Senior Associate Advisor Water, Sanitation and Hygiene
(WASH)

Background
SNV is an international not-for-profit development
organisation working in over 30 developing countries for more than 40 years.
SNV has been working in Rwanda since 1980 and is active in all of SNV’s three
sectors: Water, Sanitation and Hygiene, Renewable Energy and Agriculture.
The WASH programme in Rwanda contributes to extending access
to Water, Sanitation and improving Hygiene in 3 sub programs:
- Functionality
of Rural Water Supply Services
- Sustainable
Sanitation and Hygiene for All in rural areas
- Water
and Sanitation Services in Schools
SNV Rwanda is looking for a suitable candidate for the
position of Senior Associate Advisor. The advisor will contribute to the
overall quality of program content, business development, resource mobilization
and management of programs. He or she will provide capacity development
services to government, non-government and private sector clients at local and
national level.
Responsibilities
- In
collaboration with the Sector Leader, develop SNV WASH sector by
- enhancing
the quality, visibility, applicability and up-scaling expertise in the
country to position SNV Country as a knowledgeable organisation in the
sector;
- Support
SNV management in mobilisation of resources for SNV advisory services to
clients;
- Assure
quality of WASH advisory services in country by content leadership in the
identification, formulation, execution, monitoring and reporting of/on SNV
program in the WASH sector;
- Conduct
progress monitoring and assignment reviews with clients, and take an
active role in managing for results;
- Lead
the SNV WASH team in development and coordination of strategic
partnerships for joint service delivery, knowledge development and
resources mobilisation purposes;
- Maintain
up-to-date information on sector developments through an on-going analysis
of trends and issues;
- Ensure
good documentation and dissemination of knowledge;
- Actively
participate in external and internal networks that contribute to the WASH
programme development.
Candidate Profile
- Master
degree in Sanitation, Rural Water Supply, Water Resource Management or
related field;
- Eight
to ten years of experience in sanitation and behaviour change
communication
- Strong
experience in institutional development and organisational strengthening
- Proven
experience in business development/resource mobilisation
- Knowledge
of value chain development approaches;
- Demonstrable
high level of competence in training and advisory methods;
- Strong
strategic and analytical skills
- Advocacy,
networking, lobbying and knowledge brokering skills
- Experience
in writing practice-based knowledge documents
- Willingness
to frequently travel inside the country
- Strong
computer skills
- Proficient
in English, and preferably working knowledge of French
Contract Duration: 18 months with possibility of
extension
Desired start date: 1st March, 2014
Salary scale: Competitive Consultancy rate
