Context

The World Health Organization (WHO) African Region has embarked on a new Global Programme of Work (GPW13) and a new Programme Budget (2020-2021). The region aims to deliver public health outcomes through these two strategic documents using an integrated results-based structure. The overall objective of the Communicable and Non-Communicable Diseases Cluster, in the WHO African Regional Office (AFRO) is to provide leadership and ensure action in supporting Member States in reducing the impact of Communicable and Non-Communicable Diseases (CND) and contribute to attaining Universal Health Coverage (UHC) and the SDGs in the WHO African Region. The Cluster is responsible for the following technical areas - HIV, Tuberculosis and Hepatitis, including other Sexually Transmitted Infections (HTH); Tropical and Vector-Borne Diseases, including Malaria and Neglected Tropical Diseases; Non-Communicable diseases; and Vaccine-Preventable Diseases. The Framework for an Integrated Multisectoral Response to TB, HIV, STIs and Hepatitis in the WHO African Region (2021-2030) was developed to guide the prioritization of evidence-based interventions and actions. The Framework aim to achieve a region free of the burden and the negative effects of AIDS, TB, Hepatitis and STIs and will guide member states to build stronger and integrated systems and services to maximize the impact of interventions against these diseases and monitor the progress of the response to HIV, TB, Hepatitis and STIs. Within the context of the UCN Cluster, the HTH team leads WHO AFRO work on these diseases. The UNV data manager will work with the HTH team and will be responsible for performing the following tasks: collaborate with the core team to strengthen unit-wide information systems infrastructure, including identifying the gaps and needs to automate the manual data collection and data manipulation processes for HIV, TB, Hepatitis and STIs. The UNV data manager should conduct an overall system scanning and take guidance from the landscaping findings report to propose solutions improving availability of comprehensive data. The UNV will support HTH programmes on data management best practices and the development of reporting tools, and analytical products, including data management.

Task description

Within the delegated authority and under the supervision of the UCN Programme Manager, as assigned, the UN Volunteer will: 1. Provide support to HTH Programmes and strengthen data management from programmes to Unit level. 2. Develop tailored data collection tools as needed. 3. Create and manage SharePoint repository and automate document extraction from Outlook and store document in relevant folders 4. Collaborate with data managers, epidemiologists, and other disciplines to support on issues related to data management - including data collection, data collation, data cleaning, data validation, data analysis, and data sharing. 5. Work with programme officers and data management focal points in each programme area to design, develop and maintain data exchange processes, interfaces, and mechanisms at regional level. 6. Support building capacity in on the design of reports and dashboards 7. Support the development and maintenance of tools, data services and assist to maintain documentation. 8. Support planning and development of programme reviews and development and implementation of surveillance protocols 9. Conduct routine and periodic data analysis and visualization of data for the programmes as needed 10. Support the development and dissemination of information products including weekly, monthly, and quarterly bulletins and other information products 11. Perform other duties as assigned by Supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day) • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Context

WHO is the directing and coordinating agency for health within the United Nations System and operates at three levels: global, regional and country. The WHO Regional Office for Africa (AFRO), in collaboration with Inter-country Support Teams, provides technical assistance, guidance and coordination to, and for 46 countries in the African region. AFRO fosters synergies with international partners and global and regional health initiatives. The mission of the Partnership and Resource Mobilization Unit is to mobilize political will and resources, build strategic alliances and partnerships, manage external relations, coordinate the work of the Regional Committee and enhance the contributions of delegations of the African Region to the work of WHO’s Governing Bodies in support of the achievement of regional health goals. The External Relations Officer will work as part of a team in the Partnership and Resource Mobilization Unit to assist in, facilitate and support efforts to mobilize in-kind and financial resources and build an effective service for external relations in WHO’s Regional Office for Africa. Task description

Under the direct supervision of Coordinator, Partnership and Resource Mobilization Unit, the UN Volunteer will undertake the following tasks: - Undertake donor research; produce and update donor profiles; contribute to the AFRO Resource Mobilization and External Relations Share-point; and assist in establishing and maintaining good relations with existing and potential donors; - Assist departments and teams in the development of quality proposals, preparation of grant agreements; timely reporting; disbursement requests, no-cost extension and other relevant correspondence as relevant; - Liaise with the Communication, Advocacy and Media Unit in supporting departments and teams to increase visibility of their work vis-à-vis the donor community; - Provide support on engagement with partners; - Provide support to the work on Governing Bodies including through maintaining a roster of partners and follow-ups with the online registrations; - Support the coordination of the African Health Forum; - Perform any other duties as assigned by the Coordinator, Partnership and Resource Mobilization Unit.  Purpose of the job

The WASH Specialist reports to the Chief of WASH/Health/Nutrition/ADAP/CSD (Level 5/4) or WASH Manager (Level 4) for guidance and general supervision. The Specialist supports the development, preparation, management, implementation, monitoring, and evaluation of the WASH programme within the country programme. The Specialist provides technical guidance and management support throughout the programming processes, to facilitate the administration and achievement of the WASH-related output results in the country programme. 

How can you make a difference?

1. Programme development and planning

• Draft the WASH inputs for the situation analysis.  Provide timely, comprehensive and current data to inform WASH policy and programme development, planning, management and implementation. Keep abreast of WASH sector development trends, for maximum efficiency and effectiveness in programme design, management and implementation. 

• Participate in strategic WASH programme planning discussions. Prepare WASH donor proposals, ensuring alignment with UNICEF’s Strategic Plan, UNICEF’s global WASH strategy and the Country programme, as well as government plans and priorities, and the role of other external support agencies. 

• Assist in the formulation of the WASH outcome and output results, related indicators, baselines, targets and means of verification. Prepare required documentation for programme reviews. 

• Work with colleagues and partners to discuss strategies and methodologies for the achievement of WASH output results in the country programme. 

• Provide technical and operational support throughout all stages of programming processes and ensure integration, coherence and harmonization of WASH with other UNICEF sectors, for the achievement of the WASH output results. 

• Draft assigned sections of the annual work plan, in close cooperation with government and other counterparts.

2 Programme management, monitoring and delivery of results

• With other external support agencies, strengthen national government WASH sector monitoring systems, with a focus on WASH outcomes (behaviors), using bottleneck analysis tools available in the sector (WASH-BAT, CSOs, SDAs). 

• Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of programme management. 

• Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in programmes and management, identify and document lessons learned. 

• Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders. 

• Prepare sectoral progress reports for management, donors and partners. 

3 Technical and operational support for programme implementation

• Actively monitor UNICEF-supported activities through field visits, surveys and exchange of information with partners, to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely interventions. 

• Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation. 

• Plan for use of technical experts from the Regional Office and HQ, as and where appropriate in the WASH programme, through remote support and on-site visits.  

• Participate in WASH programme meetings, to review progress, with government, other sector agencies and implementation partners, involved at various stages of WASH programme implementation, to provide expert advice and guidance. 

• Draft policy papers, briefs and other strategic materials for use by management, donors, UNICEF regional offices and headquarters.

4 Humanitarian WASH preparedness and response

• Prepare requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency. 

• Contribute to the coordination arrangement for humanitarian WASH, for instant robust coordination in case of an emergency.  

• Ensure that all UNICEF WASH staff are familiar with UNICEF’s procedures for responding in an emergency. 

• Take up support roles in an emergency response and early recovery, as and when the need arises. 

5 Networking and partnership building

• Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve WASH output results. 

• Prepare materials for WASH programme advocacy to promote awareness, establish partnerships and support fund-raising. 

• Participate in inter-agency discussions, ensuring that UNICEF’s position, interests and priorities are fully considered and integrated in the UNDAF development planning and agenda setting. 

6 Innovation, knowledge management and capacity building

• Lead the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems).  

• Prepare learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development. 

• Create and deliver learning opportunities for UNICEF WASH staff, to ensure our sector capacity remains up-to-date with latest developments. 

• Contribute to the systematic assessment of WASH sector capacity gap analysis, in collaboration with government and other stakeholders, and support the design of initiative to strengthen capacities systematically. 

• Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders. 

To qualify as an advocate for every child you should have:

Education

An advanced university degree in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering or another relevant technical field.

Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset. 

Work Experience:

DEVELOPMENTAL:  a minimum of five years of professional experience in WASH-related programmes for developing countries is required.

One year of deployment in a developing country is required.

HUMANITARIAN: At least one three-month deployment mission in a humanitarian situation (with UN-Govt-INGO) is required. 

Language Proficiency

Fluency in both French and English is required.  Knowledge of another official UN language or local language of the duty station is considered as an asset.

Task description

In the context of WHO’s 13th General Programme of Work (GPW) and its triple-billion strategy, the incumbent will support communications activities at the Regional Office. Key deliverables include accurate and timely production and dissemination of high-quality public information products which highlight WHO and partners work on the ground, promoting achievements and results of key public health initiatives and building contacts with the press/media and key partners and optimizing networking opportunities. The incumbent will work with colleagues in the Regional Office to ensure WHO’s work and health issues gain visibility among partners, the public, the media and other key stakeholders. Specific tasks include: • Support the running of the WHO Communications studio by helping to maintain the equipment • Videotape interviews and messages recorded in the studio and via zoom and sometimes externally • Edit expert interviews, short social videos from footage received from countries • Archive footage and maintain the video archives of WHO AFRO 5. Occasionally film video stories • Take photos of meetings and events • Maintain and expand a list of photographers and videographers in the region and help recruit and contract them for shoots in countries • Any other work that supports the communications needs of the WHO AFRO Communications Unit.

The Republic of Congo is a low-middle income country, located in Central Africa sub-region. The country shares boundaries with Gabon in the South-West, Cameroon and Central Republic Africa in the North and Northeast, the Democratic Republic of Congo in the East, Angola and Atlantic Ocean in the South. Since 2014, the Republic of Congo is experiencing an economic downturn, affecting the economic growth (-5 per cent in 2017). Because of the persistent drop in the price of oil, this situation drove to the decline of the gross domestic product per capita, from $3,196 in 2013 to $1,658 in 2017. Nevertheless, the country is globally stable and safe in the main urban and rural areas. Frequent disruptions are recorded in the electricity supply, particularly in Brazzaville (political capital) and Pointe-Noire (economic capital). The living cost is relatively affordable, but some concerns with the cost of decent housing should be noted. The population enjoys dressing in style and loves music both profane and religious. According to United Nations security standards, life and travel in Brazzaville and in the other areas major are secure. The Republic of Congo is a unique country. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.

OBJECTIVES OF THE PROGRAMME

The overall objective of the ULC Cluster is to provide leadership and ensure action in supporting Member States in building and sustaining resilient health systems that provide equitable access to quality essential health services to people across the life course using people-centred approaches, This is done by strengthening leadership, governance and advocacy for health; improving the availability of and access to quality and motivated health workforce, improving access to essential medicines, vaccines, diagnostics and devices; strengthening country capacity in data and innovation, and improving access to quality essential health services, especially at the Primary Health Care level; while reducing the number of people suffering financial hardship in order to contribute to the attainment of Universal Health Coverage (UHC) and the SDGs in the WHO African Region.

DESCRIPTION OF DUTIES

Under the direct supervision of the Cluster Director and in collaboration with the Team Leaders:

  1. Follow-up and collate feedback on actions arising from the ULC Director's interactions with Member States, Donors and Partners;
  2. Develop policy briefs on global, regional and country public health developments that may impact UHC along the life course in the African region;
  3. Review and document the status of development and implementation of national UHC roadmaps / frameworks along the life course as well as other cross-cutting initiatives;
  4. Produce and submit quarterly reports of the work of the cluster which includes recommended actions to strengthen ULC strategies; 5.
  5. Contribute to evidence generation for ULC programmes in the African Region in collaboration with County Offices and relevant Teams of the Regional Offices;
  6. Contribute to resource mobilization to increase capacity in Country Offices for implementation of UHC & PHC along the life course across clusters towards GPW13 results;
  7. Facilitate cross-cluster work and task teams to achieve organizational results for the ULC Cluster;
  8. Perform other related responsibilities as assigned in his/her area of expertise, including backstopping others as required.

REQUIRED QUALIFICATIONS

Education

Essential: Post Graduate University Degree in public health or technical health profession.
Desirable: Qualification in health financing and or other health systems pillars and or maternal and child health. 

Experience

Essential: At least 10 years of experience working in Health Systems and/or Sexual, Reproductive, Maternal, Neonatal Child and Adolescent Health (SRMNCAH), Ageing and Universal Health Coverage in countries with limited resources. Proven experience in conducting regional and national level health system, SRMNCAH and Ageing related assessments and or strategic planning.
Desirable: Experience in strategy development, stakeholder engagement, program planning, project management and established skills in coordinating with senior leaders.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3918 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
