Org. Setting and Reporting

This position is located in the Office of the Prosecutor (OTP). The incumbent will be part of a skilled team working on complex cases under the supervision of Legal Officers.

Responsibilities

The primary responsibility of Document Manager in the OTP is to process requests for assistance (RFAs) from national authorities and international organisations investigating and prosecuting cases arising out of the conflicts in the former Yugoslavia.

The incumbent will be required to:
• Analyse evidence in complex cases.
• Conduct complex electronic searches to identify relevant material in a very large collection of OTP’s evidence.
• Review the material to identify confidential documents and to ensure compliance with applicable rules.
• Prepare response packages to request for assistance.
• Perform electronic record keeping including by scanning hard copies of documents, e.g., RFAs and responses.

In addition, the incumbent will be required to:
• Implement established systems and document control procedures by maintaining records of new material received. Assist as required in the processing of evidence.
• Respond to job assignment requests from within the OTP with respect to search requests, document production and the disclosure obligations of the Prosecutor, and provide document support services to Legal Officers and investigators.
• Maintain the integrity and physical order of active and archived records.
• Maintain statistics and workload indicators on services provided.
• Contribute to the development of protocols and practices for the OTP as required.
• Assist in the preparation of cases including post-appeal proceedings, review proceedings and other litigation.
• Perform any other duties assigned.

Knowledge of the conflict in the former Yugoslavia is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Working knowledge of French is highly desirable. Fluency in spoken and written Bosnian/Croatian/Serbian is required. Fluency in reading documents written in Cyrillic is an asset. Proficiency in Albanian is an advantage.

Functions

Under the supervision of the Head of Division, the incumbent will perform the following duties:

- Copy-edit or edit manuscripts of publications, ensuring accuracy of content, correct use of terminology, grammar, syntax, punctuation and spelling, and conformity with ICJ and United Nations editorial rules and style.
- Perform extensive research on any substantive issues using electronic glossaries, terminology databases and internal and external internet resources.

- Read corrected proofs against marked-up sets, incorporate additional editorial changes in successive sets of proofs and give final approval for publishing.

Qualifications

Education
Advanced university degree. A first-level university degree in combination with additional qualifying experience may be accepted in lieu of an advanced university degree.

Experience

A minimum of five years of experience in editing for the United Nations or another international body. Experience working with legal publications would be highly desirable.

Languages
A perfect command of English, which must be the incumbent’s main language, and an excellent knowledge of French.

Responsibilities

The primary responsibility of Document Manager in the OTP is to process requests for assistance (RFAs) from national authorities and international organisations investigating and prosecuting cases arising out of the conflicts in the former Yugoslavia.

The International Court of Justice (ICJ) was established by the Charter of the United Nations and is the principal judicial organ of that Organization. The Court is composed of 15 judges, each elected to serve a nine-year term of office by the United Nations General Assembly and the Security Council. Judges are selected from among persons of high moral character, who possess the qualifications required in their respective countries for appointment to the highest judicial offices. One third of the Court is elected every three years. The Court has a twofold role: first, to settle, in accordance with international law, through judgments which have binding force and are without appeal for the parties concerned, legal disputes submitted to it by States; and, second, to give advisory opinions on legal questions referred to it by duly authorized United Nations organs and specialized agencies. It is assisted by the Registry, which is the permanent administrative organ of the Court. The Registry is headed by the Registrar, who is elected by the Members of the Court.

The incumbent is appointed by the Registrar with the approval of the President (Rules of Court, Art. 25) and reports directly to the Head of the Publishing Division.

Responsibilities

Under the supervision of the Head of Division, the incumbent will perform the following duties:

Create and maintain a customized word-processing environment for the production of all types of Court documents and publications, including production of templates, styles, macros and automated text tools; resolve formatting problems, convert files and handle technical difficulties; ensure appropriate use of the word-processing environment by new users, including through training where necessary.

Manage the day-to-day activities associated with the Electronic Documents Management System (EDMS) environment; ensure compliance with the regulations relating to the system (metadata, templates, libraries, etc.); act as site owner of the EDMS; contact relevant work units with a view to solving any technical problems that may arise; work towards the optimization of the system and develop new applications.

Serve as the Division’s focal point and assist with the planning, specification, design, development and implementation of, and provision of support for, new applications and systems; independently liaise with users within the Division to define and specify requirements; prepare user documentation and training materials for deployed computer applications and systems; deliver technical presentations; perform ongoing reviews with users and respond to their queries; keep abreast of technological developments in document management and production, and propose new acquisitions.

Before hearings, run the appropriate tests in collaboration with the Information Department and/or the Information and Communication Technologies Division to ensure the smooth functioning of the Digital Audio Recording (DAR) system; contact relevant work units with a view to solving any technical problems that may arise; prepare special instructions, training and reminders for users, including temporary staff, regarding the use of the DAR system; provide training for those on duty on how to prepare audio files from the DAR for transcription; ensure the preliminary formatting of texts during hearings, resolve formatting problems and handle any technical difficulties arising in these texts.

Provide assistance, guidance and recommendations on the above-mentioned technical environments to facilitate and optimize the working methods of the various users.

Prepare and update the formatting guide for the Registry and other relevant editorial or technical guides as needed (in booklet form and on the intranet).

Perform research and independently respond to queries and requests for documents, independently handle a wide range of complex information requests and enquiries; respond or draft responses to a diverse range of correspondence and communications from various sources, including other United Nations entities and organizations.

Generate and maintain accurate and up-to-date statistical data, including workload indicators, for reporting and planning purposes.

This position is in the Department of Linguistic Matters of the International Court of Justice, The Hague, Netherlands.

Responsibilities

Working under the overall supervision of the Head of Department and the direct supervision of a Translator/Reviser (English language) (P-4), the incumbent will perform the following duties and responsibilities:

- translate, from French into English, Court documents such as case pleadings, verbatim records of Court hearings, draft orders and judgments, judges’ notes and opinions, diplomatic correspondence, minutes of Court meetings, internal notes and memos, press releases, etc;

- provide linguistic assistance to other Registry departments, including checking and editing documents drafted in English;

- conduct terminological research, working with other departments and divisions to make and document terminology choices, taking account of language/editorial trends and developments where appropriate;

- perform such administrative tasks as may be assigned by the Head of Department.

Work Experience

- At least two years’ experience as a translator, preferably in an international organization or national institution, is required.

- Experience in translating texts covering a broad range of subjects similar to those dealt with by the International Court of Justice is required.

- Experience in reviewing and editing documents, including texts drafted by authors whose main language is not English, is required.

Languages

English and French are the official and working languages of the Court. A perfect command of English, which must be the candidate’s main language, and an excellent knowledge of French are required.

Remuneration: Depending on professional background, experience and family situation, a competitive compensation and benefits package is offered.

The Court’s salaries are calculated in US dollars but may be paid in euros. They consist of a basic salary and a post adjustment which reflects the cost of living in the Netherlands and the euro/dollar exchange rate.
