Context:
Under the overall supervision of the Chief of Mission (CoM),
and the Program Coordinator (Partnership and Programme Development) and direct
supervision of Project Development Officer (Monitoring and Evaluation) and in
close collaboration with the thematic programme unit management, the Programme
Support Officer will support the Mission’s resource mobilisation and external liaison
functions by providing technical inputs as well as administrative and logistical
support for project development, reporting and fundraising actions, internal co-ordination
and the development of strategies that respond to new and emerging challenges for
IOM Ukraine, (Under L3 Emergency).
Core Functions / Responsibilities:
1.
Provide technical inputs
and information to support the design and development of new programmes/projects
based on solid results frameworks responding to emerging priorities, in close
coordination with the D/CoMs, Regional Office, Headquarters, Programme
Managers, as well as with Government and donor counterparts and relevant partners.
2.
Maintain up-to-date knowledge
of all projects and programmes implemented by IOM Ukraine.
3.
Provide budget and
administrative support for the coordination of new and ongoing projects, including
for aspects related to activation, processing, endorsement, records-keeping, and
submissions in line with specific IOM internal requirements and procedures. Liaise
between IOM financial officials and Programme Managers to help ensure that the
latter are observant of IOM and Donors’ financial requirements.
4.
Consolidate and analyse
data on programme implementation and indicators and co-ordinate with Programme
Managers to assist with the preparation of regular progress reports to be submitted
to donors, partners and IOM Regional and Headquarters.
5.
Support the effective
implementation of projects by contributing to results-based reporting in line
with IOM internal guidance and policies and donor requirements, using IOM
corporate tools such as Project Information and Management application (PRIMA),
and other tracking mechanisms.
6.
Support fundraising actions
by liasing with donor counterparts, organising and attending meetings and field
visits, compiling and providing information to donors, and producing or contributing
to the preparation of information products, overviews, talking points and
briefing packs.
7.
Provide technical and
administrative information and guidance on relevant and thematic fundraising
strategies, and actively contribute to the mission's fundraising efforts by
compiling and analysing information on strategic migration-related initiatives,
donor policies and priorities, recommending new funding opportunities in close coordination
with Program Managers.
8.
Support integration with
Monitoring and Evaluation (M & E) frameworks and resources in partnership with
the Monitoring, Evaluation, Accountability and Learning (MEAL) Unit Manager.
9.
Provide or coordinate
inputs for information requests from Headquarters, the Regional Office (RO),
other IOM Country Office (CO) and external partners, such as donors,
government, partner agencies, and implementing partners.
10.
Participate in training
sessions and workshops to support capacity development of new and existing team
members, particularly in relation to reporting and project development, and including
team members from program units where applicable, and emphasise training on internal
systems and donor protocols.
11.
Keep accurate and pertinent
records of correspondence, project development and reporting files and administration,
including maintaining tools such as the Project Tracking Matrix, SharePoint, and
PRIMA.
12.
Provide technical inputs to
help support reporting or project development functions for issues relating to United
Nations Country Team (UNCT) or United Nations Country Team/Humanitarian Country
Team (UNHCT) internal planning, programming, and other IOM and UN core Working Groups
or frameworks.
13.
In close collaboration with
the Information Management Unit, maintain up-to-date knowledge of project and
programme results implemented in Ukraine; maintain a database tracker of projects
and key information to assist in rapidly responding to questions and updates
for donors and talking points.
14.
Perform such other duties as
may be assigned.
Required Qualifications and Experience:
Education
•
Master’s degree in
Political or Social Science, International Relations, Humanitarian Affairs, Development
Studies, Peace and Conflict Studies or a related field from an accredited academic
institution with two years of relevant professional experience; or
•
University degree in the above
fields with four years of relevant professional experience.
Experience
•
Previous experience working
in an international organization and knowledge of the UN is essential;
•
Previous experience with and
knowledge of foreign government funding mechanisms is essential;
•
Experience in project
development, implementation and/or support, including in relation to reporting,
fundraising and donor relations, project monitoring and evaluation activities, is
required;
•
Previous work in relevant
issues such as migration, displacement, humanitarian, recovery and stabilisation
issues across Ukriane is desired.
Skills
•
Ability to supervise, coach,
and direct staff and manage operations in transitional contexts;
•
Good knowledge of programme
management cycle;
•
Project development and report
writing skills, including for developing results matrices and logframes, and critical
analysis;
•
Proven and demostrated computer
skills and knowledge of, Microsoft applications, spreadsheets, word processing etc.
is essential;
•
Excellent communication, coordination
and time management skills are required.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written).
Proficiency of language(s) required will be specifically evaluated
during the selection process, which may include written and/or oral assessments.
