OBJECTIVES OF THE PROGRAMME
The overall objective of the ULC Cluster is to provide
leadership and ensure action in supporting Member States in building and
sustaining resilient health systems that provide equitable access to quality
essential health services to people across the life course using people-centred
approaches, This is done by strengthening leadership, governance and advocacy
for health; improving the availability of and access to quality and motivated
health workforce, improving access to essential medicines, vaccines,
diagnostics and devices; strengthening country capacity in data and innovation,
and improving access to quality essential health services, especially at the
Primary Health Care level; while reducing the number of people suffering
financial hardship in order to contribute to the attainment of Universal Health
Coverage (UHC) and the SDGs in the WHO African Region.
DESCRIPTION OF DUTIES
Under the direct supervision of the Cluster Director and in
collaboration with the Team Leaders:
- Follow-up
and collate feedback on actions arising from the ULC Director's
interactions with Member States, Donors and Partners;
- Develop
policy briefs on global, regional and country public health developments
that may impact UHC along the life course in the African region;
- Review
and document the status of development and implementation of national UHC
roadmaps / frameworks along the life course as well as other cross-cutting
initiatives;
- Produce
and submit quarterly reports of the work of the cluster which includes
recommended actions to strengthen ULC strategies; 5.
- Contribute
to evidence generation for ULC programmes in the African Region in
collaboration with County Offices and relevant Teams of the Regional
Offices;
- Contribute
to resource mobilization to increase capacity in Country Offices for
implementation of UHC & PHC along the life course across clusters
towards GPW13 results;
- Facilitate
cross-cluster work and task teams to achieve organizational results for
the ULC Cluster;
- Perform
other related responsibilities as assigned in his/her area of expertise,
including backstopping others as required.
REQUIRED QUALIFICATIONS
Education
Essential: Post Graduate University Degree in public
health or technical health profession.
Desirable: Qualification in health financing and or other health systems
pillars and or maternal and child health.
Experience
Essential: At least 10 years of experience working in
Health Systems and/or Sexual, Reproductive, Maternal, Neonatal Child and
Adolescent Health (SRMNCAH), Ageing and Universal Health Coverage in countries
with limited resources. Proven experience in conducting regional and national
level health system, SRMNCAH and Ageing related assessments and or strategic
planning.
Desirable: Experience in strategy development, stakeholder engagement,
program planning, project management and established skills in coordinating with
senior leaders.

REMUNERATION
WHO salaries for staff in the Professional category are calculated
in US dollars. The remuneration for the above position comprises an annual base
salary starting at USD 92,731 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post adjustment,
which reflects the cost of living in a particular duty station, and currently
amounts to USD 3918 per month for the duty station indicated above. Other
benefits include 30 days of annual leave, allowances for dependent family
members, home leave, and an education grant for dependent children.
