focusing
on improved data collection to discern geographic areas where the epidemics are
concentrated and the disease burden of HIV is greatest. The goal of this effort
is to build capacity of countries to assess, analyze, and use data for
high-impact program planning and develop better strategies to address the HIV
disease burden particularly as the epidemic evolves.
Position Description: The Senior Epidemiologist
and Capacity Building Advisor will provide technical expertise to the project
manager and broader project team. With minimal guidance from
external subject matter experts, this individual will lead the project’s
methodology for and analysis of data to ascertain existence and location of
epidemic hot spots in ten priority countries. Expertise in working with
geographic information systems (GIS), demographic health surveys (DHS),
antenatal clinic (ANC), and other relevant and readily available HIV data is
requirement. This work also requires innovation, often with very little
guidance. There is an organizational reliance on the knowledge, initiative and
experience of the Senior Epidemiologist and Capacity Building Advisor. Work is
very technical in nature and knowledge is specialized.
Key Responsibilities:
- Expertise
in applied epidemiology and biostatistics;
- Experience
analyzing GIS, DHS, ANC, and other relevant and readily available HIV
data;
- Contributes
knowledge in GIS-based spatial analysis for HIV hotspot mapping;
- Leads
development of technical reports and other forms of communication about
HIV hotspot mapping including scientific papers, mapping reports, internal
and external liaison, seminars, conferences and displays;
- Works
as part of a multidisciplinary team with a strong focus on data
analysis and building capacity of decisionmakers to use data;
- Ensures
ethical work practices to preserve the professional integrity of the
workplace.
Qualifications:
- Minimum
ten years of experience in applied epidemiology, biostatistics, and
quantitative analysis;
- Experience
building capacity in data demand and information use (DDIU), data
analyses, epidemiology, and biostatistics;
- Verbal
skills are required to communicate technical information to audiences with
varying levels of technical expertise as referenced above;
- Ability
to synthesize information and utilize communication approaches to
disseminate that information.
- Strong
writing skills are required to develop and articulate strategic plan for
ongoing data collection and to present ideas to various audiences;
- Strong
understanding of public health and international development, with focus
on HIV and AIDS;
- Understanding
of emerging / new technologies and potential application; and
- Fluency
in written and spoken English.
