Short Term Consultants for DFID Climate Smart Programme

Job Summary
​Cardno are implementing the DFID Programme Support for the Implementation of a Climate Smart Programme working in SADC Member States. The main objective of the programme is to assist the SADC Regional Vulnerability Assessment and Analysis Programme Management Unit to manage and implement DFID’s support to SADC RVAA Strategy which will enhance regional and national response to climate change, poverty and livelihood vulnerability.

The programme office is based in Gaborone, Botswana but works in all SADC Member States. Cardno are now looking for highly qualified professionals with practical experience in the Southern Africa Region to be considered for short term inputs in SADC Member States with expertise in the following:
  • GIS / data management 
  • Climate Change adaptation and mitigation 
  • Sub-saharan agricultural development
  • Vulnerability Assessment and Analysis (VAA)
  • Livelihoods Mapping
  • Household Economic Analysis
  • Nutrition and food security
  • The Integrated Phase Protocol (IPC)
  • Policy development processes 
  • M&E
  • Information Management
While the focus will be on short-term missions, in some cases medium or long term assignments may also be relevant. 
Assignments will focus on supporting technical issues primarily at the national level in member states, according to needs expressed by member states. 

Minimum Experience
  • Master’s or higher degree in social sciences, natural resource management, rural and urban livelihoods, information science or a related field relevant to VAA or climate-smart interventions.

Relevant experience 
  • At least ten years’ relevant working experience, including at least five years in training and/or advisory functions in support of national institutions in the SADC Member States. 
  • At least two years’ experience in supporting capacity building in a highly specialized technical context.
  • At least two years’ experience working in trans-sectoral and inter-ministerial context, working with a broad set of stakeholders including government institutions, UN agencies, NGOs and others. 
Skills and competencies 
  • Strong oral and written communication skills, including report writing.
  • Capacity to work in a team, also under time-pressure. 
  • Capacity to interact with a broad set of stakeholders that may include Government departments, UN-agencies, international cooperating partners, NGOs, etc.
  • Proficiency in English is mandatory. Knowledge of Portuguese or French would be an added advantage.

​The Technical Cooperation and Official Development Assistance Programme (TCODAP) is a project to support South Africa’s coordination, management, monitoring and reporting on ODA in alignment with the country’s strategic development priorities, which includes the efficient and effective implementation of development partner financed activities.

Cardno are very interested in this forthcoming programme and is seeking Senior International, Regional and National expertise. 
Key Responsibilities
​We anticipate the programme will require a Team Leader/ODA Expert with the following skills and experience:
  • At least a Master Degree in the Social Sciences , Development or  any other relevant degree.
  • Excellent communication (verbal and written) skills, including ability to prepare reports and conduct presentations.
  • Excellent interpersonal skills, ability to perform efficiently under pressure and tight deadlines.
  • Fluency in written and spoken English, proficiency in Afrikaans, would be an asset.

  • Conceptual and analytical skills on policy development.

Job Summary
​Cardno Emerging Markets UK Ltd is seeking a Team Leader candidate for an anticipated three year DFID/Nike Foundation funded Assets to Adolescent Girls Initiative programme to be based in Nairobi, Kenya designed to enhance the economic empowerment of adolescent girls in developing countries.

The Team Leader will be responsible for responsible for the strategic vision, overall delivery and results of the Assets to Adolescent Girls Initiative.  This is a post covering multiple countries and with a political focus.  He/She should hold both technical and programme management responsibility whilst serving as the principal liaison with DFID, with consortium partners and counterparts.  Other duties will include but not limited to:

  • Overall management and coordination of the initiative from a central office in Nairobi, Kenya
  • Ensure delivery of all contractual deliverables in all areas of the programme/initiative, including timely and accurate reporting
  • Oversee the on-going analysis of risk and direct corresponding mitigation measures
  • Responsible for overall financial management including grant disbursement and technical assistance
  • Oversee local and international partnership development and management, acting as lead programme networking and institutional outreach person.
  • Oversee monitoring, action research and knowledge management and dissemination (and close collaboration with and independent M&E partner organisation)
  • Supervision of local country relationship managers to work directly with grantees and facilitate access to partners and technical assistance 
  • Supervise, manage, motivate and lead all local and international staff working on the initiative, both long and short term
  • Act as the lead interface with DFID in Kenya
  • Act as primary point of contact with Cardno on programme implementation, budget and personnel issues
  • Work with Cardno to manage overall project profitability and non-billable expenditure

Key Responsibilities
​Team Leader candidates will possess the following skills and experience:

  • Degree/Post Graduate Qualification in Economics or other relevant qualification
  • Expertise in SME Development and/or Social Enterprise Development including experience gained in Sub-Saharan Africa 
  • Experience of working to support the development of women and girls 
  • Demonstrable Team Leadership experience including at least 7 years’ experience of managing large scale (ideally multi-country) development programmes, with proven expertise in managing multi-disciplinary teams
  • Exhibit technical leadership of the pro-girl business development initiative including the grants component
  • At least 4 years’ experience of overseeing the disbursement, supervision and monitoring of grants/challenge funds 
  • Proven experience of working successfully with stakeholders and beneficiaries at many levels
  • Ideally experience in the oversight of action research and knowledge management/dissemination 
  • Experience of working on DFID funded programmes highly advantageous

Country Relationship Managers

Job Summary
​Cardno Emerging Markets UK Ltd are seeking 3 Country Relationship Managers for an anticipated three year DFID/Nike Foundation funded Assets to Adolescent Girls Initiative programme to be based in Nairobi, Kenya designed to enhance the economic empowerment of adolescent girls in developing countries.  The Country Relationship Managers will be based in Kenya, Uganda and Rwanda.

This is an important role whose primary objective shall be to manage programme activities in country including the identification and management of potential grantees, service providers, mentors and coaches.  In addition, other duties will include:

  • Manage the technical assistance provided to entrepreneurs from local and international suppliers
  • Liaise with technical service providers to ensure synergy and coordination of inputs into the programme as required within the structure of the programme
  • Organize and manage the delivery of local events in country including launch events and diagnostic sessions
  • Develop a pipeline of local incubation and innovation hubs and recruit a sufficient number of these to work with grantees
  • Develop a pipeline of potential entrepreneurs and screen for fit within the project’s structure and objectives
  • Assist the grant management team in performing due diligence for grantees and provide advice on their selection  
  • Manage the provision of support to grantees by undertaking diagnostic assessments and making recommendations of programme support needs of individual grantees to the Team Leader
  • Monitor grantee implementation and performance on an ongoing basis, and identify additional grantee company needs which can be served through the programme
  • Assist the M&E team in collecting ongoing monitoring and performance data from selected grantee organizations
  • Organise and run events in country including investor education events
  • Coordinate and facilitate grantee attendance to organized events in-country and in Nairobi​
Key Responsibilities
​The Country Relationship Managers should possess the following background:
