This position is located in the immediate Office of the Director within United Nations Support Office in Somalia (UNSOS). The Staff Welfare Assistant will be based in Mogadishu and reports to the Senior Administrative Officer through the Staff Welfare Officer.

Responsibilities

Within delegated authority, the Welfare Assistant at this level will be responsible for the following duties:

• Assist in assessing, identifying and monitoring the sources of stress and stress levels of UN personnel in Somalia, and serve as focal point for welfare activities in the mission.
• Assist in developing programmes designed to improve the quality of life of staff
members within the mission area.
• Assist in monitoring the factors that could lead to unhealthy lifestyle and developing programmes to reduce stress levels among staff.
• Organize welfare events to improve opportunities for safe recreational activities for mission personnel.
• Create and develop a generic menu of welfare and recreation programs for regional offices including training, exercise classes, cultural awareness and social events, etc.
• Travel periodically to regional offices in Somalia where welfare activities are required.
• Increase staff awareness and information about social and recreational opportunities available to them in the mission area by developing informational resources in all areas in Somalia where UNSOS/UNSOM staff are deployed.
• Develop a welfare library and supervise the arrangement of appropriate reading and multimedia materials.
• Liaise with UN Staff Welfare and Recreation Committee and other UN agencies on virtual social, cultural and global events or activities.
• Collect and submit statistics on activities, participation in events, and contacts with staff members, etc.
• Perform other related duties as assigned.

Task description

Under the direct supervision of Chief Movcon and Senior Movcon Officer, the UN Volunteer will undertake the following tasks: • Receive passengers and Cargo movement requirements from clients and consolidate them for planning with JMCC to determine the most cost-effective mode of Transport. • For all movement activities, forward all documentation to up-line and down-line stations to allow the receiving station to plan their specific tasks; • Supervise ground handling agents performing check-in functions. • Coordinate the accurate preparation and manifesting of passengers and cargo, completion of dangerous goods declaration (if qualified), weighing of cargo, loading, and the unloading; this includes the physical actions of lifting and carrying cargo as required; monitor and ensure delivery of cargo and communicate shipping details to all concerned parties; • Coordinate the check-in of passengers traveling on UN aircraft to include mani-fest confirmation/amendments, baggage identification, and weighing, distribution of boarding passes, and passenger briefing; • Coordinate the handling, retrieval, placement, transfer of baggage and cargo on aircraft from/to the terminal area, and follow-up on misplaced or damage of passenger baggage, ensure cargo (including dangerous cargo) is loaded in accordance with United Nations and international regulations; • Coordinate timely boarding and deplaning of passengers, while remaining aware of safety procedures with respect to aircraft refueling, use of cell phones, and approaching aircraft; • Coordinate with airfield and air terminal security by ensuring all passenger baggage or property is scanned and accounted for at the time of check-in, the air passengers remain in designated areas while at the air terminal and all incidents or potential safety or security matters are reported in a timely manner; • Prepare, compile, and maintain the weekly and monthly passenger and cargo statistics; • Track and trace missing cargo and baggage; • Manage the required office supplies such as stationery materials and other resources; • Provide general office support services such as draft

Living conditions and remarks

General: Mogadishu is the HQ of the UNSOM operation inside the Somalia mission area and is a non-family duty station. The UN Volunteer will be subject to the overall direction and guidance of the UN Designated Official (DO) for security. The volunteer will be incorporated into all applicable security protocols and will be required to strictly adhere to the guidelines, security plans, and other directives issued by the DO. While in Somalia, the volunteer will be housed in UN-provided accommodation. In Mogadishu, this is at the UN Compound at the Mogadishu International Airport (MIA). Accommodation: Due to the security situation in the UNSOS mission area and coupled with the fact that there is no living accommodation on the private market that meets minimum UN security and safety standards for UN personnel, expatriate personnel deployed to Mogadishu are provided secured accommodation in a camp-style environment. Some of the accommodation (hard walls and prefabs) are paid for by the UN personnel on a monthly basis. However, containerized accommodation is provided free by the UN. The UN-provided accommodation is essentially equipped with minimum room furniture. The accommodation could be single or shared rooms with shared bath and toilet facilities. Power and water are provided by the UN inside the camp to its occupants. Food and Diet: There is no access to local markets in Mogadishu. There is a UN Contractor-managed dining facility inside the UNSOS Camp in Mogadishu where food is provided at a cost by the contractor FRES-KO. Personnel may cook their own meals at common kitchen buildings situated at convenient locations within the camp. Health: Exposure exists to a number of tropical diseases. All medical formalities specified in the Offer or Travel Advisory should be completed before traveling. Yellow Fever vaccination is compulsory before coming to the mission area, while vaccinations for Hepatitis A & B, Typhoid, Tetanus/Diptheria, Polio, and Meningitis are recommended. A vaccination Card (yellow card) must be brought. Malaria prophylaxis is highly recommended. Due to the large number of various types of insects in the mission area, it is also recommended to use insecticide-impregnated nets and insect repellants. UN personnel have access during working hours to a Civilian Clinic inside the UNSOS Camp in Mogadishu. Rest and Recuperation: International personnel, including UN Volunteers, working in the UNSOS mission area are entitled to a 4-week Rest and Recuperation (R & R) cycle. This means that after every 4 weeks of being in the mission area, a break is taken to travel to either Nairobi (UNSOS designated R & R location) or any other destination outside the mission area. The R & R entitlement consists of 5 calendar days of R & R, with 2 travel days added, every 4 weeks. UN flights from Mogadishu or any other deployed site in the mission to Nairobi and back to the duty station can be used at no expense. However, accommodation, food, and other expenses while on R & R are borne by the individual. Approval of R & R is balanced against operational requirements.

Mission and objectives

The United Nations Assistance Mission in Somalia (UNSOM) was established on 3 June 2013 by UN Security Council Resolution 2102, following a comprehensive assessment of the United Nations in support of the establishment of the Federal Government of Somalia. The mandate of UNSOM was subsequently renewed by Security Council resolutions. Unanimously adopting resolution 2102 (2013), the Council decided that the mandate of UNSOM would include the provision of policy advice to the Federal Government and the African Union Mission in Somalia (AMISOM) on peacebuilding and state-building in the areas of governance, security sector reform and rule of law (including the disengagement of combatants), development of a federal system (including state formation), constitutional review, democratisation (including preparations for the 2016 political transition) and coordination of international donor support. Among its other mandated functions, UNSOM is helping build the Federal Government’s capacity to promote respect for human rights and women’s empowerment, promote child protection, prevent conflict-related sexual and gender-based violence, and strengthen justice institutions. Further, it is monitoring, helping investigate and reporting to the Council on any abuses or violations of human rights or of international humanitarian law committed in Somalia, or any abuses committed against children or women. The Mission is also supporting the implementation of the National Security Architecture that was endorsed by the Federal Government and Federal Member States in April 2017 and the Comprehensive Approach to Security framework.

Context

Integrated Electoral Support Group (IESG) provides technical and operational support to the National Independent Electoral Commission (NIEC) which oversees organizing voter registration and the Parliamentary elections. IESG provides technical support in areas including operations, capacity building, logistics, civic and voter education, legal, electoral security, external relations, public outreach, Information Technology, Geographic Information System (GIS). IESG is composed of both UNSOM and UNDP staff. The NIEC, established in 2015, has recently established its subnational structure at state capital level. IESG has deployed staff to the UNSOM field offices to provide technical and operational support to NIEC subnational structures.

Task description

Accommodation: Due to the security situation in the UNSOS mission area and coupled with the fact that there is no living accommodation on the private market that meets minimum UN security and safety standards for UN personnel, expatriate personnel deployed to Mogadishu are provided secured accommodation in a camp-style environment. Some of the accommodation (hard wall and prefabs) are paid for by the UN personnel on a monthly basis. However, containerized accommodation is provided free by the UN. The UN-provided accommodation is essentially equipped with minimum room furniture. The accommodation could be single or shared rooms with shared bath and toilet facilities. Power and water are provided by the UN inside the camp to its occupants. Food and Diet: There is no access to local markets in Mogadishu. There is a UN Contractor-managed dining facility inside the UNSOS Camp in Mogadishu where food is provided at a cost by the contractor CIANO. Personnel may cook their own meals at common kitchen buildings situated at convenient locations within the camp. Health: Exposure exists to a number of tropical diseases. All medical formalities specified in the Offer or Travel Advisory should be completed before traveling. Yellow Fever vaccination is compulsory before coming to the mission area, while vaccinations for Hepatitis A & B, Typhoid, Tetanus/Diptheria, Polio and Meningitis are recommended. Vaccination Card (yellow card) must be brought. Malaria prophylaxis is highly recommended. Due to large number of various types of insects in the mission area, it is also recommended to use insecticide-impregnated nets and insect repellants. UN personnel have access during working hours to a Civilian Clinic inside the UNSOS Camp in Mogadishu. Rest and Recuperation: International personnel, including UN Volunteers, working in the UNSOS mission area are entitled to a 4-week Rest and Recuperation (R & R) cycle. This means that after every 4 weeks of being in the mission area, a break is taken to travel to either Nairobi (UNSOS designated R & R location) or any other destination outside the mission area. The R & R entitlement consists of 5 calendar days R & R, with 2 travel days added, every 4 weeks. UN flights from Mogadishu or any other deployed site in the mission to Nairobi and back to duty station can be used at no expense. However, accommodation, food and other expenses while on R & R are borne by the individual. Approval of R & R is balanced against operational requirements.

The UN Somalia Risk Management Unit (RMU) is agile, flexible and responsive to evolving needs from clients, partners, UN system organizations, government and NGOs. One of the RMU’s key roles is the development and management of products and technological tools aimed at improving information sharing across UN organizations and providing a source of data-evidenced decision making. These tools include the Contractor Information Management System (CIMS), Capacity Injection Reporting Tool (CIRT and RMU Online Learning Management System (LMS). These represent global good practices and have been adopted by the UN in other country contexts. 

Under the direct supervision of the Information and Database Management Officer and the overall guidance of the Head of the RMU, the Information and Database Associate is responsible for assisting in the provision of specialized and technical support of the CIMS and other RMU management databases.

Duties and Responsibilities 

The Information and Database Associate in close collaboration with a RMU team, will hold the following functions and responsibilities: 

  1. Data collection, enrichment and management of the Contractor Information Management System (CIMS) Somalia
  2. Generate data and assist in production of data-analytical reports
  3. Support Knowledge sharing and knowledge management tools
  4. Assist in replication of CIMS to other countries
  5. Assist in the maintenance of other RMU Systems and digital innovation
  6. Assist in the drafting of Partner Verification Reports (PVRs)

Responsibilities

Within delegated authority, the Field Security Coordination Officers may be responsible for the following duties:
• Serve as Adviser to the Designated Official and to the United Nations Security Management System organizations on all security risk management matters, security policy and procedures.

Org. Setting and Reporting

This position is located in the Rations Unit within the United Nations Support Office in Somalia (UNSOS) and is based in Mogadishu, Somalia. The Supply Assistant reports to the Chief of Rations Unit.

Responsibilities

Within delegated authority, the Supply Assistant will be responsible for the following duties:

• Receives authorized on-line requisitions for stores supplies from Chiefs of Section and Heads of Units;
• Verifies the requisitions and issue in accordance with Sections'/Units' monthly requirements;
• Ensures that supplies are issued to requesting offices/Sections as per approved requisitions without delay.
• Monitors stock of supplies in the stores; Conducts regular stock taking of expendable items in the supply stores and prepare reports on discrepancies observed;
• Informs Supply Officers on supplies which require stock replenishment in a timely manner.
• Ensures that items in the supply stores are arranged in an orderly manner;
• Plans well in advance on expected delivery of supplies in order to maintain adequate storage facilities for in-coming goods;
• Implements Quality Control/Assurance to ensure the contractual terms, costs and schedules.
• Assists in raising requisitions for services and items required by the supply Stores;
• Receives requests from offices and Sections and raises requisitions for goods/services required.
• Assists the Receipt and Inspection Unit (R&I) in receiving and inspecting goods delivered by vendors and managed by Supply Section;
• Processes internal R&I reports for goods in the Supply Stores and forward to R&I Unit for processing records of the goods in Galileo/Umoja, and issue to end users according to established procedures; update stock cards for acquired products;
• Assists in weekly reconciliation of receipt and issues in order to confirm that nothing is being misappropriated.
• Conducts periodic inventory verification of UN non-expendable property and attractive Property managed by Supply stores and updates records in Umoja by processing issue vouchers to individual/end users of UN property for purpose of transparency and accountability;
• Assists the Rations Officer in implementing the Quality Assurance (QA) procedures as they relate to the supply of food rations to the Mission; which includes, but is not limited to: Canned, Dry, Fresh and Frozen Rations, Bottled Water (BW), Prepared Food, Combat Ration Packs (CRP), Cafeteria Services, Catering and Warehousing Services;
•Updates and Implements supply-related Standard Operating Procedures (SOPs) including on Receiving and Inspection, Quality Control (QC)/Quality Assurance (QA), inventory control, reporting and invoice processing;
• Assists with ensuring implementation of the internal control systems including accounting, report and maintenance of all electronic/hardcopy records to ensure proper audit trail.
• Prepares write-off requests for property that is lost, obsolete or damaged;
• Receives technical evaluation report on damaged property or property which has become obsolete and raise request for write-off in the Galileo/Umoja system to facilitate submission to the Local Property Survey Board (LPSB) by the Claims Office;
• Ensures that property approved for write-off and disposal is handed over to the Property Disposal Unit (PDU) in a timely manner.
• Participates in the acquisition and the drafting of preliminary specifications for requirements, participates in the
preparation of technical evaluation committees and presentations to Local Committee on Contracts.
• Perform other duties as assigned by the supervisor.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

Technical or vocational certificate in at least one of the following areas: procurement/contract management, inventory management, and supply management is required.

Work Experience

A minimum of eight (8) years of progressively responsible experience in supply services, inventory management, procurement, logistics, project management or related area is required.

Experience in supporting supply and rations services in support of or in a field operation of the United Nations Common System or international non-governmental organizations is desirable.

Understanding of international shipping and associated INCOTERM is desirable.

Knowledge of Asset Management for Catering equipment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English (both oral and written) is required.
