The Human Development Report Office (HDRO) is a multi-disciplinary unit located in the United Nations Development Programme (UNDP) in New York. The mission of the HDRO is to advance human development through the expansion of opportunities, choice, and freedom. The Office works towards this goal by conducting original analysis and research, commissioning top quality background research, and advocating practical policy changes. It works with others to achieve change through writing and research, data analysis and presentation, support to national and regional analysis as well as outreach and advocacy work.

One of its best-known outputs is the global Human Development Report (HDR), first launched in 1990. These independent Reports are intended to challenge policies and approaches that constrain human development, promote innovative concepts, and advocate practical policy changes. In each Report a different development theme is examined in depth using available data and new analyses relevant to the chosen topic resulting in both an assessment of status as well as a series of policy recommendations for the future. In addition, a set of human development indices are updated and published in the Report.

The latest series of HDRs include the 2019 report on inequalities, the 2020 report on the dangers of the Anthropocene, and the 2021-22 report on human development in uncertain, unsettled, times. Together they shine a light on policy blind spots and show how the world is now faced with the challenge of re-defining development, amidst great uncertainty. Building on these findings, HDRO is advancing a future-forward research agenda to identify new approaches and interpretations can inform global policy, advance human development, and help achieve the 2030 Agenda, as well as prepare for a post-SDG world.

Position Purpose

Within the overall vision and the structure of HDRO, the Research Analyst, under the overall guidance by the HDRO Director and direct supervision by the Research & Strategic Partnerships Advisor, will provide analytical, substantive and research contributions to the work of the Lead Author of the HDRs. Such contributions would encompass contributions to the intellectual thinking of human development issues and paradigm; to the substantive work of the HDRs; to the work on human development measurements; and to the overall work of HDRO.  

Summary of key functions:

1. Research and intellectual work on human development issues (30%)

Duties and Responsibilities
Research and Analysis work on human development issues (30%):

  • Undertake research, under the supervision of the Research and Strategic Partnership Advisor, on conceptual and methodological areas of human development.
  • Review of background research, communication with background paper researchers and other area experts.
  • Contribute to compilation of databases and graphs for indicators related to human development.
  • With the guidance of the Research and Strategic Partnership Advisor, support him/her to develop papers suitable for submission to professional conferences and academic journals.

Contributions to the writings of the HDRs and other publications of the Human Development Report Office (35%):

  • Provide support to the ideas of the Lead Author and Research and Strategic Partnership Advisor on formulating the theme and structure of the HDR and other publications, participating in brainstorm meetings and in-house discussions on various aspects of report development.
  • Provide comprehensive literature reviews and data analysis, draft research notes, research sections, country and case studies to inform HDRO publications.
  • Contribute to conceptual and practical organization of workshops and meetings designed to inform the development process of the HDR and other publications.
  • Provide support to the finalization of the report, via fact-checking and interaction with editing and production teams.
  • Assist in the global launch of the HDR, as requested.

Work on the human development measurements (20%):

  • Provide substantive support to the Lead Author and Research and Strategic Partnership Advisor in areas of work on human development measurements and data
  • Prepare materials for the launch of the global Report and other HDRO activities, including country fact sheets and briefing materials especially related to statistics and analysis

Contributions to the overall work of HDRO (15%):

  • Prepare briefs, notes and background documents for the Lead Author
  • Contribute to the preparation of communications materials.
    Provide substantive support to the Lead Author for the presentation in the pre and post- launch activities
  • Work on other assignments as and when requested by the HDRO management
  • Use of Official time for self-learning

Required Skills and Experience

Education:

  • Master's degree or equivalent in a social science with a focus on social, economic, or political aspects of development.

Experience:

  • Minimum 3 years of relevant work experience, preferably in areas of research.
  • Have a good grasp of substantive and policy issues related to the study of social and economic development, and of the human development knowledge and the human security concept and capabilities approach.
  • Familiarity with the process of producing a leading global development report within an international organization is highly desirable

Language:

  • Excellent written and spoken English skills are required for this position (ideally with experience in preparing written briefs, papers, and reports, and communicating their findings)
  • Knowledge of another UN language is desirable

The General Operations Team is responsible for premises, facilities, asset management, travel management and BMS Operations.  Within the General Operations, the Assets team provides cost-effective and timely services to Country Offices, Regional Bureaus and Headquarter Units in the areas of premises management, Property Plant and Equipment (fixed asset) management, Insurance and credit card support. 

Under the guidance and direct supervision of the Asset Manager of the Premises, Facilities and Assets Unit /OSO/BMS, the Asset Management Associate is responsible for supporting the IPSAS business process results in the accounting for the procurement, utilization and disposal of the assets at Headquarters and Country Offices. The Assets Management Associate supports the overall management and control of expensed and capitalized UNDP fixed assets through monitoring and oversight to ensure high quality and accuracy of PP&E records. The Assets Management Associate provides administrative support to CO and HQ Unit credit card holders. The Assets Management Associate provides financial and budget management services and utilization of financial resources to GO in addition to assisting with insurance policy renewals. The Assets Management Associate promotes a client, quality and results-oriented approach.  

Duties and Responsibilities 

His/her functions will fall into three broad categories:

  • Implements operational strategies
  • Supports the Fixed Asset Oversight 
  • Supports knowledge building and knowledge sharing 

Implements operational strategies focusing on achievement of the following results:

  • Review assets in the Asset Module to ensure that all fields are complete and monitor the asset dashboard. Follow up with offices to ensure correction actions are taken on a timely basis to update the information as required.
  • Ensuring that all the requisite asset management information is captured in Asset Module.
  • Review Asset Module and asset related expense accounts to ensure "Capitalization" of appropriate items in accordance with UNDP policies.
  • Ensuring proper "expensing" of asset items, in accordance with UNDP's policies and procedures and in compliance with IPSAS.
  • Assists in review of GSSC processed asset transactions to ensure that they are processed in line with IPSAS policies and accounting rules and regulations.
  • Identification of problem areas in the Asset Module related to input and conversion of data entered into the system and ensures that corrective actions taken to ensure reliability of retrieved from the system. 
  • Monitors financial exception reports for unusual activities, transactions; and investigates anomalies or unusual transactions. Informs supervisors and other UNDP staff at Headquarters of the results of the investigation when satisfactory answers are not obtained.
  • Implement regular reconciliation of the asset register to general ledger balances.
  • Ensuring annual management reviews of all assets for impairment.
  • Assist with the compilation of PP&E information for auditors.
  • Provides administrative support to credit card holders including restriction lifting requests, delinquent report analysis and fraud alerts.
  • Administration and implementation of financial and budgetary operations in compliance with UNDP regulations and rules, policies, procedures and Internal Control Framework including monitoring and reporting budget resources and expenditures, preparing GLJE’s, allocating ASL resources to Regional Hubs and making timely vendor payments.
  • Assisting with the renewal of HQ and CO insurance policies for buildings, vehicles and air travel.
  • Perform other necessary duties as requested by the supervisor.

Supports the Fixed Asset Oversight management for UNDP as a whole, focusing on achievement of the following results: 

  • Ensuring bi-annual management checks of all UNDP assets for existence, continuing use, remaining life and obsolescence through the review of the bi-annual assets certification documents.
  • Ensure that offices sign off on the certification documents.
  • Follow up with offices to ensure timely processing of reconciling differences identified during the certification exercise and from the review of Asset Module and assets related expense accounts.
  • Oversight of HQ disposal of assets and accuracy of fixed assets data.
  • Implementation of regular reviews of useful lives.
  • Review, verification, and reconciliation of a variety of PP&E data and reports ensuring accuracy of information and conformance with administrative rules and regulations.
  • Review asset upload journals to ensure all applicable assets were accurately recorded in Asset Module.
  • Coordinate with ITM upload of assets and run of depreciation and resolve upload issues, if any.
  • On a regular basis review the calculation of depreciation charges and generated accounting entries.
  • Consolidation and preparation of PP&E summary statements for inclusion in the financial statements.
  • Perform other necessary duties as requested by the supervisor.

Countries around the world are facing increasingly complex and multifaceted development challenges, ranging from climate change and circular economy transitions to the coronavirus pandemic and the future of work. To help UNDP evolve and improve the relevance of its offers and support to governments and communities, UNDP’s Strategic Innovation Unit (SIU) is, through an Innovation Facility (IF), investing in efforts that seek to enable the organization to support partners in their “great transformations”. The efforts seek to help UNDP and partners rethink complex development issues, design dynamic adaptive portfolios to engage with these, and in this process developed new systems capabilities.

Through this work we have learned that using systems and portfolio approaches to tackle complex development challenges requires very different ways of doing monitoring, evaluation, and results measurement. This has led to the establishment of an M&E Sandbox.1 The Sandbox was originally intended as an internal space for experimentation to support monitoring, evaluation and learning (MEL) innovations in UNDP, but due to great interest from external partners the Sandbox have become a global space for reinventing MEL. The Sandbox has members from over 100 different organizations, ranging from governments, bilateral aid agencies, and philanthropies to civil society organizations, private sector companies and research institutions. Geographically, Sandbox members come from all over Africa, Europe, Asia and the Americas. The Sandbox has attracted interest and investment from donors, including a grant from the Bill and Melinda Gates Foundation.

Duties and Responsibilities

Overall objective of the assignment

Under the guidance of the Systems Transformation and MEL (ST-MEL) Specialist, and with a dotted reporting line to the SIU’s Portfolio Specialist, the primary function of the incumbent is to help nurture and manage a broad community of actors interested in rethinking MEL, support building an evidence base of ‘next practice’ MEL, and provide support to country offices as well as other stakeholders on the implementation of new MEL frameworks, methods and practices.

Duties and responsibilities

Identify and connect with latest MEL practices

  • Scan for and identify innovations and other promising and useful practices and frameworks for systems and portfolio MEL with a focus on emerging practices underpinned by portfolio principles
  • Conduct and/or support literature reviews and case studies on innovative MEL frameworks, methods and practices in collaboration with external partners, consultants and country office colleagues

Community nurturing

  • Support the ST-MEL Specialist in identifying and engaging with leading innovation agencies, think tanks, funders, and experts that work on MEL frameworks and capabilities around systems and portfolios
  • Help nurture, curate, and maintain the emerging community of actors interested in rethinking MEL under the M&E Sandbox
  • Support conceptualization and delivery of systems and portfolio MEL related webinars, other events, case studies and pilots

Piloting and support to country offices and other stakeholders

  • Support development and piloting of new MEL frameworks, methods, tools and practices, including as part of portfolio design and implementation efforts.
  • Assist in provision of support to partners, COs and other business units in developing MEL frameworks, practices and capabilities that are aligned with complexity and systems approaches and that enable a project to portfolio shift.
  • Support the corporate development of portfolio MEL frameworks, including help maintain the relationship with UNDP’s Independent Evaluation Office and the Effectiveness Group.

SIU MEL

  • Ensure maintenance, implementation (incl. data collection and analysis), and iteration of the SIU’s own MEL framework and practices. This includes regular data collection and analysis.
  • Liaise with Innovation Facility Management Associate on donor and corporate reporting (including annual report), quality assurance, and other project accountability activities.

Learning and dissemination

  • Ensure continuous capture of learning from the above activities and ensure iteration and adaptation of MEL frameworks, methods, tools and, practices based on learning
  • Plan and implement – with support from wider SIU team – regular learning activities such as 6-monthly sensemaking, peer to peer sessions among country offices and other teams, as well as webinars and deep dives with external partners around M&E and the portfolio practice
  • Ensure that insights and learning from MEL activities prompts the SIU to learn and adapt. This includes generating learning nuggets for the SIU’s Unstuck website and authoring learning products such as blogs, policy briefs and guidance notes

The position will report to the Systems Transformation and MEL (ST-MEL) Specialist, Strategic Innovation Unit, the Bureau of Policy and Programme Support. The role will be based in New York.

PURPOSE OF THE INTERNSHIP

Under the overall guidance of the Director of ECW and the direct supervision of the Chief, Strategy, Planning and Accountability (who leads ECW’s Strategy, Planning and Accountability Team), the intern will provide technical and operational assistance to various processes while learning about organisational processes to support the implementation of the ECW work plan. The focus of the internship will be on implementation of 2023-2024 safeguarding deliverables, which will contribute to strengthened safeguarding practice in the areas of both child safeguarding and Protection from Sexual Exploitation and Abuse (PSEA).

MAIN DUTIES

The intern will work primarily with ECW’s Senior Safeguarding Specialist across the ECW investment portfolio on a range of deliverables, including:

• initiating PSEA capacity assessments of ECW partners, reviewing partner safeguarding
self-assessments, contributing to the development of PSEA action plans and monitoring implementation.
• maintaining ECW’s grantee safeguarding capacity assessment database.
• developing safeguarding templates, tools and guidance for staff and grantees;
• contributing to the development of capacity-strengthening activities; and
• monitoring safeguarding risk trends and contributing to ExCom risk reports

Interns may take up to 2.5 days per month off work for any reason, including for medical reasons. The stipend will be reduced for any absence beyond this quota.

Expected starting date mid-October 2023 for 6 months (26 weeks). An internship may be terminated by either party, with a notice period of at least two weeks.

The monthly amount of internship stipend is the amount that is lower of the following two amounts:
USD 1,700 per month in the following offices: New York, Geneva, and Copenhagen; or 70% of the monthly salary of the GS level 3 step 1 in all other the duty stations.

PFSCM is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). With offices in more than 20 countries and over 800 dedicated staff members around the world, SCMS is helping to improve the lives of people living with HIV/AIDS in some of the countries most severely impacted by the pandemic. SCMS procures essential medicines

RESPONSIBILITIES

The Laboratory Advisor will support SCMS field offices and Ministries of Health, USG PEPFAR (USAID/CDC/DOD), as well as additional external collaborators to provide technical support to advance SCMS’s efforts in promoting and implementing the ForLAB laboratory quantification tool. Additional responsibilities will include country level forecasting and quantification, supply chain assessments and evaluation, sample referral network, instrument optimization and maintenance support. The Laboratory Advisor will also assist countries in improving national supply chains for the management of laboratory reagents and consumables, to support HIV/AIDS care and treatment programs. These
efforts are aimed at contributing to the overall strengthening of health systems as envisaged in the Global Health Initiative. Activities will focus on assessing the level of existing harmonization efforts and promoting activities to advance the Maputo Declaration of 2008. The Laboratory Advisor may participate in global laboratory technical working group meetings and international conferences to promote international best practices in laboratory
logistics. In working on these tasks, the Laboratory Advisor is guided by the Principal Laboratory Advisor.

Specific Responsibilities


1. Work with the Field Program Support team to develop a results framework with process and outcome indicators for monitoring and evaluating the results of laboratory network system interventions and equipment maintenance strategies.
2. Implement SCMS established laboratory supply chain standards and methodologies in technical assistance to support SCMS systems strengthening efforts at the country level. Key areas of focus will include supporting the establishment of country inventories for existing instrument platform coverage, enhanced tiered laboratory coverage development, rational use based on nationally recognized clinical guidelines, forecasts and supply plans driving cost-effective procurement, as well as adequate instrument maintenance coverage.
3. Support field offices in liaising with local Governments, local USAID/CDC, USAID/Washington, CDC Atlanta, USG, WHO, ASLM, CHAI and SCMS Country teams in promoting Harmonization and Standardization efforts.
4. Participate in the SCMS Laboratory logistics TWG, as well as appropriate external technical collaboration with other partners such as DELIVER, CHAI, SPS, USAID, CDC, WHO, and others.
5. In collaboration with field office staff and the Principal Laboratory Advisor, collect information on innovations and best practices and positive outcomes in lab logistics systems strengthening being implemented at the field level. Contribute significantly to project reporting and publications in the area of lab logistics for internal and external audiences that highlight standards, innovations and best practices implemented in SCMS focus countries.
6. Serves as the lead SCMS point of contact for the ForLAB quantification tool rollout in SCMS supported countries.
7. Provide short-term technical assistance in the areas of Laboratory Commodity Quantification using the ForLAB tool, laboratory supply chain assessments, and evidence based instrument placement `1and sample referral networks.
8. Serve as the lead person responsible for managing and maintaining in-country instrument coverage and vendor performance under SCMS established Asset Management Systems (AMS).
9. Represent SCMS at international meetings and on expert committees as requested.

QUALIFICATIONS

1. A minimum of a Master’s Degree with three or more years, or a Bachelor’s Degree with five or more years in medical or clinical laboratory technology.
2. Minimum of three years experience working in clinical laboratory services, experience with tests, equipment, reagents and techniques required for the diagnosis and monitoring of HIV, TB, and Malaria are essential.
3. Experience with stock management, quantification, procurement or supply chain management tasks related to lab reagents and other consumables or other health commodities required.
4. Experience working in resource constrained countries.
5. Excellent written and oral communication skills.
6. A proven ability to work as part of a team and to be self-managing.
7. Suitable computer skills with spread sheets, word processing, and presentation applications.
8. Available to travel internationally to resource limited countries (up to 40%).

The following qualifications are desirable:
  • Experience with national level laboratory organizational structure (laboratorynetwork).
