Position Description
The Business Development and Proposal Manager will work with
an integrated, global team (US, The Netherlands and Regional Program Offices)
to secure program funding from a variety of sources, with a special emphasis on
USAID. Further, the position will play an active role in guiding the future
growth and direction of SNV USA’s Business Development (BD) Team.
The position will report to the Sr. Partnership Manager.
S/he will manage the proposal development process from inception through
successful submission, and be an active participant of SNV USA’s Business
Development (BD) Team as it builds strategic partnerships that promote SNV’s
visibility and mission.
Key Responsibilities
- Gain
in-depth understanding of SNV: its mission and policies, culture, values,
history, key stakeholders, programs, finances, and how sources of funding
can be integrated to generate revenue and increase visibility;
- Develop
a solid understanding of SNV’s approach in agriculture, renewable energy,
and WASH sectors;
- Oversee
SNV USA proposal operations, including supervision and mentorship of SNV
USA proposal managers and coordinators;
- Track
USG and USAID contracting and procurement developments to understand trends
as well as specific initiatives in agriculture, renewable energy and WASH,
and understand their implications for SNV;
- Manage
workflow of potential and current proposals among SNV USA team and
coordinate with SNV country offices;
- Maintain
the proposal tracking system;
- Oversee
proposal development process for large, complex bids for US donors by
working closely with country-based program and operations staff and with
external partner organizations. This includes partner negotiation,
pre-proposal and proposal planning, coordination of internal deliverables
and activities to ensure timely delivery; and facilitation of meetings in
collaboration with a proposal development team as appropriate;
- Draft
and/or review sections of technical proposals such as the capability and
staffing sections, past performance references, and other areas as
appropriate; contribute to the technical approach sections of proposals as
required;
- Represent
SNV USA in meetings with partner organizations during technical/sector
discussions, bid development and negotiations;
- Provide
quality control for SNV proposals or proposal inputs in coordination with
other internal and external reviewers;
- Work
closely with SNV USA’s finance team to review SNV budgets to ensure
linkages between technical and cost inputs; Assist with assessment of
proposed project goal achievement.
- Build
capacity of SNV’s country offices to develop high quality proposals for US
donors;
- Work
closely with Head Office in the Hague as well as Field Offices in Asia,
Africa, and Latin America;
- Provide
regular briefings to SNV staff regarding development opportunities and bid
status, keeping them fully aware of all opportunities and proposals;
- Provide
guidance and training as necessary to BD Team staff in proposal research,
development, strategies and processes.
- Work
closely with SNV USA Sr. Partnership Manager and the BD Team to nurture
and develop existing and new relationships with prospective partner
organizations with special emphasis on USAID government contracting
entities;
- Stay
abreast of US public policy and foreign assistance trends, ensuring that
the BD Team is informed of changes and developments that might impact the
organization; and,
- Attend
USG and USAID meetings to monitor strategic and programmatic developments
and maintain communications with USG staff as appropriate;
Ideal Experience
- A
minimum of 6 years grant and proposal writing experience with at least 3-4
years’ experience in proposal development for bilateral donors, especially
USAID;
- Experience
supervising proposal managers or business development teams preferred.
- Strong
familiarity with US Government procurement and contracting policies;
- Demonstrated
track record of leading the cultivation, solicitation and stewardship of
various types of donors including foundation, government, and
bilateral/multilateral institutions;
- Experience
in developing program budgets with field, program and technical personnel;
- Experience
living and/or working in a developing country in a project management,
business development or fundraising capacity, preferably on issues related
to agriculture, renewable energy or WASH;
- Exceptional
editing/proof-reading skills to ensure production of documents that are
clear, concise, responsive, and grammatically correct;
- High
level of proficiency with Microsoft Office Suite and Adobe Acrobat.
Knowledge of Sharepoint, Salesforce and presentation graphics is a plus;
- Bachelor’s
degree in related field. Master’s preferred;
- Available
for occasional international travel;
- Foreign
language skills in French and/or Spanish a plus.
