PURPOSE OF THE POST

To achieve WHO’s mission to Promote health, keep the world safe, serve the vulnerable, WHO has a crucial role in responding to health emergencies by providing an essential mix of technical competence and normative expertise and the ability to deploy into the deep field to address outbreaks and other health emergencies and public health events wherever they occur.  

In the context of the WHO Health Emergencies incident management system, at the country level, the incumbent will work at the three strategic levels of intervention to Promote and sustain mental health at work for all WHO Country Office workforce in Ukraine: 

  • Prevent: contribute to reshape work environments to minimize psychosocial risks and prevent the workforce from experiencing mental health conditions
  • Protect and Promote: strengthen awareness, skills and opportunities for recognizing and acting early on mental health issues to protect and promote the mental health of all in the workforce
  • Support: support individuals in the workforce with mental health conditions to access, continue working and thrive at work  

Under the supervision of the Staff Health and Wellbeing Officer, and in collaboration with the Regional Staff Counsellor and Regional Staff Physician, the Staff Counselor is responsible for addressing mental health at work at the WHO Country Office in Ukraine. Travel is required at times to remote and difficult locations. As part of the Country Office structure the functions of the Staff Counselor is part of Staff Health and Wellbeing services in WHO Country Office in Ukraine. The incumbent maintains at all times a high standard of professional ethics and confidentiality consistent with the ethical guidelines and standards of practice. The incumbent works with a sensibility to the context and cultural environment to cover all the aspects of WHO guidelines of mental health at work. 

The incumbent works on psychosocial counselling services through the implementation of contextually and culturally relevant stress management programs to staff members (and their dependents) and consultants in the WHO Country Office in Ukraine. The incumbent will be responsible for developing strategy and program to provide psychosocial support to the WHO workforce responding to the Ukraine crisis. 

The incumbent will address the psychosocial needs identified, with the aim of improving the mental health and well-being of the WHO workforce and their dependents. The position requires a highly skilled mental health professional with humanitarian work experience.

OBJECTIVES OF THE PROGRAMME AND OF THE IMMEDIATE STRATEGIC OBJECTIVES

The mission of the Division of Health Emergencies (WHE) is to build the capacity of Member States to assess, prevent and manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

The WHE Division brings together and enhances WHO's operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.

ORGANIZATIONAL CONTEXT

In the country of assignment, based on priorities set by the WR, the incumbent will work under the direct technical supervision and guidance of the Regional Staff Physician the incumbent will have front line responsibility to improve the capacity and resilience of staff members and consultants to respond effectively during emergencies in accordance to policy guidelines established by the HQ and Regional Office. S/he will closely cooperate and partner with the Staff Health and Wellbeing Services in WHO headquarters and Health Medical Service in the respective regional office.

SUMMARY OF ASSIGNED DUTIES

Under the general guidance of the Staff Health and Well-Being Department (EURO and HQ) and the Staff Counselor, the incumbent will: 

  • Support managers in addressing psychosocial risk factors within their team.
  • Facilitate team discussions and develop action plans to reduce burnout risks.
  • Engage leadership and managers in addressing psychosocial risk factors.
  • Develop proposals for health and well-being committees and collaborate on their implementation.
  • Develop a psychological support strategy for the Ukraine Country office.
  • Assess and monitor psychosocial needs affecting staff well-being.
  • Research and evaluate measures for reducing stress in the field.
  • Provide support and advice to leadership on healthy work practices.
  • Offer individual and group counseling to staff as needed.
  • Provide guidance on managing personnel with mental health conditions.
  • Provides expert training, consultation, and psychological support in preventing, identifying, and resolving issues related to staff members' well-being and mental health by developing and delivering tailored workshops and webinars/dialogues.
  • Conduct induction courses on psychological well-being for new personnel.
  • Provide in-person support through regular visits to field offices.
  • Organize expert training, workshops, and webinars on staff well-being.
  • Ensure adherence to professional standards and confidentiality within the unit.

Education Qualifications

  • Essential: First level university degree (Bachelor’s degree or equivalent) in psychology, psychiatry, counselling, clinical social work or other related mental health professions. University Certification or country-specific licensure authorizing the incumbent to deliver mental health services.
  • Desirable: Additional certification in various related fields, such as alcohol/substance abuse, family counseling, critical incident stress management, and cross-cultural communication, is desirable. Advanced university degree (Master’s degree or equivalent) in psychology, psychiatry, counselling, clinical social work or other related mental health professions. 

Experience

  • Essential: A minimum of 5 years of progressively responsible experience in staff clinical counseling, mental health, cross-cultural communications, counseling, psychiatry, clinical psychology, clinical social work, or related areas is required.
  • Desirable: Experience working in an international organization in the field or cross-border is required. Experience in working within or directly supporting a crisis or emergency response is required. Experience in developing policies and programs related to staff well-being and mental health is desirable. 

Use of Language Skills

  • Essential: Expert knowledge of English.
  • Desirable: Expert knowledge of Ukrainian.

UN Women Ukraine Country Office conducts various events, workshops, conferences, and meetings as part of its programmatic intervention including development of technical documents, tools and communication materials that require translation into Ukrainian/English. Audiences include international staff, Ukrainian Government, international participants, implementing partners, the media and communities. To meet such needs, UN Women Ukraine is interested in hiring an Interpreter/Translator to provide UN Women with high-quality translation and interpretation services (Ukrainian/English languages).

Task description

Within the delegated authority and under the supervision of Country Representative or his/her designated mandated representative(s), the UNV Interpreter/Translator will provide: Effective interpretation in support of office functions. • The Translator/Interpreter delivers effective interpreting services at meetings, site visits, negotiations, and other stakeholder engagement formats. • The Translator/Interpreter ensures the full and precise delivery of bi-directional English–Ukrainian/Russian verbal communications between UN Women personnel and other stakeholders as and when required for the purposes of implementation of UN Women portfolios, as well as finance, HR, administration, communication, or partnerships functions. • In consultation with relevant stakeholders, the Translator/Interpreter selects the appropriate mode of interpreting (consecutive or simultaneous) and, where necessary, or coordinates interpreting with any external providers involved. • The Translator/Interpreter is available to go on official travel to project sites and meeting locations within Ukraine upon reasonable notice. • Provide administrative support before, during and after meetings/events, including agendas, invitations and minutes. Effective translation, recording, and retention of information relevant to office functions. • The Translator/Interpreter delivers translations, as well as records and retains information relevant to office functions. • The Translator/Interpreter performs translation of received documents/communication/knowledge products etc, and ensures product quality and cross-document continuity, maintaining glossaries and terminology bases as necessary. • The Translator/Interpreter effectively coordinates translation work where external providers are involved. • The Translator/Interpreter records information in the form of meeting minutes and similar products. Support to the office team in high-quality communication with stakeholders and partners. • The Translator/Interpreter supports the office team in high-quality communication with stakeholders and partners. • The Translator/Interpreter produces and contributes to products that include but are not limited to briefs, updates, reports, media publications etc. This work may require researching and retrieving background and analytical data from internal and external sources as assigned by the requesting unit. • The Translator/Interpreter undertakes/supports meeting organization and coordination, drafts/contributes to background materials, talking points, and other meeting-related products, as well as performs other tasks related to stakeholder communication as instructed. As it is a national UN Volunteer's assignment, the volunteer shall organize his/her accommodation by themselves. Taking into account the current circumstances in the country, telecommuting arrangements can be applied by the Host Entity. This is a full-time contract. Entitlements of National UN Volunteer Specialist (Kyiv Duty Station) This is a full-time assignment. The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) 1534 USD (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment. Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. Mission and objectives

The UNFPA, United Nations Population Fund, promotes gender equality, reproductive health, youth empowerment. The organization was created in 1969, the same year the UN General Assembly declared “parents have the exclusive right to determine freely and responsibly the number and spacing of their children”. Together with partners, UNFPA works in 150 countries, and in Ukraine since 1997. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA in Ukraine works for: • creating conditions in which every young person can fulfil the potential, lead a healthy lifestyle, know their reproductive rights and take an active social life; • conducting sexual and reproductive health campaigns to improve access to health and care services and improve its quality, especially for young people; • combating gender stereotypes in society (through the media, compulsory education for civil servants on gender mainstreaming, the improvement of national gender policy and anti-discrimination expertise of school textbooks); • providing information and services to gender-based violence survivors through the creation of crisis centres, supporting the work of mobile teams of psycho-social and support, providing expert support and raising general awareness in society.

Context

The war in Ukraine which started on 24 February 2022 has caused civilian casualties and the destruction of vital infrastructure, forcing millions of people to flee their homes seeking safety, protection, and assistance. They are in urgent need of protection and support. A considerable number of people – mostly elderly, women and children, and people with mobility problems – have remained in villages located very close to the frontline. Most of these people are stranded in areas where there is active fighting or which are subject to heavy daily shelling, and often have limited access to services and basic needs, relying mostly on what is being provided by the local authorities, humanitarian partners and volunteer groups. GBV and SRH risks sharply increased due to military activities, massive displacement of population, and deteriorating security situation in a country where the prevalence of various forms of GBV was already high (the 2018 OSCE survey revealed two-thirds of women experiencing either sexual, physical, or psychological violence since the age of 15 years) before the war. With the growing number of reports and anecdotal evidence on conflict-related sexual violence, threats of trafficking for sex, sexual harassment, and other forms of violence, strengthening coordination for GBViE prevention and response was prioritized by the UNFPA, the lead agency in support of the GBV Sub-Cluster. While National UN Volunteer will promote all intervention of GBViE and SRH, supporting the development of comprehensive response in target cities will be the top priority.

Task description

Under the supervision of the Emergency Response Coordinator, the Field associate will support in collecting information from the field, advice on gaps in response, and advocate for the humanitarian operations in the Eastern and Southern Oblasts. More specifically the Field Associate will perform the following key functions: Assist the Emergency Response Coordinator in: - Collecting/Analyzing needs from the different Inter-Agency convoys and from the hard-to-reach areas; - Identifying needs – post Inter-Agency convoys – for regular GBV and SRH programming and reporting on the progress of response; - Liaising with and Identifying potential partnerships with operational organizations on GBV and SRH response in close consultation with GBV Field Coordinators and SRH Analyst and SRH Specialist; - Liaising with Implementing Partners operating in Eastern and Southern Oblasts and identifying their needs and gaps in response, in consultation with IP Focal Points; - Supporting in arranging meetings, roundtables, seminars and other events related to the work of the Emergency Response Team in the East/South, taking notes, and producing related reports; - Following-up on the implementation of assigned tasks (including meetings, reporting and others); - Assisting with written and oral translations and interpretation when needed; - Perform other tasks as assigned; Results/expected outputs: As an integral UNFPA team member, the candidate will provide efficient, timely, responsive, client-friendly and high quality support to UNFPA and its beneficiaries in the accomplishment of her/his functions, including: - Substantive support to GBV and SRH Programmes in implementing planned activities and expanding its partnership network - Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment - A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Context:

Under the overall supervision of the Chief of Mission (CoM), and the Program Coordinator (Partnership and Programme Development) and direct supervision of Project Development Officer (Monitoring and Evaluation) and in close collaboration with the thematic programme unit management, the Programme Support Officer will support the Mission’s resource mobilisation and external liaison functions by providing technical inputs as well as administrative and logistical support for project development, reporting and fundraising actions, internal co-ordination and the development of strategies that respond to new and emerging challenges for IOM Ukraine, (Under L3 Emergency).

Core Functions / Responsibilities:

1.   Provide technical inputs and information to support the design and development of new programmes/projects based on solid results frameworks responding to emerging priorities, in close coordination with the D/CoMs, Regional Office, Headquarters, Programme Managers, as well as with Government and donor counterparts and relevant partners.

2.   Maintain up-to-date knowledge of all projects and programmes implemented by IOM Ukraine.

3.   Provide budget and administrative support for the coordination of new and ongoing projects, including for aspects related to activation, processing, endorsement, records-keeping, and submissions in line with specific IOM internal requirements and procedures. Liaise between IOM financial officials and Programme Managers to help ensure that the latter are observant of IOM and Donors’ financial requirements.

4.   Consolidate and analyse data on programme implementation and indicators and co-ordinate with Programme Managers to assist with the preparation of regular progress reports to be submitted to donors, partners and IOM Regional and Headquarters.

5.   Support the effective implementation of projects by contributing to results-based reporting in line with IOM internal guidance and policies and donor requirements, using IOM corporate tools such as Project Information and Management application (PRIMA), and other tracking mechanisms.

6.   Support fundraising actions by liasing with donor counterparts, organising and attending meetings and field visits, compiling and providing information to donors, and producing or contributing to the preparation of information products, overviews, talking points and briefing packs.

7.   Provide technical and administrative information and guidance on relevant and thematic fundraising strategies, and actively contribute to the mission's fundraising efforts by compiling and analysing information on strategic migration-related initiatives, donor policies and priorities, recommending new funding opportunities in close coordination with Program Managers.

10.              Participate in training sessions and workshops to support capacity development of new and existing team members, particularly in relation to reporting and project development, and including team members from program units where applicable, and emphasise training on internal systems and donor protocols.

11.              Keep accurate and pertinent records of correspondence, project development and reporting files and administration, including maintaining tools such as the Project Tracking Matrix, SharePoint, and PRIMA.

12.              Provide technical inputs to help support reporting or project development functions for issues relating to United Nations Country Team (UNCT) or United Nations Country Team/Humanitarian Country Team (UNHCT) internal planning, programming, and other IOM and UN core Working Groups or frameworks.

13.              In close collaboration with the Information Management Unit, maintain up-to-date knowledge of project and programme results implemented in Ukraine; maintain a database tracker of projects and key information to assist in rapidly responding to questions and updates for donors and talking points.

Required Qualifications and Experience:

Education

   Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Development Studies, Peace and Conflict Studies or a related field from an accredited academic institution with two years of relevant professional experience; or

   University degree in the above fields with four years of relevant professional experience.

Experience

   Previous experience working in an international organization and knowledge of the UN is essential;

   Previous experience with and knowledge of foreign government funding mechanisms is essential;

   Experience in project development, implementation and/or support, including in relation to reporting, fundraising and donor relations, project monitoring and evaluation activities, is required;

   Previous work in relevant issues such as migration, displacement, humanitarian, recovery and stabilisation issues across Ukriane is desired.

Skills

Duties and Responsibilities
1. Ensures effective administrative and logistical support to the Common Premises activities, as follows: 

-  Assists in organization and control of the distribution of space in the office common premises, the corridor and other in-door and out-door common areas as necessary. 

-  Assists in development of annual budget for common premises in cooperation with represented UN agencies. 

-  Liaises with landlord and office service providers for ensuring all contractual obligations are met in a timely manner. 

-  Establishes and maintains the filing system for common premises related materials. 

-  Arranges for booking of meeting/conference room(s) as per received requests and maintains a log for booking, ensuring that the meeting/conference rooms are maintained clean and organized;

Finance: Accounting (General): Knowledge of accounting concepts, principles, frameworks, standards, regulations, policies and trends, and ability to apply this to strategic and/or practical situations.

Required Skills and Experience 

Education:

Secondary Education is required. - Bachelor’s degree in Business Administration, Management, Economics, Human Resources, Finance, Accounting, Social Sciences or other related fields would be desirable but not a requirement.

Experience:

Minimum 6 years with Secondary education or 3 years with Bachelor's degree of progressively responsible experience of working in the field of administration, finance, programme/project support or other relevant fields.
