VACANCY AT FUTURES GROUP: KNOWLEDGE DISSEMINATION IMPLEMENTATION OFFICER

The Sexual HIV Prevention Programme (SHIPP) of South Africa is a USAID-funded flagship PEPFAR initiative in its final year of implementation and reporting that aims to galvanize and support impactful combination sexual prevention activities in South Africa (SA). This initiative has taken  a multi-sectoral approach linking the health, education and social development sectors targeting in and out-of-school-youth and sexually-active adults in order to help achieve the national target of 50% reduction in HIV incidence in line with the National Strategic Plan (NSP) on HIV, STIs and TB 2012 -2016.

SHIPP has consistently worked to promote an enabling environment for evidence-based policy and strategy at the national and provincial levels supporting a mix of targeted HIV prevention interventions at the national, provincial and locality level (district, sub-district or municipality). The SHIPP team has provided short, medium, and long-term technical assistance and capacitation support at national, provincial, and local levels. SHIPP provides assistance to the South Africa Government (SAG) across all 3 spheres of government to implement combination prevention activities to strengthen the national HIV/ AIDS response.

SHIPP is seeking a Knowledge Dissemination Implementation Officer for a short-term contract 1 April – 19 September 2015.
Position Summary
The Knowledge Dissemination Implementation Officer will provide technical training and coaching to SHIPP stakeholders, consultants and SHIPP technical staff to create and coordinate a range of dissemination and communication tools (including lessons-learned, success stories, policy briefs, ‘brown-bag’ events and national and district-level end-of-project events.  This position is based in SHIPP’s Pretoria office and will involve less than 30% travel with South Africa.
Key Responsibilities 
  • Support, coach and strengthen the capacity of SHIPP staff and stakeholders to prepare and deliver a wide ranging dissemination and communications strategy;
  • With the Strategic Information team contribute to the design of Tracking Tools to monitor progress in delivery of  SHIPP’s End-of-Project dissemination and Communication Plan;
  • Design and deliver a professional writing mentorship programme to support staff and stakeholders to genuinely participate in, and deliver SHIPP’s End-of-Project dissemination and Communication Plan;
  • Under the supervision of the Technical Director – Strategic Information, take overall co-responsibility for proof-reading, copy-editing and formatting of all the SHIPP’s key dissemination documents, as well as its scientific (e.g. conference poster presentations) and communication publications (lessons-learned, success stories and policy briefs);
  • As part of the Strategic  Information team, develop communication materials independently and disseminate the documents effectively to stakeholders using different formats, including case studies, policy/advocacy briefs, success stories, blogs and journal articles;
  • Commission the editing, formatting, lay-out and printing of dissemination documents.
Qualifications 
  • Master’s degree or above in public health, science journalism, health communication/promotion or related field;
  • 5+ years’ of field experience in science communication/ public engagement with science and the dissemination of programmatic and operations research and evaluation findings to stakeholders across international, national and provincial and district-level stakeholders;
  • 3+ years of editorial, copy-editing, formatting and layout of programme and scientific documents for a research, communication or publishing organization;
  • Ability to communicate technical data to non-technical audiences;
  • Demonstrated skills in training in professional writing, mentorship and capacity development through technical assistance, training and coaching – this will include inter alia strong skills and experience in public speaking-training  and presentation skills;
  • Demonstrated experience and understanding of the HIV epidemic and the HIV prevention response in  South Africa;
  • Experience in reporting to international donors, including the US Government;
  • Strong interpersonal skills and proven ability to develop and maintain effective working relationships across teams and organisations;
  • Highly organised with the ability to work independently and in a team;
  • Great attention to detail, ability to perform multiple tasks and deliver according to very strict timelines;
  • Willingness and ability to travel within South Africa, up to 30% of working hours;
  • Excellent communications skills; full professional or bilingual proficiency (ILR Level 4/5) in English is required. Fluency in key South African languages is a plus;
  • Reliable, flexible and goal orientated; Strong problem solving skills.

HPP HIV Consultant

Background information:
There is broad consensus among global development partners and governments that HIV and sexual and reproductive health programs are strongly linked and when offered in an integrated model, can bring about overall improvements in health systems. Integration can take several forms, including the incorporation of family planning and reproductive health services into existing HIV service delivery models, and the integration of Prevention of Mother to Child Transmission (PMTCT) and other HIV services into sexual and reproductive health services, or existing primary health care delivery. Within integrated sites, there is also variation with respect to how referrals are made, and how much time staff members spend across various disciplines. The type of integration is largely driven by broader health sector reforms and is likely to be unique in each setting. As PEPFAR examines how best to scale up PMTCT services, it is important to evaluate different types of integrated models, and to assess both the effectiveness and efficiency of these models. Since 2011, UNAIDS and UNFPA has supported seven countries to address barriers in the efficient and effective delivery of integrated sexual and reproductive health (SRH) and HIV services. In Namibia, the Ministry of Health and Social Services, UNFPA and UNAIDS conducted a baseline evaluation across 7 pilot sites that were selected for integration by the UNAIDS and UNFPA teams in urban, peri-urban and rural areas. The pilot sites were partially integrated, but the level of integration varied across sites and was measured using a percentage at baseline. In a partially integrated model all services are available at one facility, yet patients are referred to different nurses for different services. In a non-integrated model, patients are referred to different facilities for different services. The evaluation included a rapid assessment at the policy level, interviews with key informants, direct observation and client interview. The evaluation was conducted to measure patient wait times, satisfaction, etc. UNAIDS, UNFPA and WHO will then oversee the full integration of SRH and HIV services at these sites for the course of a year at least. In this case, full integration refers to the implementation of a system in which one nurse provides one patient with care in one room. After one year, UNAIDS, UNFPA and WHO will conduct a study to understand how integration affected quality and efficiency of service delivery. The study will look specifically at how nurse productivity and patient wait times vary across the models. However, to get a true measure of efficiency, and to be able to say whether or not the fully integrated model is cost-effective, there is a need for data on the costs of the different models. To assist with the process, the Health Policy Project (HPP) in partnership with UNAIDS, UNFPA and WHO will conduct a baseline costing by collecting cost data retrospectively or prior to the SRH and HIV integration at the 7 pilot sites. In other words, for sites that have already been integrated, HPP will collect the cost information from retrospective financial and service delivery data, as well as hold discussions with facility managers about the previous service delivery model. For sites that have not yet integrated, HPP will collect baseline data. HPP will also collect cost data at a midpoint to assess costs after approximately 6 months of integration. Cost data will be collected for a range of SRH and HIV related services such as PMTCT, antiretroviral treatment (ART) and Family Planning (FP). Outside the scope of this protocol, an endline evaluation and costing will be conducted approximately one year after integration. The baseline and midline costs derived during this activity will be compared to each other, and later to those costs collected at endline. Understanding the costs of integration will provide an evidence base for countries considering the adoption of integrated SRH and HIV services. Evidence from this study will allow countries to assess cost drivers, resources needed and additional resources that need to be requested. Study Aim The aim of this study is to derive the cost of serving the average individual for a range SRH and HIV clinical services in Namibia prior to and at the midpoint of integration.

Study Objectives
The specific study objectives are to: 1) Calculate pre-integration provider-side unit cost of serving the average individual for a range of SRH and HIV clinical services in Namibia. 2) Calculate mid-integration provider-side unit cost of serving the average individual for a range of SRH and HIV clinical services at Namibian pilot sites that have actively integrated these clinical services for a minimum of six months. 3) Combine data from the costing study with data from the evaluation to obtain measures of efficiency of service delivery in the partially integrated model.

Activities
1. Lead data collection for a costing study to understand the costs before and after integration of HIV and Sexual and Reproductive Health Services in Namibia.
2. Collect all data, or, if working with another data collector, train data collector and monitor data collection.
3. Lead the pilot study in at least one of the seven sites where data will be collected. The sites are: a. Khomas Region: Khomasdal Health Center, Hakahana Clinic, and Namibia Planned Parenthood Association (NAPPA) b. Otjozondjupa Region: Nau-Aib Clinic c. Omaheke Region: Epako Clinic d. Oshikoto Region: Okankolo Health Centre e. Caprivi Region: Kanano Clini
4. Submit a write-up of the pilot study, including any problems experienced, whether the tool was useful in collecting the right information, and whether any changes need to be made to the tool or methodology.
5. Lead implementation of data collection from implementing partners and key local organizations at seven sites in Namibia.
6. Enter data into costing spreadsheet provided by HPP.
7. Write up any observations or qualitative findings from site visits to be used in the final report.

Deliverables
1 Summary of pilot test, including any problems experienced, whether the tool was useful in collecting the right information, and whether any changes need to be made to the tool or methodology
2 Data collected from seven sites and entered into costing spreadsheet provided by HPP 3 Written observations from study (Microsoft Word document, 4-10 pages in length)

Key qualifications

About the role
Based in Nairobi, the Officer in Charge (OIC) is responsible for overseeing operational and logistical arrangements and activities for scholarships, including selection panels, the application/nomination processes, and awardee mobilisation. About the role
The Senior Project Officer (SPO) is responsible for supporting the planning, delivery and monitoring and evaluation of Africa Fellowships by Australian host organisations contracted under the DFAT funded Australia Awards in Africa initiative. The SPO will assist in preparing tender documentation and facilitate all facets of the tendering and contracting process. The SPO will also monitor and evaluate the performance of host organisations in accordance with established monitoring and evaluation processes and indicators. This is a full time role up to June 30, 2015.

Key responsibilities include
  • Administration of tendering and contracting processes for Africa Fellowships
  • Provide effective liaison with host organisations, government departments and other agencies as required, supporting the successful design, delivery and completion of Fellowships.
  • Develop and apply a process of managing key contract dates and deliverables to ensure service level agreements are met.
  • Develop risk management plans for Fellowship activities in response to identified risks and client expectations and ensure adherence to quality processes.
  • Develop and manage quality and procedural manuals for Fellowship activities for inclusion in the Quality Assurance Manual (QAM) and ensure compliance with their requirements.
  • Ensure all provider progress and program completion reports are of a high quality and submitted on time.
  • Ensure that all data entered into database systems is of a high quality/accuracy and meets all of the program and stakeholder expectations.
  • On-Award Pastoral Care Monitoring and Support.
  • Quality processes, risk management and data integrity.

About You
Selection criteria

Essential:
  • Relevant tertiary qualifications in business, project management or other related field
  • Demonstrated experience in review, analysis and reporting of data and reports in a client focused environment
  • Excellent demonstrated communication skills and experience of working effectively across cultures with a diversity of clients
  • Demonstrated ability to build effective relationships with training providers
  • Experience in project coordination or project management in a training or tertiary education environment
  • Ability to work both independently and as part of a team
  • Ability to multi-task and problem solve effectively
  • Literacy in information technology, including experience of the Microsoft Office suite of applications

Position Summary
Futures Group is seeking a Gender Programme Advisor to join our Health Policy Project (HPP) team in Malawi. The Gender Programme Advisor will contribute to HPP’s work by providing technical assistance, coordination, and capacity-building support to the Department of Gender Affairs within the Ministry of Gender, Children, and Social Work (MOGCSW). In particular, he/she will undertake policy and data analysis, support the coordination functions of the Department within and outside the Ministry, support the development, update, and/or implementation of policies and strategic plans, and support the development of the gender component of the MOGCSW Monitoring and Evaluation framework.  The Gender Programme Advisor may divide some of his/her work time between HPP’s office and the Department of Gender Affairs’ office. The Gender Programme Advisor will report to the Senior Policy and Advocacy Advisor of the Health Policy Project’s Malawi field program. Location for this position is Lilongwe, Malawi.  Only persons legally eligible to work in Malawi will be considered and no expatriate benefits are associated with this position.  

Key Responsibilities
• Lead HPP Malawi’s work with the Ministry of Gender Children and Social Welfare (MOGCSW), in liaison with the Senior Policy and Advocacy Advisor and HPP technical advisors from the project’s headquarters.
• Provide technical assistance to MOGCSW to strengthen the capacity of the Department of Gender Affairs in gender policy development and advocacy and the MOGCSW to develop and update national gender policies, standards, and guidelines.
• Provide technical assistance to the MOGCSW to assess gender based violence (GBV) policies, plans, and programmes to identify policy and program coverage and gaps.
• Support the Department of Gender Affairs in developing a gender component of an integrated Monitoring and Evaluation framework, and support its implementation.
•  Provide assistance to the Department to review its current processes for policy and program coordination, and improve or establish new processes as needed.
• Lead the planning and organizing of meetings, workshops, and trainings related to HPP’s work with the MOGCSW.
• Represent HPP in gender-related meetings with partners and stakeholders, including national technical working group meetings.
• Work with the HPP team to draft quarterly, semiannual, and annual activity reports and document success stories to showcase HPP Malawi work.
• Contribute to proposal writing and identification of new programme opportunities in Malawi.
• Collaborate with the Family Planning & Population Programme Advisor to coordinate Gender/HIV related work with population activities in Malawi to ensure synergy and integration of HPP activities.
• Other duties as assigned.

Qualifications
• Master’s degree or higher in social sciences, public health, development studies (or a related field), with a specialization in or coursework related to gender.
• A minimum of 7 years of work experience required.
• Understanding of governmental structures and processes in Malawi; understanding of current gender policies and programmes in Malawi desirable.
• Knowledge of relevant literature related to topic area.
• Sound knowledge of methodologies used in data and policy analysis; appropriate computer skills necessary to conduct data analysis.
• Strong interpersonal and networking skills, ability to work well with government counterparts, consultants, and within a cross-cultural and virtual team.
• Demonstrated skills in capacity building, mentoring, and organizational development.
• Prior experience working with USAID-funded programs is preferred.
• Fluency in English required.
• Strong written and oral communication skills. A writing test may be administered during the interview process.
• Only Malawi nationals or those authorized to work in Malawi will be considered. No international benefits will be offered.

Purpose of Position

Minimum education and experience required
  • Relevant Bachelor’s degree; MBA, relevant Master’s degree an advantage
  • Total minimum 12 years relevant work experience
  • Minimum 6 years of people management experience including setting clear performance objectives, managing for results, giving and receiving feedback, performance evaluation and mentoring and coaching consultants/employees

Key competencies and professional expertise required
  • Knowledge and/or previous experience in introducing ISO standards and ERP system will be an advantage

National Social Mobilization and Gender Expert – DFID funded Reproductive Health Project Ujjwal – Gurgaon, India
The “Improved Family Planning and Reproductive Health Services in India” (Project Ujjwal) is a part of the UKAid Framework for Results to improve reproductive, maternal and newborn health in the developing world. The project objective is to prevent unintended pregnancies and improve contraceptive prevalence especially among young, low parity, poor and socially excluded women. Aligning to the Ministry of Health and Family Welfare’s commitment to improve maternal health and child survival through the articulate Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCH+A) strategy, the project aims to reduce maternal deaths from unwanted pregnancies by increasing use of family planning (FP) methods, improving birth spacing practices and preventing unsafe abortions in Bihar and Odisha (in areas with the highest fertility and unmet need), using a mix of private sector approaches (eg. social marketing and social franchising), and public private partnerships.

The scope of work will include following tasks:
  • Work closely with the project team for inclusion of issues related to gender, equity and social development into various aspects of the project;
  • Work with senior technical staff to lead and support the Social Mobilization activities, thru coaching, training, leadership development and shared oversight of activities;
  • Engage collaboratively with relevant government departments to enlist their support for program goals and objectives and ensure its goals and approaches remain aligned to public health policy and support national public health impact targets (RMNCH+A, MDGs, long-term health plans etc.);
  • Promote and take a lead for developing capacity of district and block level managers for Gender and Social Inclusion mainstreaming in Bihar and Odhisa state;
  • Work with partners to develop and pilot community based monitoring approaches.

You will demonstrate:
  • 7-10 years of relevant professional experience including substantial field experience;
  • Graduate degree in public health, international development, marketing, or related discipline;
  • Technical expertise in health programming and marketing required, including significant experience in the design and management of health service delivery and product marketing.
  • Demonstrated understanding of current research and programmatic best practices in Maternal and Child Health and Family Planning;
  • Experience in guiding and supporting teams in project implementation, with demonstrated ability to motivate and build capacity of staff;
  • Exceptional written and oral communication skills; strong interpersonal skills, self-motivated and organized, able to work effectively with a variety of partners and stakeholders;
  • Fluency in Hindi and English.
