SNV Rwanda is looking for a suitable candidate for the position of Senior Associate Advisor. The advisor will contribute to the overall quality of program content, business development, resource mobilization and management of programs. He or she will provide capacity development services to government, non-government and private sector clients at local and national level.

Responsibilities
  • In collaboration with the Sector Leader, develop SNV WASH sector by
  • enhancing the quality, visibility, applicability and up-scaling expertise in the country to position SNV Country as a knowledgeable organisation in the sector;
  • Support SNV management in mobilisation of resources for SNV advisory services to clients;
  • Assure quality of WASH advisory services in country by content leadership in the identification, formulation, execution, monitoring and reporting of/on SNV program in the WASH sector;
  • Conduct progress monitoring and assignment reviews with clients, and take an active role in managing for results;
  • Lead the SNV WASH team in development and coordination of strategic partnerships for joint service delivery, knowledge development and resources mobilisation purposes;
  • Maintain up-to-date information on sector developments through an on-going analysis of trends and issues;
  • Ensure good documentation and dissemination of knowledge;
  • Actively participate in external and internal networks that contribute to the WASH programme development.
Candidate Profile
  • Master degree in Sanitation, Rural Water Supply, Water Resource Management or related field;
  • Eight to ten years of experience in sanitation and behaviour change communication
  • Strong experience in institutional development and organisational strengthening
  • Proven experience in business development/resource mobilisation
  • Knowledge of value chain development approaches;
  • Demonstrable high level of competence in training and advisory methods;
  • Strong strategic and analytical skills
  • Advocacy, networking, lobbying and knowledge brokering skills
  • Experience in writing practice-based knowledge documents
  • Willingness to frequently travel inside the country
  • Strong computer skills
  • Proficient in English, and preferably working knowledge of French
Contract Duration: 18 months with possibility of extension

Senior Business Development / Proposal Manager

Position Description
The Business Development and Proposal Manager will work with an integrated, global team (US, The Netherlands and Regional Program Offices) to secure program funding from a variety of sources, with a special emphasis on USAID. Further, the position will play an active role in guiding the future growth and direction of SNV USA’s Business Development (BD) Team.

The position will report to the Sr. Partnership Manager. S/he will manage the proposal development process from inception through successful submission, and be an active participant of SNV USA’s Business Development (BD) Team as it builds strategic partnerships that promote SNV’s visibility and mission.

Key Responsibilities
  • Gain in-depth understanding of SNV: its mission and policies, culture, values, history, key stakeholders, programs, finances, and how sources of funding can be integrated to generate revenue and increase visibility;
  • Develop a solid understanding of SNV’s approach in agriculture, renewable energy, and WASH sectors;
  • Oversee SNV USA proposal operations, including supervision and mentorship of SNV USA proposal managers and coordinators;
  • Track USG and USAID contracting and procurement developments to understand trends as well as specific initiatives in agriculture, renewable energy and WASH, and understand their implications for SNV;
  • Manage workflow of potential and current proposals among SNV USA team and coordinate with SNV country offices;
  • Maintain the proposal tracking system;
  • Oversee proposal development process for large, complex bids for US donors by working closely with country-based program and operations staff and with external partner organizations. This includes partner negotiation, pre-proposal and proposal planning, coordination of internal deliverables and activities to ensure timely delivery; and facilitation of meetings in collaboration with a proposal development team as appropriate;
  • Draft and/or review sections of technical proposals such as the capability and staffing sections, past performance references, and other areas as appropriate; contribute to the technical approach sections of proposals as required;
  • Represent SNV USA in meetings with partner organizations during technical/sector discussions, bid development and negotiations;
  • Provide quality control for SNV proposals or proposal inputs in coordination with other internal and external reviewers;
  • Work closely with SNV USA’s finance team to review SNV budgets to ensure linkages between technical and cost inputs; Assist with assessment of proposed project goal achievement.
  • Build capacity of SNV’s country offices to develop high quality proposals for US donors;
  • Work closely with Head Office in the Hague as well as Field Offices in Asia, Africa, and Latin America;
  • Provide regular briefings to SNV staff regarding development opportunities and bid status, keeping them fully aware of all opportunities and proposals;
  • Provide guidance and training as necessary to BD Team staff in proposal research, development, strategies and processes.
  • Work closely with SNV USA Sr. Partnership Manager and the BD Team to nurture and develop existing and new relationships with prospective partner organizations with special emphasis on USAID government contracting entities;
  • Stay abreast of US public policy and foreign assistance trends, ensuring that the BD Team is informed of changes and developments that might impact the organization; and,
  • Attend USG and USAID meetings to monitor strategic and programmatic developments and maintain communications with USG staff as appropriate;
Ideal Experience
  • A minimum of 6 years grant and proposal writing experience with at least 3-4 years’ experience in proposal development for bilateral donors, especially USAID;
  • Experience supervising proposal managers or business development teams preferred.
  • Strong familiarity with US Government procurement and contracting policies;
  • Demonstrated track record of leading the cultivation, solicitation and stewardship of various types of donors including foundation, government, and bilateral/multilateral institutions;
  • Experience in developing program budgets with field, program and technical personnel;
  • Experience living and/or working in a developing country in a project management, business development or fundraising capacity, preferably on issues related to agriculture, renewable energy or WASH;
  • Exceptional editing/proof-reading skills to ensure production of documents that are clear, concise, responsive, and grammatically correct;
  • High level of proficiency with Microsoft Office Suite and Adobe Acrobat. Knowledge of Sharepoint, Salesforce and presentation graphics is a plus;
  • Bachelor’s degree in related field. Master’s preferred;
  • Available for occasional international travel;
  • Foreign language skills in French and/or Spanish a plus.

Knowledge Manager

Position Summary
The Knowledge Manager (KM) is a part of SNV’s Procurement Governance for Homegrown School Feeding (PGHGSF) Project team and is responsible for ensuring that PGHGSF country coordinators and partners have the full array of tools and supports needed to successfully participate in and deliver on the project’s Learning Objective. The PGHGSF Project is a multi-layered project to improve smallholder farmer access to the structured market demand presented by Homegrown School Feeding programs in Mali, Kenya, and Ghana. KM will work with country coordinators, project, and communications team and will report directly to the project manager based in Bethesda, MD. This project, funded by the Bill and Melinda Gates Foundation (BMGF), is in its third year and will run through September 2016.

Key Responsibilities
1. Implement and support the project’s learning plan, including milestones, timelines, and production and dissemination schedule to include development of the learning questions for the project, designing approaches to answering those questions through M&E, capturing good practices/challenges, and ensuring delivery of the proposed dissemination plan.
2. Ensure effective monitoring and documentation of lessons learned for broad dissemination to increase the likelihood of replication/scaling-up of the project. Gather information, produce learning documents and other materials developed through the project. Design and implement a plan for effective and broad dissemination of these reports and lessons learned among US and international partners.
3. Ensure adherence to SNV’s practice of results measurement and learning from experience, consistently aiming to: 1) work toward better results; 2) learn from experience and 3) account for the results of its efforts. The aim is to prove and improve SNV’s contribution to impact for the poor, and determine whether these results are sufficiently relevant, effective, efficient, and sustainable. Major learning activities begin in the second year of the project, and will fully develop following the second year of implementation, using baseline information gathered at the beginning of the project.
4. Oversee monitoring and evaluation plans of the country offices with regard to the project.
5. Support Country Coordinators and other SNV staff on the international exposure of project activities and results.
6. Provide technical assistance to the project staff to ensure they are gathering information in a consistent, uniform, and participatory way for effective comparison and evaluation.
7. Identify appropriate consultants to conduct research activities, draft scopes of work as needed, and organize learning-related and dissemination events, including issue briefs and events sponsored by SNV or others. Participate as principal writer for select project documents.
8. Produce and maintain the project’s webpage.
9. Work closely with SNV’s established structure of sector “Knowledge Networks” as an effective conduit for disseminating and sharing the permanent learning that takes place, especially within the organization, enhancing the work of one country or region based on the experiences of another.
Deliverables:
1. Implementation of the learning plan for the project, with yearly adjustments.
2. Successful delivery of all documentation of best practices and lessons learned for dissemination purposes, according to the project proposal (9 documents produced;.
3. Documentation of M&E processes of the project.
4. Support to and coordination of events and mechanisms for the dissemination of the lessons of the project.
5. Connect with US and international partners and donors to share knowledge.
6. As a thought leader, make regular presentations at international forums.
7. Periodic reports of progress on learning activities to the Project Manager.
8. Development and maintenance of relevant partnerships that support learning.
Qualifications
  • Bachelor’s degree required, master’s degree preferred. Position requires a minimum of six years of relevant knowledge management experience 
  • Demonstrated understanding of and familiarity with a range of applied research and monitoring and evaluation approaches
  • Experience designing strategic information and communication plans. Good working knowledge of descriptive, inferential and advanced statistics
  • Strong quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues
  • Strong skills in MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS)
  • Demonstrated programmatic, management, and interpersonal skills to effectively collaborate with other professionals and key stakeholders engaged in international development work. 
  • Experience in managing projects in compliance with US Government contracts and cooperative agreement rules and regulations. 
  • Demonstrated excellence in effective writing and verbal communication. (English required; language competency in French or Spanish is a plus).
  • Demonstrated strong computer skills in all Microsoft Office applications, particularly in Excel.

Director of Development

SNV USA seeks a passionate, dynamic, and experienced Director of Development with a proven track record of success raising the profile and resources of an organization.  Reporting to and working in partnership with the Executive Director, the Director of Development will help develop and lead a strategy to diversify SNV’s revenue base among private funding sources including foundations, corporations, and individuals in North America.  He or she will work collaboratively with SNV’s sector leaders and international advisors connecting their work of advancing locally-based solutions in agriculture, renewable energy, and water with the interests of donors, and will develop effective relationships with the philanthropic community leading to long-term partnerships in support of projects across all SNV countries. 

The Director of Development is part of the senior management team of SNV USA, responsible for identifying and securing a significant percentage of external funding for SNV, which has a staff of more than 900 professionals globally.  Aside from important core funding received from the Dutch Ministry of Foreign Affairs, SNV raises financial support from European and US donors; the latter through the work of SNV USA and consisting of USAID contracts and foundation grants.

 Key Responsibilities
  • Creates and coordinates strategies for identification, cultivation, solicitation, and stewardship of existing and potential donors. 
  • Collaborates with SNV’s leadership, development, and program staff on all fundraising strategies, including outreach to increase visibility among corporate and foundation constituencies in North America. 
  • Develops grant proposals, concept papers, and other materials that align donor requirements and interests with SNV's priorities and needs.
  • Develops presentations that inform, engage, and influence key stakeholders, donors, and prospects about SNV and the organization's work.
  • As part of the Business Development team, works to develop a systematic approach for collecting and maintaining donor contact and interaction information, including developing and implementing procedures for a CRM system.  Supervises research and data processing to better meet development needs.
  • Establishes an appropriate system of metrics and accountability for the department
  • Oversees and reports on the development budget.
Required Skills and Experience
The successful candidate will be a strong, strategic partner to the Executive Director and the rest of the senior leadership team with the capability and presence to guide the fundraising systems and culture of an evolving organization.  A successful track record as a strong fundraiser and new business development strategist, substantial knowledge of current global funding trends, and a proven leader building partnerships and impacting changes across functions and locations, both in the US and in the international arena are essential.  Other qualifications include: 
  • At least 7 years of successful development/fundraising experience, with a focus on private foundations/institutional giving. 
  • A demonstrated leader in the development profession with a proven track record of closing significant gifts and evidence of exceptional cultivation, stewardship, and solicitation skills.
  • Familiarity with fundraising and new business development in the International Development arena; experience working with global organizations that have operations in multiple countries; and experience with Renewable Energy, Agriculture, or WASH sectors, strongly preferred.  
  • Exceptional written and verbal communication skills, with particular emphasis on clear and concise writing and presentation skills to volunteer boards and prospective donors.
  • Strong experience crafting high-quality grant applications and proposals, as well as managing the grant writing process.
  • A strong understanding of both the traditional and innovative philanthropic space; an entrepreneurial spirit with the ability to identify creative, new funding opportunities.
  • The ability to work across program teams to develop donor-centered fundraising proposals.

SCOPE OF WORK and OBJECTIVES
As part of our corporate communication unit, SNV seeks a communications officer who will work closely with the Managing Director - Agriculture, the Global Sector Coordinators - Agriculture, Country Directors and Country Sector Leaders to improve both internal and external communications for the Agriculture sector.

The communication officer will drive a brand led communications strategy that positions SNV within the Agriculture sector as one of the preferred partners to do business with and strengthens the corporate SNV brand by profiling our work in agriculture.

TASKS
With guidance from the Core Agriculture Team and the corporate communication unit, the Communication officer will:
  • Asses the existing communications initiatives and make suggestions for improvement;
  • Develop a communications strategy for the sector and set clear objectives;
  • Manage the SNV agriculture website and ensure it is up to date with regular newsitems, relevant publications and attractive stories about our work.
  • Contribute agriculture content (stories!) to corporate publications such as the annual report, magazines, brochures, leaflets and video’s;
  • Manage production of professional level publications and key communications materials including annual reports, newsletters, brochures etc. Where appropriate use professional writers;
  • Increase SNV’s presence on the web and social media;
  • Foster good working relationships with media agencies, relevant correspondents and journalists;
  • Leverage on conferences, workshops and events to profile SNV;
  • Take the lead in the planning and implementing of high profile events for the Sector;
  • Support knowledge networks and their members in the production of compelling messages and success stories;
  • Support advocacy initiatives by coordinating appropriate audience research, compiling and analyzing relevant data, preparing materials (e.g. films, videos);
  • Support internal knowledge sharing and profiling of SNV’s work in Agriculture through the internet.
  • Draft speeches for senior management team and prepare effective public presentations;

DELIVERABLES
At the end of the assignment the following should be in place:
  • A communications strategy – as an extension of the corporate SNV communication strategy - for the sector which recommends a set of key messages to promoted to target audiences and defines the resources and means for implementation;
  • A communications plan, comprising the principal communication activities scheduled during the project period;
  • A calendar of major sector events in place;
  • Improved visibility of SNV as a major player in the Agriculture Sector;
  • SNV’s has established a better presence on electronic and social media (better results in google searches);
  • The Agriculture website is up to date and appealing, excellently structured and easy to navigate;
  • Promotional material such as newsletters, brochures, videos are available in the right quality and quantities;
  • Advocacy initiatives supported;
  • Relationship with media well managed and visibility of SNV increased;
  • Terms of references of the tasks that are entrusted to service providers and specialized agencies;
  • Sector annual report for 2014 finalized.

REQUIRED BACKGROUND, EXPERIENCE and COMPETENCIES
  • Master’s Degree in Communications, Journalism, Public Relations or any relevant discipline.  Professional accreditation is highly desirable;
  • A minimum of 10 years work experience in communications, at least 3 of which should have been spend working in a role within an international development context;
  • Ability to develop and implement communications strategies, working with a range of staff, consultants and partners;
  • Ability to research, analyse, valuate, synthesis and edit information;
  • Strong interpersonal and relationship building skills; experience of working in a matrix organisation;
  • Excellent communication (writing and oral) skills, presentation skills with experience in profiling an organisation in an international setting;
  • Proficiency in IT, with a good understanding of web design techniques and the use of various social media channels; knowledge of Drupal or Sharepoint 365 is an asset.
  • An eye for design. Knowledge of photo editing or design programmes is an asset. 
  • Collaborative, proactive, outgoing and ability to work independently and in a team

Languages: Fluent in English (preferably native speaker).  Working knowledge of French and Spanish is an advantage

ACCOUNTABILITY and TIMEFRAME
The communication officer will be accountable to the Head of Communications and will work closely with the Managing Director of Agriculture and other key internal and external stakeholders.  Duty station will be determined, but may be the Hague, the Netherlands or Nairobi, Kenya. SNV Netherlands Development Organization is an international NGO with a trusted presence in Tanzania for more than 40 years.  Currently SNV is working throughout mainland Tanzania in three main sectors of Agriculture, Water and Sanitation Hygiene (WASH), and Renewable Energy (RE).
The SNV Tanzania programme in the WASH sector develops and applies innovative solutions for increasing access to water and sanitation in rural and peri-urban Tanzania.

99% of girls in primary school in rural areas who have reached puberty do not use appropriate sanitary wear during their monthly menstrual cycle. Common sanitary options in Tanzania:

  • Re-Usable Sanitary Pads
  • Disposable Sanitary Pads

Both options pose a number of challenges with regard to their use particularly by adolescent girls in schools.  The re-usable sanitary pads are relatively cheap and can be produced using locally available materials such as pieces of clothes, and absorbent materials.

In Tanzania there is no proven evidence and track record on effectiveness; hygiene and on sanitation benefits gained from using re-usable sanitary pads. Secondly, due to lack of water in most of schools in rural areas, washing of re-usable pads poses a serious challenge. Disposable pads are ready made commercial products. 17 types of disposable sanitary pads are available in Tanzania, most of them being imported from manufactures through local agents. Quality assurance and certification for sanitation, hygiene and health safety of imported pads is provided by the Tanzania Bureau of Standards (TBS). However the main consumers of sanitary pads are urban based women with a few of urban based school girls. It is established that only 2% of school girls across the Tanzania (mostly urban based) use the disposable pads. There are rural school girls who have not even seen a sanitary pad. The challenges around the disposable pads are:

  • Accessibility: Sanitary Pads are available principally in the urban areas; the demand for disposable pads and particularly from the school girls is low, therefore supply of disposable pads in the rural areas is prohibitive

  • Affordability:  School girls are unable to buy disposable pads due to low income and competing  priorities of what to buy by their parents


  • Knowledge:  Not only that the disposable pads are quite a new items to some of the school girls and their parents; but also, the are wrong perceptions about industrially manufactured pads and genuine low understanding regarding the use and management of disposable pads in the rural communities and especially amongst the school girls.

As a result of above mentioned challenges, female pupils either use improper materials to manage menstrual flow; or/and opt to stay at home and not attend school during the 3-4 days of their menses. If they attend school without proper sanitary wear, many girls soil their uniforms; suffer psychologically due to shame and embarrassment.  Poor Menstrual Hygiene Management is considered to be not only one of the contributing factors to poor performance and completion rates among female pupils; but also  exposes school girls to health risks.

SNV Tanzania will implement a 2 year project with the objectives of addressing the above mentioned challenges. The project will demonstrate a Social Marketing model whereby Private Sectors and micro and small enterprise actions impact on the social sphere through Inclusive Business Approach to address a problem affecting adolescent girls in schools in society. The project will be implemented at scale reaching pupils throughout Tanzania.

Overarching Results

  • Affordable school girls’ menstrual pack produced and distributed to primary and secondary schools across Tanzania and in the four target regions of Ethiopia.
  • Increased school girls access and use of affordable sanitary Increase education benefit for girls and other pupils (attendance, completion and pass rates)
  • A business model for school girls’ sanitary pack developed.

Beneficiaries and stakeholders

The primary beneficiaries of this intervention will be primarily school girls as change agents; they will influence other adolescent girls to adopt proper MHM starting with access and use of safe and hygienic sanitary pads

The secondary beneficiaries are school teachers who will gain knowledge and skills on guiding girls on menstrual management and sanitary pads management.

Increased business skills and income for women reusable pad producers organized in small and micro enterprise industry.

Parents and community level institutions will gain new insights and awareness of disposable sanitary pads. They are a supportive structure for enhancing demand for disposable sanitary pads.

Other Stakeholders are the importers and suppliers of the school girl’s menstrual pack who will participate in the innovation and the supply chain of the disposable sanitary pads. They are important actors responding to the demands for affordable sanitary pads from the school girls. Textile industry, micro and small enterprise agencies and education and women and youth affair ministries are also important stakeholder in raw material supply and creating the enabling environment.

SNV is looking for a reputable person who will be the Project Manager for Menstrual Hygiene Management project (GIRLS IS IN CONTROL: Managing Menstruation) with the following key duties & responsibilities:
  • Leading implementation of the project at district and community level based on the project documents and community consultation in coordination with Programme Unit Management and in line with WASH/Health sector guidelines/ standards
  • Provide technical support on Menstrual Health Management to community-based groups supported by the project
  • Participate in developing annual project outlines and quarterly and monthly project work-plans and budgeting
  • Establishing and maintaining appropriate working relationships with all project implementing partners to build meaningful relationships
  • Preparation of project related reports that are timely and of high quality based on the key project indicators and reporting formats as required by the donor and Plan.
  • Support documentation of project processes on development of a business model, community Based Management systems, and good practices, among others for learning.
  • Carry out community mobilization and sensitization on access to and importance of MHM services
  • Facilitate capacity building sessions for resource teams on Menstrual Health Management.
  • Facilitate participatory project monitoring and evaluation sessions for effective service delivery.

Qualifications, Skills & Experience:
  • A degree in Nursing, Public Health, Social Sciences, Social Work or development studies.
  • At least two years’ experience of working on initiatives related to MHM
  • Computer knowledge in Microsoft Office Software (Word, Excel spread Sheets and PowerPoint presentation)
  • Experience & knowledge in participatory & rights based approaches to development
  • Ability to work in teams with good negotiation, partnership building, networking, facilitation, documentation, report writing, and communication (both oral & written) skills in multi-cultural contexts.

Additional skills  of the MHM Manager :

  • To facilitate Multi-stakeholders processes -  Helping actors at all levels to be informed of and react to, and where appropriate exploit opportunities from one another’s actions,
  • Providing day to day management of the MHM  project under WASH sector
  • To promote gender and social equity
  • To negotiate and mediate around conflicting interests and agendas
  • To foster data and information collection, processing, management and dissemination,
  • To develop creative learning systems and structures
The project duration is 2 years and the duty station is Mwanza Tanzania.

Contract duration: 2 years National Contract

SNV Cameroon is seeking qualified candidates for the position of Sector Leader WASH.The Sector Leader is responsible for the overall quality of program content, business development / resource mobilization, steering the quality of technical advisory services, and overall management of the Nepal WASH programmes. The Sector Leader will enhance the quality and visibility of our WASH programs and position SNV within the WASH sector in the country.

Responsibilities
  • Strategic Leadership: develop country level WASH strategy aligned to corporate WASH frameworks;
  • Advisory Services: lead complex assignments, set benchmarks for results, and monitor quality of advisory services of the sector team;
  • Programme Management: deliver effective development results, planning and monitoring, financial management, and donor reporting;
  • Business Development: develop proposals and secure funding for innovative WASH programmes;
  • People Management: lead and coach the team of SNV advisors, local capacity builders and consultants;
  • Monitoring & Evaluation: ensure uniform understanding and practice in planning, reporting, monitoring, and evaluation of WASH programs in line with SNV’s internal frameworks;
  • Representation & Promotion: develop and maintain relationships with stakeholders to improve SNV market position and actively participate in external and internal networks
Candidate profile
  • Relevant advanced academic qualification in WASH or related field;
  • 7+ years of relevant experience in WASH service delivery (specifically in our WASH sub-areas) including at least 5 years in a management role, preferably in central Africa;
  • Knowledge of good governance practices, and approaches dealing with gender-sensitive, social inclusion and empowerment principles;
  • Proven track record in resource mobilization; demonstrated programme design, proposal writing, business development, and international donor relationship management;
  • Proven experience with project planning, monitoring, evaluation, reporting and financial management;
  • Established WASH networks and strong relationship management skills;
  • Readiness to work and frequently travel in rural areas with minimal amenities;
  • Excellent communication skills in English and French are required for this position;
  • The successful candidate will be a self-motivated achiever with excellent intercultural leadership, teamwork, coaching, communication, networking and organizational skills.
