These positions are located in various UNODC Regional, Country or Programme Offices in various field duty station. The incumbents will work within the Global Programme on Cybercrime (GPC) which operates under the Cybercrime and Anti-Money Laundering Section (CMLS) Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC). The incumbents will work under the supervision of the respective Regional Representative of UNODC and the overall supervision of the Programme Coordinator (Global Programme on Cybercrime) and the Chief of the Cybercrime and Anti-Money Laundering Section (CMLS), UNODC in Vienna, Austria.

Responsibilities

The incumbent will carry out work assignments in connection with the implementation of counter-cybercrime technical assistance in the region and, where necessary, internationally. Within assigned authority the Programme Officer (Cybercrime Investigation) will be responsible the following specific duties:
• Design curricula and courses on investigating cyber-dependent and cyber-enabled crime;
• Organize and conduct capacity building and technical assistance activities on detection and investigation of cybercrime and crimes committed by means of technology, virtual assets, darknets, online child sexual exploitation and abuse, all related technologies, and provide technical advice to counterparts upon request.
• Undertake outreach activities; coordinate international, regional and national workshops, meetings and conferences; make presentations on assigned topics/activities.
• Provide, prepare and draft reports, guidelines, standard operating procedures (SoPs), and analysis on cyber-related issues.
• Design and undertake training needs assessments of law enforcement agencies related to investigating cyber-enabled and -dependent crimes, this includes training, in collaboration with the digital forensics expert, on the use of software to gather, collect and analyze digital evidence as well as open-source intelligence (OSINT) and social media intelligence (SOCMINT) techniques.
• Coordinate and liaise with inter-governmental and non-governmental organizations and institutions which are active in the provision of training and education on related issues at the international, regional or country level, as well as with associated UNODC and broader UN Programmes.
• Assist in the ongoing monitoring and evaluation of the programme by collecting relevant data on project implementation, drafting reports and supporting follow-up of activities, as requested.
• Implement activities under the Global Programme on Cybercrime, by delivering, managing, contributing to and ensuring coordination among the relevant personnel and units in particular with regard to the administrative set up of the activities, recruitment of staff and consultants, subcontracting of services and financial monitoring and reporting.
• Prepare, review, plan and manage the implementation of substantive and administrative support, including budget and procurement management.
• Prepare and draft a variety of written outputs that relate to the implementation of the project, such as background papers, progress reports, evaluation reports, mission reports, briefings and presentations.
• Ensure regular communication with all project donors, and ensure that reporting obligations and other obligations towards the donors are fulfilled in a timely manner.
• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Perform other work-related duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in law, law enforcement/policing/intelligence/criminal justice, psychology and/or criminology, international relations, or closely related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional work experience in undertaking counter-cybercrime (cyber-dependent or cyber-related) law enforcement investigations and/or counter-online child sexual exploitation operations is required.

Work experience in designing and delivering training on cyber or criminal investigation is desirable.

Work experience within the United Nations system or similar international organization dealing with law enforcement related operations is desirable.

Work experience in project management is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in English is required. Depending on the post location, fluency of French or Arabic may be desirable. Knowledge of Portuguese may also be desirable. Knowledge of another United Nations official language is an advantage.

Increase data production by providing financial and technical support to produce, ana[1]lyse and generate gender-responsive statistics in line with international norms and standards. iii. Task description

Under the direct supervision of the Programme Analyst, the UN Volunteer will undertake the following tasks: 1. Provide support to the effective implementation of the programmes: • Support the monitoring of the programmes work plans and ensure their quarterly updates. • Support in the preparation of terms of reference for the consultants. • Provide administrative and logistical support to the programmes meetings and commit[1]tees. • Assist in collecting data and reporting key results for progress reporting and support production of periodic reports (quarterly and/or annual). • Support documentation of the best practices and lessons learned linked to strategic and operational objectives of the programmes. • Support quality assurance in the review of documentation, reports and e-mails and initiate corrective actions. • Maintain an efficient filing/documentation system of programme documents, ensuring their safekeeping • Maintain good relations and effective coordination between institutional partners, civil so[1]ciety, and the United Nations development system. 2. Support the financial monitoring of programme activities: • Monitor the setup of budgets in Quantum to ensure their accordance with budgets agreed with donors and are input into Quantum. • Control allotments, monitor expenditures, and prepare budget revisions of the pro[1]grammes on a regular basis. • Contribute to the preparation of regular financial reviews and reports of the programmes. • Prepare the supporting documents and requests for procurement and payments. • Any other related tasks as may be required or assigned by the supervisor. Furthermore, the UN Volunteer is required to: • Strengthen her/his knowledge and understanding of the concept of volunteerism by read[1]ing relevant UNV and external publications and take active part in UNV activities (for in[1]stance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in Morocco. • Reflect on the type and quality of voluntary action that she/he is undertaking, including participation in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publica[1]tions/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Morocco is a middle-income country with a population of 35 million. The climate in Rabat is mild with very hot summers and short, rainy winters. Accommodation is available at reasonable prices.
