Org. Setting and Reporting

The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services, and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions.

The Regional Service Centre in Entebbe, Uganda (RSCE), was established in July 2010, following the adoption of General Assembly resolution 64/269. The Centre provides efficient, client-oriented and scalable services with the goal of moving transactional, non-location-dependent administrative functions to the Centre from its client entities. This includes transactional elements of human resources, finance, multimodal movement and control, personnel and cargo transport and information and communications technology (ICT) support. In addition to these services, the Office of the Director RSCE and support offices through the Deputy Director RSCE provides overall guidance on the operations of the RSCE including strategic planning, communication, budgeting, human resources management, property management, quality assurance and business intelligence, conference services, record keeping and archive management, and audit response and risk management.

This position is in the Archives and Records Management Unit (ARMU) of the Regional Service Centre in Entebbe (RSCE). The Archives Assistant will report to the Information Management Assistant who oversees the Archives and Records Management Unit.

Responsibilities

Within delegated authority, the Archives Assistant will be responsible for the following duties:

Archives and Records Management:
- Provides advisory services on record-keeping practices, including needs and business process analysis.
- Assists in the digitization of records and documents.
- Conducts end-user training relating to the electronic document and records management system at RSCE.
- Registers incoming and outgoing records in electronic record keeping system.
- Maintains paper-based and electronic central file system by creating new folders, applying disposition instructions and tracking file circulation.
- Participates in records management projects in RSCE, assembles records and creates electronic file lists in preparation for records transfer and arranges for their transportation from offices to storage facilities.
- Ensures the custody of the ARMU repository by maintaining it in a good order, monitoring the use of space.
- Participates in the Transfer of Official Status Files to HRSD Registry in New York
- Assists in accessioning, disposition, description, and database updating activities.
- Performs clearinghouse functions concerning maintenance of accession, disposal, and location elements of the
RSCE database.
- Supports disposition operations by liaising with records-originating offices on transfer procedures and documentation; and analyses retention schedules and precedents in support of disposition decisions.
- Creates and maintains manual accession records and provides information to other Unit staff in support of reference and archival arrangement and description activities.
- Oversees internal records retrieval, loan, reproduction, and staff clearance operations.
- Supports external reference services by drafting routine responses to enquiries, including records reproduction transmittals, for approval of Unit Chief.
- Participates in maintaining the Unit's database.

Documents management:
- Assist clients offices with searches for records.
- Provides documents delivery services as required.

General:
- Conduct basic research as requested by more senior staff.
- Provides relevant technical support to users of information services.
- Provides administrative support for the Unit supervisor and undertakes duties as assigned.

A minimum of Five (5) years of experience in archives and records management or related area is required, of which one (1) year of experience with archives management system, content management system, or electronic records management system. The minimum year of relevant experience is reduced to three (3) for candidates who possess a first level degree or higher.

Experience within the United Nations common system or similar international organization or non-governmental organization is desirable.

Experience working in a shared service centre or similar setup is desirable.

A Diploma or post-Secondary training in Archives and Records Management or a related Information Management field is desirable.

Languages

This position is located in the Regional Training and Conference Centre (RTCC) of the RSCE. The Training Assistant at this level reports to the Chief of Unit/Section.

Responsibilities

Within delegated authority, the Training Assistant will carry out the following duties:

•Coordinate and organize all logistical aspects of various training delivered by trainers, consultants or external training providers.
•Assist in the annual training needs assessment of Clients; liaise with participants, training providers, external partners and Training focal points throughout the organization; make travel arrangements; preparing training material; providing on-site support.
•Draft Terms of Reference; raise purchase requisitions; consolidate training feedback; ensure correctness of invoices.
•Monitor and review budget and expenditure reports for various training events; liaise with various counterparts on purchase requisitions, invoices and reclassifications; advise on the most cost-effective options for running training courses.
•Provide logistical and administrative support in the organization of conferences.

This position is located in the Client Services Section at the RSCE under the Department of Operational Support. The Travel Assistant at this level reports to the Client Services Officer.

Responsibilities

The focus of this position is to provide Travel related services within the Service Delivery model of the RSCE. The post provides guidance and direction to the relevant service delivery area with regard to travel related issues and processes.

On behalf of the service line, the Travel Assistant supports the Centre as follows:

• Resolves client queries logged through iNeed within agreed Service Level Agreement.
• Creates work orders in iNeed, monitors work orders, and provides daily reports on ageing analysis. Closes work orders in iNeed.
• Calculates air fare, excess baggage entitlements, terminal expenses, daily subsistence allowance for staff and dependents traveling on missions, etc.
• Calculates airfare for requested destinations, lump sum, and costs for shipment of personal effects.
• Processes DSA advance; and expense reports.
• Provides information to staff and consultants on the most direct and economical route, and plans routings, and itineraries plus the most economical airfare rates for such travel as permitted by rules and regulations.
• Provides information on rates and travel schedules for specific itineraries. Advises on travel issues. Replies to queries to clients.
• Contacts airlines or travel agency to make reservations at least expensive fares, and requests issuance of tickets.
• Arranges tickets for official and training travel; arranges tickets and cargo pace for repatriation of Human remains; Arranges tickets for medical evacuation.
• Advises substantive offices, travelers, and other relevant staff of arrival information, requesting arrangement to be made accordingly for traveler.
• Checks entitlements eligibility, approves entitlement leave, calculation of points according to cycles, post travel management, update of leave card, and compilation of staff benefits accruals.
• Processes entitlement travel service as requested by client missions and RSCE Staff.
• Approves payments in UMOJA; monitors payments activities, provides feedback to clients on payments made.
• Performs other duties as required.

Org. Setting and Reporting

The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions.

Responsibilities

Within delegated authority, the Finance & Budget Officer will be responsible for the following duties:

• Manages achievement of RSCE Key Performance Indicators (KPIs) and all Service Level Agreement (SLAs) components for RSCE projects/programmes/operations related to the Accounts Unit.
• Ensures that outputs produced by the team maintain high quality standards; reports are clear, objective, and based on comprehensive data.

• Participates in preparation, reviews and finalization of budget performance reports in compliance with the Legislative requirements and recommendations and Controller’s instructions; reviews and ensures valid variances between approved budgets and actual expenditures.
• Participates in developing inputs to the UN’s legislative processes for consideration of the Centre’s financing requirements by FOFD, Controller’s Office, the Advisory Committee on Administrative and Budgetary Questions (ACABQ) and the Fifth Committee of the General Assembly.
• Reviews and approves supporting vouchers for accounting transactions such as payroll, payment of staff entitlements, final payments, travel claims, vendor invoices, agencies and any other allowances for payments in conformity and adherence to applicable United Nations policies e.g., staff rules, financial regulations and rules, ST/AI issuances or practices, IPSAS policy framework etc.
• Provides advice, financial interpretations, adaptations, and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars under the guidance of the Service Delivery Manager.
• Ensures the integrity of financial and management systems and the controls that underpin them; reports findings and makes recommendations to Chief Financial Services.
• Acts as Approving Officer under Financial Rule 105.4 in adherence with the UN Regulations and Rules.
• Ensures that the established IPSAS compliance monitoring and Internal Control Framework (ICF) is fully implemented, and any deviations documented and reported.

Responsibilities

Within delegated authority, the Procurement Officer may be responsible for the following duties:

• Plans, develops and manages all procurement and contractual aspects of significant complexity related to worldwide procurement of diverse services and commodities for the United Nations Headquarters, the peace operations and the offices away from Headquarters, taking into account local economic and other conditions.
