About the role
Based in Nairobi, the Officer in Charge (OIC) is responsible for overseeing operational and logistical arrangements and activities for scholarships, including selection panels, the application/nomination processes, and awardee mobilisation. The OIC is responsible for the strategic leadership and management of Nairobi Hub activities including supervising the operations and personnel of the Nairobi Hub Office, including administrative and management systems. They are also responsible for the promotion of the Awards program across Eastern Africa and for acting as practice leader with respect to social inclusion matters.  This is a full time role up to June 30, 2015.

Key responsibilities include
  • Establish and maintain Nairobi Hub Office strategic and operational plans for the region and contribute to the development of higher level program and corporate strategies;
  • Identify and oversee innovation and efficiency;
  • Manage key stakeholder relationships including DFAT posts and other client representatives with the region;
  • Liaise, as directed by Team Leader, with key partners (government, private) and aid agencies on scholarship matters;
  • Liaise and report to the Project Base Office - Pretoria (and DFAT if required) on project progress, accomplishments, issues and constraints;
  • Ensure all scholarship management information systems remain up-to-date;
  • Oversee the administrative and logistical arrangements of application/nomination processes; short-listing, ranking and selection of long term award and short course candidates;
  • Assist in facilitating the logistics of contracting and convening of Selection Panels for pre-interview tasks in Nairobi, and in other locations as required when interviewing;
  • Ensure that all program activities are managed to meet budget, scope, quality and time requirements and expectations;
  • Lead and manage all aspects of HRM for the Nairobi program office including the recruitment, selection and performance management of staff (i.e mentoring, training, performance reviews and staff development), in consultation with the Program Operations and Compliance Adviser and Recruitment Adviser, as necessary;
  • Contribute to continuous improvement in service delivery and program performance;
  • Contribute to the development of the Scholarships promotional strategy;
  • Liaise with DFAT alumni networks in Africa especially in East Africa;
  • Contribute to the M&E framework, as directed by the M&E Specialist;
  • Ensure gender equity and disability support mechanisms are incorporated into  program procedures across all Hubs.
About You
Selection criteria
Essential:
  • Demonstrated previous office and team management
  • Proven ability in the direction of high-volume operations
  • Track record of success in the development of policy, systems and processes
  • Demonstrated capacity to work to tight deadlines with competing demands
  • Knowledge of and familiarity with the Australian tertiary education sector, or previous scholarships experience
  • Strong understanding of the application of IT systems to business processes
  • Excellent interpersonal skills and demonstrated capacity to work sensitively in a cross-cultural environment in the developing world
  • Outstanding presentation and communication skills
  • Excellent writing skills, including the ability to edit reports prepared by others
Highly Desirable:
  • Postgraduate qualifications in education, business management or another relevant field
  • Experience in managing a Scholarships program
  • Experience in social inclusion matters
  • Significant experience in the developing world, preferably in Africa
